Bill No. 110634, an19 ordinance amending Chapter 12-3000 of The20 Philadelphia Code, entitled "Use Of An21 Automated Red Light Enforcement System to22 Prevent Red Light Violations," by23 authorizing the installation of red light24 enforcement systems at the intersection25 10/19/11 - STREETS - BILL 110291, ETC.1 of Worthington Road at Byberry Road, all2 under certain terms and conditions.3 (Witnesses approached witness4 table.)5 COUNCILMAN DiCICCO: Good6 morning. Good morning.9 Chris Vogler, V-O-G-L-E-R. I'm from the10 Parking Authority.11 Good morning. My name is Chris12 Vogler. I'm the Manager of Red Light13 Photo Enforcement for the Philadelphia14 Parking Authority. It's nice to be back15 before Council again. I would like to16 thank Chairman DiCicco and the members of17 this Committee for allowing me to testify18 today. I would also like to thank19 Councilman O'Neill for introducing this20 legislation.21 I am testifying in favor of22 Bills 110634 and 110635, which would add23 two additional intersections to the red24 light camera program in the City. These25 10/19/11 - STREETS - BILL 110291, ETC.1 intersections will be Worthington Road at2 Byberry Road and Woodhaven Road at3 Knights Road.4 I would like to commend Council5 for its past excellent and, at most6 times, unanimous support for the program.7 Since the first cameras were activated at8 Grant Avenue and Roosevelt Boulevard on9 February 23rd, 2005, the program has been10 successful in its main goals, which are11 decreasing red light running, accidents,12 injuries and fatalities. There are now13 90 cameras at intersections, the14 latest intersection being Broad Street at15 Vine Street, which is in its warning16 phase and we'll begin issuing citations17 on Friday, December 2nd. With the18 addition of the intersections introduced19 and Island Avenue at Lindbergh Boulevard,20 which was recently approved by Council,21 the citywide total will be 103 cameras at22 intersections.23 The intersection of Woodhaven24 Road at Knights Road is a large and busy25 5 10/19/11 - STREETS - BILL 110291, ETC.1 intersection with a heavy traffic volume2 of vehicles and pedestrians. Also, this3 intersection is one of the main points to4 access to the Franklin Mills Mall and to5 enter and exit the Woodhaven Road6 expressway. Unfortunately, though, this7 intersection currently has a very high8 rate of vehicles disregarding the red9 signal. It is not an exaggeration to say10 that you sometimes put your life in your11 hands navigating this area.12 The other intersection13 introduced is Worthington Road at Byberry14 Road. There are numerous accidents at15 this intersection, and unfortunately16 there was also a fatal accident which17 occurred earlier this year. This18 intersection is notorious for dangerous19 driving behavior made worse by red light20 running and speeding.21 I believe that red light22 cameras will change the behavior of23 motorists at both intersections, as they24 have in other parts of the City, to make25 6 10/19/11 - STREETS - BILL 110291, ETC.1 walking and driving in this area a safer2 experience. The establishment of red3 light cameras at these intersections will4 continue to enhance and extend this5 program to other dangerous intersections6 in the City.7 I finally ask that the8 Committee give Bills 110634 and 110635 a9 favorable recommendation and request that10 the rules be suspended to allow first11 reading at the next Council session.12 Thank you again for the13 opportunity to testify before the14 Committee this morning, and I would be15 happy to answer any questions you may16 have.17 COUNCILMAN DiCICCO: Good18 morning. Good morning,21 Mr. Chairman and members of the22 Committee. Thank you for the opportunity23 to appear before you. My name is Charles24 Denny and I am the Assistant Chief25 7 10/19/11 - STREETS - BILL 110291, ETC.1 Traffic Engineer for the Department of2 Streets. I'm here to offer testimony on3 Bill 110634 and 110635.4 Both bills authorize the5 installation of red light enforcement6 systems at the intersections of7 Worthington and Byberry Road and then at8 Woodhaven Road and Knights Road. The9 Streets Department supports both these10 bills. These devices have been shown to11 lower red light running at other12 locations where they are used in the13 City.14 Thank you for the opportunity15 to appear before you today. I would be16 happy to answer any questions.17 COUNCILMAN DiCICCO: Questions18 for these witnesses from the Committee?19

