We're going to get started. Thank you, everyone. Sorry for the delay. We had a little bit of stuff going on this morning. So we've established our quorum, so we're going to get moving. So to give our invocation this morning, the Chair recognizes a good friend of ours, who comes to see us quite frequently, and we really appreciate you being here, the Archbishop Mary Floyd Palmer, the presiding Bishop of the Philadelphia Council of Clergy, Incorporated. She is here today as the guest of Councilman Johnson. I would ask all members, guests, and visitors please rise. (Councilmembers, guests, and visitors rise.) ARCHBISHOP PALMER: Good morning -(Good morning.) ARCHBISHOP PALMER: -- Stated Meeting 3 12/07/2023 Clarke, members of Council, and all of you that are gathered here today. This is Advent season, and so I'm representing that by the liturgical color of purple. May we pray. It's because of your mercies, God, that we are not consumed. They are new every morning. Great is thy faithfulness. So to you, our faithful God, who was kind enough to call us by name and awaken us on this day, we say thank you. We thank you for allowing us to get from there to here safely without incident or accident. We thank you for the activity of our limbs, with a mind to think, a mouth to speak, eyes to see, ears to hear, and even the presence of one another, for which we are grateful. In these times, God, where there was much to be sad about, we are thankful for life, health, and strength. Stated Meeting 4 12/07/2023 downtrodden who are the least, the last, and the lost, we send our prayers to them during this holiday season, and we pray, God, that they will still feel the comfort of your presence and the love and compassion from others. For this august body, for whom we trust, we ask, God, that you will touch them individually and that you will continue to protect and cover their families and all attached to them. Then corporately, God, and collectively we ask that they will consider every decision that they make for the good of not just the part but the good of the whole for us as citizens of Philadelphia who have given and entrust them to make the right decisions that will make all of our lives better. During this holiday season, God, we know many are depressed, many are suffering from grief, many may even be having some health challenges, but we Stated Meeting 5 12/07/2023 certainly look up and see hope and that they will understand that they are needed even in whatever capacity that they are. We pray, God, that you will do it again, do it again during this Council session, that your Holy Spirit will fall, that we'll be able to get business done decently and in order, and that at the end of the matter, God, you will be pleased and others will be blessed. For this, our prayer, here on this day, a date December the 7th, 1941 that will live in infamy, we thank you for our freedom and we thank you for the United States of America. Continue to lead and guide us, and we will give you the honor, the glory, and the praise. In advance of the 104th Founders' Day for Zeta Phi Beta Sorority, Incorporated and the 110th Founders' Day for Phi Beta Sigma Fraternity, Incorporated, we wanted to take the opportunity to acknowledge both organizations here in Philadelphia City Council, as we are not in session during the actual Founders' Day. You all know that I am a very proud life member of Zeta Phi Beta Sorority, Incorporated. We were founded Stated Meeting 15 12/07/2023 January 16th, 1920 on the campus of Howard University in Washington, DC by five undergraduates by the name of Arizona Leedonia Clever Stemons, Myrtle Tyler Faithful, Viola Tyler Goings, Fannie Pettie Watts, and Pearl Anna Neal. We are the sister organizations of Phi Beta Sigma Fraternity, Incorporated, also founded at Howard University in Washington, DC on January 9th, 1914. We will celebrate our Founders' Day, but you all remember in 2022 we had the privilege of having our international convention here in the City of Philadelphia with more than 6,000 members, a $6.5 million economic impact here in the City of Philadelphia, and we look forward to continuing to provide sisterhood, scholarship, service, and finer womanhood, brotherhood scholarships and service to the great City of Philadelphia. We acknowledge the presence of our members, Archbishop Mary Floyd Stated Meeting 16 12/07/2023 Palmer, who is also a member of Zeta Phi Beta Sorority, Incorporated, and past President of the Philadelphia Graduate Chapter of Phi Beta Sigma Fraternity, Incorporated, Howard Sid Lucas, who you will hear from later in our public comment portion. I would also be remiss not to acknowledge the presence of the Philadelphia Graduate Chapter, Nicole S. Rouse, and also the President of the Nu Sigma Graduate Chapter here in Philadelphia, my husband, David R. Richardson. Thank you, Council President.

Councilman Thomas offers two resolutions, a privileged resolution honoring and congratulating the Champion of the Week, Jeanette Bavwidinsi for her dedication and hard work on behalf of Philadelphia's young people as the Executive Director for the Stated Meeting 17 12/07/2023 Office of Youth Engagement.

