Good morning, everyone. I note that the hour has come and that a quorum of Council is present. The Council will come to order, members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend Robert P. Shine, Sr., Pastor of Baptist Church. We welcome him and congratulate him on his recent election as President of the Black Clergy of Philadelphia and vicinity. Madam President, ladies and gentlemen of City Council, I am honored to once again have the return privilege this morning to serve in the capacity of offering the opening invocation of the session of this City Council. Let us pray. Eternal God, creator and keeper of this vast empire called "The Earth," in thou in whose hands is the breadths of all mankind and who is 3/7/02 STATED - GREETING/INVOCATION acquainted with all of our ways, we humbly bow before Thee on this day with a heartfelt sense of deepest gratitude. We, Thy people, offer our thanksgiving to Thee for the mercies which we have come to live and enjoy. We give thanks for the prosperity, the security, and the tranquility that we in this richly blessed land now enjoy. We do confess our sins as a people, as a nation, for in certain and sure ways, we have not lived always as brothers, we have not always done justly, we have not always loved mercy, neither have we always walked humbly before Thee as our sovereign. For this, we bow in shame and seek Thy favor of They forgiveness. We now Turn on to Thee as penitence seekers, seeking repentance in the midst of these perilous times. And now, our Heavenly Father, by Thy graciousness, as we stand in this hallowed chamber, where debate and dialogue and decisions are worked out in a just and equitable manner, that all Philadelphians might realize a better quality of life, we implore Your help for this body of men and women that they may carry out their civil duties 3/7/02 STATED - GREETING/INVOCATION and obligations and responsibilities that gives recognition to your sovereignty. We prevail upon you, O, God, for wisdom and guidance of your counsel for these elected offices of government. And, Our Father, these are demanding times, times that demand unstaggering faith, steadfastness of principle, and resolve to do the right thing. Grant them courage, boldness to exercise prudence in the management of the affairs of government of this, our beloved city. I pray for these men and women who frame public policy. And as you can see, we are in great company this morning for all of you boxing fans, and certainly Lucien's on his way here, and I kind of married into this, so I've been a lover of boxing for many, many years honor, and it's an honor and a pleasure for me to read the citation -- not only to a great female boxing judge but certainly to a great friend and someone's who's been great to our city and for our city, and I will let her introduce our special guests. A resolution honoring Lynn Carter. Whereas, Miss Lynn Carter began watching fights as a little girl, decided early on that she wanted to be a boxing judge, and pursued her ambition with intelligence and determination. In 1982, she began her career, and on March 3, 2002, she celebrated 20 years as a professional boxing judge; and Whereas, Miss Carter admired Joe Frazier and wanted to be trained by him, so she went to his gym. And he told her, "I don't like judges, I don't like referees, and I don't like announcers." 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS However, she persuaded him to take her on, and thus began a boxer camp-like training period with her and "The Champ." Joe Frazier made her put on the gloves, learn the ropes, memorize the rules, and throw a left hook. Three months later, she had her license; and...
Whereas, today, Lynn Carter has judged over 1,000 rounds of boxing, she has traveled the world in her career. She came through the ranks by the book, beginning with amateur fights and going on to officiate for the International Boxing Federation, the United States Boxing Association, the World Boxing Association, and every other major boxes association; and Whereas, for her commitment and fine work, Miss Carter has received numerous honors and has a whole list of firsts: She is the first international African-American female judge in New Jersey and in Connecticut and the first international African-American female in the World International Boxing Federation, just to name a few. Additionally, she won the Philly Boxers Judge of the Year Award in 1998 and in 2000; and...
Whereas, Miss Carter 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS has brought distinction in her profession, pride in Philadelphia, joy to family and friends, and held in the highest esteem not only by those in the boxing world but by people everywhere. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor Miss Lynn Carter for her 20 years of professional boxing judging. Further resolved that an engrossed copy of this resolution be presented to Miss Lynn Carter as evidence and congratulations of the sincere admiration and with the deepest respect of this legislative body. I'd like to thank my friends Councilwoman Jannie Blackwell, Donna Reed Miller and President Anna Verna and members of the Council for honoring me here today. It is truly an honor. I can't believe myself that I've done this for 20 years. 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS I've gotten a number of different awards, but I tell you, I didn't call to come in on those awards; I called everybody to come in on this award. I have two guests here. And Jackie Frazier -- Joe couldn't make it but I seen Jackie was here and I wanted Jackie to come in, I just seen her stick her head in, okay. To survive in the world in boxing -- oh, I'm sorry. My friend Carol Ray from the Blue Horizon, is the owner of the Blue Horizon, and I'd like for Carol Ray to come up. (Carol Ray comes forward.) The Blue Horizon is owned by two women -- I love it, okay? But what I was saying, for 20 years in boxing, when I realized that myself, I just hollered. I said, "Thank you, Jesus," is said because if you miss one round, one fight, you're out of the game. So to survive in a game in a man's world for 20 years, I just couldn't believe it. I wanted to introduce two of my close 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS friends that were with me when I started -- Elmer Smith and Frank Cappuccino. Frank's a referee, and Jack Frazier, thank you. Applause.)
Thank you very much. I just want to say it's a privilege to be here to honor a great judge from Philadelphia here. I'm going to let you in on a little secret. When Lynn got her license, her judge's license in New Jersey, Rudy Battle (ph) and I -- and she was assigned to a boxing match in Atlantic City. All the way down from Philadelphia, "I got my license, I got my license,' and she's crying and she's crying. I says, "Lynn, don't worry about it, forget about it." So it is an honor. And I want to say one thing: Lynn and I's been around the horn quite a few times, and I would say in all honesty, she is one of the premier judges we have in the world, believe me when I say that. (Applause.)
