Good morning. Stated Meeting April 21, 2016 (Good morning.)
Thank you, Council President Clarke, and thank you, Councilwoman Maria Quinones-Sanchez, for the invitation. Before praying this morning, I'd like to read a short scripture from the Book of Nehemiah when he asked regarding the state of affairs in his hometown, and he got a report that things were not going well and that there was great trouble. And after hearing this, the Book of Nehemiah declares that he sat down and wept and mourned and fasted and prayed to the God of heaven. And so everything begins with prayer when we're looking for solutions, when we're looking for answers, when we're looking for restoration. And so I thank you for this opportunity as a lifelong resident of Philadelphia, born and raised in Philly. I love Philadelphia, and it is such an honor to be able to have this privilege today in Stated Meeting April 21, 2016 let us pray. Heavenly Father, we love Philadelphia, and we invoke your presence in this gathering today. Lord, we pray for courage to make right decisions. We pray for strength, for wisdom. As your word says, if any man lacks wisdom, let him ask of God, who gives unto men liberally and upbraideth not. Lord, there's not a shortage of wisdom. There's only a shortage of asking. And we ask for the wisdom today to make right decisions. Lord, we lift up these Council men and women, that you bless them, that you give them personal peace in their lives and joy in their task at hand. Lord, that as they have the privilege to serve this great city, that you give them grace to face and to overcome the serious challenges that we face. Lord, I feel so led to just Stated Meeting April 21, 2016 of our city. Lord, not just the neighborhood, not just a zip code but, Lord, that you will turn the tide on the poverty and the hunger that our city faces. (Reverend speaking in Spanish.)
Your word says that when good men are in authority, the people celebrate, but when wicked men are in authority, the people are unhappy. I pray that you will keep good men and women in authority in our city, and I ask that you promote and raise up a generation of able politicians who are men and women of truth, full of wisdom and respectful towards you. So, Lord, as we close this invocation today, we thank you for wisdom to govern amid the conflicting interests and issues of our times. And we pray for the ability to work together in harmony, even when there is honest disagreement. Lord, we give you honor, and we cling to mercy and truth and allow them Stated Meeting April 21, 2016 forsake us. Councilman Jones is up here threatening folks. Good morning. This is a great honor for us. It takes me back to the days of the late and great Lucien Blackwell, who knew Veronica Joyner when she first started PUBS, and it's wonderful to be able to make this presentation. Resolution recognizing and honoring Veronica J. Joyner, for her commitment and dedication to educating all children in matters of intellect and civic duty in the City of Philadelphia.
Whereas, Veronica Joyner began her career in education as a teacher in the Stated Meeting April 21, 2016 in 1974. During the next ten years, Ms. Joyner strived for excellence and equity for all students she taught. She began to realize the importance of parental involvement in the system as a change agent in order to make excellence in the classroom a standard for all students; and
Whereas, it was with that that prompted her to found and serve as President of Parents United for Better Schools Incorporated (PUBS), a non-profit, multi-racial, parent advocacy corporation in 1984. Parents United for Better Schools, Inc. now has a membership of over twenty thousand parents in Philadelphia and continues to evolve; and
Whereas, PUBS Tutoring Program provides tutoring to thousands of public and private Philadelphia school students in grades one through twelve throughout the Stated Meeting April 21, 2016 Valley, an adult tutoring program to aid adults attending college or trade school, and GED classes to high school drop-outs and adults; and
Whereas, as an outgrowth of PUBS, Ms. Joyner received state approval to open The Mathematics, Civics and Sciences Charter School of Philadelphia in September of 1999 where she now serves as its Founder and Chief Administrative Officer; and
Whereas, MCSCS has been recognized by the Pennsylvania Department of Education as one of the City's top ten schools out of more than 300 public and charter schools in Philadelphia and has received praise for the most prestigious educators on both a local and national level since its inception; and
Whereas, Veronica Joyner received her Bachelor's in Social Work/Education from Temple University and her Master's in Education Stated Meeting April 21, 2016 She is also a candidate for the Ph.D. program at Temple University. She is the recipient of an overwhelming number of awards and recognitions for her in and education and in the Philadelphia community; and
Ms. Joyner had me crying at a tour in her hallways when I saw those young people. Now, therefore, be it resolved, that the City of Philadelphia, hereby recognize Veronica J. Joyner for her commitment and dedication to educating all children in matters of intellect and civic duty in the City of Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to Ms. Veronica J. Joyner as a sincere expression of Philadelphia City Council's gratitude and recognition. (Applause.)

