Okay. This is an official decree of the people in writ of mandamus quo warranto and, as such, requires immediate action and remedy. Every week this Council, Mayor, and others transfer private property to the government, probably illegally. People testify at Council every week. People pay their tax dollars, expecting government will spend them wisely and lawfully. Then how can agents and agencies steal my home without compensation, due process or Seventh Amendment trial by jury? How can government pay a contractor upwards of 100 million, mostly federal taxpayer dollars, to build a mall on my stolen home? How can agents and agencies deny and defy inalienable, inviolable, Stated Meeting February 1, 2018 God-given rights without required prosecution? Rule of law requires every official to report these actions to the DA, the PA Attorney General, and the U.S. Attorney General immediately given that hundreds of millions of federal taxpayer monies appear to be involved. Have officials respected their fiduciary duty to guard against spending these precious taxpayer dollars and reported this, as required by oath and law? If committing one crime one time would land people in jail, then RICO laws are clearly required to round up groups of oath-violating officials. The Constitution and laws require immediate remedy of this breach of law, breach of close, breach of fiduciary duty. Your oath of office requires you to act or face prison. 42 USC 1982, 1983, 1985, 1986, 1987, 18 USC 241, 242, 2381, 2384, PA Constitution, Article I, Sections 1 Stated Meeting February 1, 2018 through 11, 26 PA CSA 703, 705, 708, 709, 712, 713, 716, and other laws listed in SCOTUS 15-8965, 14-1330, 14-4056 appear violated. I call for the federal and Commonwealth governments to perform their constitutional obligations to investigate and prosecute all involved in the theft and illegal deed transfer of my home, 1038 West Wyoming. The denial of God-given 42 USC 1982 property rights for 24 years is egregious, extraordinary, oath-violating, and requires immediate remedy. A just government must obey the rule of law. This color of law government must have its Charter to govern revoked until a constitutionally compliant government is installed. Public servants cannot refuse their sworn duty to act any more than a fireman can refuse to fight a fire. The sovereign people require Constitution and laws be enforced, and jail is required Stated Meeting February 1, 2018 for all who violate oath, Constitution or law. I remind Council, it takes a lot of cooperation to create and allow monumental corruption.
Ruth Birchett, commenting on 160720. (Witness approached podium.)
Good morning. Thank you. If I may, I'd like to express my appreciation to Councilman Curtis Jones for Bill 180031 and joining him in calling on the Pennsylvania State Legislature to pass a bill that requires convicted domestic violence abusers to relinquish their firearms, and I support this as a domestic violence survivor. I also would like to speak to Bill 160720 sponsored by Councilwoman Bass and express my appreciation to her Stated Meeting February 1, 2018 for her foresight. This bill would really prevent the negative use and deed restrictions, the manipulation in that regard, for the use of buildings that could otherwise be used as supermarkets. And the reason that's important is because I live in a food desert in North Philadelphia and we have an abundance of community neighborhood markets, which doesn't always work out in our favor. Very often the produce is spoiled. The food often is outdated, and what's even worse is the refrigeration temperature is not kept properly. So if you buy milk and you're expecting that it has a ten-day expiration, it expires sooner than that. That's a serious impact for someone who is on a fixed income, and I've seen it happen over and over again in complaints from seniors with the elderly food cupboard that I run in our community that serves the 19121, 19132, and 19130 zip code area. So I thank you for having the foresight to see this, and Stated Meeting February 1, 2018 I thank you, Councilman Jones, as an advocate of violence prevention and intervention. I really thank you for dealing with this gun issue for people who for some reason find it necessary to beat on other people. I also would like to respectfully ask Councilman Clarke if you would join us in scheduling a community meeting at the High School for Engineering and Science that the mass community might have an opportunity to voice our concerns and actually hear the details of what Temple is planning regarding a football stadium in our neighborhood. Thank you. I was at your office last week and I was hoping that they would get back to me in reference to that, but that hasn't happened thus far. We really need a meeting within the next week. Temple is on a path to move this forward over the next five to six months, and so we need to hear. Stated Meeting February 1, 2018 2/1/18 - STATED - 2ND READING Thank you.
