Loving God, at times we fail to recognize the humanity of our elected officials. We see them as characters on billboards and TV and we forget that they are as frail and as insecure as the rest of us. We dismiss that they also have worries and concerns in their personal lives, that they worry about their aging parents, their children, their siblings, family members who need to change their lives. Like the rest of us, God, they have memories from the past that haunt them and, like all of us, there is a heavy burden they carry that they can't seem to let go. We ask for the healing of their minds and hearts and inner self. God, we pray for their physical wellbeing that is there on the go, go, go, they eat right, exercise, and pause to rest and take a breather. If their relationships are broken, God, we ask that they be mended and restored. If their relationships are weak, we ask that they be strengthened. Gracious God, as these servants work to address issues of public safety, City services, education, the economy, we end this petition by asking you to fill your servants with the courage that is required of them as they work for the common good. When competing factions, be they corporations or non-profit corporations, push for an agenda that widens the gap between the have's and the have not's, that puts profits before people, Lord, give them courage. As a group, fill them with the courage to prioritize and stick to those priorities even if unpopular. Mr. President, it's my wonderful pleasure to lead us this morning in celebrating an arts administrative professional whose career spans 40 years of loving and advocating for the arts. Mayor Nutter has said that she has been a cornerstone at the Philadelphia Museum of Art. Gail Harrity said that she has been a major force at Discover Works Global 888.557.8650 www.dw-global.com Art. I would say that she has been an anchor, an anchor and a steady presence there for the last 25 years. And the good news is that the leadership at the Museum believe in what's called having a bench and there will be a seamless transition in External Affairs with our honoree this morning passing the baton to Joe Meade. So I thank my colleagues for joining me in honoring and recognizing Philadelphia's own Cheryl McClenney Brooker on your retirement from the Philadelphia Museum of Art, and for your tireless commitment to the arts, cultural and civic community of our city. Thank you and good morning. I'm here today to speak in support of Resolution 120067 authorizing the Committee on Commerce and Economic Development to hold hearings on the merger of the City's workforce development agencies. Many residents of Philadelphia look to the workforce development agencies for job training and employment services that let them reach self-sufficiency. The decisions of these agencies and of the state agencies to which they report can have a lasting impact on the families that they work to serve. Discover Works Global 888.557.8650 www.dw-global.com For instance, in November 2011, a decision was made to close three of the City's Employment Advancement Retention Network, or EARN, centers by the end of December of 2011. One thousand four hundred ninety-six individuals using these centers were affected by the closures. As of the end of January 2012, over one-third of those who were transferred to new EARNs had not enrolled. Now, 582 individuals and their families face sanctions that will keep them from important services. As the merger of these agencies take place, it's important to have hearings that bring workforce development success stories to light as well as the difficulties these agencies have faced. This information can help the City, the agencies, and other concerned and interested partners fit best programs to serve families in Philadelphia. Thank you.

Good morning, Mr. President, members of Council, ladies and gentlemen. I'm Robert Taylor, a citizen of South Philadelphia. I'm commenting on Resolution 120063, PA Judiciary Committee Bill No. 1523, penalties on recalcitrant municipalities, and Resolution 120072, public safety, gun possession. I oppose these resolutions. Mayor Nutter suggests that an illegal gun in one's possession is a violent crime. No one ever bothers to explain what an illegal gun looks like. This is all well in double speak. A crime is only committed when someone's rights were violated with malicious intent. The City is making it hard for anyone to enjoy the right to bear arms, as outlined in the Constitution for the Discover Works Global 888.557.8650 www.dw-global.com Commonwealth of Pennsylvania, Article 1, Declaration of Rights. Section 21 states, quote, "The right of the citizens to bear arms in defense of themselves in a state shall not be questioned," end quote. Then Mayor Nutter wants to turn these non-violent suspects over to the federal government for harsher sentences. This is outrageous. This is a violation of the Separation of Powers Doctrine outlined -- contained in the federal and state Constitution. One can also look to the Supreme Court cases such as Lopez versus United States 1995. Moreover, this is the same federal government that has been caught running guns in operation fast and furious in attempts to blame the death of border patrol agents on the Second Amendment. Why should we trust the feds to keep us safe? They've passed the National Defense Authorization Act that says the President is free to torture and Discover Works Global 888.557.8650 www.dw-global.com kill citizens without trial. This is whom we should be afraid of. Finally, it is time that the City trusted we, the good people, to have the tools to protect life and other God-given rights against them, the bad people. It's called a gun. It's time that the City stop trying to disarm victims. For example, the courageous Raina Alfonso, the 33-year-old store clerk who wouldn't let drug dealers take over the corners in her neighborhood, she should have been able to save her precious life. Instead, she is dead, another sacrificial lamb to the victim disarmament gangs and drug dealers. The victim always is at the scene of the crime. The police, not so much. In the budget message that he sent, it was clear, it was mean-spirited. State-funded programs to the poor, to the elderly, to domestic violence survivors like Kenyatta Johnson is talking about are being dismantled right in front of our eyes, with nearly 25 percent cuts totalling $56 million to human services. You see, those cuts start in Harrisburg, but we feel them here in Philadelphia. (Applause.)
With even more cuts to medical assistant, community health centers, prenatal care, burn and trauma centers to the tune of $35 million. We, the City of Philadelphia, attempt to uplift education, to uplift our workforce, with the Governor cutting close to 25 percent of relatives' state universities. He says that he did not cut the school boards, but the truth be Discover Works Global 888.557.8650 www.dw-global.com flat-line a budget, it doesn't stop healthcare from increasing, it doesn't stop the fuel costs from increasing, it doesn't stop food from increasing. So a flat-line indeed is a cut. The budget address concerns Philadelphians and others throughout the Commonwealth. But I notice there is good news in the budget address. Prisons aren't being cut, $1.8 billion budget worth of prisons versus universities. So on behalf of this Council and the City of Philadelphia, I reject your mean-spirited argument as to why you presented this budget, and I do note that the Marcellus Shale extraction tax was indeed passed.
