leads to the imagination so just so the board's aware this is what is next to the property
So as you can see, we tried to fit in as best a little bit of an odd mix match on the lot,
but we're really trying to stay with what we're going to be directly adjacent to as well.
It's also worth noting just really quickly that there's about 25,000 square feet of vacancy on this block on actually the corners.
There's city-owned land there.
So I think the reduction in units will be helpful to address any concerns about density,
but there is a significant amount of vacancy as well so just want to note that um i'd like to
bring up my clients if possible unless the board has any questions on the plans before we let scott
go questions uh on the regarding the plans from the board no okay thank you let's get your uh
yeah justin john or rahat kamal
take down your exhibit if you don't mind
tomorrow has been allowed to speak
Kamal has been allowed to speak.
please identify yourself
Please identify yourself.
Spell your first and last name, and I'll swear you in.
We've got both Justin John here and Rahat Kamal, so I'll let Rahat go first.
Hi, I'm Rahat Kamal.
R-A-H-A-T-K-A-M-A-L.
You swear and affirm to tell the truth, the whole truth, nothing but the truth?
Thank you, Rachel.
and then uh my name is justin john j-u-s-t-i-n j-o-h-n where if i'm going to tell the truth
the whole truth nothing but the truth i do thank you thank you uh raha and justin have you heard
my testimony today in front of the board um do you believe it to be correct and true to the best
of your knowledge and do you adopt it as your own yes yes thank you um wanted to just give an
opportunity for those uh here on the call to speak the board have any questions no okay
um i believe there's members of the community that rahat and justin um have been working with
on this project is mr karn still on and is he testifying in this matter
or and or mr and if you are testifying in this manner sir
i don't think so
oh there's mr karn hey good afternoon again mr karn just identify yourself you're still under
or from earlier?
I'm 3853 North 19th Street, 13th Ward RCO chair,
and I live in the community.
I'm also the ward leader, just to be perfectly clear here.
Again, council displayed our opposition letter.
The opposition letter was more than just the RCO committee.
We opposed the plan.
that was presented at that time.
What council failed to state that during the presentation,
it was a six-unit presentation.
We asked, and we've been working with the City Planning
Commission, Ariel, for like the last two years,
working on RSA five single family units.
And we do understand development.
However, we've been working with every developer and every owner in the community from Broad Street to 22nd Street to North and Angle Street, all the way up to Windrum.
We are trying to stay under a certain amount of units.
And that was three.
Just today, I received an email from Ms. Pritchard's office stating they wanted to meet after this.
and that was okay but my thing was there right the community and everybody on that block
wanted three family units that directly affected folks there through some tactics or whatever um
I don't know these letters went around these petitions went around but no one
who signed those petitions were on the zoom meeting that we had now I know we're just
presenting now I did send back an email to Ms. Pritchard's office after the 12-13 email stating
that we will have we can have another meeting September 9th that was our next scheduled RCO
community meeting however that's what we would like to have another meeting and I'm pretty sure
the community is for development on that lot and in and a lot around there however the multi-family
over the four and five and six that were presented at that time, the whole meeting opposed it.
And Mr. Kahn, I don't know if you had missed it. I had said that it was a six unit that we are
reducing to four units and that we were asking for a hearing hold specifically so that we could
accommodate another meeting. And so, yeah, we're all on board with the meeting again and, you know,
providing the revised plans no I didn't I'm sorry Rachel I didn't miss it however when you um
presented um your support you stated someone from a church on a 2,100 block we're actually
on the 3,600 we're on the 3,600 block 30 I think she's at 3,400 block uh I did mention that it just
that she had you know spoken in support and I had stated she wasn't on that block I apologize if
that was what we're just saying we're just saying right we had a lot of people um
I'm trying to get on this afternoon, but those are the ones who live on 16th Street, the north side of Venango Street, which is the 13 Ford RCO area.
um trying to get on this afternoon but those are the ones who live on 16th street
And that's where the mailings were mailed out to.