Yes,20 Mr. Chairman.21 Just real quick, and I don't22 want to belabor -- we have a very23 ambitious agenda and I will be judicious24 with my words. But just as a summation,25 8 10/19/11 - STREETS - BILL 110291, ETC.1 red light cameras do change behavior?2

Absolutely,3 Councilman Jones. The first few4 intersections, Grant Avenue and Roosevelt5 Boulevard, Red Lion and the Boulevard,6 and Cottman and the Boulevard, which were7 activated in 2005, at Grant and the8 Boulevard, the high point was over 4,1009 violations in one month in 2005. Now for10 the past two years, that intersection11 averages approximately 300 violations.12 That's over a 90 percent decrease.13 The average throughout the14 City -- they do change throughout the15 City -- is, after a spike, anywhere from16 two to about six to eight months after17 the cameras are activated, that's usually18 the high point, they average between 5019 and 70 percent at each intersection. In20 most cases, above 60 percent from the21 number of violations at its high month22 period to its low month period. And23 usually what happens at most24 intersections, you hit the high spike,25 9 10/19/11 - STREETS - BILL 110291, ETC.1 then you have a decrease and then a2 leveling off. Most of the intersections3 have been up for over 18 months to two4 years. The number of violations any5 given month now really doesn't vary6 within a range of more than 50. After7 you have that floor, as it were, it sort8 of steadies. So the statistics have9 proven that the number of violations are10 way down at intersections.11

So it's safe12 to say it may be attributing to a safety13 measure that if there are less14 violations, there are less accidents. Is15 there a direct correlation we can16 establish?17

Well, there has18 been two independent studies the Parking19 Authority has undertaken with an20 independent agency, actually a21 consultant, to examine some of the22 intersections. To do them all would just23 be too time consuming, but actually the24 latest one, which was presented to the25 10 10/19/11 - STREETS - BILL 110291, ETC.1 House Transportation Committee in a2 presentation last month, compared3 Cottman, Red Lion and Grant, the first4 three intersections I mentioned, and5 accidents that happened before the6 intersection got red light cameras and7 then four years after the fact, which was8 the last calendar year. It showed that9 the number of accidents overall at the10 three intersections were down.11 Grant Avenue had a slight12 increase, but there were a lot of13 mitigating factors at Grant Avenue. When14 the cameras went up at Grant and the15 Boulevard five years ago, there were no16 commercial properties there. It was the17 Whitman Chocolate Factory that was18 closed. Since then, you've had two malls19 open up and a commercial expansion along20 Grant Avenue. That was never a21 destination point for people to go do22 shopping. You have a Walmart, you have a23 Lowe's, you have a Michaels, a24 Chick-fil-A.25 11 10/19/11 - STREETS - BILL 110291, ETC.1

So you're2 saying cameras are good for development?3

No, no, no.4

I'm sorry.5

We can take credit6 for safety. We can't take credit for7 development. Crashes are slightly up at8 Grant and the Boulevard, but when the9 "before" was taken, that was not a10 commercial area. Since then, there's11 been a huge commercial development, so12 people are actually not going through13 that intersection to go somewhere else.14 They're going there to go to all these15 stores, and traffic volumes are much16 higher.17 COUNCILMAN DiCICCO: Because18 there's an increase in volume --19

It's a massive20 increase in volume, Councilman.21

And then,22 finally, are we getting -- do we have --23 what is the criteria to establish new24 camera locations?25 12 10/19/11 - STREETS - BILL 110291, ETC.1

What happens,2 Councilman, is that some requests3 actually come through Council offices.4 We get other requests. We look at the5 accident data first and specifically to6 see the accidents that are caused by red7 light running. There are some8 intersections where there is a high9 degree of accidents, but they're not10 caused by people running the red light.11 So we look at that criteria.12 Also, we do a feasibility13 study. Some intersections, like in your14 district along Ridge Avenue, there are a15 number of intersections that fit the16 criteria to put red light camera17 intersections by the number of crashes18 and the number of violations of people19 going through the red light, but we do20 all the approaches to the intersection.21 Because of low wiring on Ridge Avenue,22 gas station curb cuts that go from where23 this table is up to the President's24 rostrum, there's some places where just25 13 10/19/11 - STREETS - BILL 110291, ETC.1 technically we cannot -- we'd love to put2 a camera, but because of how the3 intersection is, either through wiring,4 through curb cuts, we can't do it.5 So we were up and down -- it6 was about a year and a half ago. We were7 up and down Ridge Avenue and there were8 at least three intersections we would9 have liked to have put them at, but just10 from a feasibility standpoint, we11 technically couldn't put the units there12 because of either obstructions or13 right-of-way issues.14

