Council President Verna

Can we have everyone's attention, please. We're ready to get started on the hearing.

Councilwoman Blackwell

Thank you very much. We thank you all for your patience. We are now finally at the point where we'd like to conclude our hearing on the NTI legislation and CDBG. We will now consider the Committee on the Whole and the Committee on Finance with regard to Bill 040501. And we will ask Kevin Hanna to make one statement with regard to the million. 15 Then, if it's okay, we'll go into stated meeting.

Mr. Hanna

Good afternoon, Council President, Madam Chairwoman. My name is Kevin Hanna. I serve as Secretary of the Office of Housing and Neighborhood Preservation. The statement I guess I need to get across is hopefully one with which everyone is comfortable. Recall that sometime ago, Councilwoman Blackwell had asked that we 4 06/10/04 - WHOLE - FINANCE somehow make available more acquisition dollars. The Administration's original proposal was to provide three, $5 million installments. After being hammered by the Councilwoman as to that being acceptable, we went back and figured out a way to make $15 million available all in this upcoming fiscal year with the understand that's the last $15 million in acquisition; there is no 11 acquisition dollars. The distribution of those dollars, the Administration at first proposed would be through a RFP process. Again, the Councilwoman expressed her strong dissatisfaction with that proposed process, so we went back and essentially applied the same formula to the 15 that had been applied to the original acquisition dollars. Our hope is that a majority of the Councilmembers are okay with that particular way of doing things. And with that, we're ready to move forward if Councilmembers are. Certainly, we as in the Administration, the staff, are 5 06/10/04 - WHOLE - FINANCE prepared to do whatever Council asks us to do, but we propose what we think is a fair and equitable way of, first of all, coming up with at and then distributing the 15 among the 6 10 different Council districts. 7

Council President Verna

Mr. Hanna, 8 I think I asked earlier, and I want the record 9 to be imminently clear, we received a copy of 10 your letter under date of June 1st and it 11 outlined specifically what each Councilmanic 12 district would be allocated. Does that still 13 hold true as we speak? And if it does, is 14 that going to be made part of the bill. 15

Mr. Hanna

Yes, that does still hold true. In fact, that letter is attached to the amendments that are necessary in order to make that a part of the bill.

Council President Verna

Thank you.

Mr. Hanna

Both from a NTI and from a CDBG standpoint.

Council President Verna

Thank you.

Councilwoman Blackwell

There were amendments to the bill that were circulated earlier, and we believe now we are finally 6 06/10/04 - WHOLE - FINANCE clear on this issue. And if we are right and if all minds are clear, I would like to ask Councilman Ramos would you make a motion that we adopt the amendments to the bill?

Councilman Ramos

I make a motion that we amend Bill No. 040501. (Duly seconded.)

Councilwoman Blackwell

It has been moved and seconded that the amendment to 040501 be adopted. All in favor? (Aye.)

Councilwoman Blackwell

Opposed? (No response.)

Councilwoman Blackwell

The amendments are adopted. We will now entertain a motion to report out the bill, as amended, out of Committee.

Mr. Hanna

With a suspension of the Rules.

Councilwoman Blackwell