And I am so happy to have all my supporters here, and these are the people that I have turned to many times when there were issues, advice needed. And so you're going to still be a part of my team, I'm sure. I have my basketball team there. I am very humbled and I am just so honored to be honored by a city that I grew up in. I was born in Philadelphia, raised in North Philadelphia, and attended Philadelphia public schools from 1st through 12th grade, so I am a Philadelphian. I would like to -- my mother and father, I just wanted to tell you, were both City employees. My mother had cleaned schools and my father picked up the trash in the City, and I ended up in the school as a teacher. That's progress. Stated Meeting April 21, 2016 say that MCSCS has 100 percent graduation rate, a zero drop-out rate, and 97 to 98 -(Applause.)
-- percent of our graduates attend college. And I've given you information to outline some of the graduates, the teachers that are teaching at our school, eight of them, that graduated from our school, graduated college, and came back to teach. The homeless program that Jannie has had to stand with me on many times. We feed homeless citizens in Love Park every Thursday since 2005. Our students fund the program. We also donate to the American Cancer Society, the American Red Cross. We recently were able to collect over 600 cases of water to go to the Flint residents. So our school does civic duties. And we have a law academy and our students practice law. But there's one thing I'm here I really, really need Stated Meeting April 21, 2016 team came in as runner-ups, and we had no gym, started two months behind the other teams, and maybe had three hours of practice a week. And I am just so honored that my basketball team was able to reach the heights that they reached, and I would like for you to join me in giving them an applause. (Applause.)
These young men are what it means to be a Philadelphian. They fought their way to the top, two months behind, three hours a week of practice and they came in as runner-ups. We have won the PIAA in 2011. I have a very, very big challenge ahead of me, and I'm going to need everybody. We have to build a gym and we need to have a gym for our students to practice. And I don't think it's something that's out of reach for any of us in this city. It's a great City of Philadelphia. Stated Meeting April 21, 2016 -- and thank you for your visit too, Councilman Kenyatta. We had a national story, and it's in your packet, if you could take four minutes today to look at it. They did a national story on our basketball team and their success and achievements without a permanent gym. They wanted to know how are you guys doing this? So now we're left with no gym. Berean was sold last year. We found out in August. And we were unable to find a practice site. I was able to write the Commissioner of Recreation and we were able to find some space at the Martin Luther King Recreation Center. We are now left with no gym to practice. I have things underway, the planning, the zoning, everything for the gym, and what we're asking is that everyone contribute. You know, tell your donors that you know that are looking for a non-profit to donate that this would be Stated Meeting April 21, 2016 to to help us build a gym. Our goal is to get started in July and have it built by the end of August. And I know I could count on Philadelphia. We have someone running for President of the United States with $27 donations on an average, was able to raise millions. I'm sure we can do it here. I would like for my students to stand, because these students are excellent students. They're outstanding. (Applause.)
And I am asking you guys here to help me, City Council, everyone here to help me. Many of you have come to the school. You see the level of education that's going on at the school. We're asking you to help us. We're trying to put books and basketballs in the hands of our youth so that they are -- and not guns. We want basketballs and books and not guns, and we want them Stated Meeting April 21, 2016 not each other. I need your help. Thank you. (Applause.)

