Good afternoon, Chairperson Young and members of the Streets and Services Committee. My name is Noelle Marconi and I'm the Director of Legislative Affairs for the Department of Streets. I'm here today to offer testimony on Bill 15 No. 250982. Introduced by Councilmember Gauthier on behalf of Council President Johnson. This bill establishes a one-way regulation on LeCount Street between South Street and Bainbridge Street, one-way northbound and Bainbridge Street between South Street and Bainbridge one-way northbound. The Department of Streets is not opposed to these one-way regulations, as these direction changes will eliminate cut-through traffic and ensure safer and efficient traffic circulation. Directional signage has already been installed and will remain in place. This concludes my testimony and I'm pleased to answer any questions you may have.
Thank you so much for your testimony. Are there any questions of this witness regarding this bill? (No response.)
Seeing none, Mr. Pullin, is there anyone else here to testify on this bill. (Witness approached witness table.)
Please state your name for the record and begin with your testimony.
We live outside that -- we live at the house where all the accidents kept happening. I work as an ICU nurse, so I kept having to go out, like be late for work. Basically we just kept having people get hit outside our house and I kept being late to work. And I had to keep stabilizing all these people and I kept having to watch people get broken bones, get intracranial bleeds and then go to work and then stabilize other people. But I couldn't even sleep because I worked night shift. So I would have to -- I'd hear people get outside my house. It was almost like a baby monitor. And I'd have to -- people were getting hit, like pedestrians, children, adults, like everybody, whether you were on a bike, whether you were a pedestrian. Everybody's just getting hit. So, we'd have to go outside and stabilize them. My husband's not even in the medical field and now he knows how to hold C-spine and T-spine and do a Glasgow Coma Scale, like to assess someone's neurological status. So we were just doing this for two years. And finally, we got this street direction changed. So please don't change it back. Please keep it the same because I'm moving. So now since we got the street changed, there's been no accidents. It used to be people were getting hit once a day, a couple times a week, and it was just constant. And so, I'm going to be moving so there's not going to be a nurse or a doctor at that area anymore to stabilize anybody. So, yeah. Please do not move it back because it takes sometimes 8 minutes for the ambulance to come. 9 So that's it. 10
Thank 11 you so much for your testimony. I 12 do believe that this legislation 13 will legalize the changes that have 14 already been made to keep it the 15 current direction that it's in now. I just want to make that clear for the record. Are there any questions of these witnesses on this bill? (No response.)
Seeing none, is there anyone else in chambers to testify on Bill No. 24 250982? (No response.)
