Thank you very much. I just wanted to thank all of my colleagues, everyone in City Hall, our Police Department, firefighters, especially the paramedics and the staff at Penn Presbyterian, for the wonderful treatment that they provided me last Thursday. I also wanted to thank the public in general for their concern, their prayers, which was very meaningful to me. I just wanted to share just a little bit about my kind of perspectives on it. I believe myself that we are here for a purpose, and I believe that we in this room come here for a purpose, and we can bring our best self, and I hope to bring my best self to my work. I met a young man last Thursday night and he ended up stabbing me, and I'd like to think about the meaning of that encounter. And I bear him no ill Stated Meeting June 8, 2017 fact, quite frankly, people have asked me are you okay physically. I am fine. And they ask me are you emotionally okay, and I tell them I'm fine. In fact, I'm kind of just -- kind of unaffected by the entire thing. But the point that occurs to me is, I should just not only bear no ill will. The challenge is do I have any love. Do I have any love for this young man. And the reason I think that is because -- the reason I try to be a better person, the reason I think about being a better person is I've seen good examples in my parents, in my church, in my community. And so when I think about this young man, I have to be challenged that he may have not had the same opportunities and maybe he didn't listen, but certainly as an elected official, how can I incorporate those perspectives into the laws and the policies that we are trying to deal with, all of us, in terms of the violence, opportunities in our Stated Meeting June 8, 2017 I would like to commit myself to do the best I can to try to not only do good for our city but in particular for this young man that I encountered last week, to particularly think about him and his circumstances and see how I may be a better public servant. I will say he needs to be off the street. He is dangerous. But while he's off the street, he should be productive, intelligent, rehabilitated, and I certainly hope that there be intervention in his life and lead to positive things, and for that reason, I may say perhaps God brought us together, for my good and for his good. But I'll do the best I can, and I appreciate everybody's support. Thank you.

One announcement, Majority Leader, at 2 o'clock p.m. this afternoon, the Philadelphia Energy Authority will be doing a briefing on Solarize Philly initiative, and Councilman Green has been intimately involved with this effort as well. So we want to invite members to attend and/or send their staff. Secondly, as a member of Philadelphia alumnae chapter of Delta Sigma Theta, it would behoove me to lift up and celebrate the Omega Omega Chapter of AKA. And history tells us that AKA Stated Meeting June 8, 2017 founded on Howard University's campus. We want to ask those ladies that have been able to stay to rise. What we need to know is that 2016 was a banner year for the Omega Omega Chapter of AKA and that they were awarded six out of nine awards, including the best large chapter and best president at their recent conference in Baltimore. We, of course, know their President as the beloved and adored Lorina Marshall-Blake of Independence Blue Cross. The undergraduate chapters were celebrated as well, and in this region, the undergraduate chapters are University of Penn, Drexel, University of LaSalle, Saint Joe make up that Philadelphia Chapter. Additionally, we know that the government relation officer for the School District, Evelyn Sample-Oates, is also an active member of the AKA. Lastly, I want to acknowledge Stated Meeting June 8, 2017 the Omega Omega Chapter, and we want to ask her to wave, Carol Parkinson-Hall. (Applause.)
