Council President, it's a privilege and honor to be here. I wish to thank you all for your service, and it is with humble heart we ask for wisdom as we open this session. Shall we pray. Stated Meeting April 12, 2018 God, we thank you so much for your presence in our lives, in our city. We thank you for your evident blessings on our city through its rich history. Lord, your provident help, Lord, as we face the challenges of today, and the promise of hope for the tomorrow of our children and our grandchildren. We pray for those who sacrifice and serve here, Lord, as Councilmen and Councilwomen. We pray that you would give them a shield to protect them. Lord, also we pray for a light to guide them as they go forward in their role here in this hall, Lord, as they serve their community, Lord, as they are husbands, wives, mothers, fathers. We thank you for those roles, and I pray that you would continue to bless them in that area. We pray, Lord, that you would also bless each and every City employee as they serve to make our city -- Lord, to maintain it and to improve it. We ask Stated Meeting April 12, 2018 our Police and Fire Departments, who right now are facing peril and violence, protect them and shield them as they make this city, this community better. We pray for wisdom for this City Council meeting, not just in this hall, not just in this hour, but also as they continue their work. I pray that you would get the glory and honor. Thank you very, very, very, very, very, very much, Mr. President. This is a big thrill for me, as it is rare in the work that we do that we get a chance to meet those persons we admire from afar up close and personal. And so this morning is a real thrill for me, and I'm very, very grateful. Stated Meeting April 12, 2018 who are thrilled to invite our very special guest to City Council today, the extraordinary, exceptionally extraordinary, how about that, Iyanla Vanzant to receive an official City of Philadelphia resolution honoring her life's work. This is a woman with many titles. Mother, grandmother, good girlfriend, wise woman, life coach, spiritual teacher, soul technician, attorney, minister, prayer warrior, servant, cultural custodian, and student of life are all words that have been used to describe this phenomenal woman we have the pleasure of honoring today. My personal opinion is that she exemplifies the answer to the question how to reinvent yourself. And beyond that, she's what I call a possibility thinker. Consider this: Possibility thinkers resemble the hummingbird that looks for and finds honey often in the Stated Meeting April 12, 2018 places. Possibility thinkers perceptively probe every problem proposed and opportunity to discover only the positive aspects present in that situation. In reverse, impossibility thinkers make sweeping passes over a proposed idea, scanning it with a negative eye, only looking for the distasteful aspects. Impossibility thinkers look for reasons why something won't work instead of visualizing ways in which it could work. They are inclined to say no to any proposal and never give the idea a fair hearing. Further, Ms. Vanzant has learned that impossibility thinkers immediately, impulsively, instinctively react to any positive suggestion with a sweeping unstudied irresponsible assortment of reasons why it won't be. Ms. Vanzant, on the other hand, is not that. She's what we call a possibility thinker, who when faced with Stated Meeting April 12, 2018 quit. She kept on striving until she either climbed over, found a passthrough tunnel underneath or simply stayed and turned the mountain into a gold mine. Ms. Vanzant recognizes that possibility thinkers are a resource for people, and her philosophy is that where there's a will, there's a way. Why has she succeeded in so many genres? Because she has trained herself to look only for the possibilities in all areas of life. And for that, we're honoring Iyanla Vanzant's life, her accomplishments, contributions to the fields of spirituality and personal development.
Whereas, Iyanla Vanzant has had a 30-year-long distinguished career in which she continues to be honored for her writing, public speaking, life coaching, and spiritual teachings. Throughout her career, she has published 18 books, six Stated Meeting April 12, 2018 York Times best sellers, and has played a leading role in two television shows, multiple speaking tours, and countless radio and television features. Her formal titles as life coach, ordained priestess, spiritual healer, and attorney are not what defines her. She is also a devoted mother, a grandmother, a prayer warrior, and a student of life; and
Whereas, Iyanla Vanzant's life is a living testament to the values in life's valleys. Vanzant has had to overcome much adversity on her journey to success. She was born in the Brooklyn projects, and her mother died when she was two years old. Throughout her childhood and young adulthood, she suffered from physical and sexual abuse. She would be proud to know that April is Child Abuse Month every year in this Council. Iyanla was once a single mother Stated Meeting April 12, 2018 to help with the cost of raising her family. From this troubled history, she gives God the credit for being able to overcome. Her journey through the valley has only strengthened her relationship with God and has given her the motivation to dedicate her career to the spiritual uplifting of women of color; and
Whereas, against all odds, Vanzant has received three degrees of higher education, in which she has graduated with distinguished honors. She graduated summa cum laude with a Bachelor of Arts in public administration from Medgar Evers College. She went on to receive her law degree from the inaugural law school class at the City University of New York. After deciding to pursue a different career path, she received her Master's degree in spiritual psychology from the University of Santa Monica. Her educational career is evidence of her Stated Meeting April 12, 2018 ethic; and
Whereas, after receiving her law degree, Ms. Vanzant moved to the City of Brotherly Love -- and, more importantly, Sisterly Effectiveness -- to serve as a public defender with the Defender's Association of Philadelphia. Iyanla shares that it was through practicing "man's law" that she developed a new love and respect for God's law; and
