Good morning. I note that the hour has come and that a quorum of this Council is present. Brothers and sisters, Allah said, "All you who believe I have created and 11/15/01 STATED - GREETING/INVOCATION propagated you in clans and people to know each other and to be friends." And Allah also says, "The believers are brothers. Make it between your brothers and amend what's between them." Allah said in the Koran to "call upon me and I will answer thee." We join in prayers today to ask for forgiveness for our sins and the worst of our deeds. And we ask Allah to bestow his mercy on us in these difficult and challenging moments and at all other times. We ask You, Allah, to forgive our brothers and sisters and to give us the wisdom to tolerate, understand, and love each other. We ask you, Allah, to guide us to the right path, and we hope to please you and receive your blessing in this life and be destined to heaven. On Allah we called and kneeled in prayer in hope of your forgiveness, mercy, and acceptance. May peace be upon us all. Thank you, Madam President. This is a resolution recognizing November 2001 as the month of Ramadan: Whereas, there are approximately five million Muslims living in the United States, and of these, over 80,000 are in the Philadelphia area...
And whereas, all over the world, Muslims will be observing Ramadan from November 17th to December 17th. As Ramadan commemorates the revelation of the holy Koran, so it is also a time of rededication and a time of personal renewal...
And whereas, Ramadan is observed for fasting, prayer and meditation, as the more than one billion Muslims throughout the world reflect on the foundations of the physical and 11/15/01 STATED - PRESENTATIONS moral strength they need in this troubled world; and Whereas, Ramadan encourages the Muslim community to develop compassion and charity towards all persons and to seek unity and justice in all things.
Now, therefore, be it resolved by the Council of the City of Philadelphia that we do hereby recognize November 2001 as Ramadan Month and salute the Muslim community in Philadelphia for its contributions to the citizens of this city. We join with you in the prayer that the messages of peace and brotherhood, which are at the heart of Ramadan, will also find their way in our own hearts and that each sunset will find the world a more serene and holy place.
And be it further resolved that an engrossed copy of this resolution be presented to Al-Aqsa Islamic Society as evidence of the respect of this legislative body for the Muslim community and this holiest of celebrations. Good morning. I'd like to welcome Colonial Glen Ford from the Selective Service System Region 1. The reason I want to make a point is that he has visited from Chicago, from Great Lakes. Many of us Navy guys know about Great Lakes, and Philadelphia's a part of Region 1. And today we're here to honor the retiring members of the Philadelphia Office of the Selective Service VISITOR RECOGNITION/PRESENTATIONS System for their 20 years of service to America in ensuring our national defense. Whereas, the mission of the Selective Service System is to provide manpower to the Department of Defense for military service in the event of a national emergency declared by the Congress or the President; implement an alternative service program for registrants classified as conscientious objectors and maintain a program to conscript health care personnel when directed; and...

First let me thank the Council of the City of Philadelphia and President Verna, thank you so much. And especially I want to thank Councilman Rizzo and Councilman Mariano for presenting this resolution. Let me say that for a country boy from Mississippi -- and can you pick up a little bit that I might not be from South Philly? Just a little bit. What a pleasure it is for me this morning to be here in the cradle of American democracy, the founding fathers, in this historic chamber that we're in with the City Council. Thank you so much. But I'm especially grateful that you're here recognizing these individuals of your community, these patriotic, civic-minded Americans, who, way back in 1980 and 1981, answered a call from our nation when we realized that with the cold war still going on and that this country moved to an all-volunteer force, the nation realized that there VISITOR RECOGNITION/PRESENTATIONS was still a need to maintain an emergency insurance policy, if you will, a capability, should this nation ever have to call upon a military draft, that we would have civic-minded, fair-minded individuals representing the communities, who willingly stepped up and received presidential appointments to serve on the Selective Service Board. So I'm honored, we're honored that you would recognize us here in this fashion, and I want to extend my gratitude to our board members here. Unfortunately, the law says that they can only serve 20 years, so we have 15 replacements that we'll be recruiting for these, but they'll help us with that. So I'll thank you, every one of you personally, a little bit later. But, again, thank you so very much for your dedicated years of service on our Selected Service Board.

The Council of the City of Philadelphia has been an incredible support network for the selective service system for a number of years. Well, when most people think of selective VISITOR RECOGNITION/PRESENTATIONS service today, they think about, Oh, you register 18-year-old guys. Yeah, that's part of what we do, and we want to do it well. And when we have tried to reach into the City of Philadelphia and the surrounding areas with important awareness messages, the Council has been here issuing resolutions and proclamations supporting our efforts to help young men be aware to register. And on behalf of that support through the years, I would like to present to the Council of the City of Philadelphia, in recognition of the outstanding support to the selective service and the nation, our Selective Service Honored Patriots Award. Whereas, this history includes the graphic arts workshop of the Works Progress Administration, the print room of the Free Library of Philadelphia with a collection of over 80,000 fine-art prints, a historical survey of the European and American prints of the Philadelphia Museum of Art, long-standing print organizations like the Print Center and Brandywine Workshop and individual artists like Docks Trash and other prominent print-makers associated with the Samuel S. Madam President, two weeks ago, on an unusual Monday recessed meeting of the Council, I introduced a resolution on behalf of the President involving the General Electric Plant out at 69th and Elmwood. At that time, there were INTRODUCTION OF BILLS, RESOLUTIONS very few people in the audience; there was, I think, only one member of the union present at the time. I would like to ask if the clerk of the Council would be good enough to read that full resolution and that I be permitted to speak on that resolution.