And a non-privileged resolution calling on the Pennsylvania Interscholastic Athletic Association to remedy discrepancies in athletic eligibility and team classification caused by the placement formula known as the "Competitive Balance Rule."

Good morning, Council President. Good morning, colleagues. Good news first. For those who don't know, members of City Council get the opportunity to appoint young people to a youth commission that advises the Mayor, works with Council and, more importantly, is the voice of young people in government. And for a significant amount of time, Jeanette has been the Stated Meeting 18 12/07/2023 Executive Director of the Office of Youth Engagement. This resolution actually wasn't my idea. She's been such an effective leader and she's been so good at her job, she doesn't even notice, but the Commissioners came to me and asked me to make her a Champion of the Week because they appreciate her leadership, they appreciate her service, and I think, most importantly, they appreciate her as a mentor and they see her as somebody that they can go to throughout the course of their journey through life. So just a little bit about her. Born and raised in the Northwest section of the City of Philadelphia. You hear that, Councilmember Phillips, Councilmember Bass. Daughter of a teacher, 35-year career, always has been a mentor, a tutor. She was a cohort of young women during the 2016 election who registered hundreds of voters and canvassed and phone banks across the City Stated Meeting 19 12/07/2023 of Philadelphia, and of course the youth engagement side in her work with the Youth Commission as well as the Millennial Advisory Commission. Can we take a moment to have Jeanette stand up. And her mom is here in Council today as well too, and give her round of applause. (Applause.)