And it's going to be a pleasure to work with her again. I hope we're working at the March 30th up 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS in Reading, which I think she will be working. Thank you very much. (Applause.)
Congratulations, Lynn. I've spent a lot of time in and out of this Council, covering City Council, etc., but I've never been at this podium before. I think to be here on a day when somebody's being honored for their judgment really moves me. I would love some day to be thought of in those ways -- honored for your judgment. Lynn Carter is somebody who, when she first started to do this and we talked when she was in training to become a judge, and I said, "Lynn, why do you want to do this? This is really kind of a man's world. It's going to be awfully tough for you, and you will never, ever get your due in this field because it's about subjective judgments, and in a case like that where you can't say that I lifted more bails or toted more barges, it's hard to show how good you are and have all of your work judged by men who are not particularly comfortable seeing you there, it is quite a peril; she stepped right up. 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS She got in there, she did her job, and she's one of the best judges I've ever seen. I applaud her for her courage as well as for her judgment, and I am honored that she allowed me to be one of the people who feted her today. Thank you. (Applause.)
Good morning. I am very privileged to have the opportunity to speak before this Council. I have to say that it is really my honor to be here just to support and congratulate my sister Lynn Carter for her performance. It is just a very difficult thing, the boxing game is very, very hard, and she does it with grace and dignity, and she represents -- and it's so appropriate that it's Women Month this year. And she's a woman of the millennium, a woman of the future, the past president -- and I'm just so happy to share in this time. And thank you, Lynn, for all that you've done to help encourage me. I'm a World Champion boxer. And believe me, this lady has been very supportive of me, and I wouldn't be that if it wasn't for you, so I thank my father for showing 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS you the way, and you passed that onto me. Good morning. My name is Carol Ray and I'm one of three owners of the legendary Blue Horizon, the place that -(Applause.)
I don't know if you've been reading the Daily News -- they've had us closed for seven years, and I don't why, but we are alive and well and open, and we started renovations on the interior of the building, you'll see scaffolding going up on the outside of the building where we'll be renovating the facade. I've got to say that Lynn's been at our back from the very beginning. She encouraged us, we were there with our heads hanging down, and she just told us to keep staying in the fight and the struggle. And I got to say that Jannie Blackwell is a woman who walks water. That's all I got to say. (Applause.)
I don't live in her district, 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS but every time I've ever gone to her for anything, she's been there, she's supported us, she's pulled our fat off out of fire on more times than I care to tell you about, but I thank her and I thank Lynn for having us here today. Thank you, Madam President. 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS This is about the 13th or 14th year we have been here working with the College of Optometry with their program "Save Your Vision Month," their outreach program, and it's a pleasure to be here this morning again to present this resolution declaring March as "Save Your Vision Month." Whereas, "Save Your Vision Month" is a national event sponsored every March by the American Optometric Association; and Whereas, the Pennsylvania College of Optometry is celebrating "Save Your Vision Month" with a vision-health public awareness campaign with the theme "Take Care of the Eyes of March," which stands for middle-aged, retired, and children; and Whereas, the Pennsylvania College of Optometry is sponsoring its annual "Save Your Vision Month" activities; and Whereas, the official 2002 Save Your Vision Campaign will kick off in City Council and launch a series of free vision screenings in day-care centers, regional library branches, senior citizen centers, and residential complexes; and Whereas, the College of Optometry hopes 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS that the public awareness campaign will encourage area citizens to develop a greater understanding of the importance of proper vision care through each of life's milestones; and Whereas, at various stages in our lives, changes in vision are inevitable and should be identified and addressed through education and annual eye examinations and vision-care services; and Whereas, resources are available for patients through the services of the Eye Institute of the College of Optometry; and Whereas, the Pennsylvania College of Optometry is also participating in Vision U.S.A., a national effort to provide free eye examinations for working persons with no health insurance who have not had an eye examination in the last 12 months. Now, therefore, resolved by the Council of the City of Philadelphia that we declare and celebrate March as "Save Your Vision Month" and encourage citizens to take care of the eyes of March -- middle-aged, retired. And children. Further resolved that an engrossed copy of 3/7/02 STATED - VISITOR RECOGNITION/PRESENTATIONS this resolution be presented to the representatives of the Pennsylvania College of Optometry as a sincere statement of the gratitude, appreciation, and commendation of this legislative body for sponsoring and organizing free vision screenings throughout Philadelphia during "Save Your Vision Month" 2002. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 5th day of February, 2002, signed by Council President Anna Verna, introduced by Marian Tasco, and sponsored by all Councilmembers. An ordinance amending an 3/7/02 STATED - INTRODUCTION OF BILLS, RESOLUTIONS ordinance approved January 3, 1992 (Bill No. 1205-AA), which, pursuant to Subsection 9-204 of the Philadelphia Code, designates the locations of Center City at which vending is permitted by deleting all permitted vending locations on the west side of 17th Street between Arch Street and JFK Boulevard.
The bill will be referred to the appropriate committee.
And an ordinance authorizing Buca Restaurants, a tenant of the property 1501-1509 Spruce Street, to construct and maintain two statues on the west footway of 15th Street adjacent to the property 1501-1509 Spruce Street.
