Our first presentation today honors the Philadelphia Rage Basketball Team. To make this presentation, the Chair appoints Councilwoman Fernandez. The Chair invites Kathy Andruzzi to come and those with her to come to receive this resolution. (Kathy Andruzzi and others come forward.)
Good morning. This resolution is commending and honoring the women and athletes who brought the Philadelphia Rage Basketball Team to Philadelphia. Could I note before I begin, however, that I note many of the Members of Council and people all over this City are concerned about good, constructive care for children after school, and I'd like to note that Dawn Staley herself sponsors an after-school program at a recreation center here in the City, where she provides tutoring and mentoring to young girls. Whereas, 25 years ago, Congress PRESENTATIONS PRESENTATIONS approved Title 9 of the Education Amendment of 1972. The language was direct and simple: Discrimination on the base of gender at any educational institution that receive federal funds was prohibited; and Whereas, while Title 9 applied to all educational programs, the impact of the legislation was mostly felt in the world of athletics, and women athletes blossomed. In 1971, just out of every 27 girls participated in high school sports. By 1994, the number had increased to in young women; and Whereas, in 1996, the Gold Medal 1996 U.S. Olympic Women's Basketball Team captured not only the goal in Atlanta, but they captured the hearts and souls of all Americans, especially little girls; and Whereas, the American Basketball League, launched in September of 1995, set out to establish the premier women's basketball league and give America's best players an opportunity to play professionally in their own country; and Whereas, the American Basketball League decided in July 1997 to move the Richmond Rage to PRESENTATIONS PRESENTATIONS Philadelphia, the hometown of the American Basketball League's premier player, Dawn Staley; and Whereas, to watch a Philadelphia Rage game is to watch an array of fast breaks and three-pointers at lightening speed passes and graceful lay-ups, where only the energy of the crowd outshines the prowess of the athletes; Resolved by the Council of the City of Philadelphia that we hereby honor the Philadelphia Rage for being the first professional women's sports team in Philadelphia and for providing the inspiration by being the big girls who the little girls look up to. Further resolved, that a copy of this resolution be presented to Kathy Andruzzi, General Manager of the Philadelphia Rage. (Applause.)

Thank you, President Street. Thank you, Happy Fernandez and Councilwomen and Councilmen. We are very, very happy to be here today. It's an honor to be in Philadelphia and to have a professional basketball team here. I have to tell you, we came here back in late July, when the ABL decided to move this team to Philadelphia for many reasons: one being that it's a major media market; and two, being that we have one of the best point guards in the country, our hometown girl Dawn Staley. (Applause.)
In the past seven months, we have hit the streets, trying to spread the word about the Philadelphia Rage in this great sports town -- and Philadelphia's certainly a great sports town. What I have to tell you is THAT we have been overwhelmed with hospitality here in PRESENTATIONS PRESENTATIONS Philadelphia. In the past 7 months, our attendance has gone up 25 percent. This past Sunday, we had over 5,000 people at our games, at one of our games against one of our opponents. And, I tell you, the interesting thing is that women's basketball is so exciting that when people come to watch the Philadelphia Rage, they can't believe how much women's basketball has changed. Now, we have a great deal of work to do, and I feel like I'm a politician myself because I'm going to go out there this spring and this summer and spread the word about the Philadelphia Rage, because we're not just about athletics, we're about community. We're very much like all of you right here. We're about spreading the word of how sports is important for young girls. And our younger women are there to help us so that these young girls and many of the young girls here today, sitting to my left, will have the opportunity to someday be an Olympian like our Dawn Staley. I would like to thank you very much and PRESENTATIONS PRESENTATIONS I would like to thank Councilwoman Happy Fernandez for taking the time to recognize us. And all I can say is that we need you. In the next couple of months, it will be very important for us to get out in the community and spread the word. We'd like to do many clinics, put one in the adult community and we want to bring our players there. And we want to give every little girl the opportunity to be whatever they want to be. And, hopefully, sports is one of the things that they want to be involved in. I'd like to introduce to you right now Dawn Staley. (Applause.)