We're so proud of you. Thank you so much for your service and it's very much appreciated. On a different tone, my resolution today -- and I don't call on Harrisburg much, because most of the time I just call them, but today we're calling on Harrisburg to really look at something that I've been talking about, which is blatant discrimination, and it specifically hurts students in the City of Philadelphia. The PIAA is the Pennsylvania Stated Meeting 20 12/07/2023 Interscholastic Athletic Association and governs high school sports. There was a rule that was created called Competitive Balance Rule, and this rule when it was introduced only applied to football and basketball, only football and basketball, no other sport. The rule basically punishes students for switching schools. I don't know about you guys, but here in the City of Philadelphia we're dealing with a number of issues, from poverty, homelessness, addiction. These issues force young people to essentially be transient. Sometimes they live in Councilmember Johnson's district and they move to Councilman Jones' district and they might end up graduating from Councilmember Driscoll's district, and at the end of the day, you know, as somebody who lives at the top of the City, that's a tough commute if I were to remain at one school. You're talking about young Stated Meeting 21 12/07/2023 people being forced to travel in some cases an hour, an hour and a half if they were forced to have to stay at a school if they move or if they live with a different parent. And at the end of the day, not only do I believe this rule is discriminatory against young people of color, because that's who it disproportionately impacted when it was introduced, I also think it hurt Philadelphians, because we understand that our young people have a lot of things going on that put them in a lot of different neighborhoods at different times. The punishment for the rule says that the smaller schools have to move up a classification. The problem with that is is if I'm a bigger school and there's no classification to move up, I can take or get rid of as many students as I want to with no actual consequence. So I'm asking Harrisburg to Stated Meeting 22 12/07/2023 look at this specific rule. We're going to be asking the Governor and his team to look at this rule, because we feel like not only is the rule discriminatory against young people of color, especially those in Philadelphia, it's a rule that's unconstitutional. Thank you, Council President. Thank you, colleagues. I appreciate your support and your co-sponsorship on this resolution, and I look forward to being able to resolve this conflict that's hurting students all across the City of Philadelphia. Good morning, everyone. Thank you. Good morning. Thank you for allowing me to testify. I'm here to testify for Bill 210913, and I know it was about lawsuits and it was talking about COVID, but let's talk about lawsuits affecting families, and you know where I'm going. I want to talk about the quality of care that's just not happening in DHS and CUA. Pre-COVID, in 2015, CUAs were implemented to improve the outcome for children and families. Four of the ten CUAs we know now are no longer servicing Stated Meeting 65 12/07/2023 families because of skyrocketing insurance premiums due to their negligence with large payouts of lawsuits, including the six million one for returning three children to their rapist father. We as families have experienced and endured long-term effects of the disservice of DHS and CUA. The question is, how much more disservice will City Council allow their constituents to endure with CUA and DHS? I have petitions circulating asking people to get rid of CUAs and let's put all this back under DHS as it was prior to 2015. Many of you know I've personally endured enough as a foster parent retaliating against through CUA and DHS, and many of you heard my 15-year-old nephew come here and testify in 2019 of how DHS impacted his family. I thank you, and I hope that you will look into this and terminate the services of CUA and return everything Stated Meeting 66 12/07/2023 under DHS, because our children and families deserve to live, thrive, and do better in the City of Philadelphia. Michael Smith. I'm a party leader for the party. I've been a party leader for 20 years. I'm a political consultant. I worked for this party for 20 years. The bill I'm opposing is 230664. This the bill that's about the police officer -- the situation with the guy killing the guy in Kensington. Now, me myself, I had Stated Meeting 67 12/07/2023 situations over the years with police. I was also a candidate in the mayoral race, but y'all didn't know, most of all. I got status like most of y'all, but y'all -- how many times I call all your offices and y'all keep defying Michael Smith? I put work in for this team, man. I was the (unintelligible) prison in 1985. You know what I'm saying? I call the prison. Mr. Robinson, he run that prison right now. He don't even listen. He did the same thing back in 1985. When Mayor Goode cried, as Goode cried (unintelligible), we had to come to jail. Same thing when I was upstate. They called me Mike Corleone. I'm trying to get funding right now for motivation. I asked Mr. Clarke, all these different people, to give me some funding to help me. Everybody just keep playing games, man. My church trying to make a statement. My dad know about history of Stated Meeting 68 12/07/2023 Philly. There's too much racism constantly going on, and the thing about leadership, no disrespect, some of y'all, it's y'all fault. Listen, the kids are following what y'all doing, man. How many times I talk to the kids every day in the street, man? You know what I'm saying? Trying to help. I don't got no funding, man, but I got the Lord, though, so I got it. I keep telling y'all I'm gonna beat y'all, man. I'm not trying to be smart. I'm not here to fight any of y'all, man. (Unintelligible) Chapter 4; 3. That's what I'm here for, man. I did the same thing, add a little (unintelligible), add (unintelligible). I was in also all the races, man. I'm the guy -- the main -- I'm the main guy for this team. I came at (unintelligible). I'm in a photo opp with Rendell years ago when Street ran for election. Y'all don't know me. Y'all know me by numbers. I got numbers Stated Meeting 69 12/07/2023 every day when I did the campaign stuff. I mean, they called me -- matter of fact, 1985, when I governed that jail, they called me Mike the Mayor. Ask all -- all you gotta do is ask the king. I saw Mr. Curtis Jones a couple times, West Philly, everything, Mr. Clarke. I don't want to put y'all on the spot, man, but I came at y'all every which way, man, and I call your offices. I called your office yesterday. The lady managed -- they keep disrespecting me, man. I don't want to fight none of these people. I'm talking about policy. Mr. Thomas -- I came out last week. Mr. Thomas talking about he going to get me a lawyer. When y'all going to help me, man? I been on this team a long time, man. I'm trying to get funding. I'm trying to help y'all, man. Same with Cherelle Parker. I live in her district, man. I met her (unintelligible), you know what I'm saying, at the church. She had Stated Meeting 70 12/07/2023 itinerary, and I asked, I said, look, y'all have no phone numbers on the itinerary. You know what I'm saying? Heather, Michele, your chief of staff, Michele. What's her name? (Unintelligible). I know about games, man. I'm an expert Mayor in his programs. That's what we did upstate, man. Know what I'm saying? Mike Corleone. Fought for 800 out there. I can't even get a map down on Broad Street. I was a star, man, even at the rec. I played football, basketball, baseball with Kobe Bryant. He played with us. He only played basketball. I've been a star, but y'all don't know it because some of y'all so up here. I praise the Lord. See, I'm not worried about it. I'm not chasing you now. Y'all going to listen. So this is what I teach my kids.

Good morning.

