To give our invocation this morning, the Chair welcomes the Rev. Dr. William W. Shaw, Pastor of Rock Hill Church and the President of the National Baptist Convention. Dr. Shaw is here today as the guest of Councilwoman Blackwell. Members and guests will please rise. REV. SHAW: Shall we bow our heads, please. Eternal God, Father of all souls, grant unto us, we beseech, such clear vision of thyself that we may earnestly and sincerely seek your favor. We pray now that thou will grant unto this Council assembled today clear vision, firm resolve, unwavering commitment to see to the good of thy people. We pray that thou grant unto the Mayor strength of heart, direction in judgment, guidance in administration, so that he might lead in a way that enriches all that pleases thee. The people of this City, we ask, grant employment, well-being, industry, Godliness. May divisions be healed, may times grant us thy strength. In good times may we ever be grateful. In all times may we be submissive to thy will. Grant unto us, we pray, profitable remembrance of one who served in this body, in this City, whom thy has called unto thyself, Lucien Blackwell. As we begin our Council Session today, it is my sad responsibility to recognize the passing of our friend and colleague, the Honorable Lucien E. Blackwell. I knew Lu Blackwell for over 25 years. He never stopped trying to make people's lives better. As we miss him, as we mourn his loss, let us not forget his lessons that every lesson counts, that every life is important, that all people deserve a fair chance. In this way, he will live in hearts. At this time, if there are any members that would like to be recognized for a few brief remarks, you're going to raise your hands because we don't have microphones here to be recognize. The Chair recognizes Councilman Ortiz.
Thank you, Madam Chair. I met Lucien 1978-79 when he participated in historic mayoral campaign, and Lucien and was the solution. Lucien became known, still known, will be known, for his fight for the little people. And that little old lady with the shopping bag walking across Market Street that became a symbol really of all of the struggles that we had during the '70s, '80s, and '90s to try to open up government to those who had not previously been heard. And Lucien was the leader of that movement, to open up government for those who had been disaffected, oppressed, left out. And he became the personification of the fighter for the little people, the little old lady with the shopping bag walking across Market Street trying to meet -- every day trying to meet all of the obligation that she had. And he spoke eloquently for her interest and in the interest of the City, be they in his district or not. For that, we will be eternally grateful to him, and he leaves a great void, a great void in our City. I will miss him. He was a friend. And more than a friend, he was a person who broke down walls and spoke for those who had no power in this City. Thank you, Lucien.

Thank you, Madam Chair. The one think I haven't read a whole lot about that I know about Lu and a thing he was very proud of because we spent many hours talking to him about it, Lu as a United States Army combat veteran of the Korean War. So that's something that should be remembered. When the Korean War Memorial was being thought of, Lu was in the planning of that. And when it was presented today, Lu was there. So we will miss Lu a whole lot. But people in his age group and the age group after him that served in the military appreciate everything Lu did in Korea and after that. Thank you, Lu.
There is a truism applied to male politicians that will also be applied to female politicians at a later time. Lu was a man of the people, something that every male politician hopes the community at large will recognize him as being. Lu was that in the finest sense. He was also more than that, he was a mentor, he was a teacher. I sat beside him for many years in City Council and I've tried, never fully successfully, to emulate his love of the people. For that, Philadelphia and the whole country will forever be grateful for the lessons he taught to so many other newer politicians than he that define a service anybody could engage in would be in service to the people. Thank you.

Compassionate, loving, untiring, loyal, strong, a striver for excellence, friendly, a fighter for right, a fighter for the little people, little old ladies and men of this city and this country. Lu Blackwell we have a lot to thank for. And I will truly miss him and I wish the family well.

Thank you, Madam President. Congressman Blackwell touched both my professional life and my political career in a very profound way. And if there's any one lesson I can take from his teachings in my work, it would be to do all we can whenever when can and not worry about who gets the credit. I salute his family.

Thank you, Madam President. Now, I met Congressman Blackwell, I guess, probably 20, 25 years ago just from being involved in politics in Germantown. And certainly we worked on his campaign years ago when he ran for Mayor. He impressed me as an elected official that's a stand-up type of guy, speaking out for those that didn't have a voice, for those that a voice. Most recently, we've been working together as a team on a project that was spearheaded by the African American democratic ward leaders, and I feel I lost a colleague. I enjoyed working with him. Some of the people that we met with, met him for the first time two weeks ago, and when they heard on the news Friday, they called me just to express their deepest sympathy and the fact that they were impressed by -- the meetings that we had with individuals lasted about 30 minutes. And how they were impressed by him in just 30 minutes of time. I know that the Congressman will be remembered in the hearts and memories of many who knew and loved him. And I too want to salute him because I saw him also as a mentor and a person that you could go to to talk to that would give you a very mature view of politics here in the City. I think we've lost a very strong voice. Thank you. And I send my deepest condolences out to the family and many friends of Congressman Lucien Blackwell.

