To give our invocation this morning, the Chair recognizes Reverend Jay Cheung Kim of the Korean United Church of Philadelphia. He is here today as the guest of Councilwoman Miller. Dear Heavenly Father, we thank You for the beauty for the day that we receive in this morning. And also, we ask Your special blessing upon our meeting at this moment, and we also ask your wisdom to serve our difficulties. And I would like to ask Your 4.8.10 STATED MEETING - GREETING/INVOCATION pure and clean spirit that we could prevent from evil and temptation throughout our thinking and doing in here and there. Our Heavenly Father, I ask Your special blessing upon each one of these councilmen and chairmen and all the workers of the City Hall and also the many men and women from many institutions and organizations in this town and in this area. Please be with us and help us to understand what we should do and what we should not to do. He was such a great young man. Most of us in this room knew him personally for his good work. He was only 41 years old. Frank will be missed by many; certainly I will miss him. Thank you, Madam President. This is a resolution declaring April 2010 as Autism Awareness Month and recognizing April 2, 2010, as World Autism Day in the City of Philadelphia. Whereas, autism was first identified by Dr. Leo Kanner in 1943, and...
Whereas, this complex developmental disorder is caused by a neurobiological disability. It is now estimated to occur in 1 out of every 91 births. And research further indicates that autism is four times more prevalent in boys than girls and knows no racial, ethnic, or social boundaries. Over one half million people in the United States today have autism or some form of pervasive development disorder; and 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS Whereas, the prevalence rate of autism makes the disorder one of the most common developmental disabilities, yet most of the public and professionals in the medical, educational, and vocational fields are still unaware of how autism affects people and how they can effectively work with individuals with the disability; and...
Whereas, with appropriate intervention, many of the associated behaviors can be positively changed, even in some cases where the child or adult may appear to the untrained person to no longer have autism. The majority of children and adults will, however, continue to exhibit some degree of the disorder throughout their entire lives. Although there is there are still no medical tests for diagnosing autism and a cure has yet to be found, a better understanding of the disorder has led to a host of strategies 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS to deal with the disability; and Whereas, under the children's Health Act of 2000, the Pediatric Autism Research Act provides an additional $40 million annually to research this disability and hopefully find a cure; and...
Whereas, founded in 1995, the Cure Autism Now Foundation is an organization of parents, clinicians, and leading scientists committed to accelerating the pace of biomedical research in autism through research, education, and outreach; and Whereas, since its founding, Cure Autism Now has committed over $12 million in research, the establishment and ongoing support of the Autism Genetic Resource Exchange, and numerous outreach and awareness activities aimed at families, physicians governmental officials, and the general public. Good morning. My name is Gina Small. On behalf of Autistic Endeavors Learning Center, I'm 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS the executive director and am proud to accept this resolution and to promote awareness of autism spectrum disorder. Councilwoman Joan Krajewski and our city should be proud that they are promoting awareness, support, and validity to the challenges that affect the countless families, classrooms, and lives in Philadelphia. Sadly, though, autism is far more reaching than just Philadelphia. Autism is an epidemic. More children will be diagnosed with autism this year than HIV/AIDS, cancer, and diabetes combined; that is staggering. Statistics say that I one in every 91 children will be diagnosed with autism. The implication is that somewhere on your travels today, you will either know someone somewhere that has direct contact with or knows someone who does of autism. There is no cure for autism. There are no medical tests to predict 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS autism. One of the challenges of autism is that people do not see any physical signs of a developmental disability. There are no wheelchairs, medical equipment, or walking sticks. You may just see a mother and her young child in the mall, having a tantrum; and you may pass judgment and think that that person cannot control that child. This resolution is Philadelphia's first step in the right direction to help people perceive autism differently. Autism awareness is a part of the solution. At Autistic Endeavors Learning Center, we think of ourselves as putting the puzzle of autism together one piece at a time. Everyone in the City of Philadelphia can be a piece of that puzzle by providing encouragement, validity, and action. Organizations like ours will offer unique intervention that is 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS effective in treating symptoms of autism and to render individuals who are functional and participating members of society. That's the goal for every family. But our organization and others need your help to fight autism. It may just be a number now to say that 1 in 91 children will have autism, but what happens when these children grow into adults? We must act now to provide safe learning environments, effective interventions, and to get results before the effects of autism surface in the next twenty years. The challenges are endless, and a parent with a child with autism