A resolution supporting the workers at the Elmwood Avenue General Electric plant. Whereas, for three generations, Southwest Philadelphians have worked in and supported the General Electric plant on Elmwood Avenue. It has been in continuous operation for three quarters of a century because of the skill and dedication of its workers; and Whereas, General Electric now plans to close the Elmwood Avenue plant, thus causing unemployment for 216 citizens in Southwest Philadelphia. This plan is moving forward despite the fact that these workers helped generate $14.3 million in profits last year alone at the Elmwood Avenue plant; and INTRODUCTION OF BILLS, RESOLUTIONS Whereas, in the year 2000, General Electric earned profits of $12.7 billion. Despite this enormous profit and despite the continual profitability of the Elmwood Avenue plant, the company is abandoning its workers there, just at a time in our nation and our economy, when keeping people employed is not only important but also a patriotic gesture; and Whereas, the GE workers and its union have planned a rally in support of their plant on November 17, 2001 at 11 a.m. in the Elmwood Park between 71st and 72nd Streets, and we encourage all concerned citizens to come out and support the workers in this important cause. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby support the workers of the Elmwood Avenue GE plant and urge General Electric to reconsider its untimely plan to close the plant. Resolved that certified copies of this resolution be forwarded to the officers and board of directors of General Electric as evidence of the sincere sentiments of this legislative body.

Thank you, Madam President. At a recent press conference, President Bush thanked many executives of major corporations for their understanding that continued job employment was important. He thanked them because they were taking steps to avoid this terrible news of layoff after layoff by the tens of hundreds and the thousands. And, apparently, the message was lost on General Electric; they were either absent physically or maybe mentally or maybe both from such a meeting, because neither our resolution, nor the plea by the President has had any impact The General Electric plant is one of the major plants for many years that existed in Philadelphia. It is heavy industry, it makes breakers and switches. I feel very personally involved with that kind of thing because for 30 years, I served as the attorney for Local 107 at the Westinghouse generating plant, where they specialized also in heavy manufacturing, and where Westinghouse a number of years ago decided to tear down the plant. It was a big plant you saw when you INTRODUCTION OF BILLS, RESOLUTIONS went on your way to the airport under the old routes that existed at that time, and now it's just vacant land. What General Electric is doing is, they are sending the remnants -- they had layoff after layoff at this Elmwood plant over the years, and the staff is down to 200 workers now. And in the interest of trying to break unions, they are shifting the work of this plant down South, where there is no union and where the wage level is much lower than the wage level guaranteed by the union contract. And they're doing it in the face of the request by the President that they not engage in those kind of layoffs, and they're doing it as part of their general union-busting activity, which is so harmful to the working groups in America and so harmful to the whole fabric of democracy. The union at Elmwood has been a very important part of not only the West Philadelphia and the South Philadelphia area, but of all of Philadelphia. They contributed in every way during the many years of their existence to all of the functions of Philadelphia. Tomorrow, on Friday, at 11 a.m., in the INTRODUCTION OF BILLS, RESOLUTIONS conversation hall right next to the Mayor's reception room, there's going to be the presentation officially of the resolution that was adopted by the City Council. I believe the President of City Council is going to make that presentation tomorrow at 11:00 o'clock. And on Saturday at 11:00 o'clock at 71st and (indiscernible), there's going to be a big outdoor demonstration. I urge everyone to attend it. In attendance here today -- and they are standing already -- are 15, 20, 25 members of the union who are fighting for the lives of their own families and of their coworkers in an effort to convince General Electric that it's not only wrong, but under the current circumstances, really unpatriotic for them to go through with this plan to move the plant down South. I think these folks working in the plant deserve every support from this City Council, and this City Council intends to give you that. Thank you, Madam President.

Madam President, I understand the bill involves a telecommunications company named -- I can't pronounce it -S-U-N-E-S-Y-S. I would like to ask if the sponsor, SECOND READING - 010503 Councilman DiCicco, would be good enough to just briefly tell us what that company is about or what this bill is about.
It's really because we haven't spoken in a while and you would just like to engage in conversation with me, right? (Laughter.)
Yes, Councilman. This is a company that is basically in the telecommunications business. They need to have permission to be able to string their lines, run their lines throughout various sections of the City. Bill No. 010506, I believe, is either in Councilman Nutter or Councilwoman Miller's district. I think there was some conversation with either of those Councilmembers and this company as to some of the anesthetic issues that may have been involved with the additional lines that will be strung from telephone pole to telephone pole. I believe that the request for this company comes as a result of the shortage of systems that are needed to meet the demands of the Philadelphia market in the area of telecommunications. SECOND READING - 010503 And I think that is the quickest and best response I can give to you. Any other thing beside that, if you need additional information, I can certainly be able to supply you with that in writing, but that's a quick synopsis of what that's all about.
I was wondering whether the company was interested in citywide coverage because of the issues raised about skimming when other telecommunications companies sought permission from this body.
I think that the other reason for this is that, if you recall, about a year or two ago, we had some issues with other companies that were looking to do telecommunications systems on availability of underground systems that were -- they were overloaded, there weren't enough conduits and things like that. So this is one of a number of companies. Do they intend to expand beyond this section of the city at some future time? I really don't know. As is the case with these two bills, if they want to expand in other parts of the city, they would have to come through City Council for an ordinance as SECOND READING - 010503 well.

