Thank you. with the regular order of business to recognize the guests and visitors joining us in Chambers this morning. On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our City. We certainly invite you to come again. At this time, the Chair recognizes Councilman Rizzo, who will present a resolution recognizing the Philadelphia Eagles on the occasion of their 75th anniversary. Will Mr. Joe Banner, President of the Philadelphia Eagles, and those accompanying him please join the Councilman at the podium. Councilman Rizzo is being joined by Councilman Clarke and Councilman Kelly.

And Council Lady Blondell Reynolds Brown, and also welcome, along with Mr. Joe Banner, Harold Carmichael. (Applause.)

See, they never forget, Harold. Recognizing, honoring and celebrating the Philadelphia Eagles on the occasion of their 75th anniversary. Whereas, in 1933, Bert Bell and Lud Wray paid $2,500 for a new NFL Philadelphia franchise succeeding the Frankford Yellow Jackets; and Whereas, the first colors of the first Eagles were blue and yellow, reflecting the colors of the City of Philadelphia flag, which was based on the colors of the flag of the Swedes who preceded William Penn in the settlement of Philadelphia;

Whereas, the Philadelphia Eagles have played in 11 different stadiums; and Whereas, the Philadelphia Eagles have won three championships; and Whereas, the Philadelphia Eagles have had such football greats as Reggie White, Ron Jaworski, Wilbert Montgomery, as well as Donovan McNabb, Brian Dawkins, Brian Westbrook, Coach Andy Reid and, of course, Harold;

Whereas, the Philadelphia Eagles have inspired great loyalty from their legions of fans, brought much City spirit to Philadelphia and honored Philadelphians with their successes; and Whereas, the Philadelphia Eagles have planned a large, vigorous and grand celebration, including the Eagles wearing the 1933 throwback uniforms -that I must say were a little umm. They did win that game, though -- during their September 23, 2007 home game against the Detroit Lions; having players wear a 75th anniversary logo on both the green and white jerseys throughout the seasons; launching an online museum dedicated to the franchises' history; having fans vote for each position to constitute a 75th anniversary team; and airing a special on 6ABC featuring some of the greatest moments in team history and featuring members of the 75th anniversary team; and

And whereas, the City of Philadelphia looks forward to another 75 years of the Philadelphia Eagles, all marked by athletic excellence and success. Now therefore, resolved by the Council of the City of Philadelphia, recognizing, honoring and celebrating the Philadelphia Eagles on the occasion of their 75th anniversary.

Further resolved, that an engrossed copy of this resolution be presented to the Philadelphia Eagles, further evidencing the sincere admiration and gratitude of this legislative body. Joe Banner, Harold Carmichael, congratulations. (Applause.)

Thank you very much. We're very, very, very appreciative of Council's recognition of this. The stewardship that we have of this franchise is something that we're very, very well aware of. We think ourselves lucky enough to be running this franchise at this moment in time, and fully respect its history and tradition and importance to the City. I hope you're all aware that in addition to the traditional work that sports team do of visits of Children's Hospital and building fields and providing sports equipment to young people, the work we've done, our Eye Mobile and Book Mobile and the work of City Year and our playground builds that so many of you have been apart of hopefully demonstrate to you that your appreciation of us and your value of this is reciprocated by us. Myself and Harold, representing the tallest player and the shortest executive in the 75-year history of the franchise, accept this and thank you very, very much for the recognition. (Applause.)

The Chair also recognizes Harold Carmichael.

Many of the guys that I work with right now asked me if I played in that Jersey. No. The colors, yeah, I have played in. At Southern University we had those same colors and I had no problems with. But I would like to thank the City of Philadelphia for the support. I've been here over 35 years and it's been nothing but support here. And, again, thank you, and from the Philadelphia Eagles, we're going to do our best to be a bigger part of this community. (Applause.)

The Chair now recognizes Councilman Ramos, who will present a resolution honoring Laborers Local 332 on its 75th anniversary. Will Mr. Samuel Staten, Sr. and those accompanying him please join the Councilman at the podium. And I see that Councilman Ramos is being joined by Councilwoman Blackwell. Before we have the presentation read, I deeply regret to inform everyone that we have just been notified that Officer Cassidy has passed away. So it is with deep regret that I have to say that. Let's just hope that things change in this City. (Moment of Silence.)

