were three um meetings going on for that particular uh meeting many of the people voting
were people voting from as far away as 29th and Diamond.
There was some, even in my own process,
confusion around the vote
because it was difficult to really hone in
on the people directly affected,
which were the Natrona Street residents.
There were at least,
there was a household with three of our seniors in it
There was a household with three of our seniors in it that were voting from separate homes who may or may not have been counted, and that would increase that number.
that were voting from separate homes.
So it really may not have only been four.
So it's a block that did come out to oppose the position, and many of the votes came from far away.
Those 12 votes are not from people who are directly affected within that 250 feet of that particular address.
There were three locations going on.
So, Mrs. Cummings, I hear what the lawyer said.
Okay, I just wanted to add that.

Thank you, Chair Bergman, and good afternoon. David Fecto with the City Planning Commission.
thank you chair bergman and good afternoon david effecto with the city
Chairman and board members, the comprehensive plan recommends no change to the RSA-5 residential
single-family zoning at this location. The City changed the zoning maps in this neighborhood in
2014 in accord with recommendations in the comprehensive plan. At that time, this property
had been zoned single-family since 1967. In 1967, the zoning changed from R9, today's RM1,
residential multifamily, to RSA5. This property received a use variance and use permit for three
dwelling units in 1956. What we don't know is how long this property has been vacant.
As the board knows, after three years of vacancy, a previously approved variance may expire. We are
aware of other legally non-conforming duplexes and triplexes on this block face dating to the
1950s. However, the majority of the homes on this block face remain single-family. The City Planning
Commission recommends that the board deny the proposed use variance for two dwelling units.
So, Mr. Toppin, Mr. Masters, there's been a lot, obviously, a lot of testimony today relative to
this case. I'm going to take this to executive session next Wednesday. We will vote on it at
930 a.m. Okay. Yeah, thank you. Thank you. Thank you both for Mr. Masters. Please stay on.
Okay, I know I want to apologize to the board that the exhibit letter had 3122. It was an identical letter, but apparently, so I apologize. I understand. Thank you very much. Mr.
Okay. So, MI 2024-001-519-2128, Ridge Avenue. Mr. Masters is the attorney. Just state your name for the record, please.
Steve Masters, S-T-E-V-E-M-A-S-T-E-R-S.
Do you identify your client and the relationship to the product?
Yes, my client is Kikmak, LLC, K-I-K-I-M-A-C, and the principal is George Camu, G-E-O-R-P-E-K-A-M-A-U.
We have a letter of support from Brewerytown, Sharswood, seven in support for abstain. Do you stipulate to the reading of the refusal and agree with this accuracy?
Yes, I do. But I do want to do it. I will explain a bit about.
Oh, sure. Sure. Why don't you proceed?
all right uh screen get onto my screen
and all right we're going to start with
all right good afternoon now members of the board um steve masters for the applicant um
George Camo doing business as KICMAC LLC. So what we have today before you is a proposed
mixed-use project. First, there was a demolition. This is the property as it used to exist.
It was considerably bladed. It has been demolished. And what's proposed is to construct a new
structure with the first floor being commercial and then the upper floors being residential
apartment units. This would be a buy-write project if it was four units above the commercial
because it's a mixed-use zoning. But we are proposing six units, and I'll explain why
shortly. The only refusal is for the fifth and the sixth units. If the mixed income bonuses
applied to this property, we also would be by right even for the six units because of the
density bonus, because we are proposing that one of these six units will be low income,
affordable for a five-year period of time. But the mixed income bonuses don't apply to this portion
of North Philadelphia, so we're back to asking you for some variances.
Like I said, one of the six units will be designated as low-income affordable. We will
be recording an affordable covenant with the deed to that end and in order to economically create
this low-income affordable unit and what we are describing as naturally occurring
affordable housing for the rest of the five units because
affordable housing for the rest of the five units, because this location, as you'll see,
