Dr. Watlington noted that this will serve as the second progress monitoring cycle for Guardrail 2 and noted that during the first review of this Guardrail, the District presented to the Board the initial review of performance on one of two indicators for this Guardrail, which looks at the percentage of students in

grades K-8 who are enrolled in a visual or performing arts course. Likewise, Dr. Watlington noted during

6 the initial review of Guardrail 2 the District also looked at the percentage of high school students who participate in a co-curricular activity, including athletics. Dr. Watlington shared that tonight’s report will include new data for our K-8 visual and performing arts indicator, an overview of progress in increasing opportunities to participate in athletics and how our Athletics program supports our academic goals, and an update on the District’s progress toward understanding the co-curricular landscape in our District. The following staff provided reports: ● Dr. Tonya Wolford, Chief of Evaluation, Research, and Accountability ● Dr. Malika Savoy-Brooks, Chief of Academic Support ● Dr. Frank Machos, Executive Director, Division of Arts ● Dr. Jimmy Lynch, Executive Director, Division of Athletics ● Dr. Karen Kolsky, Deputy Chief of Operations Following Dr. Watlington and team’s presentation, the Board engaged in a discussion and question and

answer period. Board Member Streater stated that the Board has accepted the Superintendent’s report on the progress towards Guardrail 2. Board Member Streater summarized action steps that were outlined during the meeting that the District will implement to progress towards Guardrail 2. Board Member Streater summarized the District’s report, noting that the District increased support for resources for arts and music, offered a School Support Census where principals were surveyed and asked about needed external support services, prioritized art position hiring during this year’s budget process as well as allocated additional art resources to support Arts Educator needs assessment, secured the federal Education Innovation and Research (EIR) Grant to increase Arts Integration towards arts-rich schools as well as increased collaboration for postsecondary opportunities aligned with workforce development,

conducted an equity audit of existing Arts courses and programs and identified where gaps exist, and focused on expanding their program outside of the focus on Varsity Athletics. This included expanding the middle school program, the unified sports program partnering with the special olympics, launch of a girls flag football league (in partnership with the Eagles, NFL and Nike) and an elementary intramural sports program pilot, as well as charter high school, cyber and homeschooled students are allowed to participate at their neighborhood public school if their school does not offer a particular program to expand access to all students. As to Co-Curricular opportunities, Board Member Streater noted that the District committed to collecting student participation data for activities paid through extracurricular funding and standardizing expectations across the District to ensure opportunities are available at all schools.

Additionally, Board Member Streater noted that the District is near track in meeting Guardrail Indicator 2.1: Visual or Performing Arts. 92.1% of students (K-8) are enrolled but the reasons for lower enrollment include small school size, teacher vacancies, art integration and competing priorities. The on-track schools increased participation while the off-track schools decreased participation. Board Member Streater shared that outside of what’s provided directly by the school, this Guardrail is also satisfied by programs being sponsored directly by school staff, external partners or organizations, and by internal program offices; and noted the District has improved their ability to collect and track data through Infinite Campus. The data gathered thus far showed 82% of athletes were on track for 4-year on-time graduation. When considering possible requests that may come to the Board from the District. Board Member

Streater noted that the District will need the Board’s support in advocating for sustainable strategies to ensure continued access to arts education and athletics, approval of budget and action items regarding recommendations to support arts integration across academics, additional time to continue to develop a systemwide approach to co-curricular programming and access for all students, continued visits to instructional and afterschool programs, and continued support of trans-students in athletics.

7 Lastly, Board Member Streater identified several follow-ups that the Superintendent or his team should bring forward at the next monitoring session of Guardrail 2. including information regarding the District’s consideration of a more holistic approach to co-curriculars rather than them being managed by multiple administrative offices, ways the District will continue to work on ensuring that small schools have access to grant opportunities internally and externally given that these programs were once again affected by vacancies, shortages in resources, etc. Additionally, the District will look into the programs offered in Community Schools and whether they link up to the goals of the District as well as looking into the expansion of Community Schools and the impact on academic achievement. Board Member Streater also noted that the District will continue to look into sustainable strategies to improve access, and will support

the plan for super-sites, so all schools have equal access to art, music and co-curriculars surrounding facilities and access.
