Good afternoon, members of the board. Henry Clinton on behalf of the applicant for 2731
Clinton on behalf of the applicant.
Federal Street. I believe you're still on their oath. Correct from this morning. Thank you,
Mr. Chairman. Also on the call is Colin Lahren, who is the principal of the applicant,
as well as the architect, Derek Spencer. Mr. Clinton, can I ask you a quick question here?
Certainly.
Have you emailed an exhibit packet with the required documents, which are proof of ownership,
proof of tax compliance, copy of the refusal or referral, photos and planes five days in
advance of this hearing?
Yes, I have, Mr. Snell.
And have you also met with the RCO, and do you have a letter provided from them?
Yes, I do.
Great.
You may continue.
Thanks.
Thank you very much.
Ms. Sunke, can I share my screen?
Yes, you can share your screen. And Mr. Snell, can we ask if you wave and snip? I just need to put everything on a record because we don't have a court reporter today.
Okay. Henry, do you agree to waive the reading of the refusal and stipulate to its accuracy?
Yes, I do.
Great. Thank you. Continue.
Can you see my screen now?
uh this is concerns 2731 federal street i'm here on behalf of cal grace ferry llc the principal
of which is colin lauren is also on the call this is my exhibit package to present to the board
including notifications to the neighbors aerial photographs
community notifications
refusal I'll dwell on the refusal a little bit when you see this parcel of ground
it's very very unique it's actually shaped a little bit like a baseball bat it's very very
unusual and it's in an I2 zone in Grace Ferry off a major artery Grace Ferry Avenue which leads to
Washington Avenue and Grace Ferry also continues down to Carpenter which then you can get into
center city but it's in an i2 zone in the whole neighborhood is zoned i2 in this particular area
we're proposing residential units six residential units with commercial in the basement in the
first floor as a consequence because we're proposing residential we receive refusals
indicating that multi-family is not permitted in i2 zone and that if you're going to use
multi-family in an I-2 zone, there's a certain parking requirement, in this case, three spaces.
Next are the certificates of mailing that we mailed out, 102 pieces of mail to the surrounding
neighbors. These are all the addresses that are affected and received notice. These are photographs
of our postings of the orange placard. This is a photograph of the parcel. It fronts on Grace
Ferry Avenue. For as long as I can remember there's been an ugly three-story
billboard here which Mr. Larn is going to do away with and we're going to
supplant that with a beautiful building. You can see the views in the Center City
Comcast Building Liberty 1 Liberty 2. Again the notice of refusal and again
just for some perspective some aerial photographs this is Grace Ferry Avenue
headed toward the city. This is the piece. As I said, it looks kind of like a baseball bat.
The front of it curves a little bit more than what this depicts. There's the billboard,
and this is all garages and some commercial space. But increasingly, this corridor is becoming
more and more residential. If the board recalls, I was in front of the board last month
on the project right here again by Mr. Larn and it was approved for residential units in this I2
zone. Here's a ground view again we're looking east toward the city the center city is that way
and this is the parcel and this is the apex of the parcel.
So I'm going to have to move to another.
Here are the plans.
Again, this is the apex that I just discussed earlier.
and this is the four-story building that is being proposed you can see there's some greenery
in the front and the back because of the layout of a lot the sidewalks are
in the front and the back because of the layout of the lot.
The sidewalks are huge and vast for people to walk by.
As I said, this is a heavily traveled road,
and to have wide sidewalks is a big plus.
Here's a zoning map, and you can see from Ellsworth Street
down to Ingram Street, Federal Street, and Anning Street,
excuse me, is all I2.
it's all industrial but you know industrial is not moving back into the area and it's not moving
back into areas that are in proximity of of center city which this particular project is
some more photographs to give you perspective this is a side view of the of the property
and here is the zoning map the property actually goes from here on the west to a point excuse me
here on the east to a point here on the west the building starts here and again it's a very very
unique configuration i think the architects did a fantastic job of laying this building out
This is the basement or cellar, commercial space of about 1,700 square feet.
And on the first floor, there's additional commercial space with a common hallway and two sets of stairs to get up into the upper levels.
This is the floor plan, which repeats itself, second, third, and fourth floor plan.
There's going to be two dwelling units.
Can you enlarge the floor plan?
Is that good, Mr. Holloman?
So on each floor, second, third, and floor, as I said, it repeats.
You have two bedrooms in Unit B, two bedrooms, one bath, and then in Unit A, one bedroom,
one bath.
The views are pretty significant because you have unobstructed views basically to Center
City and also to Penn's campus.
Let me shrink this back down.
so now we're looking at the building from the north to the south the entrance is here
there's another entrance in the back here's some open space and this is if you're driving
towards center city you're coming to that apex this is the front of the this is the part of the
building facing due west. So we had a community meeting last night actually with
ROAD which is residents organized for advocacy and direction and as a result of that meeting
we did get a letter of support from that group. Grace Ferry Community Council also participated
in that meeting. The vote was five in favor to against, and we just got that letter today,
which we then sent to Ms. Saleta. So, Ms. Saleta, are you in receipt of that letter of support?
So, Mr. Lauren, are you on the call? Ms. Sunkit, can you unmute him, the client?
They would have to raise their hands.
Mr. Lahren, can you raise your hand?
Okay, he can open his mic and wait to be sworn in.
Hey, Hank.
Hey, Colin, how are you today?
All right, Mr. DeChico will square you in.
Good afternoon, sir. Please identify yourself with a record. Spell your first and last name.
Collin Lahren, C-O-L-I-N-L-A-R-E-N.
Graduous.
1601 Ridge Avenue, Philly, PA-19130.
Thank you.
Swear and affirm to tell the truth, the whole truth, and nothing but the truth?
Thank you.
Please proceed.
Mr. Lahren, have you listened to my presentation and testimony?
If you had the opportunity to testify, would you adopt my testimony as your own and as true and correct?
Thank you very much.
Thank you.
Mr. Chairman, just in summation, this property has been a long, vacant lot, but for the billboard.
The billboard is going to be eradicated and, frankly, removing an eyesore from the neighborhood.
We're taking a vacant piece of ground, which is zoned industrial.
a very unlikely industrial is coming back to this area,
especially on a piece of ground
that's so unusually shaped.
So in light of the unique circumstances of the lot,
the long vacancy of the lot
and the fact that this is in harmony
And the fact that this is in harmony with what the neighbors want and will bring additional residents to the neighborhood, I request that the board look kindly upon this application and certainly will take any questions.
with what the neighbors want
and will bring...
Thank you.
Questions from the board?
Anyone else who would like to testify in this case?
If so, please raise your hand.
No hands at this time, Chair.
Thank you. Planning Commission.
Good afternoon, Chairman, members of the Board.
Ian Litwin, Planning Commission staff.
The comprehensive plan recommends this parcel be remapped to IRMX,
Industrial Residential Mixed Use,
in recognition that modern industrial development is not appropriate in this location.
This is an oddly shaped parcel, and the proposal generally adheres to the requirements of IRMX zoning.
Therefore, we have no opposition to granting the variances.
Thank you.
