Good afternoon, Chairman DiCicco, City Councilmembers. My name is Mike Longshore. I'm the Chief Permits Officer, representing the Department of Streets in today's testimony. In reference to Bill No. 990101, this is not an administration ordinance, but rather an by request on behalf of Courtyard Annex LLC, a Delaware limited liability company, owner of 23-31 North Juniper Street, Philadelphia, PA, 19107. The purpose of this ordinance is to acquire from City Council the permission to construct and maintain various encroachments 6 3/24/99 STREETS & SERVICES - 990101 under, over, and on the public right-of-way of Juniper Street between Commerce Street and Filbert Street. These include three electrified canopies with concrete columns and footings projecting under and over the east right-of-way of Juniper Street, with a maximum projection of 33-feet-5-inches, and vertical clearances of 9 feet above the footway. Also a traffic planner 10 area projecting 50-foot-4-inches from the property 11 line on to and under the east right-of-way Juniper 12 Street between Filbert and Commerce Street. And 13 an electrified cylindrical aluminum pylon sign, 14 approximately 5 foot in height and located at the 15 tip of the traffic island planner approximately 73 16 foot south of the south curb line of Filbert 17 Street. 18 The Committee of Highway Supervisors is 19 currently reviewing this application, with 20 approvals expected shortly; therefore, the Department of Streets has no objection to the passage of this bill.

Absolutely. And actually, we believe, from the studies that have been done, will also create a much more safer situation for pedestrians and vehicular traffic.
You know, as it 8 3/24/99 STREETS & SERVICES - 990101 goes now, people just literally go straight through to Juniper Street without really slowing down.
This will cause people to have to slow down and go around the island or the little whatever that is called to get into Filbert Street.

Good afternoon, Mr. Chairman, members of the Committee. My name is Paul Lonie, Survey Bureau Manager of the Streets Department and would like to give the following testimony on Bill No. 990054. This is not an administration ordinance 13 but an ordinance by request by Mr. William McDowell of the Philadelphia Redevelopment Authority, 1234 Market Street. The purpose of this ordinance is to extend the expiration date of an ordinance approved July 1, 1997. The purpose of that ordinance was to grant the authority to widen Ogden Street, strike Myrtle Street as part of the West Poplar Phase 2 development. This ordinance is supported by the Department of Streets and is recommended to your committee for favorable action.

I am here today to speak in support of Bill No. 990054, which would amend Section 2 of an ordinance (Bill No. 970348) approved July 1, 1997. That ordinance authorized a portion of Myrtle Street, from North 12th to Watts Street, to be stricken from the City Plan; and a portion of Ogden Street, from North 13th Street to Watts Street to be widened. The new street is being constructed as part of the overall West Poplar Home Ownership Development, which will include 176 units once all the phases now underway are fully completed. 17 3/24/99 STREETS & SERVICES - 990054 Sixteen of the units that were completed in this Phase 2-A of the development now sit on the street Ogden Court, in the new phase. These new homes have buyers that are ready to settle and occupy these units. The Redevelopment Authority of the City of Philadelphia, in order to complete its obligations under the ordinance, the filing of all agreements, releases, indemnifications, bonds, assurances, and deeds of dedication required by the ordinance will require the compliance period to be extended to December 31, 1999. The Redevelopment Authority remains the party of interest referred to in the ordinance 16 notwithstanding the acquisition of title to properties by Poplar Enterprise Development Corporation pursuant to the redevelopment agreement dated February 14, 1997. The RDA will perform all work with respect to Ogden and Myrtle Streets referred to in the ordinance at its sole cost and expense. Chairman and members of the street committee, my name is Marty Soffer, from the Philadelphia City Planning Commission. The proposed ordinance authorizes the widening of the cartway portion of a street located in the Logan Square section of Center City. The purpose of this ordinance is to permit construction of a vehicle lay-by lane that will 19 3/24/99 STREETS & SERVICES - 990088 provide to handicap access to a vacant office building redeveloped as 135 units of senior housing.

This is a building that at one time was a research for Franklin Institute.

Okay. This is a building that at one time was a research building for the Franklin Institute. It has been vacant for a good number of years. There is a developer who would like to convert that into a 135-unit senior citizen housing unit. And that's the history of it.
Is that near the 20 3/24/99 STREETS & SERVICES - 990088 present Riverside Presbyterian development?
I was hoping it was so we'd have more customers for a certain SEPTA bus line.
No, it's not. It's immediately across from the Franklin Institute itself, across on 20th Street.
I have a question in reference to process. Are we doing this before you have a commitment that this development's going to be agreed upon? Is this development a done deal, or are we doing this before the developer agrees to do the project?
It is my understanding that the developer has made a commitment. It's been already approved for design, for design review -- a number of reviews have been completed. And the last remaining issue is to 21 3/24/99 STREETS & SERVICES - 990088 change the curb cut to make it accessible for that proposed use.
We're going to do it on paper but not physically do the work until you know you have a done deal; am I correct?
I guess that would be the -- yeah, yes, that could be a part of the agreements. Yeah, that's a question -- forgive me.