Thank you, Madam President. I would just like to add that, to me, Lucien Blackwell was not just a political icon, but he was also compassionate, fear-loving gentleman that I was so, so proud to know in the last 23 years. And I certainly will miss him, as all of us will.

Thank you, Madam President. A number of our colleagues have made reference -- and Councilman Ortiz started by talking about what Councilman and Congressman Blackwell made reference to the little old lady and whether she was carrying a bag across Market Street, or as I remember the talk in later years, that that person was eating something less than human food. I'm not sure if that person was a constituent or a friend or just a figure of speech in terms conveying the human condition, but I will certainly always remember those talks. Councilman Blackwell, when I heard him in the Council Chambers, I never really heard a speech; I heard a talk from the heart that touched people in many ways. And so we've all been touched him, and I will remember those many talks in our Council Chambers. Secondly, Madam President, I would like to -- and I think that this particular poem was written for people like Councilman Blackwell, the great poem by Rudyard Kipling, If, and I'd like to read a few passages and have one last thing to say. Part of the passage is: "If you can dream - and not make dreams your master; If you can think - and not thoughts your aim; If you can meet with triumph and disaster And treat these two imposters just the same; If you can bear to hear the truth you've spoken Twisted by knaves to make a trap for fools, Or watch the things you gave your life to broken, And stoop and build 'em up with worn-out tools; If you can make one heap of all of your winnings And risk it on one turn of pitch-and-toss, And lose, and start again at your beginnings And never breathe a word about your loss; If you can force your heart and nerve in sinew To serve your turn long after they are gone, And so hold on when there is nothing in you says to them: 'Hold on'; If you can talk with crowds and keep your virtue, Or walk with kings - nor lose the common touch; If neither nor foes nor loving friends can hurt you; If all men count with you, but none too much; If you can fill the unforgiving minute With sixty seconds' worth of distance run Yours is the Earth and everything that's in it, And - which is more - you'll be a Man my son!" Lucien Blackwell was certainly, as Councilman Cohen made reference to, he was certainly man's man; but he was just a person's person and you could always talk to him no matter what the circumstance. Lastly, Madam President, I will ask our colleagues to consider next week, I plan to introduce a resolution asking for the Fairmount Park Commission to give consideration to potentially renaming -- part of it is in my district and other Councilmembers' districts -- West River Drive. We had a situation many years ago where an olympic champion -- East River Drive was renamed for a person. And now we have a champion of the people I'd ask the Fairmount Park Commission to reconsider naming West River Drive Lucien Blackwell Drive in Philadelphia. Thank you, Madam President.

Lu Blackwell was a good man that made the City of Philadelphia a better place. He will be greatly missed. My condolences to his family and all the people that depended on Lu Blackwell. Thank you.

Thank you, Madam President. Madam President, when we lose an individual the stature of Lu Blackwell, the natural inclination is to grab the torch. In this particular case, that particular torch that Lu Blackwell carried was so large, so immense, that it will require more than one single individual to grab that torch. And because of that, we have to ask all of the citizens of the City of Philadelphia to grab ahold of that torch and continue the legacy of Lu Blackwell to reach out to the people in our this a City where we are all unified. So to the family and to the friends, we're definitely going to miss him. We're going to miss him in this body because he continued to provide inspiration and advice and played that kind of fathering role to all of us here in this hall. So I'd like to say, Madam President, we have a lot of work to do to continue the great work of our good friend Congressman Blackwell.

Thank you, Madam President. I got to know Lu Black probably in the middle '80s. I'm not as old as Councilman Ortiz, so he knows him longer than I do. But the one thing I always remember about Lu Blackwell -- and we keep hearing that word today "Lu Blackwell," not so much Congressman or Councilman Blackwell -- is that in this day and age when people aspire to become elected officials or people of standing, often times when people reach that goal, they lose track, they lose sight of the fact that they're just people like one thing that always impressed me about Lucien Blackwell was no matter where I was, no matter what my position in life was, he always made time to say hello and talk to me because Lu Blackwell always remembered from where he came from, and that was he was just an ordinary guy like the rest of us who may have aspired to higher places but never lost touch with the people he represented and the people from where he came from. And I respected the man for that, and he will certainly be missed in the City of Philadelphia and in this country. Thank you.

