Good morning, everyone. Let me thank Councilwoman Brown for the invitation and Council President Verna and the members of City Council for being so gracious as to extend this privilege to come and to offer the invocation. Let us pray. O, wise and all-powerful and all-knowing God, Lord, You who looked across nothing and created something; God, You who know all and are all and on whom we can lean and depend, who have been our help across the ages, Lord, and who created bridges over troubled water, we thank You, God, for this day. And, Lord, we just thank You 4/25/02 STATED - GREETING/INVOCATION for these women and men who have taken on this mantle of public service to serve our great city, Lord, and its people. Lord, as they come today we pray, Lord, that You would empower them with wisdom. Lord, let them have mercy in their hearts, Lord, and compassion, Lord, so that as they come to deliberate and to discuss the matters of importance of our city, God, that they would do so, Lord, bringing their own perspective to the discussion, Lord, not being all in agreement, Lord, for through their discussion, we pray, Lord, that Your will be done in a way that's best for all of our City, Lord, and all of the residents here therein. Lord, bless Council President Verna and bless Councilwoman Brown and all of the members of Council, Lord. Lord, just touch them, Lord, and bless their families. It is with great personal pleasure that I have this opportunity to present this resolution honoring and congratulating Oliver St. Clair Franklin on his receipt of the Most Excellent Order of the British Empire Commendation. Whereas, Oliver St. Clair Franklin was born and raised in Baltimore and graduated from Lincoln university in 1966 with a degree in economics; and Whereas, he won a Woodrow Wilson Fellowship to Oxford, where he earned another undergraduate degree in politics, philosophy, and economics in 1969; and Whereas, Mr. Franklin served as Deputy City Representative for Arts and Culture under former Mayor W. Wilson Goode; and 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE Whereas, Mr. Franklin, an East Falls resident, is currently Vice President of G.S. Capital Management, an investment firm based in Wayne; and Whereas, he has used his position to strengthen Philadelphia's economic and cultural ties to Britain; and Whereas, in 1994, using his own funds, Mr. Franklin initiated City fellowships in financial services, which gives minority business people the opportunity to spend a year in Britain, working in financial institutions. To date, the program has granted $6 million in fellowships; and Whereas, Mr. Franklin was named Britain's First Honorary Consul in Philadelphia three years ago, becoming the first-ever African-American to be an honorary consul; and Whereas, based on his service and innovations, on January 17, 2002, Mr. Franklin received the Most Excellent Order of the British Empire Commendation for Exceptional Achievement; and Whereas, orders of chivalry, such as the Order of the British Empire, contain numerous 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE levels and titles of membership, which have been conferred by the monarchy for over one thousand years, though few African-Americans have received this designation; Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and congratulate Oliver St. Clair Franklin on his receipt of the Most Excellent Order of the British Empire Commendation. Further resolved that an engrossed copy of this resolution be presented to Mr. Oliver St. Clair Franklin as a symbol of this legislative body's congratulations for his most distinguished achievement. Madam President, Councilman Nutter, distinguished Councilpeople, and guests, my wife, Pat Michaels, it is an honor to be 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE honored by the queen of England in London and Buckingham Palace, but it is an even greater honor to be honored by your own, and this is a great honor for me to get this recognition from City Council. I had the privilege for five years of working with a lot of you, and you all were very, very kind to me. I gave you the "Art in City Hall," and you all were very, very kind to me, and it was the best time of my life Britain is the largest investor by a factor of two in this region. They're very important to us, and 80,000 people are employed by British firms in this area. And I work as hard as I can to make sure that the Brits understand that Philadelphia, the oldest consulate in the British Empire, is not between New York and Washington, but that New York and Washington happens to be a little further away from Philadelphia. So I thank you very much. I have one last request. There was a book floating around. This is a condolence book for the Queen Mum, who passed away. The queen's mother passed away at 101, and I have reserved a page here 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE for those members of City Council that would like to sign this book because we're going to send it off to Buckingham Palace with a letter from the Mayor. Thank you, Madam President. Also joining with us today are Mrs. Ruth, principal, and Mrs. Steinmetz, vice principal of St. Bernard Grade School. A resolution declaring April 2002 as "Autism Awareness Month." Whereas, autism was first identified by Dr. Leon Canter in 1943; and Whereas, this disease is now estimated to occur in one out of every 500 births, and further research indicates that autism is four times more prevalent in boys than girls and knows no racial ethnic or social boundaries. Over one half million people in the United States today have autism or some form of pervasive developmental disorder.
Whereas, the prevalence rate of autism makes the disease one of 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE the most common developmental disabilities, yet most of the public and professionals in the medical, educational, and vocational fields are still unaware of how autism affects people and how they can effectively work with individuals with the disability; and Whereas, with appropriate intervention, many of the associated behaviors can be positively changed, even in some cases that the child or adult may appear to the untrained person to no longer have autism the Majority of children and adults will, however, continue to exhibit some degree of disability throughout their entire lives. Although there are still no medical tests for diagnosing autism, and a cure has yet to be found, a better understanding of the disorder has led to a host of strategies to deal with the disability; and...
Whereas, under the Children's Health Act of 2000, the Pediatric Autism Research Act provides an additional $40 million annually to research this disability and will hopefully find a cure; and Whereas, the Autism Society of America was founded in 1965 and continues to be the leading 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE source of information and referral of autism and the largest collective voice representing the autism community for 37 years; and Whereas, working in conjunction with the Autism Society of America, the students and teachers at St. Bernard School have worked diligently to increase awareness of the disability in their community, utilizing a variety of techniques; Now, therefore, be it...

Thank you, Madam President. This is a resolution recognizing April 22, 2002 through April 28, 2002 as "Shelter in Place Week" in the City of Philadelphia. Whereas, as a result of the 1986 EPA Emergency and Planning and Community Right to Know 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE Act, the Philadelphia Local Emergency Planning Committee was formed to inform the citizens of this city about how best to protect themselves during a chemical emergency; and Whereas, since its inception PLEPC has initiated important programs to help keep us safe in case of a chemical emergency. There have been shelter-in-place drills in the School District and, under the direction of Sunoco, the installation of a public notification system in south and southwest Philadelphia; and Whereas, PLEPC has worked with the Philadelphia Fire Department's Hazmet and fire protection units and has now acquired the right to use a national shelter-in-place mascot named Wally Wiseguy, right over here. Wally will now be Philadelphia's own representative in schools and in the community at large; and Whereas, among Wally Wiseguy's tips are to go inside the house, shut all the doors and windows, to cover cracks along the doors and windows with tape or wet towels, to listen to KYW two, three four times a day (Laughter.) 4/25/02 STATED - REQUESTS FOR LEAVES OF ABSENCE

I just asked her if I can say something. Usually, that's not a question I ask; I just keep talking. I'm so very proud to be here today. And the work that the people who are on this committee do is very essential to your protection in the case if something happens, and certainly after September the 11th, we have increased our efforts and our interests, quite frankly, in making sure that our children learn how to protect themselves so as they grow they can pass that information on to their children. So the committee is made up of businesspeople, it's made up of the public, it's made up of government workers from the City, and we all work together to solve some of these problems. And I cannot emphasize enough to you today how important these people are to our communities and our children and our future, and I am just thrilled to be working with them.
