At this time, I would like to Stated Meeting September 17, 2015 Oh, who will present a resolution recognizing the historic significance of the 225th Anniversary of the establishment of the United States Coast Guard. Would Captain Benjamin Cooper and those accompanying him please join the Councilman at the podium. (Councilmembers and guests approached podium.)
And, gentlemen, before we start, I would like to thank you on behalf of City Council for your service. And joining Councilman Oh, we have Councilwoman Bass and Councilman Mark Squilla.
Thank you very much, Council President. This is a very auspicious occasion. First of all, we are all blessed to have our freedoms, and we thank our military. In particular, the U.S. Coast Guard does its job so well we often don't notice them, but that's a shame, because they do a wonderful and Stated Meeting September 17, 2015 bit about the Coast Guard before we present this resolution is that the U.S. Coast Guard is a maritime military multi-mission service military armed forces organization that is unique among the military branches because it has a maritime law enforcement mission with both jurisdiction that is domestic and international and a federal regulatory agency mission as part of its work. It operates under the U.S. Department of Homeland Security during peacetime, and at any time the President designates or the U.S. Congress instructs, the U.S. Coast Guard will then be transferred to the U.S. Department of the Navy. The Coast Guard has been involved in every U.S. war from 1790 to the Iraq wars and the war in Afghanistan. By itself, the Coast Guard is the world's 12th largest naval force, and its motto in Latin is "semper paratus," Stated Meeting September 17, 2015 Philadelphia, Sector Delaware Bay covers a portion of Pennsylvania, New Jersey, and Delaware, including the busy commercial ports of Philadelphia and Wilmington. And so this resolution is being presented in recognition of its 225th Anniversary. And so this resolution, recognizing the historic significance of the 225th Anniversary of the establishment of the United States Coast Guard and expressing the appreciation of the people of Philadelphia to the Coast Guard for its dedicated service to protecting and advancing the nation's vital maritime security and interests. Whereas, 225 years ago, on August 4th, 1790, the United States Coast Guard was founded by the Revenue Cutter Service by the signing into law of the Tariff Act by George Washington at the request of the Secretary of the Treasury, Alexander Hamilton; and Stated Meeting September 17, 2015 Whereas, the 10 original vessels were responsible for enforcement of the federal tariff and trade laws and the prevention of smuggling. After the War of 1812, the revenue cutters were further tasked with preventing the importation of slaves, combating piracy, removing dangerous wrecks, and preventing plunder; and
Whereas, in 1915, Congress merged the Revenue Cutter Service and the Life-Saving Service to create the United States Coast Guard as "a part of the military forces of the United States" and entrusted them with ensuring that maritime safety, security, and stewardship are maintained; and Whereas, the men and women in the Coast Guard have selflessly served in the majority of our Nation's conflicts, from the Quasi-War with France to Operation Iraqi Freedom; and Whereas, the Coast Guardsmen Stated Meeting September 17, 2015 the brave Americans who first rowed their small boats into the rough seas of the Massachusetts coast, embodying the virtues of heroism, valor, and altruism; and
Whereas, the Guardians of the Coast Guard are dedicated to saving life at sea, protecting the marine environment, the nation's coastline and ports, and enforcing the nation's maritime laws; and Whereas, the City of Philadelphia is grateful for the sacrifices and accomplishments of the Coast Guard and for its historic contributions to our Nation, and the knowledge that it will continue to serve valiantly in our future; now, therefore be it Resolved, by the Council of the City of Philadelphia, that it hereby recognizes the historic significance of the 225th Anniversary of the Stated Meeting September 17, 2015 States Coast Guard and expresses the appreciation of the people of the City of Philadelphia to the Coast Guard for its dedicated service to protecting and advancing the nation's vital maritime security and interests.
Further resolved, that an engrossed copy of this resolution be presented to the United States Coast Guard, further evidencing the sincere admiration and gratitude of this legislative body. (Applause.)