It's a great honor for the Philadelphia Rage because we've been struggling this year but I'd like to thank everyone for coming out and supporting us. On the resolution, the Chair recognizes Councilman Cohen.
Mr. President, over the last six years, the new PHA Board, with you as a member and with the Mayor as a member and Chairman, and you as the Vice Chair, there has developed a strong feeling among the tenants at the various PHA developments that there wasn't truth and an effort to develop a cooperative leadership between the Board and the tenants. And the tenants gained confidence in the administration of PHA with Mr. John White's Board selection as the Executive Director. All of that changed after Mr. White resigned. The Resident Leadership believed that it had the word of the Mayor, that was stated in INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS the November 20th meeting, that the new selection would be one that was mutually acceptable, and that nobody would be chosen as Executive Director unless that person were satisfactory to both the tenants and to the Administration of PHA. The tenants have felt that the last election, of a Mr. Greene from Detroit, did not meet the process that had been promised them, and the tenants have been voicing their strong feelings over a long period of time. This resolution -- I distributed first the original resolution, which was critical of Mr. Greene. And after a discussion with many Council members this morning, I have eliminated paragraphs 2 through 6 of the "whereas" clauses in the original resolution. And what remains is a resolution relating solely to process, saying that the process that the tenants understood had been agreed to and promised by the Mayor was not being carried out, and asking that the Board reconsider, and that the process be one in which the choice of the next Executive Director be a choice that is mutually acceptable to both the Board and to the INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS Resident Leadership. There's not a word that's critical of Mr. Greene because he really -- none of us know him personally; that is, none of the Council members know him personally, perhaps with the exception of the President. And that's not important. What is important, however, to the people in PHA is that, as tenants, they have a right, they believe, to have an important say in the selection of the next Executive Director; in fact, to have a veto power, because that's what it means, that two people have to agree before a decision is made, because their lives are involved in that housing. And I think we've grown up enough in this City to understand that people who live as tenants in a development, particularly if it's a government-sponsored development, have a right to participate in the decision-making process. And that's what this resolution deals with. And that's why various folks are here from the Philadelphia Housing Authority and are determined to carry out their belief that they INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS have an integral stake in the housing that they live in, in the housing that the government has a very real interest in, and which we, as members of City Council, have a very real interest in. Because, you know, PHA is the biggest landlord in the City of Philadelphia, and just about every district has a housing development in it. So I urge all of my colleagues to vote for the resolution. The revised resolution, Mr. President, has also been distributed to everyone. Thank you very much. (Applause.)
Thank you, Mr. President. I certainly join in on and support the comments made by my colleague with regard to Philadelphia Housing Authority under Section 8. I have no idea why the court seems to be the magic place to get people when their group, if it has the authority into theirs probably six or seven times over. INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS And the rumors that we hear about the tenant relationship with the leader -- and I assume that's been disbanded. The rumor and other negative reports that we hear with regard to leadership in that city cause us to want to reevaluate the reason why, when we have such talent in our City, that we have to consider someone who's coming from a little town to a big city, when we have tenant leaders here who are the most informed of any city in our country. So, certainly, I support this resolution. And, personally, I wouldn't know Mr. Greene if he walked in, but I do know the tenant leaders who are here this morning, and they work hard every day to represent their people. So I believe that their point should be considered and that the process that was agreed to with regard to this selection should be honored. So I also urge support of this resolution. Thank you. An ordinance amending Section 9-206 of the Philadelphia Code entitled, "Sidewalk Vendors in Neighborhood Business Districts," by designating University City (the area in the general vicinity of the INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS campus of the University of Pennsylvania in West Philadelphia) as a neighborhood business district in which sidewalk vending is regulated, pursuant to Section 9-206, and enacting special provisions regulating vending (both sidewalk vendors and street vendors) in University City; all under certain terms and conditions. And an ordinance approving the redevelopment proposal of the Redevelopment Authority of the City of Philadelphia for the redevelopment of a portion of the 49th and Locust Redevelopment Area, 49th and Locust Urban Renewal Area being the area generally bounded by Walnut Street on the north, South 50th and St. St. Bernard Street on the west, Locust Street and Spruce Street on the south, and South 49th Street on the east; approving the urban renewal plan and determining that such plan and redevelopment proposal conform to the general locality plan. Mr. President, the distinguishing part of this resolution in comparison with the resolution already adopted by City Council calling for a City Council committee to hold hearings is that currently there's an ongoing process in the Federal Reserve Bank. And if you had a chance to see this morning's business page of The Inquirer, you will see that the Federal Reserve Bank has called upon CoreStates and First Union to announce the number of branches that they are going to close. When First Union says it's going to cut the expenses of CoreStates by one half, that means that many, many thousands of people, including a very substantial number of Philadelphians, are going to be losing their job. It appears -- and my fingers are INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS crossed, and I expect everyone's are -- it appears that the Federal Reserve Bank is going to look very seriously on this matter. And this resolution asks that the Federal Reserve Bank hold hearings here in Philadelphia. Obviously, the Federal Reserve Bank, whose agreement is needed before this merger can be successful, obviously they're going to have a greater ability than we in the City Council would have to get the information necessary, because it looks like about half of the current Corestates Banks are going to be closed. Now, this resolution tries to combine two things: the power of the Federal Reserve Bank to get the information so that everybody will know what's in the works if a merger were to take place; and the ability of Philadelphians to be heard on the issue by having the hearings take place here. And therefore, Mr. President, I urge all of my colleagues, because these are Philadelphia families, and Councilman Kenney always talks about how they are in very real danger, thousands of them, of losing their INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS livelihood, right here in the City of Philadelphia. And a resolution authorizing Council's Committees on Licenses and Inspections and Law and Government to conduct hearings for the purpose of urging the Philadelphia Housing Authority to establish program mandates that require the INTRODUCTION OF BILLS/RESOLUTIONS INTRODUCTION OF BILLS/RESOLUTIONS immediate eviction and removal from the Section 8 Program of any Section 8 tenant convicted of criminal activity while occupying a Section 8 subsidized unit; or in the event that any household member of a Section 8 unit is convicted of a second offense while occupying a Section 8 unit, the registered tenant will lose his/her Section 8 subsidy; or if an invited guest of a registered tenant or a guest of an authorized family member is convicted of any criminal activity while on a registered tenant Section 8 property, PHA will evict and remove said tenant from the Section 8 Program. And a resolution authorizing the Council's Committees on Licenses and Inspections and Law and Government to conduct hearings for the purpose of urging the Philadelphia Housing Authority to hire more Section 8 housing inspectors to broaden the scope of their inspections to include tenant behavior and to require that three inspections of each Section 8 property take place each year.

