It's a pleasure to be with you. Let us pray. Loving God, you are a God of justice, inclusivity, a God who transcends nationality, ethnicity, race, culture, religion, politics. You 10/25/07 STATED MEETING - GREETING/INVOCATION are a God who cheers for the underdog, the weak, and the marginalized. A couple weeks ago, our city celebrated a rock star, Bono, who transcends race, religion, politics, and nations in order to bring people of good will together on behalf of those most in need. Being a priest, a minister, in North Philadelphia, at 24th and Lehigh the past eleven years, a pastor who walks the streets in the evening to be one with the community, God knows we have our challenges and our responsibilities. As we celebrate our successes, let us also remember our children, who are in need after quality education and a safe place to learn and play. Let us remember our young adults in need of employment. Let us remember our elderly, who have worked hard for many, many years, paid taxes, and laid many of the 10/25/07 STATED MEETING - GREETING/INVOCATION wonderful foundations that we have here in our great city. Let us remember those areas of the city that are not yet gentrified or diversified so that we may invest in these areas where many of our citizens live. Let City Council be the spark that lights the fire that gathers the politicians, the business leaders, law enforcement, the churches, the medical profession, and the many nonprofits that exist for the betterment of our citizens so that we may continue in God's great work of creation in making our great city a wonderful place to live. We ask all of these things in the name of God, our creator, our redeemer, and our savior. And let everyone say amen. ALL: Amen.

Good 10/25/07 STATED MEETING - PRESENTATIONS morning. This is going to be a very informative day today about the changes in how television will be viewed in the future, and I'm pleased to present this citation to Carole Smith, who is executive director of the Mayor's Commission on Technology, and Mr. Webber from WHYY who have joined in a partnership to help inform the public. And I must say that Carole Smith has been tenacious in getting me to pay attention to this important issue. This resolution honoring the Mayor's Commission on Technology and WHYY-TV for developing a Community Awareness Plan for the analog-todigital technology transition. Whereas, at midnight, on February 17, 2009, all broadcast television services in this country will become one hundred percent digital. And to the uninformed TV viewers attempting to watch television without cable or satellite 10/25/07 STATED MEETING - PRESENTATIONS transmission, it will appear as if all the TV channels have disappeared; And whereas, television has become an essential component of the daily life of Americans for various forms of news and information, and approximately 20 million people in the United States receive television services over the air. And Philadelphia, as the fourth largest media market, clearly represents a large number of these viewers; And whereas, industry and federal regulations and politics have been developed in -- I'm sorry, not politics. Let me start again. Whereas, industry and federal regulations and policies have been developed and implemented to protect the public interests, the average TV consumer is not aware of this impending disruption of TV services. And of particular concern is the negative effects on the vulnerable segments of 10/25/07 STATED MEETING - PRESENTATIONS our city that will be unprepared and disoriented with what appears to be the loss of access to essential information provided on television; And whereas, to receive digital TV service, the consumer must understand how to access the service and purchase either a digital television or a low-cost digital TV converter box that will enable the obsolete analog TV to receive the channels, and the converter boxes will retail for about $60, and the federal government will offer the opportunity to apply for a rebate coupon to qualify households to reduce the actual cost to $20; And whereas, the Mayor's Commission on Technology (known as MCOT) has approached this approaching technology change and is concerned about the public's interest and the potential impact on the City's well-being and has partnered with 10/25/07 STATED MEETING - PRESENTATIONS WHYY-TV to develop a community awareness and education plan that will reach the vulnerable citizens and families throughout the City; And whereas, MCOT and WHYY-TV recognize the magnitude of this overall plan and will work with community organizations to bring them up to speed on the technology transition and consumer options, and digital converter boxes will be brought to the community meetings so that demonstrations, instructions, and information regarding the transition and the rebate program can be delivered to the public; And whereas, MCOT and WHYY-TV will also utilize radio, television, and Internet-basked communication resources to inform the public through education resources and public awareness spots and programs to support this initiative throughout the City and will also build a digital transitional training and presentation course to 10/25/07 STATED MEETING - PRESENTATIONS further inform community leaders and the citizens of Philadelphia. Now, therefore, be it resolved by the Council of the City of Philadelphia that we hereby honor the Mayor's Commission on Technology and WHYY-TV for developing a community awareness plan for the analog-todigital transition.

