Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilman Goode. 12/12/13 - STATED - 2ND READING

Councilman Goode

Thank you, Mr. President. The end of this meeting is to consider two bills with regard to a project on Chestnut Street. Let me first take the time to congratulate Unite Here on securing a project labor agreement. I actually in honor of that agreement will be voting for the second bill, 765, because I am not against the project. I'm actually against the financing for this project. I had the opportunity to meet with the project developers last week, and there are a few things I took away from that meeting that reaffirmed my position on the first bill. The project meets public financing, but it doesn't necessarily meet tax increment financing. The developers acknowledge that. Two, there's another use for the site that would bring new revenue to both the City and the School District, and it definitely would not require a 12/12/13 - STATED - 2ND READING 20-year tax abatement. The developers acknowledge that too. Three, lastly, in the broadest sense of comprehensive tax reform, the Commerce Department and PIDC should not make tax policy. The result this time is a 20-year $76 million tax abatement invested in only one Center City site. It's wrong because it's a special tax break carved out for a specific project, a 20-year $76 million tax abatement on multiple taxes, not just property taxes, invested in only one Center City site. In my view, this is obviously not tax reform policy. It's simply excusing one project from its tax burden for 20 years. And tax reform for one is not tax fairness. Again, I'm against the type of financing for this project, but I do want the project to move forward, so I will be voting for 765. And, again, I congratulate Unite Here on the labor agreement. 12/12/13 - STATED - 2ND READING

Council President Clarke

Thank you, Councilman. (Applause.)

Council President Clarke
