and uh the two witnesses yeah i think we ain't gonna have time to hear them today
in the interest of time we got more cases that we gotta uh uh here so more likely this case will
be continued okay so mr demarco you say you got a few more minutes or yeah i only have a few more
a few more questions for Mr. Jenkins. So the question, want me to continue? I'm sorry.
Go ahead. All right. So Mr. Jenkins, the people who don't, who have that history that you say
that you'll, you'll be checking for that and you're not, you don't plan on serving those
individuals, they will then be rejected from the program into the neighborhood. Isn't that right?
Well, these are people already in the neighborhood. So they're, you know, they're just going to be
rejected from the program they can still come to our evening meals they can still receive services
but as far as housing if they've been at another facility somewhere and just say worst case
scenarios it might staff someone okay we're not going to have them stay here especially if it
OK, we're not going to have them stay here, especially if it happened, you know, if something happened maybe 20 years ago, they haven't had any incidents since then.
happened you know if something happened
We don't know what really happened. That's one thing.
But if someone has been in the facility over the last few years and something has happened that has caused a violent incident to occur at another facility, we're not going to allow them to stay there.
OK, and then they'll just walk out and go into the neighborhood, right?
Well, the reality is we have 120 people that come for a meal during the evenings,
and they go right back into the neighborhood, and they're already in the neighborhood.
So they're just going back to where they already were.
Is that the same with individuals who would test for actively using drugs or alcohol?
That would be the same scenario, would it not?
That is correct.
If anybody is chronically active, but the thing is that it's not just releasing them out into the community.
it's then finding services that fit their need because there are drug treatment centers that
people can go to and we do have folks that we deal with and collaborate with to make sure that they
can be placed in those programs we also work very well with the city outstreet's team um in
philadelphia and uh and get which is through self-help and those folks are also um receive
placement as well so it's not like they we're not just dumping them out in the street you can't we
can't help you at all um no we're going to make sure that people get services if we can get them
there. Mr. Jenkins, I'm almost done. I thank you for your time. I'll put the site plan up on the
screen. You don't show the number of bathrooms or the number of shower stalls in your floor plan
for this use, correct? Sure. So the bathroom, there's a men's room off of the bedroom there
That does have two urinals and one bathroom stall.
And I want to emphasize, too, is that this...
So three total?
Three total?
Excuse me, Counselor.
That's a building code issue.
The number of bathrooms is a building code issue.
But he's asking you for variants.
I think you might want to know how many bathrooms there are going to be for 40 people.
Okay, that's fine.
Ellen, I will make sure of that.
All right, that might be it, Mr. Chairman.
Hold on, let me just.
Oh, is there going to be some security, Mr. Jenkins?
You're going to have cameras?
Yes, there are security cameras actually throughout the entire building.
We'll be adding four additional ones for that particular room.
And if there's a fire, how do these people get out of the basement?
Who's going to help people, make sure people get out safely?
Overnight, there's going to be a minimum two people that are there.
And then upon their entry, they have four staff members.
And also upon their exit, there's four staff members.
When I'm saying entry and exit, the time that they come, there will be four people there.
Time that they leave, there's four people there.
So during their waking hours, there's four staff.
During their sleeping hours, there's two staff.
but um well on your plan where where would these people be in this on their on your floor plan
i'm sorry to interrupt here but um if i could call time on this one we still have a couple cases to
hear all right and we're going beyond the time okay gosh thank you chair sorry to interrupt
thank you yes that was my last question mr chairman would be where the staff would be to
help people get out in the event of an emergency in a basement like this. Okay. So I don't see it
on the floor plan. You want me to answer that real quickly? Please. Okay, there's an open area there.
That is where the staff would be. All right, I'm finished. Thank you for it. Thank you.
Thank you. So, guys, calendar number, for this case here, calendar number MI2020-002583, 3959 Lancaster Avenue. We'll do a resumption hearing on August 3rd at 9.30 a.m. Okay? August 3rd at 9.30 a.m. Good luck.

Hello, sir.
Please identify yourself for the record for your first and last name.

z-h-e-n-g uh 74 24 revere street philadelphia pennsylvania 19152 okay uh you swear a firm
to tell the truth the whole truth for nothing but the truth i do are you the owner yes uh
have you met with the RCO? I have. Okay. So, all right. So, have you emailed an exhibit packet
with the required documents, proof of ownership, proof of tax compliance, copy of the refusal or
referral, photos and plans five days prior to this hearing? I have, but might be some missing
documents. I could not get a copy of the tax complaints. Okay. What else?
and and and the letter from the rco i i tried to request that several times but didn't get the
answer sharon was you able did we receive any rco letter i did not receive one but the applicant
really has no control over that i will um look up the tax records for the property okay but if he
did, if you can confirm that he met with the RCO. Sir, who was the community group you met with?
Mayfair Civic Association. Okay. This was back in, I believe, August. Okay, Chair, if you will allow,
I can have the ZBA staff please search our email box for any documents from Mayfair Civic
association or that address but share as you wish we can always move forward um once we get the

thank you sir please proceed okay so uh i'm here to get a um approval to uh build this carport um
uh behind um uh 7424 revere street uh i have a refusal letter um if i pull it up here
okay so the reason of refusal because of the size of um where it meets my neighbors
where it meets my neighbors for the carport.
for the carport.
It's required to be eight feet in width.
But I only have 0.5 feet for where it meets my neighbor's property line.
Let's see if I can pull up the...
Excuse me, this is Sharon again.
And the RCO did not send the letter to me, but they did send it to the RCO ZBA mailbox, and the position was they opposed.
They opposed, okay. Thank you.
Can you show us the picture, sir?
The picture for the carport?
Is it Sonja?
Is that it?
Is it billed already or that's it?
It's as it is right now.
is it a carport or a garage it's a carport uh carports only have roof
no sides no sides okay roof is all a carport has okay yeah i was not uh aware of that
so this can i show you like the picture of uh what the dimension
so if i if i if i um don't
put a solid
sidewalls
is that
would that meet the requirement of
carport as like this
I don't know if you can see that
whose carport is that
oh I just googled it
this is what I was
my goal was
well you see the wall down to the ground
but you need more opening in the side walls okay
but i doesn't believe you are the five the eight foot distance from the property line
Yes, I don't see how I'm going to do an 8-foot from the properly line when I have only, let me see here, if I meet 8-foot from each of my neighbors from left and right, I'm only left with maybe a 5-foot carport.
