A resolution calling for the establishment of the Restaurant and Hospitality Task Force which shall be co-chaired by the Commerce Director and the president of the Greater Philadelphia Chamber of Commerce and comprise their representatives at a Philadelphia Hospitality and Business Alliance restaurateurism, hospitality, and hotel industry representatives, municipal tax professionals and the City Revenue Department and whose purpose shall be to evaluate and develop recommendations on various economic incentives which will reduce the financial cost that may be related to certain provisions of Bill No. 000314 and to submit every part to the Council Committee of Commerce and Economic Development no later than July INTRODUCTION OF BILLS AND RESOLUTIONS 1, 2001.

Thank you. Thank you, Madam President. That -- which I should have said at the beginning, that resolution is offered on behalf of myself and Councilman DiCicco. We have had an opportunity, very interested continuity to work very closely together on the matter which is sitting on our Calendar which is Bill 000314. It has to do with smoking in enclosed places. This particular resolution comes as a result of ideas shared between Councilman DiCicco and myself and many other members of this Council as well as many interested parties in the business community. I think as we continue to look at this particular issue, getting this kind of information and having the great leadership of both our Commerce INTRODUCTION OF BILLS AND RESOLUTIONS Director Mr. Currato as well as the president of the Greater Philadelphia Chamber of Commerce Mr. Pizzi. They will work very hard and include all of the interested parties, including the Business and Hospitality Alliance and various groups other and organizations who care very greatly about this issue. I think at the moment, Madam President, it is more important that we try to get as many answers as possible and have as many people involved in this process as we can. And whether it's the Mayor who has express his concern and support on this issue, the Hotel Association, many other individual restaurateurs in their support as well as continued concern, some very legitimate which I care about very greatly. The time has come to not only continue to talk about the issue, but seek to get some resolution to many outstanding issues. And so I have no interest in being in a situation where we continue to have people feeling that there is division in our community about this particular issue. We've seen on a national level that these kinds of matters where people are very hotly INTRODUCTION OF BILLS AND RESOLUTIONS contesting an issue but have very glaring differences in their views doesn't allow them many times to come together at a later point in time. I think that people care about this issue very greatly. They have their various concerns. Many concerns are legitimate and should be addressed, but working with the Chamber and working with the Commerce Department, Mayor of this City, many Councilmembers who have a concern, I think that we can bring something together that helps to unify us rather than divide us on a very important public health issue. This is not about anti-job, anti-business. It is pro-health, and it cares not only about patrons, but about workers and other people. To the extent that we have differences in ideas, that's what democracy, I think, is all about. And through this process and many other systems that we've put into place, this has become an important forefront public issue that many people are now talking about. We have an opportunity through this process to gain more information and bring us all together around a very serious issue. And so I would encourage my colleagues to support this INTRODUCTION OF BILLS AND RESOLUTIONS resolution introduced by myself and Councilman DiCicco so that we can move forward on this particular issue. Thank you, Madam President. m. in the morning, at the time some, Councilmembers and the Administration expressed concern that they had not had the time to fully consider the proposal. So I am presenting the amendments again in hopes that they will have gained support since then. The amendment would take the two luxury suites in the agreement that are currently set aside for the City's use, one in each new stadium, and specify that these "City suites" should be licensed and managed by a private vendor who will be required to rent out the suites to any and all interested corporations and individuals. The proceeds from SECOND READING AND FINAL PASSAGE CALENDAR these events would go to the Philadelphia Cultural Fund and half to the Sunny Hill Basketball League, both registered Philadelphia non-profit organizations. The Philadelphia Cultural Fund was established in 1991 by the Mayor and Council as a non-profit corporation overseen by a board Mayoral Council President appointees and community leaders, with a mission of allocating general support funds to Philadelphia arts and cultural organizations. The Sunny Hill Basketball League is one of the nation's premier youth basketball leagues providing Philadelphia's youth with positive basketball and life experiences. Over time as revenues vary or increase, other charities may be included or substituted as designated by Council. Currently in Veterans Stadium, renting out a luxury suite can earn an annual profit of approximately $140,000 for football and baseball games only, not counting concerts and other special events. Considering the high level of interest in the new stadiums and the much greater amenities that will be provided in the new stadiums, it is not at SECOND READING AND FINAL PASSAGE CALENDAR all unreasonable that this figure would at least double to perhaps about $300,000. So over the course of the 30-year life of the leases, they could provide very significant revenue to these charities and other worthwhile charities. Taxpayers of this City are being asked to shell out $394 million to build these facilities and I supported the building and constructed and voted for these bills in committee. But it is clearly identified in the term sheets that these are City suites to be used for the benefit of City taxpayers and for the benefit of organizations, in my opinion, like this that reach into and affect help every segment of our community. The Sunny Hill League has run basketball camps and activities in every neighborhood in our City, and we all agree that arts and culture is something that we should be promoting more through every neighborhood in our City, especially those disadvantaged neighborhoods that don't have exposure to arts and culture as much as they should. I served on the Cultural Fund and I know that that money is well spent for many worthwhile small neighborhood arts and cultural institutions. SECOND READING AND FINAL PASSAGE CALENDAR This box, these boxes in both of these new stadiums should not be used as a part of personal privilege or political perk. They should not be used for political fund-raising activities as they have been used in the past. We have an opportunity now with these stadiums to do something different, to give back just a little bit something to the people who are paying for these buildings who not only can't afford to buy a ticket many times to these events, but will never see the inside of what is commonly known as the Mayor's Box unless they are somehow a supporter of whoever the Mayor is at that time. I believe that this is both a practical and symbolic gesture to the citizens of this City who are putting up this money to build these stadiums.
It's something additionally in addition to Councilwoman Blondell Reynolds-Brown's efforts on the Children's Fund that this is an additional way to funnel more money back into our communities and to send the right message that we are not the Roman Senate and the Mayor's Office is not the emperor sitting in a colosseum box waving to the gladiators. I think that we can do something good for our SECOND READING AND FINAL PASSAGE CALENDAR community by voting on this, and I urge all the members of the Council to support this amendment. Thank you.