Mr. President, with the prospective passage of this resolution before us, I am proud to note that in conjunction with the national leadership role that our Mayor Jim Kenney has taken regarding this matter, our legislative body, the City Council of Philadelphia, will be officially joining mayors and local legislative bodies across the U.S. in calling on the United States Senate to perform its constitutional duty and advise and consent on the President's nomination of Merrick Garland to the Supreme Court and just wanted to note for the record, Mr. President, that the Senate has confirmed more than a dozen Supreme Court Justices in presidential election years, including five in the last 100 years. The Senate Judiciary Committee has never Stated Meeting April 21, 2016 4/21/16 - STATED - 2ND READING denied a Supreme Court nominee a hearing since it began holding public confirmation hearings. In addition, they have refused to consider -- the Senate refuses to consider a Supreme Court nominee until after the next President is sworn into office. And if they do not act on making sure that they advise and consent on the President's recommendation and nomination of Merrick Garland, who, Mr. President, is a well-qualified judge and has more judicial experience than any Supreme Court nominee in history, the Supreme Court nominee was not withdrawn by the President and has received an up or down vote within 125 days of the President's nomination of this announcement. It has never occurred in the history of our country. Some people see this as a partisan issue and I as a republican am going to take a different position than most people in this Chamber. But one of my political heroes is former Senator, now Vice President Joe Biden. I just think he brings it all to the table and he's balanced. He has some of the best relationships ever forged in the Senate, with a tough partisan Senate, much tougher than we had seen for many, many years. And when this story first broke that the nomination would not get a hearing, the first thing I saw was that when Vice President Biden was in the Senate, I believe it was first President Bush -- I'm not positive. It might have been second President Bush, 43 versus 41, but I'm almost certain it was a President Bush, and the then-Senator Biden made some compelling arguments for holding a nomination, in fact demanding that it be Stated Meeting April 21, 2016 4/21/16 - STATED - 2ND READING held, until after the presidential election. Thank you very much, Council President. I wanted to thank all my colleagues and particularly Councilwoman Blackwell for passing today's resolution naming the 3600 block of Hamilton Street "In-Ho Oh Memorial Way," and I'm sure there's people who are like, Well, who is that guy? And I just wanted to say that In-Ho Oh died in 1958. That is before I was born, but he is my cousin, and I grew up kind of in the shadow of his death. And his death was reported in Time Magazine, Life Magazine, and there was actually a movie reenactment made by the Presbyterian church that I've placed on everyone's Stated Meeting April 21, 2016 death. The reason was not because of his death but because of the letter that was sent by his parents. And I think as we look at the history of Philadelphia, there are many people from many backgrounds who have contributed to the growth of our city and to its well-being and sometimes to its problems, but I think this will be the first time that an Asian American has had a marker in our city, and I would like to see more of that in the future of all different type of ethnicities. But let me say that the critical thing for me that applies to us today is this: forgiveness. As we look to many of the issues, particularly violence and murders and unhappiness in our city, there are many things that we try to do as government, but one of the things that I think is important is just something that people have to personally do. It's a challenge for me. It's a Stated Meeting April 21, 2016 not easy to do, I understand, but I think that forgiveness is a very important part of healing our city. In-Ho Oh was murdered unfortunately by 11 African American youth. He was from Korea. He was 26 years old, very promising. In his letter he said he wanted to return to Korea to be a Christian statesman. His parents were very devout Christians. And while the City looked for the death penalty of these boys, tried them as adults and there was a lot of outrage, the parents returned with a letter, which I would like to read in part. We, the parents of In-Ho Oh, on behalf of our whole family, deeply appreciate the expressions of sympathy you have extended to us at this time. In-Ho almost finished the preparation needed for the achievement of his ambition, which was to serve his people and nation as a Christian statesman. His Stated Meeting April 21, 2016 accident leaves that ambition unachieved. When we heard of his death, we could not believe the news was true, for the shock was so unexpected and sad, but now we find that it is an undeniable fact that In-Ho has been killed by a gang of Negro boys whose souls were not saved and in whom human nature is paralyzed. We are sad now not only because of In-Ho's unachieved future but also because of the unsaved souls and paralyzed human nature of the murderers. We thank God that he is given us a plan whereby our sorrow is being turned into Christian purpose. It is our hope that we may somehow be instrumental in the salvation of the souls and in giving life to the human nature of the murderers. Our family has met together, and we have decided to petition that the most generous treatment possible within the laws of your government be given to those who have committed this criminal Stated Meeting April 21, 2016 action, without knowing what it would mean to him who has been sacrificed to his family, to his friends, and to his country. In order to give evidence of our sincere hope contained in this petition, our whole family has decided to save money to start a fund to be used for the religious, educational, vocational, and social guidance of the boys when they are released.