Whereas, Vanzant legitimized her passion for spiritual uplifting by becoming an ordained Yoruba priestess in 1983, and an Ordained Minister of New Thought Christianity in 1994. That same year Vanzant and her daughter Gemmia founded the Inner Visions Spiritual Life Maintenance Center and Bookstore in Silver Springs, Maryland. She uses the center to carry out her divine purpose by offering classes, workshops, and products targeted towards personal and spiritual Stated Meeting April 12, 2018 development; and
Whereas, Vanzant is known for her renowned writing and speaking abilities. She uses these gifts to educate women of color about how to navigate hard times, and her words have helped millions achieve spiritual awakenings. In 1988, Vanzant published her first book, a workbook for her students titled Tapping the Power Within. Since then she has published 17 more books, all of which demonstrate her unique ability to speak into her audience's lives; and
And you have to grow, outgrow, and then grow some more, her quote. Whereas, in addition to being a successful, highly revered writer, Vanzant has hosted a number of television shows. She was a life coach on NBC's "Starting Over" program that centered around her helping women guests overcome dysfunction within their lives. Stated Meeting April 12, 2018 Currently, Vanzant is executive producer and star of "Iyanla Fix My Life." The show is featured on Oprah Winfrey's network (OWN), and is the number one rated show on the network, and the number two -- give it up. (Applause.)
And the number two rated reality show across all networks on Saturday night; and
And whereas, Iyanla Vanzant has been recognized across the globe for her accomplishments. Vanzant is a four-time NAACP Image Award recipient; a three-time Gracie Award winner; and a three-time honorary degree recipient. Vanzant was named one of the 100 most influential Black Americans by Ebony Magazine, which stated that, quote, "her books, lectures and television appearances have made her a multimedia high priestess of healthy relationships"; and
Whereas, Stated Meeting April 12, 2018 number of achievements, awards, and recognitions, she remains humble, and gives God all the credit for her success. She has stated, quote, "it is not the television show, or the red carpets or knowing how many followers I have that keeps me going. It's remembering the truth of who I am: a girl from Brooklyn, who has made many, many mistakes and is still God's Beloved," end quote. To Vanzant, God is the reason why she has been able to touch a gazillion lives around America and the globe, and embodies the traits of a spiritual technician; now, therefore, be it Resolved, by this Council of the City of Philadelphia, we hereby honor, recognize, and congratulate Ms. Vanzant's life, accomplishments, and contributions to the fields of spirituality and personal development. Further resolved, that an engrossed copy of this resolution will be Stated Meeting April 12, 2018 guest as evidence of the sincere sentiments of this Philadelphia legislative body. Thank you. I am humbled and honored to be here, and I'm here because my grandmother scrubbed floors and cleaned toilets to feed me and my brother. I'm here because I am the demonstration of the dream that my ancestors never thought would come true. And I hope that each and every day of my life, I live to bring honor to those people who sacrificed so that I could have the privilege and the benefit of standing in a place like this, of serving publicly, working on a television network owned by a black woman whose grandmother did somebody's laundry. It's not about me at all. It Stated Meeting April 12, 2018 to the lives and souls and names of my greatest-greatest grandmothers who endured indignities that I would never have to endure. I do it to bring honor to them. I do it to bring honor to all of my brothers and sisters. And I ask that God keep me humble and clear and occasionally give me a good meal and I'll be happy. Good morning, everyone. And we want to thank you all so very much for your patience. I want to say a special thank you to our sorer, Councilwoman Blondell Reynolds Brown. I mean, we could not have sort of had a preface that was more appropriate to this presentation than hearing from Sister Iyanla Vanzant. So thank you. On today, Councilwoman Reynolds Brown and I have the great privilege and honor of continuing a tradition, and this is the 15th year of that tradition established by our former sorer, Stated Meeting April 12, 2018 Tasco, in which our Quaker City Alumnae Chapter, our Quaker City Alumnae Chapter, Dr. Stone and Pat Alford -- where are you? I just want you to raise your hand so they'll see the women from the chapter, the leaders from the chapter that are responsible, Sorer Reynolds Brown, for us being here today and establishing all of this. However, for those who are watching, we have also had the honor of honoring Delta Sigma Theta Sorority, Incorporated, in Pennsylvania, and when we did so, it would be inappropriate to single out one out of the 26 chapters that provide service to communities across Pennsylvania. And we also thought the same in that if we wanted to truly salute Delta Sigma Theta Sorority, Incorporated, that we needed to make sure we were lifting up all of the chapters who provide public service in the Philadelphia region. And with that being said, I Stated Meeting April 12, 2018 all so very much for being here, and a special thank you to Quaker City, Dr. Claudette Stone, and Patricia Alford. And I've got to say this for the record, because people who don't understand the protocol of these primarily African American sororal and fraternal organizations think they hear Delta Sigma Theta the chapter and they're sort of all the same. I see some members in the audience who are members of other fraternities and sororities, and you know that although we are a part of one organization, each of the respective chapters who are here take great pride and authorship in the work that they do in their own right. And, Quaker city, we know that this is one of your signature programs in this Youth Day and that you've been recognized regionally and we believe, if it hasn't come, nationally. So we want to give Quaker City a round of applause, please, for their Stated Meeting April 12, 2018 establish this. (Applause.)
