Item No. 78 - Revised Application for New Charter School – Global Leadership Academy International Charter High School -Added 5.22.23 Board Member Salley expressed concerns regarding the new charter school application process and noted a lack of dialogue between the applicant and the Board. Board Member Salley also expressed concerns regarding the objectives of the written materials submitted to the Board of Education. Board Member Lam shared that as she evaluated the application she was hoping to find evidence that would indicate that the proposed charter school would be a better option than what we currently have available based on the data regarding student attendance and outcomes. Board Member Lam also noted concerns regarding the data which shows 1% of students proficient in math, 72% of students do not attend school 80% of the time or more which did not support evidence that students want to be in school and are learning and for that reason can not support the application.
Vice President Fix-Lopez echoed the concerns of Board Member Lam and noted that the current data does not indicate a need for a new charter organization. Board Member Danzy expressed admiration for the mission and vision of Global Leadership Academy and noted that the ability to expose students to the world beyond them is critical and can make all the difference. Board Member Danzy noted that she does not want anyone to think that the Board is biased or are deliberately and/or consciously beginning their evaluations with a screwed perspective and emphasize that the Board relies heavily on data rather than feelings or emotions when making their decision. Board Member Danzy expressed a need for the charter sector and the public school sector to come together for the sake of the children. Board Member Andrews shared that she does not want the applicant to feel defeated in the event that the Board’s vote is not in their favor and stressed that the Board understands the impact of the
mission and vision of Global Leadership Academy and the exposure that the school provides for students and families. Board Member Thompson expressed a desire to have the applicant come before the Board at a public meeting to answer questions and concerns that Board members may have. Board Member Egea-Hinton expressed a belief in the mission and vision of the proposed school but cited areas of concern within the application. President Streater shared that in his review of the many letters sent to the Board of Education that he was hopeful to read at least one letter that would address the Board’s concerns regarding Global Academics as a charter management organization. A motion was made and seconded to deny the revised application filed for a new charter school to be known as Global Leadership Academy International Charter High School, and to adopt an Adjudication in support of the denial.