In addition, we are daring to hope that we can do something to minimize such juvenile criminal actions which are to be found not only in your country but also in Korea and we are sure everywhere in the world. I think in some small way, it is important not to forget that many people contribute to what our city is, and at the time, the Mayor, Dilworth, was involved. Penn started a scholarship, and, in fact, In-Ho Oh was buried at the historic Old Pine Church. It is all but forgotten now, but I think as in many Stated Meeting April 21, 2016 things, it is important to remember. And there are many such acts throughout our city today, but I think you can be -there are many things to have a legacy about, but a legacy of forgiveness I think is very important for us at this time. Thank you, Mr. President. Tuesday we go to the polls and we'll pick out of some fine candidates for one office or another, from the President down to State Reps. But today I rise about the ballot question, in particular ballot question No. 2 where we will consider making permanent the African American Males Commission to study and to look at Stated Meeting April 21, 2016 African American youth. You were kind enough yesterday during the budget process, there were five young men that came in between the ages of 18 and 24. You greeted them. They felt welcomed. And it came to my attention that many of them had been downtown to make a purchase or two, but had no idea what was inside the buildings that were in Center City or what people did and how government functioned. So I thank you for taking that time to go and say hello to them. What was distinctive about that group was, there were five of them, but there once was six. The sixth one was murdered about two months ago in that spree of about 12 homicides that happened in 48 hours. The African American Male Commission is to study why disproportionately we are in jail; why disproportionately, as Councilwoman Stated Meeting April 21, 2016 out, that African Americans suffer from hypertension and organ disease such as kidney failure; why our graduates rates our lower, our drop-out rates are higher; why gun shots happen more often to them; why African American males suffer in so many different categories. This Commission will dedicate its time and its energy to find out not only why, but how we can divert some of those young men from that path. We do that business every day in our own individual ways, but we need to synchronize and codify some of the causes and some of the cures to their particular problems. I often say if 300 wales washed up on the shore of the Delaware, we'd have every marine biologist in the world trying to figure out why. So I urge those who are listening to vote for ballot question No. 2 and approve the permanency of the Commission on African American Males. Stated Meeting April 21, 2016

Thank you, Mr. President. Tomorrow and Saturday I will be traveling to New York City to join a historic convening of Puerto Rican elected officials and leaders from across the country. The reason why, there is a humanitarian crisis in Puerto Rico. Puerto Rico faces a $73 billion deficit, a deficit created by United States tax policy, a deficit created by rules of financial mismanagement on policies by the United States of America. I know many of my colleagues have seen commercials about don't bail Puerto Rico out and its bankruptcy. I must remind everyone that in this Council Chamber, we debated the issue of hedge funds and swaps at the School District. Stated Meeting April 21, 2016 city, we divested from some of these bad investment policies. These hedge fund predators, who bought debt at 20 cents and want to collect a dollar, need to be held off. They're the ones funding and in many cases buying Congress's inactions, and we've seen that time and time again in this Chamber. How does that impact Philadelphia? How does it impact Pennsylvania? How does it impact the rest of the country? There are 10,000 Puerto Ricans leaving the island every month, and they will end up in our schools and they will end up in our communities. As we said to Congress several months ago when I joined a thousand Puerto Ricans in lobbying Congress and many of our own folks -local delegation, Senator Casey and others, as we lobbied around, we said you're either going to help Puerto Rico deal with their issues in Puerto Rico or you're going to deal with it in your own Stated Meeting April 21, 2016 stop this, and we need bankruptcy protection. Puerto Rico had bankruptcy protection until 1985. In one of those late-night, cumbersome financial deals, someone took out our ability to do that. It's one of those things that we don't watch because