Good afternoon, Mr. Chairman. My name is Paul Lonie, Survey Bureau Manager of the Streets Department. The Streets Department would like to offer the following testimony on Bill No. 990088: This is not an administration ordinance 21 but an ordinance requested by Mr. Albert Tantella of Tantella Associates, 4903 Frankford Avenue. The purpose of this ordinance is to create drop-off lane to provide safe access to a new senior living facility. 22 3/24/99 STREETS & SERVICES - 990088 This ordinance is supported by the Department of Streets and is recommended to your committee for favorable action. What we generally do in a case like this is, we -- sometimes Councilmatic procedures can kind of be a little time-consuming, so what we do is we get this ordinance now. But in the body of the ordinance, there's release and indemnity agreements and a bond that we make them fund this project even if they don't do that. So we tie them up pretty tightly to not doing this until the project actually goes into fruition. And we bond them until that point occurs.
But we won't physically develop this structure or this facility or this parking area until -- what good's having a bond and having an area that's not going to be usable?
Right. No, they're not authorized to construct this until this has been confirmed by the Board of Surveyors of the Department of Streets. We ask them to sign a lot of agreements -- indemnity release agreements and 23 3/24/99 STREETS & SERVICES - 990088 different types of bonds and things like that -- to make sure that this doesn't occur. And until that occurs, no construction permits will be issued.

Okay. My name is Martin Soffer, from the City Planning Commission. The proposed ordinance authorizes the widening of a street located near the Convention Center in the Market East section of Center City. The purpose of this are ordinance is to widen cartway at Eleventh Street to enable Switzenbaum Pace Joint Venture to construct a drop-off lane in front of the proposed 282-room Hilton Garden Inn valet parking entrance. Therefore, by action at its meeting of January, 15, 1998, the Planning Commission recommended that Bill No. 990090 be approved. Thank you.
Who pays for this? Who's going to pay for the cost of the widening? 25 3/24/99 STREETS & SERVICES - 990088 With the bill just immediately before, we assumed the developer's paying for the cost. How about this bill? Who is the developer?
Mr. Chairman, my name's Paul Lonie representing the Department of Streets, and I'd like to give this testimony. The developer is a combination joint venture between Switzenbaum Pace, which is a company, and Hilton Gardens themselves. One of the requirements in this ordinance is that this be billed at their sole cost and expense. And, again, to get the permits and everything like that, we asked them to place in advance. We know they have the money so that they can't come back at us at a later date and say, Well, you have to pay for it. That is in the ordinance itself. All this does is extends the time of that ordinance, the original ordinance, and that was in the body of that original ordinance.

Bill No. 980763, an ordinance amending Chapter 12-2700 of The Philadelphia Code, relating to permit parking districts by adding a new subsection designating a new permit parking district.
Good afternoon. My name is Catherine Confair. I'm an analyst with the Philadelphia Parking Authority. Bill 980763, introduced by Councilman DiCicco by request. This bill changes the boundaries of Residential Permit Parking District No. 25. The new boundaries are as follows: The area bound by the east side of Kensington Avenue to York Street; York Street to the east side of Sixth Street on the west; the south side of Allegheny Avenue on the north; the north side of Girard Avenue on the south; and the Delaware expressway on the east. This action was requested by area residents to provide for better access to on-street parking. The Philadelphia Parking Authority recommends favorable consideration of 30 3/24/99 STREETS & SERVICES - 980763 this bill.
I recently experienced a situation where people were ticketed for parking in a newly created residential parking area, and it was learned that the leaflets, or whatever they do to notify people that may not be aware that park in that area. Could you explain process of education so people don't receive tickets unnecessarily when this area is created.
When a new block is posted, for ten days following the posting, we put the handouts on the cars. We've experienced children taking them off the cars or just people taking them off and throwing them away. But usually, it's a ten-day period that these are a couple times a day because there are cars in and out.

Yes, a ten-day period. And they do go through the block several times to place them. It's not just a one-time thing; they go through several times to place them on the cars.

This new regulation has been in effect for a period of at least eight months, with no 12 apparent problems. The Philadelphia Parking Authority recommends favorable consideration of this bill.

Good afternoon, Mr. Chairman and members of the committee. My name is Paul Lonie, Survey Bureau Manager of the Department of Streets, and the Streets Department would like to offer the following testimony on Bill No. 990081: This establishes a parking regulation of no parking any time on Decatur Road, the east side, between Darnell Road and Drummond Road. And the Streets Department has no objection to this ordinance.

Bill No. 990058, an ordinance establishing a parking regulation on Fitzwater Street, north side, Sixth Street to Seventh Street; and on Fitzwater Street, south side, Sixth Street to Sheridan Street.
My name is Catherine Confair. I'm an analyst with the Philadelphia Parking Authority. In regards to Bill No. 990058, it was introduced by Councilman DiCicco by request. This bill establishes a parking regulation on Fitzwater Street, north side, Sixth Street to Seventh Street; and on Fitzwater Street, south side, Sixth Street to Sheridan Street. This new regulation has been in effect 36 3/24/99 STREETS & SERVICES - 990058 for a period of eight months, with no apparent problems. The Philadelphia Parking Authority recommends favorable consideration of this bill.

This new regulation has been in effect 37 3/24/99 STREETS & SERVICES - 990079 for a period of at least eight months with no 3 apparent problems. The Philadelphia Parking Authority recommends favorable consideration of this bill.

This new regulation has been in effect for a period of at least eight months, with no 25 apparent problems.