With that being said, Sorer Councilwoman Reynolds Brown, you don't have to be humble. I can say it. Just so you know, we do continue strong legacies of leadership. For those of you who remember Brielle, Blondell's daughter, holding her pants leg when she was on the trail, you should know that Sorer Brielle is the President of the Syracuse Chapter of Delta Sigma Theta Sorority, Incorporated, in New York. I'm sorry for embarrassing you, Sister. I had to tell the truth. With that being said, with that being said, let me get to work. Our national President, Beverly E. Smith, our national President and CEO, notes that her vision for Delta Sigma Theta Sorority is of a sisterhood that actualizes the mantra "joy in our sisterhood, power in our voice, and Stated Meeting April 12, 2018 heart," and it's with that in mind that on today, we are proud to be recognizing and honoring the members of Delta Sigma Theta Sorority, Incorporated, Quaker City, Philadelphia, and Valley Forge Alumnae Chapters on the occasion of the 15th Delta Youth Day at the City Council of Philadelphia, which is one of the renowned signature programs established by the Social Action Committee of the Quaker City Chapter, and for the overall outstanding public service provided by each of these three chapters for the benefit of countless residents of our great city.
And whereas, the Delta Sigma Theta Sorority, Incorporated, was founded on January 13th, 1913 -- I repeat, January 13th, 1913 -- by twenty-two diligent collegiate women on the campus of Howard University to promote academic excellence and provide assistance to those in need, and as a result of its ability to continue Stated Meeting April 12, 2018 of its founders by providing substantively efficient advocacy in public service, Delta Sigma Theta Sorority, Incorporated, has blossomed into one of the world's largest predominantly African American women's organization; and Whereas, the Quaker City, Philadelphia, and Valley Forge Alumnae Chapters share much more than a local bond. In fact, they are each members of a robust Pennsylvania statewide network that includes 26 collegiate and alumnae chapters in the mighty eastern region. From Philadelphia to York, from Allegheny to Erie, and many counties in between, these dynamic women of diverse educational and professional backgrounds join together today to proudly institute the Delta Sigma Theta Sorority Five-Year Point Programmatic Thrust, which includes a laser beam focus on the following: Economic Development, Educational Development, International Awareness and Stated Meeting April 12, 2018 Involvement, Physical and Mental Health, and Political Awareness and Involvement through service with their local and national communities while also celebrating their respective chapters with great pride; and
Whereas, with fortitude, in 1927, eleven members of the Gamma Chapter, led by Sadie T.M. Alexander, the first national President of Delta Sigma Theta Sorority, formed the nucleus of Xi Sigma, and together stressed the importance of academic excellence while advocating for progressive and equitable social, political, and educational policies in the 20th Century. The charter members became leaders in the community in which they lived, and in 1956, the nomenclature of all graduate chapters of Delta Sigma Theta was changed to Xi Sigma, was proudly renamed the Philadelphia Alumnae Chapter, including members my mother, wife, and sister; and Stated Meeting April 12, 2018
I would say he's an enlightened man. Whereas, the Quaker City Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated, was chartered on October 17, 1976 and the ceremony was held on the campus of LaSalle University. There twenty-eight enthusiastic young women who were dedicated to combining their vision, skills, and energies to establish a new alumnae chapter in the Philadelphia metropolitan area realized their dream of sisterhood together. The goal of the chapter was to enhance the Philadelphia community through its public service endeavors. Our being here today is the product of those fruits of their labor; and
And whereas, I have been down with the flu and didn't get the dress code memo today, clearly. But I'm just so honored to be here with Delta Sigma Theta, because without them, I can't even imagine all of Stated Meeting April 12, 2018 will go undone in the City of Philadelphia. So thank you so much for all that you do. Whereas, on February 10th, 1991, the Valley Forge Alumnae Chapter was chartered by twenty-seven committed women from all walks of life. This chapter continues to thrive as its membership of creative, energetic, and hard-working women purposely live in their mission. They consistently provide leadership opportunities and scholarships to youth in the community, support projects that transform the lives of families, participate in various charitable events, and serve as social activists; and
Whereas, it makes Philadelphia proud to see the women of Delta Sigma Theta Sorority, Incorporated, continue to blaze trails created by their founders' footsteps. They are forerunners in promoting social and political activism Stated Meeting April 12, 2018 rights, supporting voter education, and hosting numerous voter registration drives and voter phone banks. They are also strong advocates for the equitable funding of public education, quality after-school programs, and access to early childhood education for all children; and
Whereas, these didactic women have assumed the charge of ensuring that communities receive well-rounded support through various events and programs including their much-anticipated annual health fairs, renowned Delta Academy and Delta Gems programs, annual College Expo, the VFAC Scholarship Program, and the Juanita Kidd Stout Community Expo; and
Whereas, the members of each of these respective chapters' Social Action Committees have furthered their commitment to social and political engagement by empowering and encouraging student activism through Stated Meeting April 12, 2018 Corps, the Behind the Ballot Girl Scouts badge, and continued participation in Youth Leadership Day, where students observe Councilmembers in action and are provided a platform to engage with Councilmembers who represent the districts where the students reside; and
Whereas, the women of Delta Sigma Theta Sorority, Inc., continue to be magnificent examples of leaders with an uncompromising commitment to their community which has been thoroughly examined and is exemplified by today's presentation.