it's a thousand page document. We're not asking for what we didn't have and we're not asking for a bailout, but we're asking for the ability to restructure our debt like every single city and every single state across the country has the ability to do. Part of the discussion this weekend will be about what happens at the Democratic Convention here and the Republican Convention in Ohio, both states that have over 400,000 Puerto Ricans who will be watching and making a difference, both states who will be critical for who becomes President. I thank my Council colleagues Stated Meeting April 21, 2016 cause and when I've asked for their support in sending a united message that Puerto Ricans, American citizens, deserve the ability to manage themselves. This is proof, as it's debated at the Supreme Court, that Puerto Rico is a colony, and this illegal relationship with the United States has to be dealt with, but it will not be dealt with until we can deal with this financial crisis. Ironically, we passed a bill in Puerto Rico or the Legislature in Puerto Rico that in 2022 -- it's called the Law of 2022 -- if you live in Puerto Rico for 185 days, you will pay no federal taxes. So we have a deliberate divestment and then new people coming in and buying. For who? It feels like our neighborhood gentrification. My poor island nation struggles. It's a colony and it struggles to survive. We've asked all of the presidential candidates to take a Stated Meeting April 21, 2016 said he hated Puerto Ricans because they were the worst Mexicans. Tells you where he's at. Bernie Sanders has been more progressive, and yesterday in my 45 seconds with Hillary Clinton, I pleaded for Puerto Rico. I will do that this weekend.
I will do it in Ground Zero in Philadelphia in July where we hope that Puerto Rican leaders from across the country come here and remind folks that Puerto Rico is part of the United States and we will help it on the island or we will help it in our backyards. Thank you very much.

Thank you, Council President. I want to thank and congratulate Councilwoman Bass for recognizing Central High School and their Robotic Team, their RoboLancers as Stated Meeting April 21, 2016 started out 17 years ago with five students. Then got involved in our STEM program. Now they're up to 103 students that come from all backgrounds. The talented individuals really do reflect the diversity of our city racially and economically and socially, students that are engaged in their STEM program. The members are boys and girls from all different kinds of cultures and bilingual -- who are bilingual, and these talented, talented individuals have made it to the world championship. I mean, the world, for the third time. That's not just United States. That's international. They come, they're extremely recognized and talented, and these RoboLancers support the STEM programming not just in robotics but in mathematics and education and future careers, including advanced manufacturing. As you well know, we need to Stated Meeting April 21, 2016 and educate our kids the direct jobs, and I think this is a major and critical component of ensuring that they have future careers, not just in advanced manufacturing but engineering, in the building trades and in their schools who appear in the larger community. The RoboLancers are not solely focused, like I said, just on robotics. They have a 100 percent graduation rate, the team members, and to continue their studies at higher learning education and institutions such as Temple, Drexel, Carnegie Mellon University, University of Pittsburgh, and many, many more. So they're talented, they're committed, they're successful, 100 percent graduation rate. It reflects the most diverse communities and kids of our city. So since they have made it to the finals in the world competition, there's a commitment for resources to get them there. Again, I think the last Stated Meeting April 21, 2016 -- well, I know last year the community, the business community, and folks from this body helped stepped up and raise $35 million [sic]. I know Councilwoman Bass is pursuing options and opportunities to help ensure that they get where they need. Somebody stepped up and committed $15,000 to make sure that it defrayed some of the costs. So there's $20,000 that are remaining in their fundraising goals to ensure that Philadelphia, specifically the Lancer Robotic Team from Central, in its all diversities in every aspect of the fabric of the City of Philadelphia, makes it to the world final. So I just wanted to thank Councilwoman Bass, and I want to thank Central High School and all the kids that are committed to the future of the City of Philadelphia. Thank you.

