Council President Clarke

Councilman Green

Thank you, Council President. On February 1st, 1968, two Memphis garbage collectors, Echol Cole and Robert Walker, were crushed to death by a malfunctioning truck, a deadly result of the lack of proper maintenance Memphis workers had been organizing to rectify. On February 11th, over 700 workers attended a union meeting and unanimously voted to strike. The following day, 1,300 black workers from the Memphis Department of Public Works went on strike, demanding recognition of their union, better safety standards, and a decent wage. And by the beginning of March, local high school students, college students, nearly a quarter of them white, were participating alongside Stated Meeting February 1, 2018 2/1/18 - STATED - 2ND READING garbage workers in daily marches, and over 100 people, including several ministers, had been arrested. And on March 29th, more than 200 striking workers continued their daily march, carrying signs that read "I Am a Man." On April 4th while Dr. King was getting ready for dinner, he was shot and killed on the balcony of the Lorraine Motel, spurring an estimated 42,000 people, led by his wife Coretta Scott King, SCLC, and union leaders to silently march through Memphis in his honor four days later, demanding that the city accede to the union's requests, and negotiators finally reached a deal on April 16th allowing the City Council to recognize the union and guarantee a better wage. Today we join with cities from around this country to pass this resolution in support of this 50th anniversary as we join the "I Am 2018" campaign. Today at 12:30, our local Stated Meeting February 1, 2018 2/1/18 - STATED - 2ND READING AFSCME District Councils will hold a rally on the apron of City Hall to recognize this 50th anniversary. Councilwoman Gym

Thank you very much, Council President. It's an incredible honor to stand with my Council Stated Meeting February 1, 2018 2/1/18 - STATED - 2ND READING colleagues as we present a resolution that honors the 150th anniversary of the great man W.E.B. Du Bois. It's hard to explain what it was like being a nerdy teenager and randomly picking up Du Bois's Philadelphia Negro and making an amazing commitment from my home in the Midwest to come to Philadelphia and imagine a place that Du Bois believed in and fought for. The testifiers and witnesses who spoke earlier gave such tremendous testimony, better than I could ever imagine, and I'm so grateful to them for sharing his legacy and the passion and why we would love to see this city embrace the Year of Du Bois for 2018. I just also want to say that this effort, which is spearheaded by the Saturday Free School, will sponsor a year-long series events that will honor Du Bois's legacy here in Philadelphia. The first Pan-African and Pan-Asia, a World United for Humanity, will be held Stated Meeting February 1, 2018 2/1/18 - STATED - 2ND READING on February 23rd at the Church of the Advocate, and I invite all my Councilmembers and staff members to please join us, and will also feature year-long reading groups around the City as Philadelphia dedicates itself to understanding and recommitting ourselves to Du Bois's work on race, peace, nation, and community in 2018. And with that, I call for the adoption of the resolution. (Duly seconded.)

Council President Clarke

Thank you very much, Mr. Decker. Any speeches on behalf of the minority? (No response.)

Council President Clarke

And speeches on behalf of the majority? The Chair recognizes Councilwoman Reynolds Brown.

Councilwoman Brown

Thank you, Mr. President. I join the very diverse, rich mix of colorful cheerleaders and fans that are rooting for the Eagles given their very, very impressive track record this season, but I'm also rooting for the Eagles for a very little known Eagles history fact. So for the next couple of minutes, I will speak to the Eagles' history around their philanthropy. You were here in 2000, along with Councilman O'Neill and Councilwoman Stated Meeting February 1, 2018 Blackwell, when we were discussing quite vigorously the negotiation of the building of the new stadiums. The leadership of the Eagles was approached to give back to our city's children, which many of us felt essential and I felt a requirement. With the help and the lift of former Mayor John Street and Deputy Mayor George Burrell, who I am eternally grateful for because I was a freshman, very green, they guided me with shuttled diplomacy where I was ultimately sitting at the same table with the Eagles leadership. Out of multiple meetings, we reached an agreement with the Eagles whereby they would give $1 million per team per year for 30 years to Philadelphia's children. And today any non-profit can go to the Philadelphia Foundation website, look up the Fund for Children, and those non-profits can apply for funding that covers children's programming in arts and culture, which I Stated Meeting February 1, 2018 for, because no one saw the value of why that's important to kids; athletic programming; early childhood education; and parenting workshop. I applaud the leadership of the Eagles for their willingness to give back to our city's children, and today 30 years -- 25 years going forward, that $1 million will go into a fund to support Philly's kids. So while those of us who are very, very astute in the logistical information around the Eagles, I salute the Eagles because their philanthropy. And because of that, I say fly, Eagles, fly. Thank you, Mr. President.

Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilman Jones.

Councilman Jones

Thank you, Mr. President. I want to thank all those Stated Meeting February 1, 2018 attention during Black History Month the origin of the struggle for sanitation workers. That was appropriate on today's first day. But I always in this month try to recognize living legends and heroes that do their part for people, and just like standing up for the sanitation workers, I want to recognize you, Mr. President, and Councilwoman Jannie Blackwell for what they did yesterday at the opening of the Hub of Hope center downstairs in the SEPTA station. Not perfect, but it is a continuation of taking care of the least of us to make sure that they are okay. Many people do not know that in those same subways, Jannie Blackwell and the late Lucien Blackwell got arrested for helping the homeless and taking care of them and fought for them and refusing to stop. It is very easy to treat them like invisible people if we choose not to see them. And I'll never forget going outside -- everybody walks Councilwoman Stated Meeting February 1, 2018 It's like an entourage. So we were walking out of the building one day and a seemingly homeless man came up to me and started asking me what I was doing for the homeless cause and where I stood on the panhandling bill that you were fighting at the time, and I was explaining my position to him, Mr. President, and then I said, Well, this is the champion of homeless issues, Councilwoman Blackwell. He stopped me, said, I know who she is. I'm checking your credentials on where you are on this. And I never forgot that. I also attended and with great glee and I want to recognize the Mayor of the City of Philadelphia who created a situation for evictions, and this is the Eviction Task Force that he brought up and is now moving to deal with the overwhelming growth of evictions in the City of Philadelphia, led by Helen Gym, who is another hero that we should Stated Meeting February 1, 2018 So it's important during Black History Month to recognize the past, but I think it's also important to memorialize what's going on every day, quietly, doesn't get a headline all the time, but what you've done to make it better for people today. And I'm very impressed with my colleagues in that regard, which brings me to the fact that we are going to move forward with our "just cause" legislation. And what that really talks about is not rent control, it's not New York, we're not trying to stop people from enjoying property rights, but I must remind you, just like this is in Black History Month, that at the Penn Wynn Apartments there were 200 families, Mr. President, Councilwoman Blackwell, Councilwoman Sanchez, and Councilwoman Gym, that were summarily evicted from that property just because some investors saw an economic opportunity. They said, Ooh, we can get Stated Meeting February 1, 2018 30 percent more rent. We put a couple of thousand of dollars into a bathroom and a kitchen, I can get quality tenants. Some of those people that they evicted, Mr. President, had lived there 30 years. Some of them have been in this Chambers testifying for different things. I won't put them on blast who was one of those people, but you know them, and these people, some of them had never missed a month of rent. In fact, most of them weren't late ever. And so these group of investors decided that we're going to take this profit over people, and when you leave, 30 days later we will give you your security deposit and down payment. Now, I don't know about you, average rent, about a thousand dollars, first month, last month, I don't have that in my back pocket if you just told me go and you have to leave. So what this legislation calls for is good cause.

Councilman Jones

Like if people have Stated Meeting February 1, 2018 are in good standing, offer them a first opportunity, even if it's at an increased rent, to rent from the new developers. Give them an opportunity to take those deposits to be able to find a better place or a different place to live. What hit me the hardest was a lady and her child leaving. They had to go. And she looked at me and said with sincerity, You know, Councilman, you're doing good work. I voted for you. You know that always -- you know how that is. And she said, Where I'm leaving and moving to now, I won't be able to vote for you the next time. Well, when I heard about it, I used to think it was just your problem, Councilman Johnson, Council President Clarke's problem and, to a lesser extent, Councilwoman Jannie Blackwell's problem about these investors coming in, fixing up, and displacing people, but it has hit home. Stated Meeting February 1, 2018 group of investors just bought a second property with another hundred-plus units in it. Well, we can sit back and watch a vanishing neighborhood if we want to or we can do what Martin Luther King would have done if he were here today and protect the least of these. Thank you, Mr. President. )

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilwoman Blackwell.

Councilwoman Blackwell

Thank you, Mr. President. Let me thank everyone for the remarks they have made. Each day is a privilege and a blessing to try to serve others, especially people in need. I want to especially thank Tony Monteiro. January 24th was the 15th anniversary of Lucien Blackwell's passing, and Tony knew him well. They Stated Meeting February 1, 2018 W.E.B. Du Bois is Lucien Blackwell's hero. And I want to thank him and his team for all that they've said today. And there's a program also tomorrow, Barnes Foundation, I believe, tomorrow evening at 6:00 from -- I heard it on WURD radio. And I want to say a special thank you to him for over the years. I've known him a long, long time, and over the years he stood up for Du Bois. He stood up for many other issues, and we're grateful that he's part of it. We're grateful for his contributions and that he's on the right side of the issues we should hold dear as human beings in this city. Thank you.

Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilwoman Bass.

Councilwoman Bass

Thank you, Mr. President. I just wanted to mention two things. The first is that after Stated Meeting February 1, 2018 session, there will be for members a presentation by Preferred Meals, who is a School District provider of lunches for our young people. So we hope that Councilmembers can come over and see the food, the nutritional quality of food that is presented to our students on a regular basis, and we certainly hope that all of our members will come over even if just for a moment in the Caucus Room.

Council President Clarke

Caucus Room?

Councilwoman Bass

Yes, correct. Just to participate and to have that experience for themselves and to know exactly what kind of food our children are receiving on a daily basis. Also, I wanted to mention that Vince Thompson, who is the host of WURD radio's City Council Live show, who is normally with us, obviously is not here today broadcasting from his usual location. He and his family are laying Stated Meeting February 1, 2018 grandmother, Anna Trusty-McCann, the matriarch of their family. She passed earlier this month -or in January at the age of 89, and Miss Anne, as she was known to everybody, lived a wonderful life. She was the mother of three kids, grandmother to seven, and great-grandmother of 12, and she and her husband William McCann, who passed in 2003, were longtime residents of the Eighth Council District, raised a family in the district, and were friends to former City Councilwoman Donna Reed Miller. So on behalf of City Council, I wanted to express our deepest condolences to the family. Thank you.

Council President Clarke

Thank you, Councilwoman. Our prayers are surely there. The Chair recognizes Councilwoman Gym.

Councilwoman Gym

Thank you very much, Council President, and I want Stated Meeting February 1, 2018 Councilman Jones for really highlighting the great work that he is doing and really all of Council has worked to embrace. Forty percent of Philadelphians are renters in this city, and as Councilman Jones pointed out, the widening gap in inequality between what is market-rate rental in our city and what is actually affordable to our residents is dramatic and growing significantly and, as a result, Philadelphia's eviction rates are skyrocketing, one out of 14 renters, many of them struggling to make payment but also many of them struggling to deal with substandard housing. We heard testimony in our eviction hearings that -- we heard from a veteran who had a hole in his ceiling and snow blowing in, and he was withholding rent to get that fixed. A mother who would put dinner on the stove and have rodents devour it before her family can Stated Meeting February 1, 2018 we have a lot to do in this area. I am incredibly grateful to my partners who stood with us this week when the City announced the Council allotment that was given to provide legal aid for the very first time to non-criminal defendants. So these are individuals who are facing eviction who would be qualifying for a lawyer. There will be a lawyer a day housed at the Landlord-Tenant Court, there's on-call assistance, and that there is a full-time Landlord-Tenant Help Center for all parties to get assistance and advice as they go through this process. Additionally, something that I wanted to share with my colleagues are that Judges Neifield and Moss over at Municipal Court have instituted a new policy that requires landlords to be in compliance with all laws before they can file for an eviction. That is also a tremendous move by them. We're Stated Meeting February 1, 2018 courts, but most of all, I am deeply indebted to my colleagues on City Council. Yesterday I was able to stand with Councilmembers Greenlee, Johnson, and Jones, but Councilmembers Quinones-Sanchez, Green, Taubenberger, Domb, Blackwell, all of us have all been incredibly supportive of this issue. We're trying to work on this Anti-Eviction Task Force. We're going to figure out smart and sensible solutions that make sense for a healthy development, growth-oriented city, but on which our people are not sacrificed at the mercy of a ruthless market that will undermine communities and families. So I'm looking forward to the policies, potentially legislative proposals, and resources that will come out of that and look forward to the partnership, but thank you to my Councilmembers for all of that.

Council President Clarke

Thank you, Councilwoman. Stated Meeting February 1, 2018 Squilla.

Councilman Squilla

Thank you, Mr. President. I know today is an exciting day for a lot of people, our last Council session before a big game, but I do want to say that I want to recognize somebody who has been on my staff who will be leaving to look for better possibilities and opportunities to still continue his constituent services throughout my district. But Sean McMonagle's last day will be Friday. Sean has been with me. He's been here since 1999 with the previous Councilman. He's been my right hand, my legislative aide, and he's been guiding me through the process and taught me a lot of things along the way of how to get things done. So I just wanted to have Sean stand up today, big round of applause for all the service he's given to the City. (Applause.)

Councilman Squilla

And if Stated Meeting February 1, 2018 successful, he'll still be representing parts of the district in the City of Philadelphia, so that will be great. And one other thing, and I know we're going to be rooting real big for the game and the Eagles on Sunday, but just to our fans, our passionate fans, we want you to enjoy but don't destroy, and celebrate but don't desecrate. Remember that. Thank you.