Members of Local 332, I see some of you in the back. Mr. Staten, can we tell these fine gentlemen and ladies that they can join us up here, please. Mr. Sam Staten, Sr. is accompanied by Sam Staten, Jr., President of Laborers Local 332, and Mr. Wade Stevens, Business Manager of the Laborers District Council, and members of Local 332. Resolution honoring Laborers Local 332 on its 75th anniversary and declaring November 1, 2007 as Laborers Local 332 Day in the City of Philadelphia. Whereas, Harry Murray, an African-American, was the founder and first Business Manager of Local 332 from 1929 until his retirement in 1961; and Whereas, Mr. Murray was a courageous and fearless leader who was able to organize Local 332 during the depression and during a time when jobs for African-Americans did not exist and when the other trades did not want to socialize with the Laborers; and Whereas, Laborers Local 332 received its charter on November 1, 1932. The local originally governed itself until the Laborers District Council was established on April 16, 1937; and

Whereas, the Local originally operated out of Mr. Murray's home on Christian Street in South Philadelphia and then the Local moved to 12th and Spring Garden Streets, and in 1950, Mr. Murray had the hall built at 1350 Ridge Avenue, and finally in 1980 the Local purchased the original Linton's Bakery at 1310 Wallace Street, where they stand today; and Whereas, in 1967, Plasterers 376 merged with Local 332 due to declining membership. Laborers Local 332 was the original local. Members of Local 332 were instrumental in starting other locals: Locals 413, 135, 420 and 57; and Whereas, safety is the number one priority for all members, since 1980, 25 cents is taken out of members' checks to fund a state-of-the-art training facility established in 1985. Members have also received quality pension plans since 1963 and an annuity plan since 1992; and Whereas, in 1987, the Friends of Laborer Banquet was held for the first time. Now, in its 21st year, the dinner has raised $800,000 for local charities; and

Whereas, Laborers Local 332 is a local affiliate of the Laborers International Union of North America, a union of over 700,000 members; and Whereas, Samuel Staten, Sr. has of the Laborers Local 332 since 1978. Resolved, by the Council of the City of Philadelphia, that we declare Thursday, November 1, 2007 as Laborers Local 332 in the City of Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to Samuel Staten, Sr., Business Manager of the Laborers Local 332. The resolution is signed by Ann Verna, President of City Council, and all members of this body. Congratulations. (Applause.)

Council President Verna, members of the illustrious Council, members and friends, good morning. (Good morning.)

I want to thank our brother and member of Local 332 sponsoring this resolution declaring Local 332 Day in Philadelphia and thank this Council for approving this recognition of Laborers Local 332. It is indeed a great honor. I accept this honor in the name of Harry Murray, Local 332's founder. He was a little man who wouldn't accept no for an answer. Despite the lack of support from the government, the discrimination by the larger labor community, he persisted. He was determined to organize African-American workers to fight for the dangerous working conditions, poor wages and the lack of respect that African-Americans faced. He believed that African-American workers deserved the respect and fair compensation that afforded white workers. At the time the local was founded and chartered, the labor movement was very much mirrored through the country as a whole. For African-Americans, it was separate and that many blacks had come to the City from the South, proficient in multiple skills, they were denied the opportunity to perform these skills. The issue was made more complicated by the fact that the country was in the midst of a great depression and many white workers were without work. But Harry Murray did not let that deter him. He knew there was strength in numbers. He knew and used labor laws that had been written and passed to protect workers despite the fact that he knew that these laws were not written and passed with us in mind. It is because of his leadership and the sacrifice and suffering of those men that I stand here today. I accept this recognition in the name of all 332 members, past and present. The road to the Council was not easy. The stories told by the old-timers, some of which I witnessed, would bring some to tears, but have a local that is united and committed as it was 75 years ago. We are contributors to the City's economy, and we have pride in the work we do. We are organized, knowledgeable and contributors to our community. I want to thank this Council also for the support that you have consistently had for Local 332. I thank you for the gestures and the fairness. I can remember very vividly when Philadelphia decided to build the Convention Center. Certain parties in this City decided that the laborers would be cut out. Work was to be awarded to a non-union contractor from Pittsburgh. We met with the then-Councilman John Street, who held public hearings in this very Chamber, and it brought out the disparity of treatment of the laborers. When it was over, we were awarded our jurisdiction, and today Local 332 members are at work at the Philadelphia was because of this body, and many of you here today were here then. I want to thank you. I think that there is a consistency in this body and labor. We both are elected for the purpose of assuring the well-being of our constituents. Whether accepted or not, this is a natural partnership that exists between us politically and economically. Finally, I want to state publicly for the record Local 332's gratitude to Councilman Ramos. Although the chips did not fall in your favor last May, I want to thank you for all you've done for this City, for labor and Local 332. You served this body with distinction and you made your brothers and sisters of Local 332 so very proud of you, and for that, I would like to applaud you. (Applause.)

Again, I thank this honorable body for the recognition, for permitting me the opportunity to speak to you this morning. (Applause.)