Now, therefore, be it resolved, by the Council of the City of Philadelphia, that it hereby recognizes and honors the members of Delta Sigma Theta Sorority, Incorporated, Quaker City, Philadelphia, and Valley Forge Alumnae Chapters on the occasion of the 15th Delta Youth Day at the City Council of Philadelphia, which Stated Meeting April 12, 2018 renowned signature programs established by the Social Action Committee of the Quaker City Chapter, and for the overall outstanding public service provided by each of these chapters for the benefit of countless residents in our city. Good morning. My name is Linda Miller and I am representing Philadelphia Alumnae Chapter and our illustrious President, Dr. Monica Johnson Taylor. I just want to say thank you to Cherelle Parker for hosting this event today. Our youth are so important to us, and if we don't take care of them and lead them forward, who else will? I also want to say to President Darrell Clarke, thank you for inviting us here. And, President Clarke, you know as well as our sorors know, we don't wait Stated Meeting April 12, 2018 just show up and chill out for programs that affect our community. Thank you. (Applause.)
Greetings. My name is Tracy Howard. I'm the President of Valley Forge Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated. Thank you for inviting us here this morning. Greetings to President Clarke and City Council. A special greeting to my sorors, Councilwoman Reynolds Brown and Councilwoman Cherelle Parker. And we also want to recognize our special guests, our honored students and all of those involved with the Youth Day project. Kudos and hats off to the women of Quaker City Alumnae Chapter who are sponsoring this day. We know that Delta Sigma Theta Sorority was found by socially conscious youth students at Howard University, and Stated Meeting April 12, 2018 to use this day to connect our local youth with our government. We hope that this is not just the first time, but more and many more times that they will stay engaged, socially involved with their community. And, again, congratulations to all of my sorors at Delta Sigma Theta Sorority, Incorporated, for continuing our national initiatives. Good day, everyone. (Applause.)

For the past 14 years, Quaker City Alumnae Chapter has participated in and attended the Council proceedings. Our focus was to bring our students from all over the City to see and participate in the government actions to make informed decisions in their communities, in their schools, at home, and abroad. Stated Meeting April 12, 2018 educational opportunity for our young people to become scholars and to be experts as they move forward. So we thank you once again for everything. We thank you for inviting us here, having us here every year. We look forward to a collaborative effort with our sorors from Valley Forge Alumnae, Philadelphia Alumnae, and all the sorors of Delta Sigma Theta Sorority, Incorporated. Thank you. (Applause.)

I just wanted to Stated Meeting April 12, 2018 am the Pennsylvania Council of Delta's Coordinator for Social Action. So that means that not only are we locally being active, we are statewide active, and then we answer to the eastern region. I just want to give thank you to the Councilmembers and Darrell Clarke, because Philadelphia is a city made up of communities. From its inception, it was made up of communities, and the communities and the people who live within that community are the most important and dearest thing to the City. I want to thank you for the decisions you have made, because the decisions you have made tells us that you truly represent the people who have voted you into office. Recently there was a decision made by the Council and Darrell Clarke that we would -- they would put a hold on building expansion with Temple University. You know something? You Stated Meeting April 12, 2018 in the City. That's what we -- that's all we ask you to do, is to hear what the people have to say, and that's the most important -- that's what makes Philly the best city in the world. Thank you. (Applause.)