Good morning to Council President Clarke and to the Councilmembers and others. I come before with the resolution of 230906. I am for any program that would restrict for the gun violence behavior in the City of Philadelphia, but I also believe that it must be carried out Stated Meeting 72 12/07/2023 correctly and consistent. The St. Louis consent-to-search involving officers knocking on doors in the high-crime area, I don't believe that it would bid well in Philadelphia. I don't think it will be welcomed for someone to knock on someone's door and say they want to come in and get permission to search the house for guns. Most high-crime neighborhood residents will not participate in a buy back program or a consent-to-search, because sometimes these guns have a crime attached to it and they may not trust the police to even go and surrender these guns. And the ones that are in high residence areas, they may participate in this program because it might be guns that are not functioning or they don't like them or they just can't use them, so they'll trade them in and go buy a cheaper new one. I believe that the guns that are illegal out here, they will be kept Stated Meeting 73 12/07/2023 because it protects some of these people that are not doing the right thing. And I believe that these automatic weapons are ripping our neighborhoods apart. It must stop. Someone is living in a house today with someone that has robbed and killed someone with a gun and they will not report them or turn them in. We have over 400 million guns in the United States. It's more guns than people. Our children are dying like it's normal, and we must fight for that. I believe in my partner as we partner with landlords, tenants, housing authorities, and other apartment complexes in the City of Philadelphia to help and agree to ban guns for being in their privately owned rental property and have it written in their lease agreements. I believe this will be one step towards stopping illegal guns trafficking from being housed in the rental property, and this will help Stated Meeting 74 12/07/2023 guns -- keep guns out of the hands of our young people. Home base is a big issue, and we must start tackling and going after this. I believe that if you consider living in one of these places and you have violated the rules of the laws or your lease, I believe that you will be processed into being evicted out of these homes. Yesterday there was another shooting in the University of Nevada in Las Vegas. And so we have to begin to understand this is a real deal, this is the truth, and that we have to protect each other. Whatever happens with the gun program should be for the safety of all the citizens of Philadelphia. Thank you.

I support Resolution 210913 authorizing City Council to retain legal counsel to file a lawsuit to require the Administration to implement and enforce the Healthy Outdoor Public Spaces Act, which was designed to end the use of pesticides on City property. The problem with non-enforcement of local laws applies to other issues as well. Last week two Macy's security guards were attacked by a knife-wielding long-time criminal. One of them tragically died. Many believe that this horror was entirely avoidable if the District Attorney had done his job and enforced the law. Instead, he gave the green light to rampant retail theft and other criminal behavior by refusing to enforce entire sections of the criminal code. Meanwhile, our Mayor refuses to enforce federal immigration Stated Meeting 76 12/07/2023 laws, which gave the green light to international drug and human traffickers. Both the Mayor and District Attorney are violating their oath of office when they refuse to enforce the law. As criminals run amuck in our city, the Philadelphia Inquirer recently published a story about how average citizens are now arming themselves, and that's actually a good thing, because people should be armed anyway. There are not enough police in the world to adequately protect every citizen. In fact, America won its independence in large part because the citizenry was armed. People who are not armed are sitting ducks for attack, as Israeli citizens have recently learned and Macy's employees were tragically affected. So the message on this day, the anniversary of the Japanese attack on Pearl Harbor, December 7th, 1941, is for citizens to be prepared to protect Stated Meeting 77 12/07/2023 themselves and their loved ones from both foreign and domestic threats, but also to demand that their public officials do their job, which is to keep the peace by enforcing the law, and if they don't, then City Council should take them to court. Good afternoon, Council President and Councilmembers. My name is Adrianna Torres-Garcia and I'm in support of Bill No. 230649. We know that patient dumping is a problem in the U.S. Our healthcare system does not work for people without Stated Meeting 78 12/07/2023 insurance, but there's another layer for non-citizen patients. Sometimes the hospital administration decides that it's better to pay thousands of dollars to send the patient hundreds or thousands of miles away from their loved ones to places where they cannot access the care they need to survive and recover. Leaving the U.S. can have heavy consequences for non-citizens, whether they have papers or not. Many non-citizens face harsh penalties for leaving the country for any reason. There are not just physical barriers to coming back to the U.S. There are also legal barriers as well. Many will face a ban of ten years or more, and many others will never be able to return to the U.S., even some who have permission from the government to stay here legally, effectively separating themselves from their support networks and from community at a vulnerable time. Medical deportation is Stated Meeting 79 12/07/2023 typically not in the patient's best interest and can result in serious injury or even death. Those who do survive may later pass away or face permanent disability or illness due to lack of care. Make no mistake, when hospitals deport non-citizen patients, they are separating families just as ICE does. No child should have to wonder whether their parent will come home from the hospital or be sent out of the country to die. No spouse should have to worry if they will see their life partner again if they're deported. And no patient should fear for their child's health and safety if they need to go to the emergency room. As a resident of Philadelphia and as a representative of advocates for the immigrant community, I ask our City Council members to fight to keep families together and to fight against family separation by supporting this bill. There we go. Buenos dias. My name is Jasmine Rivera. I am here to say thank you. I am here to talk about the end medical deportation bill and thank all of the Councilpeople who have shown so much support for this issue. I want to give a special thank you to Councilman Harrity. From the very beginning, you have been a champion on Stated Meeting 81 12/07/2023 this bill, and it's wonderful to be working with you and work with everyone in Council. You heard from my colleague how this separates families. We are talking about people in extreme conditions of harm who need care, and instead of being received and getting care, instead they are being forced and coerced to be put on a private plane and sent home, home, right? Their country of origin. But home is where your family is. And if your family is here and your family is saying, no, I do not consent to you taking my loved one off of needed machines, off a feeding tube, then that should not happen. That should not happen to any human being regardless of their immigration status, because at the end of the day, we are all humans who deserve care, who deserve justice. In June of 2020, many of you are in the Health Committee, you heard from an amazing woman, Gloria, who fought Stated Meeting 82 12/07/2023 to stop the deportation of her uncle. In June of 2020, she actually called on us at Free Migration Project to join her and to stop this, and we showed up at the hospital, in the ambulance bay, ready, if we needed to, to lay down in front of those tires so that they could not take that man. We were successful. Did not have to lay down in front of any tires, but we were successful in stopping that deportation. This is a man who was hit while walking by a motorcycle. He had extreme brain injury. He was on a feeding tube. We were joined by leaders in the immigrant community. We were joined by medical students. When those medical students went up and visited him and they saw his condition, they told us straight out he would have died before ever landing in Guatemala where they were trying to deport him to. That man is alive today because Stated Meeting 83 12/07/2023 of the work of Free Migration Project that I sit on the Board of and is alive today because of his niece who fought tooth and nail to save his life. And this bill is going to save lives, and it's going to set a precedent for the country. This is going to be the first bill in the nation to ever establish a protocol to oversee medical repatriation, and we are already hearing from other states about how excited they are about bringing it to their locale. So, once again, thank you. Thank you for your support on this bill. I cannot wait until it's officially a law, and I cannot wait bringing this to other locales. Gracias.

