This bill having been read on two different days, the question now is shall the bill pass finally. Will the Chief Clerk please call -

Councilman Jones

Can I 6/6/24 - STATED - 2ND READING (inaudible)?

Council President Johnson

Absolutely. The Chair recognizes Councilmember Jones.

Councilman Jones

Thank you so much, Mr. President. Colleagues, I want to say before we take this vote a little bit of clarification. One, I want to start with, no great document ever written authored doesn't get amended, whether it's the U.S. Constitution, whether it's City Charter. We amend bills in this body every week because they're not perfect. And in order to make them better moving towards perfect, we make such changes. This body voted to put on for a Charter change the creation of the Police Oversight Commission, not that it wasn't good when it was an executive order offered by Mayors before. But to firmly 6/6/24 - STATED - 2ND READING entrench this process in the City to create a fair Oversight Commission, we put it on a ballot and a half a million people said this was the right thing to do. In creating a plane while you're trying to fly the plane, you miss some things. And what this amendment does is allow for a selfcorrecting process within that board to be able to say you know what, this might not be the right process, you might have made a mistake, you might need to be off of this board, not that this was designed for any one purpose or person. And I thank Member Quetcy Lozada for being laser-focused on making sure that it wasn't designed to penalize any one person but to improve a process. I thank you, President Johnson, for asking the question are we giving up our 6/6/24 - STATED - 2ND READING authority and power as a Council. As it says in the legislation, they may self-elect to remove a member but they still have to come to this body for ratification. They still must come to City Council for a final arbitration over their independent decision. So what this does is further reinforces the spirit of what we wanted. You and I and members of this body will also be a part of the process to fill the vacancies currently on the Commission. And what we've learned is that you have to have a balance. It can't be all one-sided. It can't be all against. It can be considering all options based on the merit of the decision. I want to thank also Member Lozada and Member Gauthier for correcting me because I said in the 6/6/24 - STATED - 2ND READING hearing Philadelphia has to fix this before our George Floyd Philadelphia moment. And I was corrected by my members that said, we've had several of them. And thank goodness we were able to manage through them without the negative results that we saw nationally. However, nevertheless we better fix this ship. And by giving them the tools to selfcorrect, I think it's the right thing to do. I think we still maintain our ability to oversee what is being overseen independent on the actions of civilian and police relations. And I think it's a good thing for us to empower them to do. It's like watching, you're watching your children grow. They ain't going to be perfect, but they need guidelines, guardrails and boundaries that are provided by us. 6/6/24 - STATED - 2ND READING And with that, I enthusiastically support the passage of this legislation. Thank you, Mr. President and colleagues.

Council President Johnson