Thank you, all. It is so important, the connectivity between the presentations we've had this morning. We had a wonderful author who talked about her childhood trauma and how she has succeeded. We had the women who uplift our community and keep our families together. And now we recognize one of the premier service providers as we deal with family and childhood trauma in the City of Philadelphia, the Philadelphia Children's Alliance. If you haven't had an opportunity to read an American writer, a very revered writer, Junot Diaz, last week in the New Yorker dropped an article about his childhood abuse and trauma, and it was a very moving story, and I Stated Meeting April 12, 2018 an opportunity to read it. I want to thank Commissioner Figueroa for joining us and their support and partnership of this wonderful program. We do this every year as we declare April Child Abuse Awareness and Prevention Month. So with that, recognizing and honoring the Philadelphia Children's Alliance and the Department of Human Services for their partnership and commitment to bring healing and justice to victims of child abuse in Philadelphia and declaring April 2018 to be Child Abuse Awareness and Prevention Month in the City of Philadelphia. Whereas, for over 28 years, the Philadelphia Children's Alliance and the Department of Human Services has advocated for a team-based approach, built a cooperative relationship, introduced efficiencies into the system to provide rapid response, and Stated Meeting April 12, 2018 children are served and cared for in Philadelphia; and
Whereas, the Philadelphia Children's Alliance became a full member of the National Children's Alliance (NCA) in 1992 and was accredited by the NCA in 2001. Today, Philadelphia Children's Alliance not only meets all National Children's Alliance standards, but is a national best standards model for peer agencies nationwide; and Whereas, in 2013, the Philadelphia Children's Alliance, the Department of Human Services, Police Special Victims Unit, the District Attorney's Office, and the medical providers co-located in one facility within the Seventh Councilmanic District to create a more effective and caring response to children who have been sexually abused. All are dedicated to providing justice and healing for Stated Meeting April 12, 2018 children, working to protect victims, ending the cycle of abuse, protecting children who have experienced minor sex trafficking, and improving the quality of abuse investigations. With the addition of SEPTA's newest Route 53, this facility not only is more accessible, but it also allows for more streamlined investigations and a less traumatic experience for children; and
And whereas, in 2017, Philadelphia Children's Alliance and co-located partners conducted 1,916 forensic interviews, with 2,177 children and caregivers receiving victim advocacy. 182 children received mental health therapy on site, and an additional 800 children were linked with trauma-focused therapy at mental health partner agencies throughout the City of Philadelphia; and
Whereas, St. Christopher's Hospital and the Children's Hospital of Philadelphia has established Stated Meeting April 12, 2018 site at the co-located facility so that any child is able to receive the immediate attention and care they need five days a week. In 2017, 560 children received on-site medical evaluations; and
Whereas, April is Child Abuse Awareness and Prevention Month and Philadelphia Children's Alliance, with the Department of Human Services, recognizes this month by promoting increased knowledge of the resources available to parents and caregivers to prevent child maltreatment and promote well-being; and
And whereas, the Philadelphia Children's Alliance and the Department of Human Services are well respected organizations in Philadelphia focused on services to child victims of sexual abuse and minor sex trafficking. We recognize the critical need for these vital services to protect children and families they serve Stated Meeting April 12, 2018 quickly get the help they need to be safe and have fulfilling lives; and

On behalf of the Philadelphia Department of Human Services and in partnership with the Philadelphia Children's Alliance, I am honored to accept this resolution proclaiming April 2018 to be Child Abuse Awareness and Prevention Month in the City of Philadelphia. The truth is, child sex abuse is among one of the most difficult pieces of work that we are aware of, and we have to open our hearts and also educate. It's all of our responsibility to have a voice and protect our children. It's Stated Meeting April 12, 2018 silent on child sexual abuse. We're very fortunate. You heard about the collaboration. It's unique. It's a national model, the fact that we bring everybody together and can minimize the trauma of a child who has experienced tremendous trauma in their lives. I also want to thank Councilwoman Quinones-Sanchez for sponsoring this resolution and City Council for declaring April 2018 as Child Abuse Awareness and Prevention Month. I'm Executive Director of the Philadelphia Children's Alliance, a role that I've had for many years, and Stated Meeting April 12, 2018 recently, though, child sexual abuse is in the news every day. You can't open the paper without hearing of a national story or a local story. We have read and wept as the multitude of actors and athletes came forward to speak about sexual abuse that occurred when they were minors. Commissioner Figueroa and I have been speaking out to remind everyone that as we read these heartbreaking stories in Hollywood and DC and New York, there are Philadelphia stories too. For every Aly Raisman, who was one of 150 victims of abuse by her USA gymnastics coach, there might be a little girl in Frankford. And for every Anthony Rapp, who was abused when he was 14 by Kevin Spacey, there might be a small boy from the Northeast. Every neighborhood in Philadelphia is affected. Last year there were 3,000 reports of alleged sexual abuse to DHS and the Police. Stated Meeting April 12, 2018 50 children come to our co-located center every week. So that's eight to 12 kids every day. So you can picture some of them sitting in our waiting room right now for a coordinated investigation and to receive services. And these are only the cases that we know about. Research tells us that only 38 percent of children ever disclose their abuse. Sixty-two percent of the kids keep quiet, and maybe they'll talk about it later when they're adults. Children come to our facility on Hunting Park Avenue to