Bill No. 090841, an ordinance amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting the "2009 Pennsylvania Uniformed Construction Code" through adoption of the 2009 edition of certain International Codes as published by the International Code Council, with amendments thereto, all under certain terms and conditions.

Good morning, Chairwoman Sanchez, members of the Committee. I'll be very brief. I'm Otis Haigler, Jr., Director of Legislative Affairs for the Department of Licenses and Inspections. Today, I'm here to provide testimony on Bill 090841, which, if enacted, will amend Title 4 of The Philadelphia Code for the purposes of adopting the 2009 edition of the Pennsylvania Uniform Construction Code, which incorporates the 2009 edition of model codes that are published by the International Code Council. Pursuant to Act 45 of 1999, also known as the Pennsylvania Uniform Construction Code Act, all municipalities that have opted to enforce the Pennsylvania Uniform Construction Code locally must enact legislation adopting 4 12/10/09 - L&I - BILL 090841 the Pennsylvania Uniform Construction Code and model codes adopted thereto by a certain date. Hence, the purpose of the legislation under consideration today is to fulfill the requirements of state law by adopting the 2009 edition of the Pennsylvania Uniform Construction Code and International Code Council's family codes adopted thereto with the same local amendments that were carried forward in the 2003 and 2006 adoptions. Thank you for the opportunity to provide the Department's testimony on the bill. We respectfully request that the rules of Council be suspended so as to permit first reading at the next session of Council.