Mr. President, the first point of order, I would ask that the Clerk reconsider the vote -- that is a recount of the votes on that PHA resolution. There is one member absent, and that's Councilman Longstreth. So 16 members voted; there were actually 4 nays, and the ayes were 12, not 11. So I would ask that that be reconsidered if agreed to, and the record should so indicate, that the vote should have been 12 to 4.
I understand, Councilman Cohen, relax. Is there anybody who objects to Councilman Cohen's recount?

Now, on a special order of business, lots of people are troubled by things that are going on in Washington. And reading the morning headlines, in reading the column talking about the special prosecutor bringing in the mother of that young woman, Monica, I have two sons and two daughters. And while they're all very close to their mother, and I've always respected the fact that mothers and daughters are enormously close. SPEECHES SPEECHES And to think that in the United States, we are making it as part of the process, that the confidences exchanged between a daughter and a mother are subject to grand jury interrogation, I think changes the frame work of the entire government. I would never have dreamt in my wildest moment that when a daughter confides in her mother, that the mother may be then subject to a subpoena to go before a grand jury and to have to testify as to what the daughter told the mother in confidence. That's what's going on in the present phase of the Ken Starr investigation. And I just hope the Members of Council and the public are really considering what is happening to democracy in the United States, when those kinds of confidences suddenly become the subject matter of a grand jury. If it happened in our family, I would tell you, I think Florence Cohen would spend the rest of her life in jail if necessary rather than to ever talk about what a daughter of hers, looking for advice, says to her. So I just hope everybody considers SPEECHES SPEECHES that. Thank you, Mr. President.

Thank you, Mr. President. On a topic closer to home, you probably all noticed in the paper this morning that Amtrak is moving some of its offices from the suburbs to a new spot in the Northeast, and there will be 445 jobs brought into the City. I think that's good news. We should celebrate. But I'd also like to take note that transportation is a major job creator and a place where people do have jobs in the City. For example, the airport, there are 25,000 people employed at the airport in the ancillary services, SEPTA employs more than 9,000, and freight movement around our courts is responsible for 7500 jobs, and there's an additional 37,000 jobs with trucking and automobiles and all of the use of the highways. So transportation is a key source of jobs in our city, and this is good news that SPEECHES SPEECHES Amtrak is really adding to that. We welcome them and thank them for their decision.