As Chair of the Recreation Parks and Cultural Affairs Committee, I completely understand and commend my colleague's noble intent, which is to seize every opportunity to increase the level of funding for the Philadelphia Cultural Fund. He's already spoken, I believe, quite eloquently to the history of the Cultural Fund, and we all know of the stellar track record with regard to Sunny Hill League. However, I've learned in my short time here that there's a time and a place for everything. And it is my view that this is not the hour during this still a very fragile moment in the stadium settlement, and for that, I cannot and will not vote in favor of this amendment.

I'm kind of stunned by Councilwoman Brown's opposition to this matter since she was the member of the Council who originally brought the concept of Children's Fund to us. It seems to me that this is a most appropriate time and place, particularly since I wanted to amend Councilman Kenney's statement of shelling out $394 million on the stadiums of City tax money taxpayers money. The accurate figure is well over $1 billion of taxpayer money over the next 30 years, the same way in which the City calculates revenue over a period time I think must be used to calculate what it cost the City, and stadiums are going to be well over a billion dollars of taxpayer money. In view of that, it seems to me to strengthen the argument made in the eloquent statement made by Councilman Kenney in support of this amendment. Thank you, Madam President.

It does not require the teams or anyone besides the City to do anything in any financial way. And I believe that if this amendment not successful, I would ask her to get together with me and other members of Council interested and see if the Mayor could find a way to do this on his own without our amendment but, be that as it may, I do think the time is now. Madam Chair, I was going to submit my amendment on the living wage to 000721 and 000722, but after speaking with Mayor Street and seeing his letter in response to the very good letter that my colleague Darrell Clarke wrote to him on the living wage, I will at this time just SECOND READING AND FINAL PASSAGE CALENDAR like to put into the record some of the comments that the Mayor makes in his letter to Councilman Clarke. And he says, "Please allow me to assure you that I share both your concern and the concerns raised by Councilman Ortiz regarding the value of the permanent service jobs that will be created by these two projects. It is not enough simply to secure new employment opportunities with this project. I strongly believe that it is essentially that the new jobs created provide genuine opportunity for those who fill them. I am committed to working with both teams to ensure that the service jobs that are created have value and meaning so that the individuals who fill these new positions can be proud and can share in the wealth of this exciting project." And then he finishes his letter with saying, "This issue is too important to leave to chance. Therefore, I will work tirelessly to ensure that every avenue is pursued and that our workers receive the best opportunities possible as a result of this development." Madam President, I take him at his word that he is with us in terms of trying and working to SECOND READING AND FINAL PASSAGE CALENDAR secure the service employees, the janitorial staff of employment and wages that go above the minimum wage, that are not exploitation wages and that we will work together to secure in the coming weeks and coming months that the Eagles and Phillies secure a living wage for the workers that are going to be the permanent workers in the stadiums that are going to be built. So in lieu of this and in lieu of Darrell Clark's letter and his commitment to this issue, I will reserve my amendment for later on if they're needed through ordinance.

So I want to say thank you Councilman Ortiz.

And all the children and shelters chosen, many from West Philadelphia but other areas of the City were chosen by Mike Nardone for whom you passed a resolution today since he's leaving as deputy SPEECHES managing director of Special Needs Housing, and also a wonderful Lou Salam (ph) whom I've worked for in his department since 1971 and Judy McDaniel from OESS. Also we had Tiger Man who we've honored here who gave a talk to the children about anti-guns and anti-violence. Thank you all and we hope to honor them sometime in January next year. Thank you again. Mary Collar, invite her into the office and explain whatever position he is taking with respect to the fire fighters contract, but that he recognize not only her rights under the first amendment, but her rights as a human being to be treated as a human being. I, therefore, make this public plea today to him to stop playing the role of a hard person who has no human feelings. I believe he must have human feels and I think they ought to express them by inviting the lieutenant into his office and explaining his position whether they an agree or disagree thank you, Madam President.

After a conversation with Councilman Rizzo and our majority whip Councilwoman Tasco, I at least wanted to in our place in a public way ask if SPEECHES we might have some moment of silence, whether sitting or standing, to recognize the great loss that our friend and colleague Councilwoman Miller experienced earlier this week with the passing of her mother. And whatever the President thinks is the appropriate procedure, I just wanted to at least put that on the floor.

Thank you, Madam President. I'd just like to take this time to publicly thank my colleague Councilman Nutter for his willingness to hold Bill 000314. It's been a very strenuous time for some of us, maybe all of us. I got involved in this process back in June. Some days I wonder why I did that and I regret it at times, but his willingness to at least give us the opportunity to continue the process, as he SPEECHES mentioned in his statement. Going forward, I know his intentions are. I said that back in June and that's why, I guess, I got involved in that discussion from June. And I think at the end of the day sometime between now and July 1st the cooperation of the hospitality industry and other Members of Council, I think we'll be able to come to some meaningful resolution. It's important an important issue to him as it is an important issue to all of us, secondhand smoke. But I think there's an issue of fairness to all concerned from patrons to business owners and there's a certain cost involved in accommodating some of those things that we'd like to see accomplished, and I think that goes to the heart of what we're trying to try to come to some conclusion over the next few months.
