Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. The Council will come to order. Members will take their seats. Visitors will retire to the seats outside the rails. To give our invocation this morning the Chair welcomes Reverend Joseph E. Patterson, Pastor of the Hickman Temple A.M.E Church. He is here today as guest of Councilman Longstreth. Members and guests will please rise. REV. PATERSON: Eternal God, creator and sustainer of a cosmic order, we come at this tick of the morning clock as a sun takes its usual pilgrimage across yonder horizon to stand before the seat of government and ask, oh, God, that you might lend your presence to be within our midst. We do thank you for the good things that you have prepared for all of us. We ask, oh, God, that as we terminate ourselves from the old ways and look to you for the new ways that you might give us guidance and direction. Bless the President of this Council and all those who are serving now to make this a better Approval of the Journal City where we live. We ask, oh, God, a blessing upon the less fortunate, those who are living without the good things in life that we all enjoy. And finally, we ask that it may not be said when we have passed away that we were the cause for trouble distress in this world today, but rather have those who mourn like kittens purr when they have lowered us into our sepulchre saying they have done their best. On behalf all Members of City Council, I welcome you to our Council session this morning. We appreciate your taking the time to join us as we attend to the legislative affairs of our City. We certainly invite you to come again. At this time I invite Councilwoman Blackwell to come forward to make a presentation of a resolution honoring Rosaline Morgan. Let me note that we have the John Wanamaker Basketball Team, this is the school where Rody teaches; Dorothy Fortson; Fellowship Bible Church; John Conlow, University City Services District; Cynthia President, staff of the Squirrel Hill Police Substation; Marty Cabry, Jr., Clark Park West Town Welcome and Presentations Watch; Jackie Waiters, sister; and part of my block and the Town Watch I'm a part of, Mellow Town Watch; Charmaine Smith, neighbor, part of Mellow Town Watch and works for Gloria Garr, PEC; Virginia Lamb, Wanamaker School; we have the volleyball team, Wanamaker School; Phyllis Gibson, night court; Glen Brian, Vice President University of Penn; we have Officer Ed Ryles, nearly a 30-year community relations officer, 18th Police District. Come on up guys. I see Alfonso Rainy. We have more room on the stage, just move over or come up this way. I tell you, I keep telling you folks that West Philadelphia is the best. We have the best in the west. (Applause.)
Let me thank all who have come this morning who have put aside their schedules because we work so well together, we love our community, and certainly try to do our best to protect it. This morning we come with a resolution honoring Rosaline, we call her Rody, Morgan, the 1999 Middle School Physical Teacher of the Year. Whereas, Rosaline "Rody" Morgan has Welcome and Presentations taught health and physical education for 28 of the past 29 years at Wanamaker Demonstration Middle School in the School District of Philadelphia; and Whereas, Ms. Morgan attended Philadelphia Public Schools and later earned her Bachelor of Science Degree in Health and Physical Education from the University of Findlay and her Master of Arts in Counseling from Liberty University; and Whereas, in addition to teaching, Ms. Morgan has coached volleyball, basketball, gymnastics, track and field, intramurals, and dance club. She has incorporated cooperative learning, project-based education, and performance-based assessment into a creative style which includes dealing with health, art, puppetry, dance, music, visual and performing arts. Further, Ms. Morgan is a member of the Comprehensive School Reform Development Program at Wanamaker Demonstration School where multi-disciplinary teaching and learning are being implementing; and Whereas, equally as important, Rody Morgan is a gifted woman who eagerly and enthusiastically shares her exceptional talents with Welcome and Presentations students, colleagues, and the community, and is a terrific role model for our youth. She was recipient of a $5,000 grant from the Centers for Disease Control Project Arrest and was awarded the School District of Philadelphia's highest award, the William A. Stretcher Award for Distinguished Service in the field of health and education; and Whereas, Rody Morgan contributes extensively to a variety of community service endeavors such as Mellow Town Watch -- that's my block, I'm on that -- Philadelphia Futures Sponsors a Scholar, Women's Sports Foundation Committee, Special Olympics, YMCA dance instructor, and coordinator for programs with neighborhood youth and town watch. She is a legal advocate for special needs students and a volunteer counselor for students at risk. And I also not to colleagues that our polling place is in her house as well. So we have people who across the board contribute. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor Rody Morgan the 1999 Middle School Physical Education Teacher of the Year. Welcome and Presentations Resolved further that an engrossed copy of this resolution shall be presented to Ms. Rody Morgan evidencing the sincere congratulations and high commendation of this legislative body. Certification this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 3rd day of February 2000. Madam President and Members of Council. It's an honor to be here. I know a lot of times we labor as teachers and we're not recognized for what we do. So this is really a tremendous moment for me. I'm usually not at a loss for words because I'm usually performing with my kids. This is the first time they've seen me nervous. But I really appreciate what you've done in recognizing me, and I'm hoping that it will be a Communications testimony for my students and that they can go on and know that they can be successful also. And Bill No. 000082, an ordinance authorizing the Mayor on behalf of the City of Philadelphia to enter into amendments to the City's lease agreement with the Philadelphia Eagles Limited Partnership, a Delaware Limited Partnership, and with the Phillies, a Pennsylvania Limited Partnership, co-tenants of the City's Veteran's Stadium to provide for certain capital repairs, restorations, and replacements to be made to Veteran's Stadium in the event that ordinances necessary for the financing, development, and leasing of a new football stadium and of a new baseball ballpark are not enacted by City Council and approved by the Mayor on November 3, 2000, respectfully reports it has considered and amended the same. And bill 000083, an ordinance amending Title 19 of the Philadelphia Code entitled, Reports from Committees Finances, Taxes, and Collections" by adding a new chapter imposing a tax on the rental of vehicles, all under certain terms and conditions, respectfully reports it has considered same and returns the attached bills to Council with a favorable recommendation.

And Bill No. 24, entitled an ordinance Reports from Committees granting permission to 6080 Ridge Avenue Corporation trading as Coyle's Cafe, located at 6080 Ridge Avenue, to operate and maintain an open air sidewalk cafe on the west footway of Ridge Avenue and the south footway of Conarroe Street adjacent 6080 Ridge Avenue. And Bill No. 26 entitled an ordinance amending Section 14-1607 of the Philadelphia Code entitled "Special Controls for the Center City Commercial Area" by providing that nothing in that section shall prohibit the maintenance of licensed sidewalk cafes along certain portions of Chestnut Street and Walnut Street and amending Section 9-208 of the Philadelphia Code entitled "Sidewalk cafes." And Bill No. 87 entitled an ordinance amending Section 2 of an ordinance approved July 1, 1997, entitled "An ordinance authorizing and directing the revision of lines and grades on a portion of City Plan No. 58 of an area bounded by Poplar Street, 12th Street, Parrish Street, and Watts Street, respectfully reports it has considered the same and returns the attached bills to Council with a favorable recommendation.

Thank you, Madam President. I just wanted to remind everyone that March is Red Cross Month, and every year in honor of that City Council, at least for the five years, we've had a blood drive in this Chambers. We will have one on March 31st. Registration letters have been delivered to all of the Council offices. And last year we came close to 40 donors. I hope more people will volunteer this year. I think cumulatively for the last four years the Council blood drive has accumulated somewhere in the vicinity of about 140 units. So I thank you for your participation in the past and look forward to your participation in future. And Robin, my chief of staff, reminds me to remind the press that it's time to give back some blood to the blood drive. Thank you.
