Good morning. I note that the hour has come and that a quorum of this Council is present. Council will come to order, members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair recognizes Rabbi Linda Holtzman of Mishkan Shalom. She is here today as the guest of Councilman Jones. I would ask all members and guests to please rise.
Sacred presence of God that unites us all and fills us all, we take a moment to focus on the power that is with us as we begin the holy work that this body will do today. There is a Midrash, a story about Moses and the people of Israel as they were about to cross the Red Sea. Standing by the waters, they grew more 11.4.10 STATED - GREETING/INVOCATION and more frightened of the soldiers behind them and the waves in front of them. Moses raised his staff, hoping that God would part the waters for the people to cross, but nothing happened. He did it again, but nothing happened. Finally, one person, a little-known man named Nachshon, took a bold step into the waters, and the sea parted. The people crossed. The rest is history. We're meeting here, after an election that left some of us satisfied and some of us worried, but one thing is clear: In this city council and in city councils around the country today, we are in need of Nachshons, of people to take daring steps into the sea. In our city, we need everyone here to take steps into the waters of respect for each other that will open everyone fully to each other's minds and hearts into the waters of caring for the people in every neighborhood in this 11.4.10 STATED - GREETING/INVOCATION city -- for people from every land, people who speak every language, people of every race, religion, culture, gender, sexual orientation, into the waters of compromise that will let us all move forward together; into the waters of dedication that will help us never give up, even when we sometimes seem to be getting nowhere; and into the waters of determination to stand up for what we believe in, what we believe to be the best route for our city to take; and to continue to do the work to keep us on that route. This week, and every week, everyone in this city council is an Israelite standing at the shore of the Red Sea, ready to cross, to lead Philadelphia to success. May everyone here be prepared to be Nachshon stepping into the challenging waters that may seem dangerous, but that if we are respectful and caring and compromising and dedicated 11.4.10 STATED - GREETING/INVOCATION and determined enough, the waters will part when we step in. May this meeting and this sacred work be a road toward justice, wholeness, and peace for the City of Philadelphia. Amen. ALL: Amen.

Yes, thank you, Madam President. Today, it's our pleasure, Councilwoman Tasco and I, to celebrate and recognize a chapter of our sorority, Delta Sigma Theta. And so, this morning, we are going to congratulate the Epsilon Delta Chapter of Delta Sigma Theta Sorority, Incorporated, at Temple University on the celebration of their 50th anniversary. Whereas, Delta Sigma Theta sorority was founded on January 13, 1913, by 22 collegiate women at Howard 11.4.10 STATED MEETING - PRESENTATIONS University because these students wanted to use their collective strength to promote academic excellence and to provide assistance to persons in need; and Whereas, the first public act performed by the Delta founders involved their participation in the women's suffrage march in Washington, D.C., March 1913; and Whereas, Delta Sigma Theta Sorority, Incorporated now has over 200,000 predominantly African-American college-educated women in over 900 chapters in the United States, the Caribbean, Europe, and Asia; and Whereas, the five-point programmatic thrusts of Delta Sigma Theta Sorority, Incorporated are economic development, educational development, international awareness and involvement, physical and mental health, and political awareness and involvement; and...

Good morning. It is indeed a pleasure to stand here today to present this citation to the Urban Affairs Coalition, where I cut my teeth, gained my experience back in the early days of my career. Let me, before I read the citation, acknowledge that we have a letter of greetings from Governor Ed Rendell, and we have a Certificate of Special Congressional Recognition from the Urban -- to the Urban Affairs Coalition from Congressman Robert Brady. Thank you, Madam President, and thanks to all members of City Council who are here today to recognize the hard work of the 11.4.10 STATED MEETING - PRESENTATIONS Urban Affairs Coalition. With me, behind me, are the people who really do all of the hard work every day. You might not know all of them or know all of their names, but they are absolutely committed and dedicated, and work extremely hard to make sure that the impact that you expect of us is absolutely going to be there. So please give a hand to the staff of the Urban Affairs Coalition. (Applause.)
I want to thank you for this resolution honoring the Coalition and our yearlong celebration, our 40th anniversary. We are culminating that celebration at our annual breakfast on November 19th, and I hope that I will see many of you there. I know Councilwoman Tasco has already said yes and the Mayor; and the rest of Councilmembers, I'm waiting to hear back from you. I hope that you will join us. 11.4.10 STATED MEETING - PRESENTATIONS With the support of our distinguished board of directors, our funders, staff, and all of our constituents, we created the Arise Academy Charter High School, which I know Councilmembers have had an opportunity to visit. This is the first school in the country specifically serving young people who are in foster care to help them get through and graduate from high school. We have found summer and year-round youth employment programs for thousands of high school students are helping them to raise their sites to college and beyond. We continue to promote school choice, increased parental engagement and empowerment. We advocate for funding for violence prevention programs. And we provide health and life-skills education to youth and young adults. And to those of you who know 11.4.10 STATED MEETING - PRESENTATIONS the Coalition, we do so much more. We are able to provide young people with opportunities to create a bright future because of people like the late Charles W. Bowser, Sr., founder of one of the Coalition's predecessor organizations, the Urban Coalition. Charlie Bowser's leadership, passion for change, and his ability to bring together many voices address a problem set the tone for the Coalition and the work we do in the community today. "Charlie," as he was affectionately known, began his long career of public service in the 1960s under the tutelage of Reverend Dr. Gray, II and Samuel Evans. In 1968, he became the first executive director of the Philadelphia Urban Coalition, now known as the Urban Affairs Coalition. And in just two years, by the end of 1970, the total money under management at the Coalition had grown 11.4.10 STATED MEETING - PRESENTATIONS from about 4 million to 12 million. And he had also grown the size of the staff to address the needs of the community. I spoke to a lot of people about Charlie, but one quote stands out to me. Judge Nelson Diaz, a former judge and city solicitor, an employer of the Coalition, said: "If it had not been for Charles Bowser, many of us who are in elected offices would not have been elected, myself and many others included. In addition, he was the one who brought harmony to the African-American and Latino communities from the beginning, and we enjoy that strong partnership today." As we mourn Charlie Bowser's passing, we remain grateful for his life and his example. Please join us on Friday at our annual celebration, where we'll talk more about Charlie. But in addition to honoring Charlie, which represents our past, as importantly, we will spend time to represent and to honor 11.4.10 STATED MEETING - PRESENTATIONS our future. Thank you very much, Council, for this wonderful honor, and we will continue to work hard to make sure that your faith in us is very well deserved. Thank you very much. (Applause.)

And a resolution initiating action to establish a Neighborhood Improvement District to be known as "The University Housing Special Services District" in an area that generally includes an area bounded by Girard Avenue, Ridge Avenue, 19th Street, York Street and Broad Street, and certain blocks of streets that intersect that area.

The daughter for whom the rink is named -- her mother, Laura Sims Skate House in Cobbs Creek Park -has concerns about programming and such. And believe me, we're working out all of her issues.