And Carlene Neil, who like Councilman Taubenberger and myself, bleed blue and white. She chairs the Connection Committee. And because of their good work, they received the Making a Difference Award. So we want to salute President Lorina Marshall-Blake, President Carol Parkinson-Hall, the new President, and Carlene Neil for your leadership and what you do every single day to lift up service, which is the foundation of our sororities. Thank you, Majority Leader Henon. I want to echo the words of Councilwoman Brown. I want to thank -- I'm glad to see our colleague David Oh here, and I want to thank you for your humanity. I also want to thank Councilwoman Brown for her bipartisanship in supporting the ladies of Alpha Kappa Alpha. I think her colleague and fellow sorer Councilwoman Parker is also in that spirit and wearing green today supporting the ladies of the Omega Omega Chapter of Alpha Kappa Alpha. I have one announcement I want make and then a quick speech. Just to let people know that at 3:30, there will be a flag raising for Pride Month on the north apron of City Hall. That will be today at 3:30. There will be a new flag Stated Meeting June 8, 2017 for the LGBTQ community, and that will be this afternoon at 3:30 for Pride Month. In addition, I just want to make a few comments. Many of you all know that here in the City of Philadelphia, poverty is, if not one of our major issues, our number one issue. One organization that has been really at the forefront of trying to address poverty here in the City of Philadelphia is the Philadelphia Unemployment Project. And one initiative of many that they have to address poverty in the City of Philadelphia is a program called Commuter Options. The Commuter Options program is a reverse commuting program that takes City residents to suburban jobs. To support this program, Councilman Jones and I, as well as Philadelphia Unemployment Project Executive Director John Dodds, Lou Agre, President of the Philadelphia Metal Trades Union, representatives of POWER Stated Meeting June 8, 2017 a press conference this Monday in the Caucus Room to call on SEPTA to fund the Commuter Options program. Today we took votes regarding the budget, and in this year's budget, the City will provide a subsidy of $83 million to SEPTA. Now, with just $750,000, Philadelphia Unemployment Project will enable 300 citizens to be able to get jobs in the suburbs. And so thinking about our budget and the significant subsidy, I proposed an amendment to our budget to reduce SEPTA's $83 million City subsidy to fund the Commuter Options program and to enable reverse commuting. I would like to thank my colleagues in Council for supporting this amendment. Many of you I saw in the last day or two to get your support, and I've got an overwhelming response. With this response, I did reach out to SEPTA and informed them of this amendment, and we Stated Meeting June 8, 2017 conference calls and discussions regarding this issue. I want to publicly thank Wendy Green-Harvey of SEPTA for helping to coordinate three conference calls that we had over the past two days regarding this amendment. In our discussions, we were able to identify four different funding sources that can help the Commuter Options program. In addition, SEPTA agreed to support and lobby both PennDOT and PA DCED on PUP's behalf, or the Philadelphia Unemployment Project's behalf, as well as use their staff to help the Unemployment Project complete these grant applications and do support letters. I'd also like to thank our Managing Director, Mike DiBerardinis, who also is supporting this initiative and he's been lobbying our state Transportation Secretary, Leslie Richards, in reference to additional dollars for the Commuter Options program Stated Meeting June 8, 2017 Unemployment Project. Considering all this collaboration and discussions between both SEPTA and the Philadelphia Unemployment Project, I decided to hold this amendment to their subsidy. I look forward to a future announcement for additional money for the Commuter Options program and reverse commuting, which will bring City residents to suburban jobs. If we are not successful in this funding, I will revisit this important issue in the future.

About every 20 minutes I kept getting calls from the principal and CEO of Richard Allen Preparatory Charter School when children who come from his school kept playing with a train, and one 6th grader was dragged 500 feet. He first called and said they were trying to save a leg. He called back 20 minutes later to let us know that this child had lost one leg and they were trying to operate on the other. He's been calling us. He called us yesterday when we were here during our hearing. He's called us this morning. They are trying to save the second leg. She's responding to her family voices, and she's having surgery again tomorrow. So we need to pray for her, that this 6th grader may be able to keep Stated Meeting June 8, 2017 leg, and we want to thank CEO and Principal Lawrence Jones on trying to keep us informed about what's going on. Also I did want to join in the chorus and say to my good friend, one of my closest friends, David Oh, that I'm just so happy and relieved that he was okay and that he's sitting here next to me. So I just wanted to say that for the record also. And, thirdly, I wanted to again join in the chorus and welcome the women Stated Meeting June 8, 2017 Sorority and for all of the wonderful work that they do in our community, and we certainly know that they just had a clean-up in my neighborhood, in my district in Germantown at the Lingelbach School a few weeks ago. So I wanted to acknowledge and recognize Alpha Kappa Alpha for all of their hard work. And speaking of clean-ups, I did want to announce that our office is joining with State Senator Sharif Street to do a series of clean-ups. We're calling it Sweep 16 and -- right?