talk about what has happened to them, to be interviewed by experts, to get a medical exam, to get victim support services, and to get therapy and to begin their process of healing. If we all do our jobs, their abuse will stop and they will be protected. The abuse will not be a life-defining event, but will be something that they work through with the help of qualified professionals. Stated Meeting April 12, 2018 our partners and advocates who have spoken out on this issue. We coordinate our efforts. We have a fully integrated response to these cases that involves the Philadelphia Police Department's Special Victims Unit, who are housed with us, the Department of Human Services, who has all of their sex abuse specialists housed with us, the District Attorney's Office, who has staff on site, as well as Children's Hospital and St. Christopher's Hospital, who share coverage of the medical suite, and our 15 mental health provider partners throughout the community. We thank them all for their partnership and support. We were also very fortunate this year -- I don't know if any of you saw our Give 5 to PCA campaign. So Nick Foles, Trey Burton, and Jordan Hicks from the Philadelphia Eagles adopted us. These Super Bowl champions opened their wallets and their hearts to help our child victims, an off-the-field "Philly Stated Meeting April 12, 2018 special," if you ask me. By taking steps to promote child abuse awareness and prevention, City Council is taking a great step in helping us in our mission to bring healing and justice to every victim of child sexual abuse in the City of Philadelphia. As a community, we must stay informed, speak out, and protect our children. Thank you. (Applause.)

Thank you, Mr. President. We read all too often about homicides in the City of Philadelphia and too often to young people. A young man from Roxborough, African American, two, three-sport kid, boxed, played football, was just down South Street, just like tens of thousands of other kids, and was murdered. What made this different was, he was anything Stated Meeting April 12, 2018 but a stereotypical kid. He lived in a different part of town. He was an honor roll student. He was a kid that most people would say was a pleasure to be around. And what happens too often, too many guns, too many instances, too many conflict resolutions by gun happened to him. He had a candlelight vigil up in the northern part of my district where close to 100 people came out and celebrated not his death but his life. I say this to say that the work of my colleague and you, Mr. President, is yet undone. There are no stereotypical zip codes where it happens. There are no prototypical kid. No kid is safe until all kids are safe. Thank you, Mr. President.

An ordinance authorizing the Revenue Commissioner and the City solicitor, on behalf of the City, to enter into (i) a contract or contracts for a term not to exceed four Stated Meeting April 12, 2018 years for the design, implementation, and management of a securitized sale of the City's liens for real estate tax and possibly other municipal claims but not to include any liens on owner-occupied residential properties; and a contract or contracts for a term not to exceed four years for the sale of such liens under which the City would be obligated to provide substitute liens or compensation for any defective liens; all under certain terms and conditions.

Thank you. Thank you, Council President. The legislation I introduced today is an updated version of previous legislation I introduced in November and part of our ongoing commitment to collect delinquent taxes owed to our City and our School District. This legislation I propose today explicitly states that all Stated Meeting April 12, 2018 owner-occupants will be excluded from the method of collecting delinquent taxes. It's simple. If you own your home and you live in it as a primary residence, you qualify for the exclusion. You are not included. The earlier legislation I introduced had the same exclusion. However, to be clear, the new legislation introduced today places the exemption language directly in the ordinance as opposed to in the contract, which the legislation would authorize. As I have said from the beginning, it's neither the goal nor the intent of this legislation to remove anyone from their homes. Rather, the goal is to collect money from those who choose not to pay and who have gotten away with it for far too long. We must send a strong signal that we will not tolerate this any longer. To the delinquent commercial and industrial property owners and Stated Meeting April 12, 2018 investors, let me say this: On behalf of the tax-paying citizens and businesses as well as our school children, we are coming for our money. This revenue is crucial, especially at this moment for our City and our School District. Right now, in the middle of a budget debate, we are talking again about raising property taxes, we are talking again about raising the transfer tax, and we're freezing the planned decrease to the City wage tax, all while we continue to grow our government budget. The citizens of Philadelphia do not understand how we, the City, can sit back and allow the 51,000 delinquent commercial, industrial, and investment property owners to continue to shed their responsibility by not paying their taxes. Meanwhile, the overwhelming majority continues to shoulder the burden by paying their share and then some. It's not fair, it's not right, and it cannot continue. Stated Meeting April 12, 2018 To be clear, we all must pay our taxes, all of us, and this legislation will put us on track to create a better culture of compliance, help people get on track, enroll them in the various programs we have in place to help with their payments, whether it's OOPA or LOOP. Philadelphians, if you're listening today and if you live in your home and you're behind on your real estate taxes, we can provide you assistance to meet compliance standards. That's our goal and I believe a shared goal of each and every one of us here. The proposal I have put forward today with my co-sponsors Councilman Henon, Councilman Squilla, Councilwoman Blackwell, Councilman Jones, and Councilman O'Neill must be strongly considered as we continue our budget debate. We, the City, are responsible for the big decisions we're facing, including the financial challenges looming over the School District. Stated Meeting April 12, 2018 We have a duty to collect taxes owed before we consider increasing taxes, because we will be held accountable. Thank you.

