Good morning, everyone. I note that the hour has come and that quorum of this Council is present. Members will please take their seats. To give our invocation this morning, the Chair welcomes the Reverend Ethel Boyd Williams, Pastor of the Celestial Zion Baptist Church. Rev. Williams is here today as the guest of Councilwoman Miller. All guests and members will please rise. REV. WILLIAMS: Let us pray. Bless the Lord, oh, my soul, and all that is within me, bless his holy name. With thanksgiving we come to give you thanks for a brand-new day. We thank you, our Father and our God, that you awakened us this morning by your grace. Grace woke us up this morning. We came from various parts of the City and State. You allowed us to reach our destination safely. Thank you, Lord. Thank you, Lord, for your mercy. Thank you, Lord, for all that you've been to us. Here we stand in the Council. We read some years ago that you are a wonderful counselor. And because you are a wonderful counselor, these many Council, these many officials, will bow their heads with thanksgiving, looking to the God, the alpha and finisher of their fate. So we say thank you. Thank you. Now, Lord, let this prayer help us to be revitalized and motivated throughout the day with thanksgiving as we move and have our beings in you. There may be some today who are not feeling well, but yet they're here. Touch, touch, touch. Touch that area. Touch that mind. Touch that spirit. And, God, I pray that you will look on Donna Miller who invited me. Thank you for that invitation, God. Thank you because we know whatever is going on, you move and you move in your being and in your power. Now bless this Council. Bless everyone that's here. Give strength to those who have no might, power to those who are ready to faint. Bless this Council. Bless our City, our State, and the world over. Those who are incapacitated, those who are lonely and depressed, sad and broken today yet they are smiling but underneath there's tears and sorry. Strengthen us individually and collectively. Good morning. Thank you, Madam President. I'd like to welcome Ms. Georgia Davis, a committee person of the 10th Ward of the 9th Councilmatic District to City Council this morning. Georgia is an outstanding, hard-working committee person in the 10th Ward. She has led the fight to shut down a nuisance establishment in her division and she works tirelessly for her constituents. So this past Friday at the People's Party, Friends of Marian Tasco People's Party, she was one of the recipients of the 9th Councilmatic District Committee of the Year Award. And she's here today accompanied by my friend and her ward leader Edgar Howard. They're both very hard-working, and we enjoy working with both of them in the 9th District.

At this time, the Chair recognizes Councilwoman Tasco who will make a presentation honoring Lutheran Children and Family Service. Will Rev. William Erat, Executive Director, and those accompanying him please join the Councilwoman at the podium. The Chair recognizes Councilwoman Tasco.
Thank you, Madam President. It gives me great pleasure this morning to present this resolution honoring Lutheran Children and Family Service. Whereas, Lutheran Children and Family Service, LCFS, was founded in 1922. And since that time, it has grown in size and scope, yet it has stayed true to its original mission of serving children and families in need in Philadelphia, its suburbs and around the world; and Whereas, LCFS of Eastern Pennsylvania works in partnership with churches and other organizations and individuals to offer care, nuturing, shelter, advocates, and counseling. Its reputation so strong that it is the only federally authorized provider of foster care services to refugees. Its work in foster care in unparalleled. And today it also offers adoption and post-adoption services here and abroad, refugee programs, English as a second language, adult education, legal aid, and activities for senior citizens; and Whereas, because Lutheran Children and Family Service is a faith-based organization, its vision is to provide community-based services in an environment that is compassionate, caring, wise, just, and positive. With this spirit, it has also secured a highly qualified diversified staff whose commitment is matched only by its skill. We express special gratitude to Rev. William Erat for his 18 years as executive director, has guided the organization with great generosity and wisdom. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend Lutheran Children and Family Service on the great occasion of its 80th anniversary of service to the citizens of this City and region and the world over. engrossed copy of this resolution be presented to the Rev. William Erat, Executive Director, of the Lutheran Children and Family Service as evidence of the sincere respect and enormous admiration of this legislative body. This is a certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 24th day of October 2002. The Chair recognizes the Reverend for remarks. Welcome. REV. ERAT: My name is Bill Erat, I'm the Executive Director. Madam Chair, Councilpersons, we're deeply honored to be recognized by the Council at this point on our 80th anniversary. ACFS was one of the first agencies in the '20s to contract with the City to actually do services for children. As times have changed, so partners right now with Commissioner Martinez as she reshapes foster care and she is an enthusiastic participant in the youth development programs of the children's investment strategy of the City. And we can only do this, though, with neighborhood partners, and I would like to thank some of those today: The Greater Olney Circle of Friends, George Washington High School, Lincoln High and Holme School, Lowell, McClure, Feltonville, Creighton and Bartram Schools, the Southeast Philadelphia Children's Collaborative, and the many African organizations we work with in resettlement and immigration, because in honoring us you are also honoring them. I would like to introduce to you Mr. Carl Holmes who is President of our Board.
Thank you, Madam Chair. I'm Carl Holmes. I'm Chairman of the Board of Lutheran Children and Family Services. And on behalf of the Board of Lutheran Children and Family Services and Liberty Lutheran Services, which we are affiliated with, I want to assure you that we to serve the most needy children and families in our City. It is our role as a faith-based organization to mobilize congregations and neighborhoods. On behalf of the needy families, we will continue to find adoptive homes. We will continue to find sponsors and friends for refugees and immigrants. And we know that when government, business, and other non-profit organizations come together with a common vision, we can do great things. Thank you for this honor. And on behalf of the entire hard-working organization at Lutheran Children and Family Services, we are grateful. (Applause.)