Between15 Roxborough, Manayunk and East Falls,16 there is a vigorous traffic committee,17 and Ridge Avenue, Henry Avenue, those are18 areas that we would be very interested in19 putting some, not to mention West Philly,20 Parkside Avenue and other notorious21 speedways.22

Absolutely.3

That is in your4 district. That is one that we are now5 going out in the field to see from a6 feasibility standpoint if we can get the7 cameras there, because the study there,8 as I'm sure you know from your experience9 since you gave it to us, is a bad10 intersection, and the data supports that.11 So we are actively looking and12 do take suggestions at intersections all13 throughout the City.14

Walnut Street8 actually was a couple years ago, was9 re-striped as two lanes and a bike lane10 from Schuylkill Avenue out to Cobbs Creek11 Parkway, and the peak hour clearance no12 longer became necessary in that13 configuration. It actually was difficult14 to work a peak hour clearance with the15 bike lane.16

The Department of25 61 10/19/11 - STREETS - BILL 110291, ETC.1 Streets would like to offer the following2 testimony on Bill No. 110616.3 This is not an Administration4 ordinance, but an ordinance requested by5 Thomas E. Eshelman of Ballard Spahr, LLP.6 The purpose of this ordinance7 is to authorize the striking from the8 City Plan and vacating Clifton Street9 from Montgomery Avenue to Berks Street.10 This portion of Clifton Street is not11 currently open to public traffic, and the12 City is not desirous of constructing a13 street at this location. This action14 will facilitate plans by Temple15 University to consolidate parcels in this16 block and construct a new parking garage.17 This ordinance is supported by18 the Department of Streets and is19 recommended to your Committee for20 favorable action.21

I'm here23 to testify on Bill No. 110616, which24 Councilmember Clarke introduced on25 62 10/19/11 - STREETS - BILL 110291, ETC.1 September 8th, 2011.2 Bill No. 110616 would strike3 and vacate Clifton Street between4 Montgomery Avenue to Berks Street to5 accommodate the proposed mixed-use garage6 project. The City Planning Commission7 approved the Institutional Development8 District Master Plan Amendment for Temple9 University to permit this development to10 proceed at its meeting of May 17th, 2011.11 Therefore, at its meeting of12 October 18th, 2011, the City Planning13 Commission recommended that Bill No.14 110616 be approved as an item in accord15 with previous policy.16 This concludes my testimony. The Streets25 64 10/19/11 - STREETS - BILL 110291, ETC.1 Department would like to offer the2 following testimony on Bill No. 110648.3 This is an Administration4 ordinance requested by Reuben David of5 the Department of Public Property.6 The purpose of this ordinance7 is to newly authorize actions previously8 authorized by Bill No. 080131, approved9 March 26th, 2008. Bill No. 08013110 authorized the placing of Delaware Avenue11 on the City Plan from Lewis Street to12 Buckius Street, the opening of the newly13 placed section of Delaware Avenue, the14 opening of certain unopened portions of15 Buckius Street and the extending Delaware16 Avenue, and the acquisition of certain17 slope easements adjacent to the newly18 placed section of Delaware Avenue. Driscoll of Northern Liberties12 Auctions Incorporated.13 The purpose of this ordinance14 is to authorize the striking from the15 City Plan and vacating of Bodine Street16 from Spring Garden Street to Green17 Street. It's City Planning9 Commission's policy to oppose taking of10 the public streets off City Plan to use11 for private uses. So in this case, the12 private owner, he owns both sides of the13 street and he wants to strike the street14 in order to create a courtyard for the15 restaurant expansion and outdoor deck16 area.17

Haven't18 we done that before? That doesn't sound19 like that unusual. I can't think of a20 direct location right off the top of my21 head, but it seems like I kind of22 remember that.23