Thank you. The Chair recognizes Captain Cooper for remarks. CAPTAIN COOPER: Thank you. Good morning, everyone. (Good morning.) CAPTAIN COOPER: My name is Captain Benjamin Cooper and I am the Sector Commander for the Coast Guard. The Sector has about 750 active-duty, Stated Meeting September 17, 2015 reserve, and civilian Coast Guard members. We are home based out of One Washington Avenue, right on the Delaware River. The Coast Guard has 225 years of service to the nation, and we're very proud of that. As the smallest branch of the armed forces, we have less than 42,000 people. Those members of the Coast Guard do a lot of service for the nation for the maritime safety, maritime security, and maritime stewardship of the environment. We would like to thank Council President Clarke, Councilman Oh, Councilman Squilla, and Councilwoman Quinones-Sanchez for this nice recognition and thank all the folks here. If you are veterans and have served this nation, thank you. We appreciate the support that -- the community's support to our folks. And Councilwoman Bass. I'm sorry. This is a nice day for us. The Stated Meeting September 17, 2015 formed the first Coast Guard cutter, which was called the Revenue Cutter, back in 1791. It was built in Philadelphia, and it is wonderful to be honored here. Today is truly an honor and a privilege to have the opportunity to acknowledge the hard work and dedication of a fine public servant, and I want to thank the members of the Transportation Committee, the former Chair, Councilman Curtis Jones, but also Councilwoman Jannie Blackwell for joining me up here for this presentation as we honor and acknowledge Stated Meeting September 17, 2015 Casey, general manager of SEPTA. And I've had the opportunity to develop a friendship with Joe over the last four years that extended beyond just the basic professional relationship of me being a Councilperson and him serving as the general manager of SEPTA, and I can attest to you of his great character but, more importantly, his personal outgoing personality. See, he always returns my phone calls, always being supportive as it relates to me moving the 2nd Councilmanic District forward. And so at this time, I would like to give the microphone to Councilwoman Jannie Blackwell to say a few words.

As always, we thank God for the privilege of Stated Meeting September 17, 2015 you and for the privilege of recognizing someone who has done such a great job for our city and beyond. The Council decided that after the resolution -- but we'll make our presentation now -- that we wanted to go the next mile -- and we thank his whole team. Frances Jones, we don't want her to go and we can't make her stay, but certainly for the entire team, we say thank you, and we want to make an extra presentation this morning and it reads as follows: Retirement Award presented to Joseph M. Casey, September 17th, 2015 in appreciation for 34 years of leadership and service, City Council of Philadelphia. (Applause.)
You're welcome, Councilwoman. Stated Meeting September 17, 2015 -- and I just asked Frances, I said, Frances, what can we do to keep you working so you don't retire, the hard work and dedication? Honoring and congratulating Joseph M. Casey for his contributions to the City of Philadelphia as general manager of SEPTA. Whereas, Joe Casey has been a dedicated SEPTA employee for 34 years in a number of roles, culminating his career as general manager; and
Whereas, he has improved SEPTA in a number of ways, starting with establishing a customer-first culture and committing the Transit Authority to improving the overall customer experience; and
Whereas, before serving as general manager of SEPTA, Mr. Casey served in a number of budgetary roles, including Chief Financial Officer and Treasurer, and Stated Meeting September 17, 2015 in Internal Audit and Finance; and
Whereas, since he began serving as the Authority's CFO before becoming general manager, SEPTA has achieved 16 consecutive balanced budgets and received the Government Finance Officers Association Distinguished Budget Award for 10 consecutive years; and
Whereas, Mr. Casey also made economic, environmental, and social sustainability core business priorities and created a culture that encourages initiatives to grow ridership, better meet the needs of the communities SEPTA serves and identify new revenue streams and cost saving opportunities; and
Whereas, he also helped pass Pennsylvania Act 89 in January 2014 and procure funding so that SEPTA can embark on a number of initiatives to address its 5 billion Stated Meeting September 17, 2015 backlog, with projects such as bridge and track replacement, reconstruction of stations and other facilities and the purchases of new vehicles; and
Whereas, Mr. Casey also expanded SEPTA's commitment to operating an efficient and modern bus fleet that now has 700 hybrids in service, meaning SEPTA now operates one of the largest "green" mass transit fleets in the country, reducing diesel fuel consumption by 2.2 million gallons annually; and
Whereas, Mr. Casey has also founded a number of community engagement initiatives at SEPTA, including the, quote/unquote, "Stop Hunger at Your Station" food drive, which has donated more than 100 tons of food to Philabundance since its inception 6 years ago; and
Whereas, Stated Meeting September 17, 2015 his dedication to the City of Philadelphia after his retirement from SEPTA as chair of the transportation committee for the 2016 Democratic National Convention; now, therefore be it
Resolved, that the Council of the City of Philadelphia, hereby honors and congratulates Joseph M. Casey for his contribution to the City of Philadelphia as general manager of SEPTA. And I would be remiss if I didn't also acknowledge that under his leadership, SEPTA was awarded the number one transportation company, not in the City of Philadelphia, not in the State of Pennsylvania, but in the United States of America. And so on behalf of the members of City Council, we want to officially present you, Joe, this resolution, this citation for your hard work and dedication. Thank you. I'm really humbled to be recognized by City Council. I spent, during the course of my career, I spent a lot of time with Councilmembers on various different issues, and I can really testify to their commitment and hard work for their constituents, and those constituents are also my customers. In a big city such as Philadelphia and the highly condensed area, public transportation is extremely important, and although we