I'm going to call to order the Committee on Labor and Civil Service. I note that a quorum is present, and Councilman Curtis Jones, Councilman Maria Quiñones-Sanchez, and Councilman Bill Greenlee are present. I will just read the bill 10 myself. This hearing is continued from a hearing last Wednesday relating to Bill 12 No. 100286. And title of the bill has already been read into the record. For the record, I'd like to say that several of us on the committee have had the opportunity to meet with Rob Dubow, Shannon Farmer, and someone from the Labor Office and Joe Tolen about this matter. And we've had the opportunity to sit down with a number of the municipal unions on this matter. And I have before me, and before the committee, amendments that will, as required under State law, authorize Plan 10 for the police union. 3 6/7/10 LABOR AND CIVIL SERVICE - BILL 100286 And we'll leave for another day, after we have more information, including a complete impact study on Plan 87 and other matters, the extension of that plan to any other City employee. That being said, is there anybody else here to testify on this bill? (No response.)

We are now in a public meeting on Bill No. 100286. Prior to recognizing Councilman Bill Greenlee, I want to state for the record that there are several resolutions currently before this committee addressing pension issues on a holistic and global basis. And this committee intends to work over the summer with the Administration and other stakeholders to try to find other solutions, do a little bit more research on potential solutions to the overall pension problem affecting all City employees, in the hopes that we can recognize or identify other ways to solve the problem once and for all, rather than on a piecemeal basis. With that, the Chair recognizes Councilman Greenlee.

Thank you, Mr. Chair. I move the adoption of the amendments to Bill No. 100286 that you discussed in the public hearing. 5 6/7/10 LABOR AND CIVIL SERVICE - BILL 100286 (Motion duly seconded.)

It has been moved and seconded that the amendments to Bill No. 100286 be approved. All in favor? Any opposed? (None opposed.)

The ayes have it, and let the record reflect that no one voted no. 12 I recognize Councilman Greenlee.

Thank you, Mr. Chairman. I move that Bill No. 100286, as amended, be reported out of this committee with a favorable recommendation, and move further that the rules of Council be suspended to allow for first reading at our next session of Council. (Motion duly seconded.)