Good morning, beautiful people. My name is Wanda Walker and I'm here today to support Bridget Powell in reference to her DHS statement. And when I was looking at your different issues that you're talking about, one got my attention, because I'm always talking about generational wealth. So I see that you all have some issues where you're going to give land to PHA, and I'm asking you all to please consider where these lands, these properties are coming from. In the Land Bank a lot of them are because of tangled titles, people couldn't pay their taxes, and that's why those properties are there. It would be very nice if City Council could find a Stated Meeting 85 12/07/2023 way to give the family members who lost these properties -- and we understand not writing a will is a bad thing and it gets a lot of issues going, but if we could come up with a program that would give the family members a second chance at earning or getting the properties that they deserve that their family members earned, that's generational wealth. Nothing is more important than generational wealth. We're the number one poorest big city. We know that. We've been on that list for 30 years. Generational wealth can elevate an entire family, one property, one grandmother's house. And so many of these properties are lost this way, and before we start giving them to PHA to then rebuild to then sell back to us again to have another 30-year mortgage, it would be nice that we give the families a chance to get these properties back first, because that is also part of the Stated Meeting 86 12/07/2023 displacement that's going on in Philadelphia, and that's very important. If we're all about getting affordable housing, nothing is more affordable than the house you already have and your family has already worked for. So I'm here as a ask today. Thank you so very much. Thank you, Mr. President. Colleagues, today I rise to say that the work that collectively we have all done on public safety cumulated in the Crime Summit Report. This report will be released sometime next week, and shamelessly I've incorporated, plagiarized, and utilized a lot of the work that members have done, everything from conflict resolution in schools to what do you do when the shooter lives with you, to the work that Member Johnson does with the Anti-Gun Violence Committee, all of it. Particularly today I talk about the Kensington Marshall Plan done by the Kensington Caucus. Why do I point that Stated Meeting 104 12/07/2023 today? That when you look at those recommendations, one of them deals with retail theft. That idea came from those hearings. I point to you to say that Eric Harrison was a security guard at Macy's. Next month he was to take the policeman's examination. He was doing the right thing, going to work every day at a thankless job, trying to make ends meet, and due to the theft of hats, someone elevated that crime to murder. So what I say to you in this recommendation is that we have to pay attention to the small things, the details, so that they don't become big things. Ironically, the perpetrator got on the El and was on his way back to Kensington. Fortunately, SEPTA, which is another recommendation, SEPTA, the Police, and University Police got together and caught this individual. Give them a round of applause, Stated Meeting 105 12/07/2023 future lives. (Applause.)

