My name is Robert Sillar. I live on Kendrick Street in the Northeast, and I want to comment on this resolution, specifically Subsection 16. As you recall, last year the City lost a lawsuit which required you to allow public comment at the full City Council meetings. You then quickly adopted a resolution that restricted public comment only to the issues that the City Council had brought forth and DiscoveryWorks Global 888.557.8650 www.dw-global.com was considering. I oppose this because it doesn't allow citizens the ability to address the City Council on issues that are of concern to them. For example, these types of restrictions don't allow citizens to come forward and address concerns about misrepresentations by the now City Council President when he writes articles or that articles go in the paper on November 25th stating such things that he's now in agreement or that the Police Department and the DA's Office are going to begin enforcing the gun ordinance, when the fact is that's not true. It's a fabrication and a lie. Unfortunately, when you try to address these matters with the individual Councilmembers, they can hide behind their staffers and don't have to have that addressed to them. These types of restrictions prevent citizens from coming forward and addressing City Council. When people from City Council DiscoveryWorks Global 888.557.8650 www.dw-global.com make statements to the press or they're out in the media, they speak on behalf of all of City Council. If they hide in their offices, citizens need to be able to address City Council in its entirety. I oppose that amendment or that section. I just wanted to say we had another Philadelphia citizen shot and killed on Frankford Avenue at a Family Dollar store just within the last 24 hours. And although I support, of course, Councilman Jones' commitment to finding new ideas to increase the revenue for the City, this bill, if you do not allocate it specifically to the entertainment district in the Center City portions of Philadelphia, you will again wreak havoc not just in my district, but in the family communities of Northeast Philadelphia that do not need bars open until 3:00 a.m. I implore every City Councilmember to at least specify the areas in the City that will be affected by the bill, should you choose to enact it, and keep it in the entertainment district solely. And then as far as Councilman DiscoveryWorks Global 888.557.8650 www.dw-global.com Greenlee's bill, I implore all of you City Councilmembers to start this year off right and put public safety in terms of the Philadelphia Fire Department that is being beat over the head in terms of brownouts and the Philadelphia Police Department that is also -- basically has their hands tied, I urge all of you to put that at the top of your agenda. The safety of all Philadelphia citizens ought to be foremost on all of your minds. Public safety is the most important thing. Thank you.

Here in Philadelphia, we have quite a few co-ops, and there's a new organization called the Philadelphia Cooperative Alliance, which has worked with Councilwoman Bass to bring this resolution before Council. We hope you support it. I come from Weavers Way co-op in West Philadelphia where we have two stores, 130 employees, and it is owned equally and democratically by 4,900-member households in the City. There's another food co-op in West Philadelphia called Mariposa on Baltimore Avenue, and there's two more new start-up efforts that will open retail stores in Kensington and South Philadelphia within the next two years. There are other types of co-ops in the City, housing co-ops, worker co-ops, and financial co-ops that we call credit unions. I want to congratulate my colleague, Maria Quinones-Sanchez, and her co-sponsors of a bill that basically took manufacturing and made it very important in the City of DiscoveryWorks Global 888.557.8650 www.dw-global.com of Philadelphia last year, we said we had to level the playing field for our manufacturers and that we had to make it possible for them to compete on a completely level playing field between Philadelphia and the surrounding counties. At the State of the Union Address the other day, President Obama, without mentioning Councilwoman Maria Quinones-Sanchez, adopted the same policy for the United States of America, and I want to congratulate her and all of those who were responsible for getting that bill passed today. But on a serious level, what the President talked about and in our discussion of crime, the most important thing that we can do is create jobs. The biggest public safety effort possible is to give someone a J-O-B, and that is what we are focused on here in City Council. We have introduced legislation today to DiscoveryWorks Global 888.557.8650 www.dw-global.com passing out a news release from the Bureau of Labor Statistics that shows that the City of Philadelphia has a 10.9 percent unemployment rate, while areas surrounding us have between a 7 and 5.9 percent unemployment rate. We need to create jobs. That involves totally redoing our tax structure and it involves spending City dollars on Philadelphia residents when possible. Thank you, Mr. President.

Thank you. I want to also congratulate you on the orderly fashion in which we're conducting business this morning, but I want us to focus our attention a little bit about what's going on in Harrisburg and the chaotic nature of the discussion. We have voter ID discussion happening in DiscoveryWorks Global 888.557.8650 www.dw-global.com Harrisburg, which would severely impede the ability of minorities and seniors to vote. We have the asset testing on food stamps, which would devastate not only in Philadelphia for the folks who need that and who that serves as a safety net, but the economy in Pennsylvania because of our large agriculture sector. And then yesterday the redistricting with the Supreme Court. So I'm going to ask my new colleagues who have joined us from Harrisburg to please help us put some sanity in Harrisburg, because Philadelphia, we got our stuff in order, but Harrisburg needs some help.