Further resolved that an engrossed copy of this resolution be presented to representatives of the Mayor's Commission on Technology and WHYY-TV as evidence of the sincere sentiments of this legislative body. We are very pleased to be able to assist the City of Philadelphia through the City Council to help Philadelphians understand and be able to take advantage of the transition in television that has been the first advance in 50 years since color television made its appearance on the stage. This will have an entirely different effect on the way you and everybody else watches TV, and we want to make sure that the City of Philadelphia is able to assist everyone -- specifically our vulnerable populations -- to see make sure that on February 18, 2009, when you turn on your television, it will not go blank.

Well, thank you, Madam President, and thank you, Councilwoman. Thank you for this honor and recognition of this partnership with MCOT. And WHYY is honored. And, actually, this is a primary piece of our mission as a public broadcasting station, to inform the public about significant changes in technology, and this certainly is one of them. This is a significant change in the use of the public airways, and it is -- and there are solutions, as you're hearing, to enable a rebate program, a low-cost exclusion for those who cannot afford to go out and buy a digital TV, a widescreen TV. We're anxious to develop this program, and this indeed can be another Philadelphia first as we respond as a community to this significant change in 10/25/07 STATED MEETING - PRESENTATIONS how people receive information. Good morning, everyone. This is a resolution proclaiming October 2007 as "Domestic Violence Awareness Month." The City of Philadelphia designates the month of October 2007 as "Domestic Violence Awareness Month" in Philadelphia and encourages the analysis and examination of violence against men and women and to address the harm caused by domestic and sexual violence. Whereas, the impact of domestic violence continues to be wide-ranging, directly affecting individuals and society as a whole here, in, and around this community, throughout the United States, and the world.

And whereas, City Council has been, and 10/25/07 STATED MEETING - PRESENTATIONS continues to be, in the forefront of recognizing how domestic violence traumatizes victims, endangers children, harms families, and threatens the quality of life in our communities; And whereas, the problems of domestic violence are not confined to any group of people but cut across all economic racial and societal barriers and are supported by societal indifference; And whereas, the National Institute of Justice and the Center for Disease Control estimates that 1.5 million women and 835,000 men are the victims of domestic violence each year; and...

Whereas, the Violence Against Women Act expired in September 2005, jeopardizing the remarkable gains it has generated in reducing the occurrences of domestic violence, sexual assault, and stalking, meaning progress could come to a halt if 10/25/07 STATED MEETING - PRESENTATIONS Congress does not reauthorize the Violence Against Women Act; And whereas, a vast majority of Americans realize Congress should act to reauthorize and enhance existing BAWA programs and include new programs that better respond to the community needs; and...

Whereas, it is necessary for this Council and the citizens of Philadelphia to remain thoroughly informed on all issues related to the impact of domestic violence and how it affects our community and to have a reliable response and resource system. I want to thank City Council for giving me this honor. The Men's Resource Center has been around since 1979, and it feels like I've given my life to helping men and women nice relationships for themselves. It's very important. Domestic violence is insidious. It hits us where we least expect. Most of us at some point in 10/25/07 STATED MEETING - PRESENTATIONS time have known of domestic violence either in our own lives or in other people's. As a result, the Men's Resource Center along with the Berean Institute and Andrew Carne are putting together a video, and we hope to take that video into the community and educate as many people as possible about domestic violence. We will now hear from Madeline Truitt.

We are working with the Berean Institute to develop a video to educate the community around the issue of domestic violence. Most people really do not understand what domestic violence is, how it happens, so we decided we needed to educate the community thoroughly as to the issues around domestic violence. People mostly blame the victim. 10/25/07 STATED MEETING - PRESENTATIONS So beginning next month, we will have a video available for churches, organizations, anyone to view, and we will have a presentation. We will come to your organization or to your church to actually teach people about the issues around domestic violence. It's very important to support the victims of domestic violence, but unless we get helpful of the abusers, the cycle will continue, so I'm working with the Men's Resource Center and the Berean Institute to produce this video, and we hope all of you will be able to view it. I'm sure that all of us here on stage worked on that historic march more than ten years ago. This is a resolution honoring the Sistahs of the Million Woman March. Whereas, an estimated 2.5 million African-American women gathered in Philadelphia on Saturday, October 25, 1997, as they marched down the Benjamin Franklin Parkway to bring attention to the family and the community. The mission: To advocate for the inclusion, quality, and empowerment of African-American women and girls, to promote a positive awareness of African history and knowledge, to develop knowledge of political and economic forces and their impact on their families; and...