Thank you very much, Mr. President. I wanted to acknowledge all the members on Council who have been so active on the fight for just housing here in our city, and I wanted to update some members of Council on a resolution that we passed earlier this year calling on the Federal Housing Finance Agency and HUD to address the issue of distressed mortgages being auctioned off without sufficiently protecting homeowners and being sold overwhelmingly to private equity groups. Council passed a resolution that asked HUD and Fannie Mae, Freddie Mac to review these processes and procedures and to consider breaking up some of those mortgages and making sure that local non-profits and municipalities, perhaps land banks as Stated Meeting April 21, 2016 in the mass auctions of distressed mortgages. And in part, thanks to this advocacy and the work of a national network, a number of reforms were announced last week by the Federal Housing Finance Agency, and they are significant because they, for the first time, acknowledge the fact that the feds do need to do more in terms of protecting distressed mortgages, that they are -- we are continuing to push hard to ensure that people who are behind on their mortgages are protected, especially when they are federally insured, and that some of the protections will have been acknowledged by FHFA as being directly in response to the requests by a number of municipalities, including Philadelphia. We're going to continue our advocacy. We have calls in with Freddie Mac and Fannie Mae. We also will have a call-in with HUD this week and next week. We're asking for those agencies to Stated Meeting April 21, 2016 here in Philadelphia, our own city, to break up some of these mortgages and work with City Council and with some of the CDFIs and other local non-profits to consider moving some more properties into a non-profit status -- or into a more protected status. And I just wanted to thank City Council for its work. I want to acknowledge Councilman Wilson Goode, who was the founder of Local Progress, which is the national network that was moving that effort nationally. Thank you, Council President. I just wanted to commend you as well as Councilman Oh for all the work you do in reference to veterans. Your staff did a phenomenal job with the Veterans Fair yesterday. Just in that short time period yesterday of some of the events I attended, I received a number of great comments about the Veterans Fair. It was really great to have that event and to really promote and honor our veterans. When I think about my father, my uncles, who were all veterans, as well as some of the many people that helped mold me, we just recently honored Jackie Robinson, he also being a veteran. And many of the heroes we have in our churches as well as Stated Meeting April 21, 2016 synagogues, our religious institutions, our schools often were veterans who did the work, and some ultimately paid the ultimate sacrifice. So thank you for your work in honoring the veterans. Thank you.

Thank you, Council President. Just a small brief announcement. On April the 30th at the Dixon House located in Point Breeze, I will be hosting our annual Tangled Title and Property Taxes Workshop from 11:00 a.m. to 1:00 p.m., and over the last few Sundays, I have been out and about making the announcement out in churches in Point Breeze to help people primarily who are having tough times with their mortgages, Stated Meeting April 21, 2016 taxes and, most importantly, providing them the information on all the tax relief tools that we offer here in the City of Philadelphia, such as LOOP, such as homestead, such as paying your taxes and paying your taxes on a payment plan if you need that type of support. And so I just wanted everyone who has an interest in attending to please pass the word along, because we want as many people as possible to take advantage. Oftentimes I have to address the issue of development and balancing development in my district, and most people know that in some parts of Point Breeze and on the east side in Squilla's district and your district, Council President, the 5th District, we have Ground Zero when it comes to gentrification and development. So it's important that our constituencies have the type of information they need so they Stated Meeting April 21, 2016 homes. We will have representatives from the Revenue Department, Office of Property Assessment, Community Legal Services, Linebarger, GRB Law, as well as the Sheriff's Department to help individuals who are facing foreclosure on their homes. And so I just wanted to make sure I make that announcement for as many people as possible to take advantage of it. Also on Monday at Saint Monica's Church in the Girard Estate area of my district, I will be also hosting my annual Seniors Spring Fling from 11:00 a.m. to 2:00 p.m., and we invite individuals who have an interest in coming out to participate in our annual Spring Fling Resource and Health Fair for Seniors, making sure they have all the resources available as they improve the quality of their lives.
