Thank you, Mr. President. I would like to acknowledge the presence of my sister, Mary Maurer, and some very special guests and friends of our family. The Joybells will present a concert at Philadelphia Stated Meeting December 11, 2014 today outside the President's office. The members of The Joybells live with intellectual disabilities and are from Melmark located in Berwyn, Pennsylvania. Under the direction of Sue Graves and Katie Parker, adult choir members with intellectual disabilities use a variety of handbells, chimes, and percussion instruments to play holiday selections on their five octave Schulmerich handbells, silver melody bells, and Malmark hand chimes. The Joybells have traveled and performed across the country. They performed the National Anthem at the Phillies. They've played at the Kimmel Center, on television, and recently recorded a CD with the Chamber Orchestra of Philadelphia entitled "Music That Matters." In addition to performing for Pennsylvania governors and inaugurations, they've had the privilege of performing Stated Meeting December 11, 2014 White House. The Joybells were started out of the desire to bring music into the lives of children that lived at Melmark. Playing instruments for individuals with disabilities is often difficult because of the finger placement typically required. So the thought was maybe each person could handle one or two handbells. Then they lined them up like a piano and started having them play simple melodies. They called themselves The Joybells because the music brought such joy to their lives. And I will remind everyone and advise everyone that The Joybells will be featured on the Today Show on Christmas Eve morning between 10:00 and 11:00 a.m., and I'd like to welcome them to this wonderful Chamber before the holidays. Thank you, Mr. President. Here's my question: If an economic sector is producing results like jobs, revenue, and tourism, how do we not invest in that sector? The cultural sector generates 44,000 full-time jobs for the Philadelphia area, and four out of five jobs generated by the arts and culture are in other industries, which means for every $1 invested, there's a $4 domino effect. Arts and culture returns 1 billion plus in household income. Arts and culture has a $3 billion impact on the Philadelphia economy, offering 170 million in tax revenue. And then the arts cultivate young imaginations and for sure facilitate success in schools where there are no extracurricular activities. The growth of our sector is linked to the vitality as a city. The fact is that the arts are our civic glue. Mr. com) Stated Meeting December 11, 2014 Penn Foundation will cease funding Dance/UP, forcing this organization to close. I join the many who were shocked, saddened, and deeply troubled. It's no secret that I spent a long time many years as a former member of the dance company and then 20 years as a teacher. Philadelphia Philadanco founder Joan Myers Brown encouraged me to audition 30-plus years ago and then selected me to be a part of the Philadelphia Dance Company, affectionately known as Philadanco. This forever changed my life. Dance is one of the attractive cornerstones of Philadelphia as an arts and culture art scene. In a recently released report, the Greater Philadelphia Cultural Alliance noted that although cultural organizations operate on small budgets, they attract a total of 400,000 to 500,000 visitors each year. com) Stated Meeting December 11, 2014 Philadelphia, when we know that arts and culture are the engine of the tourism/hospitality community. Dance is, in my personal opinion, the ultimate expression of artistry because of the physical athleticism that's required of the body, blended with the creative spirit. This should be celebrated, supported and, most importantly, funded. Organizations like Dance/UP not only enhance our cultural sector, they encourage over 3,000 dance artists from around the country to move to Philadelphia to learn, perform, teach dance. com) Stated Meeting December 11, 2014 missions, as both options have great value. Gone are the days where any one source of funding funds an entire arts organization. However, this is a conversation we must have with our arts organizations before we pull the plug on them. They deserve the discussion. Better, they deserve an alarm before the funding stops, especially in the arts and culture sector whereby organizational leaders are first artists and then they are faced with the learning curve to become business savvy. For sure we must teach arts leaders about how to put the business into show business, but that will take time, far more time than was given to Dance/UP. Kudos to Lois Welk who lives and breathes dance. She changed the lives of thousands of dancers across the City, much like Joan Myers Brown changed mine. com) Stated Meeting December 11, 2014 citizen whose life was directly impacted by dance will see the need to alter this new paradigm shift. I'm hopeful that someone in the foundation community that has a son or daughter enrolled in dance and sees what it offers - joy, discipline, and a desire for excellence - will step up and change this paradigm. Mr. President, I'm hopeful after lots of conversations with the Administration that we'll be able to put our heads together to figure out how we can continue consistent funding of this economic engine known as arts and culture. Many of you will know Stated Meeting December 11, 2014 Human Services Center or when I say Stephen Smith Home for the Aging, which is the second oldest black nursing home in the country. Jim Wilson unfortunately passed. He is a leader among our city, a pioneer in the health industry, and it is with great regret that we announce that his services will be tomorrow, and I thank all who knew them. We will be there to present this citation and ask that you all pray for his daughter. Many of you know his family as well -- they're still in the health industry -- and that you wish them well during this holiday season. Thank you.

Thank you, Mr. President. I wanted to say some brief remarks since we close out this year. Stated Meeting December 11, 2014 Accomplished not because of the work that I've done in this Chamber, but because of the work of many of my colleagues, as affirmed today by the many votes that we took today. Whether we're talking about jobs, Councilman Goode's steadfast focus on labor peace and issues of living wage; Councilman Johnson's resolution on $15 minimum; my support of the Postal Workers Union's concern about the privatization of their jobs; or hopefully what will be the third is the charm of the sick leave legislation introduced by Greenlee; when we're talking about housing under Councilman Henon and yourself, President Clarke, the passing of the Land Bank Strategic Plan, which we hope will be a game changer and, along with your sustainable communities project, will really lead to equitable development in the City for all. As the woman spoke earlier, we continue to look at ways of protecting Philadelphia's most Stated Meeting December 11, 2014 about education and our support of the lawsuit for fair funding or the resolution presented today by Squilla and Councilwoman Blackwell and myself around not using the Keystone Exams as another way of telling our kids that they are failing when we fail to fund their schools, or whether we're protecting our new immigrant community through the notario fraud legislation presented by Councilman O'Brien. Accomplished. That's how I feel today. Accomplished because strategically we're chipping away at the obstacles that many of our most vulnerable communities face. Yesterday for six hours I sat here and listened to testimony by passionate advocates as we look at reforming our Department of Human Services and how do we continue to protect them. I'm encouraged of how we Stated Meeting December 11, 2014 the City has, how we are continually committed to the transformation of our neighborhoods and, as Councilman Oh would say, the desire to make Philadelphia a global city. I feel renewed and anxious about 2015. Yes, in 2015 all of us will get to tell our stories in what's called a reelection. I am so ready to tell mine. Happy holidays. I look forward to 2015 and its promise.

I just want to put on the record once again, this week Philadelphia has lost a family member, someone who protects us at night, goes in and fights fires to keep our neighborhoods safe. And I really just want to stress that as we go home this holiday season -- this is our last Stated Meeting December 11, 2014 -- please keep all those first responders in your thoughts and prayers as we bury one of our own this weekend, and make certain that as we go through our holiday season, keep them all in your thoughts and prayers, because they're protecting us every day. The Police and Fire and everybody has been getting beat up pretty hard around here the last few months, and I just really think we need to regain our thoughts and talk to each other. I encourage everybody to stop by a firehouse, stop by police stations and hug a fireman, hug a police officer, hug one of our first responders, because they're not feeling the love, Mr. President.