So anybody else, and I've talked to Crystal Ray, he apologized for the, he supports development.
but however we're looking for responsible development and and not over density uh the
block itself understand mr karn am i hearing you correctly correct correct me if i'm wrong
i heard you mention a couple of times three units are you suggesting that if the meeting
this meeting were to be held in september 9th that if the proposal that is put before it was
put before us today of going from six to four units, you're suggesting, and correct me if I'm
wrong, that it still would not meet with support because it's over three units? That's correct,
sir. Now, that was at the meeting, and we discussed it. And as a matter of fact, one of the owners
called me up two weeks ago, personally called me up, and we discussed it. And I definitely
discuss with them three units okay yeah the problem here chairman is it's a 2500 square
foot lot so it's uh quite large to have three units on and um we what we were hoping to to be
able to uh discuss in the meeting is that what we understand the three units is that it really
that may make sense for normal size lots like your normal 16 by 60 but a 2500 square foot lot
is is massive and if it was zoned rm1 and it would be it would be we wouldn't even be here so
um and we're providing you know 1440 gets you four units uh we're at 2500 trying to accommodate
four units so um you know we're trying to to meet and that makes sense for the size of the lot
I hear what you're saying to your person.
Yeah, get it, Korn.
Go ahead, Korn, Mr. Korn.
Mr. Korn?
Hello?
Yes, please proceed.
So, sir, you know, I think the directly affected residents took that as a slight in a sense of take this, take this and this is what you're offering rather than coming to a compromise.
Chairperson, you know, their compromise, pardon the interruption, but their compromise is going from six to four.
I'm not I'm not suggesting that you should accept that, but that is their compromise.
And with all due respect, Rachel, one at a time, please.
Mr. Karn.
Mr. Karn, you need to unmute.
I'm sorry.
A lot of houses up in this area have done a lot to their homes, and we can't chase them.
We can't chase them around.
What we're looking for is just conformity right now and trying to stay at the three-unit level.
And you'll see in the future in the next couple meetings with the 13th Ward and developers how we've all come to a compromise with the three units.
Hello.
Oh, Christ.
Hello.
Yeah, hold on.
Can everyone hear me?
Sure, you're here.
I lost the visual.
I don't know how, but as long as you can hear me, I guess that's good enough.
So, is there anyone else to testify in this case?
Can you hear me?
Mr. Charles Richardson has his hand raised.
I can imagine.
I'm sorry.
Thank you.
Yeah, Mr. Richardson, you're still on their oath.
Please identify yourself.
I'm sorry, Chair.
This is Tanya.
Can you try moving your mouth?
Does that work?
Yeah, I tried. Nothing's happening.
I'm going to go out and come back.
And we'll wait for you, sir.
St. George is still all out?
St. George is still all out?
What's the, what's the, what's the closest street to it?
I'm sorry.
All right, someone has volume up, could you please mute yourself?
Mr. Richardson, can you please mute your volume?
thank you
i am back sorry about that
uh i think i had asked if anyone else wanted to testify
yes he did mr richardson had his hand right right mr richardson sorry about that no problem
uh mr chair again charles richardson from the office of councilwoman cindy bass from 312 city
Hall. I just want to speak about the couple of support letters that had been mentioned.
UNNA is an affected RCO, but I did speak with the chair, and he did not understand at the time,
they were rather new RCO, that he's not supposed to write letters as a developer,
thinking as a developer, so to speak, because that's what he is. The chair is a developer.
um his their base is actually their uh ward where their territory actually encompasses erie avenue
lehigh avenue but their actual base is below allegheny uh going down the lehigh avenue
uh i also spoke with uh mr mcconnell of crystal del rey and uh you know i could because we
questioned his providing a letter of support for that and he actually thought that rachel
was a developer and uh but i can get get further clarification from him in writing and he can you
know and i can provide that prior to the next on this case i'm just we know we we know that rachel
but uh you know but he he was confused with that with that fact but i can get like i said i can get
that uh you know clarification uh because he does trust you but you know but he can cannot speak to
the developer, you know, of the project. So Councilwoman is actually going to reserve her
judgment at this point until after this RCO meeting. Let's hear what the community has to say
and then she will offer her opinion at the next hearing. Thank you. Anyone else?
No further hands at this time, Mr. Chair. Thank you. Planning Commission? Hold on, hold on,
hold on i'm sorry i'm sorry we have no worries no worries this uh peggy valentine with her hand
raised i have a lotter to speak valentine please spell your full name and i'll swear you in
so on time please don't mute yourself if you're going to speak

our records indicate that i gave testimony on 4-7-21 on this project already there have been
substantial changes and i just want to confirm that you want us to be on the record again
uh well maybe i don't know maybe we should wait because they're going to have another meeting
can the planning commission at least put their recommendation on the record
we can do that okay okay mr burr please proceed this property is indicated for single family
residential in the comprehensive plan the neighborhood was built and has largely been
maintained a single family residential we believe the proposal represents an overuse of property
additionally there is no hardship to regularly shaped vacant land even if it's large accordingly
