Goals and Guardrails Board Member Thompson introduced and she and Board Member Fix-Lopez facilitated the Board’s Goals and Guardrails monitoring session to review progress toward Reading Goal 1: The percentage of students in grades 3-8 who are proficient on the state ELA assessment will grow from 35.7% in August 2019 to 65.0% by August 2026, as well as Reading Goal 2: The percentage of 3rd grade students who are proficient on the state ELA assessment will grow from 32.5% in August 2019 to 62.0% by August 2026.. Board Member Thompson provided an overview of the development and adoption of the Board’s Goals and

Guardrails, along with the process for monitoring. Board Members and Superintendent Watlington presented an overview and engaged in an in-depth discussion of the Goals and Guardrails monitoring session, including as summarized below. Dr. Watlington provided an assessment of progress toward Reading Goals 1 & 2, noting that this is the fourth progress monitoring cycle for this goal and the second for the 2021-2022 school year. Dr.

5 Watlington shared that this progress monitoring session will include a review of the entire 2021-2022 school year, covering changes from Fall to Spring on the Star ELA assessment. The following staff provided reports: ● Dr. Tonya Wolford, Chief of Evaluation, Research, and Accountability ● Dr. Malika Savoy-Brooks, Chief of Academic Support ● Dr. Evelyn Nunez, Chief of Schools Following Dr. Watlington and team’s presentation, the Board engaged in a discussion and question and answer period. Board Member Fix-Lopez stated that the Board has accepted the Superintendent’s report on the progress towards Reading Goal 1 & 2. Board Member Fix-Lopez summarized the District’s report on Reading Goal 1 & 2 noting that outcomes monitored this session were found to be trending in the right direction for grades K-3 as anticipated by the Board given the District’s hyper-focus on ELA in the K-3 space. Additionally, Board Member Fix-Lopez noted that the increase of roughly 5,000 more students at

the "At or Above level" in Spring than Fall was encouraging and led Board Members to cautiously believe that the targeted and intentional approach has been yielding positive outcomes. Subsequently, Board Member Fix-Lopez noted that while the trends in the K-3 grades were expected, the trends in the 3-8 grades were not significant yet the data looks to still be going in the right direction with roughly 1,000 more students at the "At or Above level" from Fall to Spring. The Board did not find this outcome surprising since the focus in the 3-8 space has been on math, not ELA. The goal now is to track this closely to see how it continues to trend as there is more focus on ELA in the 3-8 space for the 2022-2023 school year. Given that this month's progress monitoring did not include an analysis of data collected on subgroups, Board Member Fix-Lopez shared that the Board would like to see the District take a closer look at which

subgroups are included as a part of the presentation while also considering how the data from each subgroup will be used as well as the specific and differentiated strategies used for certain subgroups. The Board also noted that the data alludes to there being a "summer drop off" because the Fall scores are always lower than the Spring. However, Board Members found this to be inaccurate given there are different groups of students. In the Spring, for example, a student was in 2nd grade. When they return in the fall, they are now in 3rd grade and taking the 3rd grade assessment. The data currently being looked at is within year growth. That being said, Board Members expressed interest in tracking a few grades year to year to see how progress may be happening for groups over the years, not only within a year. Lastly, Board Members requested that the following questions be answered during the next cycle of progress monitoring for Reading Goals 1 & 2: ● How will data be analyzed?

● How will the use of data guide improvement? ● What tools are being used? ● What are very specific ways this will be used? ● How will the District focus on/analyze disparities among schools? ● How will the District retrain teachers currently being trained? ● What are the specific retention efforts the District is making?
