Father, we thank you for this day because we know this is a day that you have made and we want to rejoice and be glad in this day. Father, we ask that you touch this Council, those that you've given so much, those that you require so much, these your laborers for the people. Lord, touch them in a very special way. God, give them the determination of Jacob, the faith of Abraham, and the wisdom of Solomon in the decision-making process for your people. Guide them and keep them, Lord. Let this City be blessed by all that they do. We ask in the name of your son, Jesus Christ. Amen.

Will Mr. James Burke and those accompanying him please join the Councilmembers at the podium?
Thank you. A resolution honoring Cisco Systems, Inc., for investing in our public school children through the development and implementation of the Cisco Networking Academy Program in Philadelphia. Whereas, Cisco adopted E-Learning in the early 1990s and created a program to design practical, cost-effective networks for public schools throughout the country. At seminars, Cisco taught teachers and staff how to use maintain and upgrade their systems; and Whereas, the success of these seminars request a curriculum from Cisco to use as an elective course in their own schools. The result was that Cisco Networking Academy Program that currently operates 5,700 academies in the United States in over 100 other countries; and Whereas, the Network Academy Program is an e-mail learning model that delivers website education content, on-line testing, student performance tracking, and instructor trainer and support. In our highly technological world, students who participate in the program learn how to build and maintain computer networks and design websites and
Whereas, the Philadelphia School District began using the Network Academy Program during the 1997-98 school year. The first Network Academy class started at University City High School, giving a small group of students a novel career-building experience using the Cisco Certified Networking Associate curriculum; and Whereas, today, the School District has increased its enrollment to 1800 in the Cisco's Network Academy Program at over 30 public schools in the City. Students can also earn college credits classes toward their studies at the Community College of Philadelphia; and Whereas, Cisco is committed to seeing students begin a successful career as networking professionals. A growing number of Cisco Networking Academy graduates have worked with Smith barney, the University of Pennsylvania, and the New York Institute of Technology; and Whereas, Network Academy students and instructors have teamed with Cisco engineers to help design networks free of charge, installed donated state-of-the-art data and telecommunications networking technology to some of Philadelphia's community-based organization; and Whereas, Philadelphia's Children Services and Philly Cares are both community-based organizations that lack the infrastructure to properly serve their clients; and Whereas, Cisco engineers have volunteered on many Saturdays to train Network Academy students and their teachers, assisting with the installation of more than $100,000 of donated equipment to bridge the technology gap at these afford them the use of the industry's latest voice and data integration technology and
Whereas, Cisco Systems has contributed over $5 million in the form of laboratory equipment, curricula vendor discounts and instructor training to the City for their implementation of the Cisco Network Academy Program that continues to positively impact the lives of our public school children; and Therefore, resolved by the Council of the City of Philadelphia, we hereby honor Cisco Systems, Inc., for investing in our public school children and our community-based organizations through their tireless development of Network Academy programs in our Philadelphia Public Schools. Be it further resolved that an engrossed copy of this resolution be presented to the representatives of Cisco Systems, Inc., for their efforts in improving the education of our public school children. The Chair recognizes Mr. Burke for remarks. MR BURKE: Thank you very much. I'd like to first thank the Council for the kind words in the resolution, especially thanks to Councilman DiCicco and Councilwoman Blackwell. If you would be kind enough to indulge me for less than three minutes, I'd have a few comments.
