I'm here to testify on Bill 13 No. 120050, which Councilmember Greenlee introduced on February 2nd, 2012. Bill No. 120050 would allow the Southeastern Pennsylvania Transportation Authority to encroach on the sidewalk area at 33rd Street, Dauphin and Ridge Avenue. The encroachments will include installation of open-air passenger shelters and a glass block wind screen, landscaping beds, signage for both directional and informational purposes, trash receptacles, bike racks, lighting fixtures, artwork and electrical conduit. This is not an Administration ordinance, but an ordinance requested by Jon Edelstein of the Department of Commerce. The purpose of this ordinance 16 is to further amend an ordinance (Bill 17 No. 070504), approved July 3rd, 2007 and previously amended by an ordinance (Bill 19 No. 090574), approved December 1st, 2009, which authorized the striking from the City Plan of Casper Street, Russell Street and an existing right-of-way. The purpose of this proposed action is to assemble land for acquisition by the Philadelphia Port Authority and development of port-related activities. The Department of Streets would like to offer the following testimony on Bill No. 120101. This is not an Administration ordinance, but an ordinance requested by Mr. Jack M. Bernard. The purpose of this ordinance 25 is to amend a previous ordinance (Bill Discover Works Global 888.557.8650 www.dw-global.com 3/15/12 - STREETS - BILL 120003, ETC. No. 090468), approved November 4, 2009, which authorized the striking from the City Plan of Duncan Street from Aramingo Avenue to The Delaware Expressway and the placing on the City Plan a right-of-way for drainage purposes and public utility purposes within the lines of Duncan Street being stricken. The proposed amendment will extend the time period for compliance with the terms and conditions of the authorizing ordinance for an additional two years. This action will remove a paper street encumbrance and allow the abutting property owners to better utilize the area for business purposes. This ordinance is supported by the Department of Streets and is recommended to your Committee for favorable action.

I'm here to testify on Bill No. 120102, entitled "An ordinance 16 authorizing the construction of stormwater and sanitary sewers and appurtenant work in Arendell Avenue from State Road to a point approximately twenty-four feet northwest of James Street." Councilman Henon introduced this bill on February 16th, 2012. This flooding is creating an unsanitary condition and the construction of a public storm sewer is required to alleviate the problem. I am here today to testify on Bill No. 120112, which authorizes the Procurement Commissioner to enter into a contract for the construction of stormwater and sanitary sewers and appurtenant work in Kelvin Avenue from Southampton Road to County Line Road and in Trevose Road from Southampton Road to County Line Road. I saw my typo here. These properties have cesspools for wastewater disposal which are failing. This is creating an unsanitary condition, especially during rain events. The Water Department recommends that this bill be reported favorably out of Committee and that the rules of Council be suspended to allow for first reading of this bill at the next session of City Council.