have made strides in the past to improve some of our facilities, with Act 89, there's a lot of things in the works. So in the next couple years, you'll see a renovated City Hall station. The courses will be improved. You'll see trolleys, articulated trolleys, that are ADA accessible on our streets and much, much Stated Meeting September 17, 2015 the future of the City of Philadelphia are intertwined with SEPTA, and we want to be a partner, and we believe the future of the City of Philadelphia and the future of SEPTA are extremely bright. Thank you very much, Council President. Yesterday we had a hearing on the music industry and its status here in Philadelphia. We had expert testimony, and it really dealt with not so much the music itself as the business and economy of music. This city has had a long history of music, and that music history has included a lot of jobs, a lot of investment, and a lot of recognition for our city. We are still a great music city. We have perhaps the best indie music scene in America. We have talented musicians, but we're lacking in infrastructure for the business of music. And with that, I have introduced a bill Stated Meeting September 17, 2015 Commission specifically to deal with putting those pieces in place. I would also like to say that the creative arts economy has presented great opportunities in the past and still does today for many people in our neighborhoods who don't have a college degree and might otherwise have less satisfying work, less well-paying work than if their talents are recognized, and I'd love to see that our city focus on returning the type of capabilities that we had in the past. Additionally, I'm sorry to say that yesterday I learned that one of my friend's relatives, that her daughter died from heroin overdose, and that is unfortunately not unusual. It has been a problem, but it's been a striking problem in recent years, just the increased number. Sadly, it is also affecting a growing number of our young people who are coming into our cities, and I think Stated Meeting September 17, 2015 as we continue to deal with drug abuse and other problems, that we also recognize when a particular type of drug is for some reason just gaining tremendous traction so that we can rally all our forces to intelligently and compassionately and effectively deal with this problem. Thank you.

Thank you, Mr. President. As a child I remember the careers I wanted to be. At one point I was going to be a sheriff in a cowboy movie, this, that, and the other. It changed over time. But I think the following individual probably knew what she wanted to be shortly after birth. She wanted to be a lawyer and then eventually a Supreme Court justice. She has even picked out the person she wants Stated Meeting September 17, 2015 the Supreme Court to be there. On that road to that dream is my staff person, Nycole Watson, Esquire, whose last day is tomorrow as she pursues that bigger dream. She is an individual who has worked for us for about two years, has been in government for more than that, in the Public Defender's Office serving as a youth advocate. She has worked on some of the alternative courts. She has been our representative on CJAB. She has helped me most recently with the Governor's appointment on the Pennsylvania Crime and Delinquency Commission. She has worked to establish youth courts in several of our schools. And tomorrow is her last day, and I cannot tell you the job she's going in, because then she'd have to kill me and all of us in this Chamber. It is that high up and secret. But we wish her well, and she will be sorely missed. You want to keep them all, but people, once Stated Meeting September 17, 2015 talent, come after it. And we want to ask that you all join us in wishing her well. (Applause.)

First and foremost, I want to thank all my colleagues and members of the community and people throughout the City of Philadelphia who came down to Point Breeze and participated in my 8th annual Community Appreciation Day. We had a great time, and I want to, through honorable mention, acknowledge Councilwoman Cindy Bass who Stated Meeting September 17, 2015 doing The Whip, Watch Me Nae Nae. Did a real good job. I want to also acknowledge my good friends Councilman David Oh and Councilman Denny O'Brien who also came down in South Philadelphia, but they aren't strangers to Point Breeze and so I thank them for coming out and making it a great day. I also want to acknowledge Mayor Michael Nutter and his Administration and his team for having the vision and putting the City of Philadelphia on the map by bringing Pope Francis to the City of Philadelphia. I remember when they first came up with the idea and they went over to Rome to the Vatican, was standing outside with the rest of the crowd waiting for the Pope to come out and start speaking to the masses. Nevertheless, they put together a plan to get the Pope to come to the City of Philadelphia. I have a very large Italian and Irish constituency throughout my Stated Meeting September 17, 2015 district, and I think it's great that they'll have an opportunity to have the Pope come to the City of Philadelphia. And I think it's great, and the eyes of the world will be on the City of Philadelphia this weekend. So I just want to say hats off to the Administration for doing such a wonderful job. Thank you.

I just wanted to speak a little bit on the resolution we introduced about "It Can Wait," and the reason why I think it's important is, we recently saw some reports on some of the media about hit-and-runs and how much frequency it seems to be increasing with people maybe not paying attention, Stated Meeting September 17, 2015 driving, walking or biking, and I'd like to give credit to AT&T. And understanding that with the big, large percentage of people that are using smartphones now, it's not only texting but it may be surfing the web or playing a game or whatever it is that you do with your phone while driving, and it's really important to realize it can wait, because it's a safety issue and we need to make sure that we get that message out there, and I really believe that this resolution will help do that. And to follow my colleague Councilman Johnson, I do want to welcome the Pope into Philadelphia. Next week we won't be here, so I guess we'll have to welcome him today. And also we see the papal flags on everybody's desk, which I think is a nice gesture from Council to welcome him. So thank you very much, and looking forward to the Pope's visit next week.