It cannot be considered outside the military deployments in Libya, Syria, the Ukraine, and other places under the Obama Administration. I would also like to add that no one could have not recognized the fire at Trump Tower as communication or the constitutionally questionable evidence-gathering by the FBI under court order referred by Special Counsel Mueller. President Trump has been trying to take the United States out of the globalization era and its endless war against humanity. I don't know how God might be leading him, but I know that in our city, someone from the field office of the FBI, you might call it the CIA, before the Oklahoma City bombing was sent to Oklahoma City's field office, this was before the bombing happened, someone from this field office was sent there, and also a letter came to my house for Timothy McVeigh. It was a long Stated Meeting April 12, 2018 envelope. It was white. And I need you to pray about this, because I don't understand what happened. I don't understand why it happened, but before it happened, there was a President that came to our city, President Bush's father, and someone was going to try to hurt him. So information was given to me concerning this matter, and I gave this information. I called the FBI, I believe. I might have called them first, and I let him know God let me know that they were going to hurt him. And before they could hurt him, God fixed it so that they wouldn't hurt the elder, the first President Bush. Every week Council, Mayor, and others transfer private property to government, probably illegally. Dr. King passed 50 years ago and was quoted, "He who passively accepts evil is as much involved in it as he who perpetrates it." This is reinforced in laws later mentioned as violated. The people did not authorize Council, Mayor, and others to become the legalized version of the criminals, as Jefferson stated. The Fourteenth Amendment, no state shall make or enforce any law which shall abridge the Stated Meeting April 12, 2018 privileges and immunities of the citizens of the United States, nor shall the state deprive any people of life, liberty or property. How can agents and agencies deny God-given rights and the Constitution to steal my home without compensation, due process or Seventh Amendment trial by jury? Good morning. I guess it's still the morning, or is it afternoon? Good afternoon, City Councilmen and women. My name is Andrew Joung and I am a tenant in Powelton of Philadelphia, and on behalf of the Philadelphia Tenants Union, I greatly appreciate the opportunity to speak. I would like to discuss the importance of passing the good cause legislation, Bill No. 170854. I was not born in Philadelphia nor was I raised here. I was born in Stated Meeting April 12, 2018 Queens to an immigrant Korean family fleeing economic calamity. I spent the first ten years of my life in a small apartment in Flushing and the rest bouncing around New York state. I'm pretty young, and I left New York when I was 22 to move to Philadelphia. But I have seen in that period dramatic changes in the state that I was raised and increasing in possibility of better life. Now, this is Philadelphia, not New York. So I'm not going to dwell on New York too long. After all, I'm sure a lot of you already know what's happening in New York. But here's one thing I want to say about New York City. Gentrification is not just about rising housing prices. It's also about an increasing concentration of jobs in places where people cannot live. Just because homes are cheaper in the outer boroughs or further upstate does not mean that's where the jobs are. People commute for Stated Meeting April 12, 2018 hours, spending huge portions of their income traveling just to make a living in cities that no longer care to house them. Some of my friends -- and these are people I grew up with in like high school -- literally commute from like a three-hour job upstate to work for $15, $20 an hour. With public transit costs, we are talking -- I mean, with public transit, we are talking about like a five-hour round trip every day. This is like our youth -- this is the youth of our country, but we spend a fifth of our waking hours stuck on trains. It is a tale of two cities in New York, but it's not just one about one city being rich and another being poor. It's about another one having the jobs and the others do not. But, again, I'm not here to talk about New York, because with regards to evictions, Philadelphia is far, far worse. In the 2010 census, Philadelphia was ranked as like the fifth largest Stated Meeting April 12, 2018 metropolitan area, and I know like there are like extrapolations since then, so I think Philadelphia has dropped to about eighth, but like stay with me. Out of those five, according to Matthew Desmond, who is a renowned Harvard sociologist, writer of the New York Times best seller Evicted -- maybe some of you have heard of him -- he just recently came out with this really new great dataset that's on this website called evictionlabs.org, which I really highly recommend that anybody in this rooms that's concerned about housing justice should really check out. So according to Matthew Desmond, out of the top five largest metropolitan areas according to the 2010 census, according to him, New York City has the second highest eviction rate at 1.61 percent. But who has the largest eviction rate of the five? Philadelphia, with an eviction rate of 3.48 percent. That is more than double New York's Stated Meeting April 12, 2018 eviction rate. As someone who works at the -does that mean I'm out of time or can I keep on going? As someone who works at the Wharton School of the University of Pennsylvania -