Council President Clarke

Thank you, Councilman. And I'll miss you in caucus, Sean. The Chair recognizes Councilman Domb.

Councilman Domb

Thank you, Council President. As some of you may know, my office is collecting socks to donate to the homeless. Socks are the most needed items in homeless shelters. We have them around City Hall, collection locations, and it's the entire month of Stated Meeting February 1, 2018 donate new socks for all ages, and the box is located around City Hall. And all I can say is, sock it to me.

Council President Clarke

Thank you. Thank you, Councilman. The Chair recognizes Councilman Green.

Councilman Green

Thank you, Council President. I just want to quickly remind my colleagues about the AFSCME rally outside in support of the "I Am 2018" campaign on the apron of City Hall. In fact, today's rally is a continuation of the long history of civil rights work by organized labor in our city. And, in fact, just a few steps away from where the rally will take place, there is a state historical marker that recognizes that in 1938, 3,000 City workers launched a strike protesting wage cuts and layoffs, and after eight days, a collective bargaining agreement was reached, and this action led to the Stated Meeting February 1, 2018 Council 33. So I'd like to thank AFSCME for their past, current, and future work in reference to advancing civil rights in our city. And then, finally, I'd like to echo the words of Councilwoman Blondell Reynolds Brown in reference to our Eagles. They do a lot of philanthropic work here in our city, and for those of us who have not already heard, the Eagles will be having an Autism Challenge on Saturday, May 19th that will allow us to either bike, run or walk to support research at Drexel, Children's Hospital of Philadelphia, as well as Thomas Jefferson. It really shows the leadership of Jeff Lurie and the entire Eagles organization to address autism. And just like the polar plunge in December, I'll be challenging my colleagues to either run, bike or walk for the Eagles Autism Challenge. Stay tuned. Stated Meeting February 1, 2018

Council President Clarke

Thank you, Councilman. And last, but not least, I want to recognize Councilman Johnson, but I want to ask the members after the special presentation to please hang around, because we do have to officially adjourn. So with that, the Chair recognizes Councilman Johnson.

Councilman Johnson

Thank you, Council President. I have two brief announcements. So the first announcement is that during this week, we have moved a step forward hopefully in supporting universal pre-K and supporting the revitalization and rehabbing of our parks and recreation centers. So hopefully the Supreme Court of Pennsylvania follow the good wisdom of the two lower courts and grant us funding for pre-K, community schools and, most importantly, our parks and our recreational facilities all throughout the City of Philadelphia. So I'm glad that we're at least moving some Stated Meeting February 1, 2018 some type of direction, but I'm going to claim it that we will be victorious. Also, on February the 6th, on Tuesday in my district at the Dixon House from 5:00 to 8:00 p.m., I will be hosting the Put Down the Guns and Pick Up a Career forum and resource fair. This is an opportunity for young men to make a choice and getting involved in something that's positive as opposed to getting involved in the life of crime and carrying guns. And so we will have organizations there such as Philadelphia Job Corps, Philadelphia OIC, JEVS Human Services, MenzFit, Career Wardrobe, and other organizations that focus on helping young people get involved in a career pipeline. And so, again, that's February the 6th, Tuesday at the Dixon House from 5:00 to 8:00 p.m. And last, at the matter of hand, I want to first and foremost ask my colleagues to join me at the seat of the Stated Meeting February 1, 2018 photo op as we support our Eagles, and then we're going to ask the staff to join us as we do a pep rally and call and claim and support our Eagles, Philadelphia Eagles. We're going to do two takes of the song. Everybody has a script. And so I want to first and foremost thank American Airlines. A corrected script. I asked Councilman Curtis Jones do we actually say fight, Eagles, fight. Curt says yes. When you go to the game, people are so loud that you don't actually hear them say the words clearly. Thank you, Councilman Jones. But nevertheless, we want to thank the Philadelphia Eagles for providing us with the hats. I want to thank American Airlines for providing us with the towels. And I want to thank the Council President for allowing his staff to help put this together so we can have a good time and cheer on our Philadelphia Stated Meeting February 1, 2018 right, y'all? (Applause.) (Eagles pep rally.)

Council President Clarke

Folks, back to the script. At this time, the Chair recognizes Councilwoman Reynolds Brown for a motion to adjourn.

Councilwoman Brown

Thank you, Mr. President. City Council stands adjourned until Thursday, February 8th, 2018. Fight, Eagles, fight.

Council President Clarke

Hold on. We got to get a second. (Duly seconded.)

Council President Clarke

All those in favor? (Aye.)

Council President Clarke

Those opposed? (No response.)