Thank you, Madam President. I think, together with most people, I hope, throughout the world, we noted with gratification yesterday the release of the eight prisoners who have been confined in Afghanistan since August with charges that could lead to the death penalty of seeking to convert to Christianity people of the Muslim faith. I thought that many, many years ago, the concept of death penalties for preaching religion had long gone by the board. So we note with satisfaction the release of the eight, particularly the two Americans, and I take great joy in the fact that the United States played an important role in their rescue. At the same time, I'm hoping that the United States will show the same kind of leadership in making certain that the government in Afghanistan that takes over for at least those parts of the areas of the country that have been removed from the control of the Taliban begin to exercise basic rights of civilized people. What we're hearing SPEECHES about what women are exposed to in Afghanistan is utterly beyond the ability to comprehend, and I'm hoping that quickly, the United States will demonstrate that, in fact, we are against terrorism and we are for basic human rights. So I just note that for the record and say that I certainly hope that the United States and the United Nations become world leaders in doing what they profess to be doing, and that is promoting democracy throughout the world. And I'm expecting women's organizations very shortly to begin making the kind of demands for Afghanistan and the rest of the world that they've made in the United States. And the fact that we are a women-led organization here in the legislative body certainly demonstrates beyond all question the total capability of women in every capacity and every area, and that ought to be recognized as a basic democratic right throughout the world. I then want to say just a word or two about the local situation. I believe that the attention of the City Council from this point forward ought to be directed just about exclusively to the question of the schools. I don't believe we SPEECHES ought to spend any time on any other subject until the issues about the public schools in Philadelphia are completely resolved. I know there are differences between the Mayor and the Council and there are differences between different Councilmembers. But the only way we will ever get to a solution will be if we begin to discuss things. I also believe that basically if Philadelphia's interests are to be represented, I believe there can only be one spokesperson for the City, and I think it has to be the Mayor, but for the Mayor's voice to have any authenticity or credibility, his voice has to represent the viewpoints not only of the Mayor himself but of the Mayor and of the City Council and of the parents of the kids of those that are affected by the existence of public education in the City. And I'm hoping that we find a way for the Mayor and the City Council and other groups to begin to get together quickly and to reach some general conclusions as to what would be the best course for Philadelphia. I happen to think it's all very simple; many others think other ways. All we need, as far SPEECHES as I can see, is more money from the State. (Applause.)
Because I think we know what needs to be done. You've got to cut down on the size of classes, you've got to have much more attention and much more time spent on things like reading and math. You've got to update technology in the schools. You've got to have perhaps even more training for our certified teachers. You've got to do something about some of the horrible school facilities. And we've got to recognize that schools, just like stadiums, get old and have to be replaced, and the schools can probably put up a better argument than the stadium because some of our schools are a hundred years old or even older than that. But in any event, we are not going to get to solutions unless we all begin talking to each other and begin to seek hammering out a uniform program that the overwhelming number of us can support. And so I'm urging upon the President and this City Council that we seriously consider doing nothing else except working on the schools. I think any hearings that have been scheduled for next week SPEECHES or any time into the future ought to be, unless they involve emergency situations, on schools. (Applause.)
Thank you. Incidentally, I notice today's the third successive pay day that Councilmembers will find nothing in the envelope. Maybe that's why they all look so much trimmer than usual and very healthy, and maybe that will continue on as the number of payless pay days continue. But I do think we've all got to get together, and unless we can make our minds up that it's our responsibility -- and I think it is, I think it's our responsibility as much as the Mayor's -- to deal with the problems in the school -- in fact, we'll have more to answer than the Mayor will. I think we've just got to concentrate on that. This is November 15th. I don't like the notion of the confrontations that may occur in the legislative bodies, in the courts or on the streets of Philadelphia, but I'm fearful that they will all occur unless we come together and begin talking to each other and begin resolving issues. SPEECHES And first of all and foremost has to be the consideration of what's best for the kids and their parents in Philadelphia. This is a Philadelphia school problem, and the main answers have to come from Philadelphians. And I hope that the Governor and the Mayor and the members of this City Council fully understand that. So, Madam President, I'm asking you to give serious consideration to the suspension of all future activities of the City Council until the matter of the schools is fully resolved. Thank you, Madam President.