has the same hopes as any parent of a typically developing one may have. That dream is for their baby to grow up and be happy, productive members of our society, for their child to participate in life, to give back, to work, to tend to 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS businesses, and to pay taxes. Autistic Endeavors Learning Center, together with the City of Philadelphia and its supporters, can make that a dream a reality for all of those families battling autism and all of its symptoms. By declaring April 2nd as World Autism Day in the City of Philadelphia, it is an invaluable piece of the puzzle to fight autism and all that it encompasses. Thank you for allowing Autistic Endeavors Learning Center to be a part of history and to be a part of the solution. So, again, on behalf of the Autistic Endeavors Learning Center, I am proud to accept this resolution. Thank you, Madam President. This is a resolution in solemn recognition. Whereas, over 60 years ago six million Jews were murdered in the Nazi Holocaust as part of a systemic 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS program of genocide, and millions of other people suffered as victims of Naziism; and Whereas, the people of the City of Philadelphia should continually rededicate themselves to the principle of equal justice for all people; and Whereas, the people of the City of Philadelphia should remain eternally vigilant against all tyranny and recognize that bigotry provides a breeding ground for tyranny to flourish; and Whereas, the Memorial Committee for the Six Million Jewish Martyrs has chosen as the theme for this year's memorial "The Courage of Resistance," we applaud the committee for the honor they will bestow on the memory of those who perished and on those who survived to build and strengthen life in Philadelphia and in other communities around the world. Therefore, by virtue of this 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS citation, the Council of the City of Philadelphia does hereby recognize the week of April 11th through April 18t, 2010 as the annual remembrance of the six million Jewish martyrs. On behalf of the Jewish Community Relations Council of the Federation of Jewish Agencies, I am honored to be here today to accept a City Council citation recognizing Sunday, April 11, 2010, as the Day of Remembrance for the Six Million Jewish Martyrs of the Holocaust. We thank Council President 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS Anna Verna, Councilman Brian O'Neill, and the members of City Council. This year's memorial service will focus on courage and resistance during the Holocaust. Throughout Europe, many Jews targeted by the Nazis took action to resist oppression and genocide. In the Warsaw ghetto, hundreds of lightly armed Jews rose up against the Germans, fighting street by street and house by house for nearly a month before they were defeated. Six additional ghettos rebelled against their oppressors as well. In the forests of occupied Europe, Jewish partisans banded together to carry out acts of sabotage and provide safe haven for those who fled the ghettos. Jewish prisoners staged mass uprisings inside three killing centers in occupied Poland, attacking guards with stolen weapons at Sobibor and Treblinka and blowing up some of the gas chambers 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS at Auschwitz Birkenau. For many, survival itself became an act of resistance. In remembering and honoring those who took a determined stand against Naziism, we also honor the memory of those who perished, and we are reminded that individuals are capable of performing personal and collective acts of courage, defiance, and resistance under the worst conditions imaginable. They resisted the demoralization and brutality. They resisted the -- I'm sorry. They refused to be reduced to the level of animals, to outlive the torment and even to die with dignity. These were all forms of resistance. Let us also remember that those who survived had the courage to give testimony and share their agonizing experiences of the horrific events they had to endure during the Holocaust. And this, too, we consider a victory. 4.8.10 STATED - GUEST RECOGNITION, PRESENTATIONS Surviving was a victory of the human spirit. We would like to invite all of you to join us on Sunday, April 11th, at 16th and the Benjamin Franklin Parkway, 1 o'clock, for our memorial service. Recently, we lost several members of the 4th Councilmatic District: Councilwoman Ann Land, Councilwoman Carol Ann Campbell, and now Councilman Schwartz. It is my sincere hope and prayer that when God takes us home, he doesn't judge us on our worst day of life but that he judges us on the total body of work called life, that former Councilman and former President George Schwartz and my political future are inextricably intertwined, that as a result of his involvement, it led to a community activist named Chaka Fattah running for the 192nd Legislative District. As a result of that, another young leader, community activist, now senator, Vincent Hughes was elected; and shortly thereafter, a councilwoman by the name of Blondell Reynolds-Brown; and then I was elected to this office. 4.8.10 STATED - SPEECHES So I want to extend my sincere condolences to his family, and I want to say that my reflection on him is similar to what President Theodore Roosevelt felt when he felt the Barbary pirates at one time. And they asked him, the press, asked him how he felt about their leader. And he said that he didn't hate him and that he didn't have any ill will, and that the road of leadership is often dark and lonely and is often only illuminated by other leaders; and sometimes, every now and then, we call them "enemy." Today, I recognize former Councilwoman Schwartz not as an enemy but an alumnus of this body and thank him for his contributions. Thank you, Madam President.