Cisco Systems is the worldwide leader in networking for the Internet. Cisco's Internet protocol IP networking solutions are the foundation of the Internet for most corporate education and government networks around the world. Governments everywhere are using the Internet and Internet technology such as web and web portals to reduce costs, increase efficiencies, integrate agencies and processes, and better serve the public. As a company, Cisco operates on core values of customer focus and corporate citizenship. The company's philanthropic efforts are committed to helping communities prosper, while also encouraging about the needs of the communities where Cisco operates. Also to help bolster education around the world, the company has founded the Cisco Networking Academy's Program in over 140 countries dedicated to teaching students to design, build, and maintain computer networks. The Networking Academy Program is the world's largest E-learning community and uses a combination of web-based, instructor-led learning, as well as hands-on labs to teach students networking and information technology. In Pennsylvania, the program is being implemented ate universities, community colleges, technical schools, vocational schools, non-profit organization and comprehensive high schools. Due to the efforts of many instructors, Pennsylvania is now the sixth largest implementation in the United States. Back in 1998 when we launched this program, there were three states in the union that did not have a single academy. Pennsylvania was one of those three states. Here, in year 2003, we're sixth in the country. In addition, the School District of Philadelphia, one of Pennsylvania's regional academy largest urban implementations in the country. Young women comprise more than 35 percent of the School District of Philly's program enrolled, which is much higher the national average. And this program has had the ability to bridge issues of age, gender and culture. Currently, the Philly School District boasts the fact of at least 14 other teaches have reached CCNA certifications. Nine of these teachers are female, five of whom African American with an average age of 49. Of the five men, one is Nigerian who periodically teaches in Africa on behalf of Cisco Systems where he prepares french-speaking teachers to sit for their CCNA exam. And if I can summarize a comment from one of the teachers, quoting, "Technology levels the playing field. It has no face, no color; it's all about knowledge," says May Darby, a 26-year teaching veteran in Philadelphia School District who recently earned her CCNA. Darby teaches algebra and Geometry at Bock Technical High Scholl where the population is comprised of African American, Cambodian, Caucasian, Chinese, Italian and Latino students. Historically, Bob prepared students for vocational such as cosmetology and auto mechanics. But today, that is history. Bob has dropped those traditional vocations and has focused technology, notes Darby. Technology is the future of our children. Not every child will go on to college and Cisco Networking Academy Program is helping prepare kids for good-paying jobs, family living wage jobs right here in Philadelphia. So the bottom line of this program is about jobs. And these young students coming out of high school are able to go work for some of major corporations in and around Philadelphia who are Cisco customers. Again, I would like to thank the Council. And we earnestly look forward to some day in the future doing business with the City of Philadelphia and the School District of Philadelphia. And again, many thanks.

Thank you, Madam President. A resolution honoring Rich Costello. Whereas, Rich Costello entered this world on April 6, 1951, as the oldest child of Edward and Dorothy Costello. Born in Mayfair, Rich also has a younger brother, Brian; and sister, Amy. He is a lifelong resident of the great Northeast and a devout Irish Catholic; and Whereas, Rich took advantage of the educational opportunities afforded him by his parents, graduating from Holy Ghost Prep in 1969. He then attended St. Joseph's University, receiving his bachelor degree in political science.
Whereas, upon his graduation, Rich embarked on a lengthy law enforcement career, joining the Police Department and graduating from the police academy in 1973; and Whereas, in a heinous act of violence, Rich was shot in the face by an unknown assailant while still a rookie stationed in North Philadelphia. He endured months of intensive physical therapy to make a remarkable recovery; and
Whereas, soon after healing, Rich met and eventually married Mary Ellen Burn. Determined to start their own police force, they had five children together, Mike, Mary, Kate, Jack, Jimmy, and Elizabeth; and Whereas, seeking more fulfillment in his law enforcement career, Rich joined the Fraternal Order of Police Lodge 5, in the late 1970s. In addition to his FOP duties, Rich gradually rose through the ranks of the Police Department from officer to detective, becoming lieutenant in 1985 and finally earning the rank of captain in 1989; and
Whereas, Rich was first elected president of the FOP in 1988, a five-term president, Rich held the position until his retirement in October of 2002. Rich has been honored as the person of the year by numerous groups, including the Emerald Society, American Legion Post 937, Shaman Society for his outstanding of Philadelphia. Now therefore
Resolved by the Council of the City of Philadelphia that we hereby honor and commend Rich Costello for his hard work, dedication, and distinguished service to the Philadelphia Police Department and the Fraternal Order of the Police. Resolved further that an engrossed copy of this resolution be presented to Rich Costello, further evidencing the grateful appreciation and deep admiration of this legislative body. Thank you, Madam President. It's an honor to be here once again. As I look back over many years, I've very often appeared before this body, usually in more here on behalf of manpower, on behalf of medical benefits, on behalf of discipline, on behalf of radios and a score of other issues that affect law enforcement officers. And while we didn't always leave with what we came for, we were always granted a hearing, which goes right to the core of this form of democratic government. And for that, I am very deeply grateful to the Members of Council. I've often thought of FOP as sort of the front line of law enforcement. And by that I mean, in football terms, I view our members, the police officers and the deputy sheriffs who are out there doing the job as the back field. It's their job to score the points for the citizens in the field of law enforcement and public safety. It's our job as the front line to protect them while they score those points. And as the football players playing for the Eagles know, the front line's job is to knock down all the big ugly monitors that try and tackle your guys. So that's what we've tried to do at the FOP. It doesn't always make us well liked. It sometimes makes us controversial. But our goal is to ensure that our members are protected while the citizens of Philadelphia. I promised when I got into it that I would never leave the FOP abandoned, I would never jump ship; and I haven't. As with football, the FOP, too, is a team sport. And it was my privilege to be able to over the reins of the FOP to a team and an Administration that will do every bit what I did and probably far surpass it. And they're here with me today, and I'd like to congratulate them. (Applause.)