Whereas , (inaudible) was spearheaded by a few determined African-American from Philadelphia, Pennsylvania; Whereas, in spite of 10/25/07 STATED MEETING - PRESENTATIONS overwhelming challenges that worked against the success of organizing such a massive endeavor, the Million Woman March was a resounding success; and...

And whereas, the Million Woman March received widespread acclaim, received national and international attention focused on the City of Philadelphia, the Commonwealth of Pennsylvania, and African-American women as a whole; And whereas society as a whole benefits when women from all across the world unite to show unity, understanding, and womanship; and...

Whereas, the City of Philadelphia this day honors the Sistahs of the Million Women March; And whereas, the historic Million Woman March is a reflection of the ongoing commitment of African-American women to their individual responsibilities both in 10/25/07 STATED MEETING - PRESENTATIONS their own families and throughout the world; and...

Yes. Thank you, Madam President. I'm asking that my colleagues support this resolution regarding the Boy Scouts. It's an issue of fairness. And, unfortunately, the Philadelphia chapter is being punished for the policies of a national organization. I'm only asking that we give the Boy Scouts sufficient time to find a suitable facility and that we reimburse them for all of the expenses which they have incurred in making improvements to a facility which we own. We certainly do not want to harm an organization that is keeping 40,000 kids off the streets of Philadelphia at a time when we have a 10/25/07 STATED - BILLS, RESOLUTIONS INTRO. homicide epidemic. It's important that send the message that we want the Boy Scouts do stay in Philadelphia and that we want them to continue to be a contributing part of our community. And since I've distributed this resolution, Madam President, I've heard from the City Solicitor and I've also spoken to the local Boy Scout organization. Both of these groups want a settlement, and I think it's fair to get a fair and compromised settlement on this issue, that we give them time to do that. I'm in agreement for having a meeting with the both factors to settle this dispute. Therefore, I am not asking for a vote at this time to give them the time to settle this on their own, without Council involvement. So at this time, Madam President, I would just refrain from voting on this resolution today.

Having been involved significantly in discussions between both the scouts and some of the other communities as it relates to this particular issue, I continue to be optimistic that some settlement can be worked out. And working with all of the members of Council and my colleague Councilman Kelly, we hope that we can come to some resolution because we do not want to see the Boy Scouts leave that particular facility because of the national policy. Madam President, I'd like to speak on this amendment in an effort to simply keep my colleagues updated on the progress.

Thank you.

I'm pleased to report that discussions continue with the Health Department, the American Dental Association, and the advocates for consumers for mercury-free dentistry. And I'm pleased to report that I've recently learned that the National Office of the NAACP and the National Black Caucus of State Legislators have adopted resolutions on this very issue. This bill, Madam President, is about disclosure. The issue of this bill is the consumer's right to know, and the trigger for me in this bill, Madam President, is that pregnant women seeking to avoid exposure to mercury 10/25/07 STATED MEETING - SECOND-READING BILLS for their unborn babies should be an issue. A report by the United States Environmental Protection Agency says that one in eight women of childbearing age in this country have been exposed to mercury. Any additional mercury exposure is a health risk to 12 percent, therefore, of the United States women; and further, any mercury amalgam is no small exposure. The CDC, in 2005, warned that amalgam is, and I quote, a major exposure, end quote, of mercury. So why this amendment? The amendment essentially is a fact sheet, Madam President, that we would like to add to the bill. And a fact sheet about mercury is not a new idea. Four states mandate it in their dental offices -California, Connecticut, Maine, and New Hampshire. And, so I am, therefore asking 10/25/07 STATED MEETING - SECOND-READING BILLS my colleagues to approve and support the amendment, which we believe moves us one step closer to a better bill.