The Chair thanks the gentleman. We're somewhat out of order, however, at this time, the Chair would like to recognize Councilwoman Blackwell who will present a resolution honoring Erica Pratt. Will Ms. Pratt and those accompanying her please join the Councilwoman at the podium. The Chair recognizes Councilwoman Blackwell.
Thank you, Madam President. A resolution honoring Erica Pratt. Whereas, Erica Pratt is a second grade student at the Mitchell Elementary School. She is feet, inches tall; weighs just over 30 pounds, and has a smile that lights up a room. In July 2002, she was abducted from her street in Southwest Philadelphia and taken to the Logan Section of the locked in the basement of a house; and Whereas, this 7-year-old girl, alone in and in the dark room of a basement of a house she had never seen remained composed enough to chew through the tape around her mouth and her head and climb the basement steps. She climbed the steps, broke a window on the main floor, pushed out the screen and escaped; and Whereas, the police and the FBI had been searching for Erica for 24 hours. And once she began calling for help, she found four young people nearby, whom Councilwoman Tasco previously honored. They flagged down a police car, helped her off the porch and made sure she was safe. She was examined and then returned to her family members who were joyous to the point of tears to see her alive and well; and Whereas, Erica demonstrated unusual character, courage, persistence, and composure, not only in the way she handled the ordeal, but how she responded in the aftermath. She is a delight and a hero to us all. Therefore, resolved by the Council of that we hereby honor Ms. Erica Pratt for courage and persistence far beyond her young years. Further resolved that an engrossed copy of this resolution be presented to Erica as evidence of the very best wishes of our legislative body. And we certify that this is a true and correct copy of the original resolution passed by the Council of City of Philadelphia on the 3rd day of October, 2002. Signed by our President and all Members of Council. And Madam President, before we clap, we would also like to recognize who are here today -certainly, Commissioner Johnson was called away on emergency. We have Lieutenant Robert Czar of the 12th, Police Officer Donna Dunbar who was instrumental in helping her, Police Officer Cathy Battle, victim assistance officer, the aunt who raised her, and we'll be with her on Saturday funeralizing her. She's a personal friend as is Phyllis Gibson, Director of West Southwest Victim Witness Services; Anita Sample Victim Advocate West Southwest Philadelphia; Duane Hightower, Victim Advocate for West and Southwest Philadelphia. be here, Steve Johnson, as did Captain Cerrone. They're at Comstat. We have three detectives from SIU whose names I do not have. Thank you and we certainly will get your names and we thank you, thank you, thank you. Thank you all. (Applause.)
Erica, would you like to say something at this time? Erica, I cannot believe you're shy. (Laughter.)
Erica, as your family and friends, we're all very proud of you and we want you to know that we think you are a very, very courageous young lady. God bless you. (Applause.)

To President and Members of the Council of the City of Philadelphia, the Committee on Public Property to which was referred Bill No. 020480 entitled an ordinance authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development without consideration a deed located in the northwest corner and Fifth and Huntingdon Street; And Bill No. 020576 entitled an ordinance approving the sale of a certain lot or piece of City-owned ground with the buildings and improvements thereon located 923R South Second Street; And Bill No. 020603 entitled an ordinance authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development without on the southwest corner of American and Somerset Streets; And Bill No. 020633 entitled an ordinance authorizing the Philadelphia Authority for Industrial Development to purchase a certain tract of land located at the southeast corner of 50th Street and Parkside Avenue for a consideration not to exceed $70,000 under and subject to the terms and conditions of the Philadelphia Industrial and Commission Development Agreement between the City, PAID, and Philadelphia Industrial Development Corporation; Respectfully reports it has considered the same and returns the attached bills to Council with a favorable recommendation.