Just to mention them, hiding in the back is our new president, Bobby Edis; and two of our vice presidents, Ken Rocks and Jimmy Wheeler. And we have other members in the back that decided to stay in the background, as we all try to do. But I'd like to thank this body. I'd like to offer my continued support. While I've stepped down as president, I have not retired from the Police Department, so I'm not going anywhere; I'll be around if you need me and if I can help you the way you've helped me. Thank you very much. (Applause.)

Councilwoman Tasco was not able to be with us this morning, not because of the snow but because of her obligations with the National League of Cities, but I thank her for the opportunity because this is a great honor for me to present this resolution honoring Robert E. Wyatt, Sr., and I thank him for his patience this morning. The Council of the City of Philadelphia is pleased and proud to join masons throughout this country in tribute to Mr. Robert E. Wyatt, Sr., newly elected Grand Master of the Prince Hall Masons, Jurisdiction of Pennsylvania. Whereas, Mr. Wyatt was a great athlete, a fine student, and a brave soldier, whose college career was interrupted by the Vietnam War wherein he served with courage and distinction; and Whereas, after the war, Mr. Wyatt migrated to Philadelphia, earned his college degree in business administration and began a career path of increasing responsibility leading finally to his own business. He is currently president and CEO of R. Wyatt Services Group, L.L.C., a very successful telecommunications and utility company whose employees are fully dedicated to exceedingly demands of their clients; and Whereas, Brother Wyatt has lived the law of the Lord in word and in deed, has obeyed the precepts and percepts of masonry, he's a long-time member of the Prince Hall Masons where he has served in every important capacity on every level of the organization. He's also an active and enthusiastic member of the Mt. Airy Church of God in Christ, a loving husband to the former May Morgan, a proud father to Robert, Jr., and Jeffrey, a terrific neighbor and friend; now therefore Be it resolved by the Council of the we hereby honor and commend Robert E. Wyatt, Sr., Grand Master for the jurisdiction of Pennsylvania. We congratulate him on his great honor and extend to him the deep respect and sincere admiration of this legislative body. Madam Chair Lady, to the Members of Council, this is indeed a historic moment for me, and I'd like to take the opportunity to thank all of you for recognizing not only me, but also the deeds of the Prince Hall Masons of Pennsylvania. It was in the year 1797 when Rev. Prince Hall journeyed here to Philadelphia and established free African masons, and it was African Lodge No. 459. In 1815, after the passing of Rev. Prince Hall, the first Grand Lodge was set up here in the jurisdiction of Pennsylvania. At that time, our first Most Worshipful Grand Master was the Rev. Absalom Jones, who some of you may remember was the same person that founded the St. Thomas Episcopal Church. And I stand here as the 91st Most Worshipful Grand Master of all Prince Hall Masons in and for the Jurisdiction of Pennsylvania. I'm very proud of this honor. I thank you so much. I'd like take a moment to acknowledge some of my fraternity brothers who braved the cold, who braved the snow to be out with me this morning. And also, as you know, behind every great man there's also a strong woman, and I'd recognize my Wife May D. Wyatt. Thank you so much. (Applause.)

The various tax bills now before me are inconsistent because I believe Bill No. 020579 represents the soundest of the three proposed approaches. I am today signing that bill. Because Bill No. 020577 would not be effective without additional legislation from the General Assembly, I can allow that bill to go into law and request that it be considered by the Tax Commission, recently approved by City voters. If appropriate, at a later date, the City can support State legislation that would make it effective. An ordinance amending title 12 of the Philadelphia Code entitled, "Traffic Code," to revise the penalties for certain parking violations and revise the fees for booting, towing, and storage of certain immobilized and impound vehicles, prohibited a vehicle owner from parking his or her vehicle on a public highway without a valid certificate of inspection and provide the penalty for such a violation and make certain technical changes, all under certain terms and conditions.