That coordination is what one of the recommendations recommends. Linda Richardson of SEPTA talked about the facts versus the fear, that less than one percent of violent crimes happen on SEPTA's rails, on their trolleys and buses, but the facts are also that when people get off at those stops and walk into those neighborhoods, they're in peril and at risk. Coordination has to happen, like it did to apprehend that individual who committed that heinous crime. So I look forward to sharing with my colleagues next week the over 140 recommendations that came up. I want to thank Police Commissioner, the District Attorney, members of credible messengers from boots on the ground who took the Stated Meeting 106 12/07/2023 on what they thought should be a blueprint, not for, as the next Mayor says, excellent articulation of the problem, which kills me, but to point to solutions so that that document serves as a guide for them going forward. And I salute every member in here that put into that document their recommendations, and will give each of you a chance to review, input. Things like license plate readers to avoid live stops, all of that is in there. So thank you, Mr. President. Thank you, colleagues, for your patience. (Applause.)

Good Stated Meeting 107 12/07/2023 afternoon, Council President. I want to first start by thanking the members of the Education Committee for withstanding a very long hearing yesterday as it relates to examining the findings of the School Board's report related to Black-led institutions. We still have a lot more work to do in that particular area, but I do appreciate my colleagues and their support, especially Councilmember Lozada. We have to be more inclusive as it relates to Latino-led charter schools, and we also have to be more deliberate in our outcomes and the direction that we're going in as it relates to public education in the City of Philadelphia. Outside of that, I just want to remind everybody that this is our session before the last session for the end of the year. We know we're going to lose two very special people at the end of this calendar year. Of course next week Stated Meeting 108 12/07/2023 about our Council President, but this week is about my big sister. For those who don't know, I started my journey -- absolutely. (Applause.)

For those who don't know, I started my journey on the road to the seat that I am right now maybe about 15 years ago, and I knew nothing about running for office. I vividly remember the conversation when somebody explained to me what a ward leader and a committee person was, and that person is now my colleague in City Council. And at the end of the day, whether it's the advocacy as it relates to issues with the prison, whether it's fighting for neighborhoods like Olney and Feltonville, and I never thought I'd say this, Councilmember Phillips, but she said she came to slay, and she did slay, Stated Meeting 109 12/07/2023 right? (Applause.)

She didn't come to play, right? She came to slay. And, honestly, that's exactly what she did. So after Council today, I just want to remind folks that we'll be going to Room 594 to briefly celebrate Councilmember Sharon Vaughn, and of course the bigger celebration will be tomorrow. So I just wanted to give her her flowers while she could still smell them and -(Applause.)

-- of course let her know from a personal perspective, you know, I love you, Councilwoman, I appreciate you, and I, along with a lot of other elected Stated Meeting 110 12/07/2023 officials, would not be where we are if it wasn't for you. So thank you. (Applause.)

Oftentimes we are really quick to critique the police or critique the District Attorney's Office and others Stated Meeting 114 12/07/2023 our city, and I know that I'm extremely guilty of that, because I express frustration all the time around public safety, but today I'd like to first offer my condolences to the victim of Macy's, to his family. I'm very sorry for their loss, especially at a time like this when we should be preparing to celebrate the end of the year and the beginning of a new year with each other. But I want to recognize the work that the District Attorney's Office did, the Police Department, and SEPTA, and very specifically SEPTA for their work and their collaboration with the Police Department and the District Attorney's Office to be able to resolve this situation and for their willingness to partner with us on a consistent basis as we talk about how we make the public transit system safer and how we work together in general to improve public safety in the City of Philadelphia in the Stated Meeting 115 12/07/2023 thank you so much to Wendy and all of your team for all of the work that you guys have done. And I'd like to recognize the District Attorney and the Police Department, who have met with who we're now calling the Kensington Caucus, Councilmember Squilla, Councilmember Harrity, and Driscoll. They have consistently met with us on a regular basis to talk about how they work better together to be able to provide a better quality of life and public safety in districts like ours. And so I just wanted to recognize the efforts that they're putting in to be able to improve all of the things that we have expressed concern about over the course of the last few weeks, and I hope that out of those Stated Meeting 116 12/07/2023 ground and we find spaces where we can work together and respectfully discuss where we disagree. And so I just wanted to make sure that I put it out there, because I know that oftentimes I'm really quick to scream and shout when things are going wrong and we don't say thank you enough to them and their work.

There's like a billion dollar lawsuit. So want to make sure it's done right and with the right technology. It's really interesting. I mean, they have drones now that can stay up in the air for 24 hours. They have drones that can charge while they're in the air. Also going to talk a little bit about unmanned helicopters.
