I am concerned about First Amendment rights of people who are not professional publishers but who wish to express their points of view or possibly someone who ultimately might become a small publisher of a newspaper or some kind of dissemination of the information. I'm going to be voting yes on this bill but with the hope that the City Administration SECOND READING - 990312 will be alert and sensitive to any possible restriction of the right of people to express their opinions through printed materials, whether or not they are publishers.