Thank you, Madam President. I obviously was not old enough to serve with Lu Blackwell. In fact, in my first run for City Council, at age 25 was appointed, Lu Blackwell was leaving City Council. A lot of people assume that as the son of Wilson Goode that he is probably my main and only role model. But aside from my mother and father, there are many political role models for me. Quite often in my few years in service body, I quite often turned to my father, and sometimes his wisdom fails me. And it fails me because he has the perspective of a Mayor. And I remind him that he was Mayor has a Mayor's perspective. And that's very helpful sometimes to someone like John Street. But for me, I have to turn to a Councilman Street or a Councilman Blackwell for guidance in terms of what I'm supposed to do as a legislator. So as he began to appreciate that perspective on my role as legislator versus being a Mayor he would begin to tell me I think what a young John Street would do or I think of what Lu would do. And that's constantly what I do and continue a number of different issues that Lu Blackwell started a generation ago but could not be resolved within a generation. So his memory will live with all of us and his work continues. Thank you.

Thank you, Madam President. There's not much more that I can add to what my colleagues have said about Lu Blackwell other than he was a good man, and as all good men, soon. And I will miss him personally, and give my best to his family and friends. Thank you.

Madam Chair, I was 29 and just been elected when I met Lucien Blackwell. It was long before he became Lu Blackwell to me. And he personified over the next 23 years for me what a leader is and how you can't teach leadership. People rise to it, and Lu rose to it no matter what he was involved in, whether it was the crisis of Democratic City Committee that wasn't a crisis anymore once Lucien Blackwell stepped in. And Congressman Brady has been effectively chairing it, but I believe, as I saw it as a republican, Lucien Blackwell was his partner and the person that really rose to leadership when there really could have been a critical time in the local democratic party's history. He was a leader. Every time there was a critical issue in Council and every time West Philadelphia or anywhere within his reach he could help with. And as Councilwoman Miller said, it didn't take but a few minutes for people to realize that this man has some very special qualities. That's what I'll remember. I wasn't there with his union days and some of his other days, but certainly in his Council days. He was a leader among us.

And a resolution supporting the University of Michigan's Affirmative Action programs and urging the Mayor and Senator Specter and Santorum to support these policies by filing Friend of the Court Briefs with the United States AND RESOLUTIONS Supreme Court.
Thank you, Madam President. The question of Affirmative Action is on the front pages today and hopefully is being discussed by many people. There's an extremely important case scheduled for hearing by the United States Supreme Court very briefly. Sometime within the next three weeks, the Supreme Court has found so much interest in the subject that it has declared openly that any parties that wish to file briefs either way can do so. As most folks know, President Bush has entered the case and made the announcement that he will oppose the action of the University of Michigan Law School. This motion is aimed at doing the reverse. It is aimed at strengthening Affirmative Action, of making it clear to all American people that the time for an end to any form of discrimination is over. The University of Michigan Law School AND RESOLUTIONS has a very broad program in which race is one of many factors considered, and the effort is to get the best people to serve us at the Bar as members of the legal profession. It's important that the action at the University of Michigan be sustained in providing an interesting approach to the question of ensuring diversity amongst the students at the law school and to serve the population in the United States, which itself is extremely diverse. Accordingly, this resolution is aimed at directing that the City Council of Philadelphia do what it can to see that the Mayor of the City and any other groups willing to do so enter briefs in this case promptly in order to sustain the concept of Affirmative Action and give support to the University of Michigan's position. I urge all my colleagues who have signed the resolution to vote affirmatively. Thank you, Madam President.

Madam Chair, given the unprecedented nature of this project, I ask that the first resolution be read in its entirety.
A resolution calling on all Philadelphians to participate in the One Book One Philadelphia Project from February 7 to April 12, 2003. Whereas, the Free Library and the Office of Mayor John F. Street have embarked on a new program entitled "One Book One Philadelphia"; and Whereas, the goal of the One Book One Philadelphia is to have the Philadelphia community come together through the reading of a single book; and Whereas, another benefit of this wonderful program is that through encouraging all Philadelphians to read, it encourages those who have difficulty with reading to improve thier literacy; and Whereas, the book chosen was written by Philadelphia author Lorene Cary entitled, The Price of a Child; and AND RESOLUTIONS Whereas, set in Philadelphia in the 1850s, it is the story of a slave, Jenny Prior, who chooses to flee from her owner and create a life of freedom; and Whereas, aside from being an outstanding book and a compelling story, The Price of a Child carries historical lessons of race, gender, and slavery that will benefit all who read its page; and Whereas, while The Price of a Child has mature themes, they may be too strong for the youth in this City. The Free Library has provided a list of books that are appropriate for young people who share the spirit of Ms. Cary's novel; and Whereas, City Council should join the numerous government, corporate, and nonprofit community agencies that have signed on to promote and advocate for a more literate and unified Philadelphia. Now, therefore, be it resolved by the Council of the City of Philadelphia that we hereby call on all Philadelphians to participate in the One Book One Philadelphia Project from February 7 through April 12, 2003.
