An ordinance 02:16:09 adopting the Operating Budget for Fiscal Year 2022.
Thank you, 02:16:20 Council President. I have brief comments I wanted to make before this vote. In 2015, I came into this Council body with the intent of bringing some of my experience of building a 02:16:31 successful business from the ground up in Philadelphia and to use that knowledge to help Philadelphia address intractable issues of poverty and its related issues. For six years, I've watched our spending 02:16:43 Stated Meeting June 24, 2021 6/24/21 - STATED - 2ND READING climb by over $1 billion with really no meaningful results of the very issues we all care about, underfunded schools, poverty, hunger, and violence. It seems 02:16:53 what we're doing over and over again is not really working. S. I called for a long-term vision, real long-term business and wage tax reductions that would set a new tone 02:17:26 and a new pathway for Philadelphia to change its ways. Thank you to Council President, thank you, this body led the way and commissioned a study, which concluded 02:17:35 Stated Meeting June 24, 2021 6/24/21 - STATED - 2ND READING that the reductions in these taxes would create between 50,000 and 100,000 family-sustaining jobs over the next ten years. Again, my call to reduce our 02:17:44 business and wage taxes to become more competitive was rejected. We're watching jobs slip away to our suburbs and other cities. We're ranked 26th on economic growth among the 02:17:58 largest cities. And while other major cities in America are creating these family-sustaining jobs that pay $35,000 to $100,000 a year, we're creating low-wage jobs below 35,000. And why? 02:18:10 It's because companies with family-sustaining jobs are not coming here because of the taxes and the burden of the net income tax and our quality of life issues. 02:18:24 Let me be clear. I reject the tired 1980s commentary of trickle-down economics. It does not match the economic realities of 2021. I vocalized this over and over again, but this budget 02:18:37 Stated Meeting June 24, 2021 6/24/21 - STATED - 2ND READING does not take advantage of our once-in-a-generation opportunity to change the economic trajectory of our city. It does not change the trajectory 02:18:47 of poverty, hunger, and gun violence that will forever plague our city if we do not act in the fall with economic policies that are bold and intentional in meeting the challenges of today. 02:19:01 So today I am voting for this budget, which makes a significant investment in gun violence prevention, but I am concerned that no amount of investment in gun violence prevention in 02:19:11 the short term will succeed in the long term without an economic strategy that pulls communities racked by violence out of poverty. We have the information and 02:19:24 data we need already to make different decisions about our tax system. We have studied and studied and studied, and the studies tell us that we need to know what we already know. We have previous Tax 02:19:33 Stated Meeting June 24, 2021 6/24/21 - STATED - 2ND READING Reform Commissions that have made recommendations. We just keep ignoring the recommendations. The net income tax is the 02:19:41 leading cause of our lack of good family-sustaining jobs here. We cannot ignore this issue another year. We need to fix this in the fall of 2021. We cannot and should not stand and watch 02:19:54 jobs go outside of Philadelphia when the decisions we make here could change that story. I look forward to the work ahead this summer, and I ask that this 02:20:04 body in the fall work together to make us competitive so we can grow family jobs here that pay $35,000 to $100,000 a year. I wholeheartedly believe that a job opportunity is the best program we 02:20:18 can fund to turn this city around and see one investment that can make a real difference in the lives of our residents. Thank you, Council President.