Good afternoon. My name is Stephanie Altimari. I'm here on behalf of the Philadelphia Tenants Union. I grew up in Mayfair and Lawncrest, and right now I'm living in Callowhill, and I'm here to discuss the urgency of passing the good cause legislation, Bill No. 170854. So I've been doing tenants' rights work in Philadelphia for about three years, and I've seen a few really horrifying things: a mother living with a toddler in a house with exposed outlets and no heat; space heater plugged in in the winter because the gas didn't work; people living with trash inside their house because the landlord doesn't give them anywhere to put outside and the neighbors complain if it's outside. I've seen people living with cellophane Stated Meeting April 12, 2018 windows because landlords don't want to fix the glass. I've heard of landlords walking in on like women tenants while they were naked and then trying to like barter sexual favors, saying like, if you can't pay your rent, you can do this instead. I've seen like families torn apart from eviction. I've seen people kicked out of their houses with children, having to move into homeless shelters. I've seen people evicted from houses landlords didn't even actually own, but the landlord successfully managed to evict them; entire blocks sold to developers, communities uprooted. And time and time again the thing that I've heard is that tenants don't want to complain about living in these conditions, because if they complain, their landlord can kick them out of their house without any real reason. They can just make up anything and get them removed from their home. These are the laws in Philly. Stated Meeting April 12, 2018 So what I'm trying to illustrate here is that the landlords in Philly have an incredible amount of power over tenants. All of the examples I've listed -- and I could go on and on -like might have been made a little less possible if landlords did not have an unchecked power of eviction, and good cause legislation provides that power check. Evictions enforce homelessness. Eviction is enforced segregation. It displaces entire communities. It robs working-class people of affordable housing. The eviction crisis is the most prevalent in gentrifying neighborhoods. There's an incentive for landlords to evict long-term tenants and to cash in on rising real estate prices. According to Philadelphia Legal Assistance, the areas in North Philly and University City have the most -- have the highest eviction rates in the City, 15 percent. They've Stated Meeting April 12, 2018 seen 3,000 evictions since the beginning of 2018. Seventy percent of all evictions are women of color, and that's three times more likely if you have children. So it's not really even just the financial strain of moving, but it's the psychological burden that people face knowing that there's a threat of losing their housing just if they want to complain to live -- for repairs to their property. So what I'm saying is, City Council members should all support good cause legislation because it's common sense. New Jersey already has it, has had it for years. And Philly is my hometown. I love it. I've never left for a reason, but like I might have to and all the people that I grew up with might have to if the rents keep rising because of gentrification. Housing is a human right. Thank you, Council President. For the past number of weeks, this body and the Administration has been debating the issue of safe injection sites as a way to deal with the significant crisis of opioid addiction in the City. Last week our Public Health and Human Services Committee had hearings in Councilwoman Sanchez's district to really have an engaged conversation regarding this issue. Recently, our Police Commissioner stated that we have over 1,200 opioid deaths in 2017. 2018 also seems to be a number of deaths that may occur from opioid addiction. And as we debate this issue, there are various resources that we have in the City to Stated Meeting April 12, 2018 4/12/18 - STATED - 2ND READING address this issue, but I also believe there are resources that we have that we're not using effectively to address the opioid problem. According to recent data, marijuana makes up 24 percent of the primary referral to drug treatment admissions, whereas heroin represents 27 percent. Further, 30 percent of our referrals are coming from our criminal justice system, and that's the largest referral source for drug treatment. And marijuana referrals double that of opioid referrals. Marijuana users make up a large number of people that are in treatment, and I think those are treatment facilities that can be better used for those who are on opioid addiction. Considering this information, I'm introducing this resolution today to hold hearings regarding the use of THC, a chemical found in marijuana, for screenings for people on probation and Stated Meeting April 12, 2018 4/12/18 - STATED - 2ND READING parole in our city. In various cities like New York City years ago have gotten rid of using THC screenings. This body under then-Councilman Kenney, now our Mayor, took leadership in de-criminalizing small amounts of marijuana in 2014. In addition, through our Special Committee on Criminal Justice Reform and also the dollars we received through the MacArthur grant, we've also been reducing the number of people in our jails in our city and to the cost to our taxpayers of about $42,000 per year per person to be incarcerated. As many people in this body know and throughout the City, poverty is a major issue in our city. Close to 26 percent of the citizens of the City are in poverty. And I think that when we use THC as a screening mechanism for probation and parole, it continues to perpetuate those issues of poverty, where people who are returning citizens trying to make better for their lives and to Stated Meeting April 12, 2018 4/12/18 - STATED - 2ND READING maintain a job and provide resources back to their family, but if they violate their probation or parole based on a THC screen, they may go back to prison, and this is an issue that's, I think, something that we need to discuss and debate, that we're not using all the resources that we have to address the opioid addiction.
