Thank you, Mr. President. I just want to take a moment to say that the Philadelphia Express and Mallery Track Club, along with the United Age Group Track Club Association have for Stated Meeting 133 11/02/2023 11/2/23 - STATED - 2ND READING decades had thousands of young people. You don't hear about their events as much as some sporting events like basketball, but you can see these young people running their hearts out, many of whom have teams in every part of the City of Philadelphia. The way they do that and move them, run right out of their respective neighborhoods into college campuses into success, should be applauded, and I encourage this Administration and the next to really give them their due, to really start to look at them as valuable sports activities. The coaches, they do it for free. They don't get paid to do that. They work year round, cross country, indoor and outdoor, to produce some of the finest young men and women you will ever see in the City of Philadelphia. So, therefore, I move for the adoption. Speeches on behalf of the majority? The Chair recognizes Councilman Stated Meeting 141 11/02/2023
Thank you, Mr. President. I rise to salute Member Vaughn for raising and staying on the issue of the escape and conditions of the Philadelphia Prisons up on State Road. That was an uncomfortable hearing, but sometimes when you go to the doctor to see what ails you and you got to get that examination to get fixed, it often is uncomfortable, but in so doing, you begin the healing process of getting better. And I just wanted to applaud her for sticking to it, raising some of the issues. If you were a part of those hearings, the Committee on Public Safety, it was a lot to absorb. I want to also thank the District Attorney for inviting us as well as other stakeholders to his office to look at the film that illustrated a lot of the particulars of what needs to be improved up on State Road. And what I Stated Meeting 142 11/02/2023 hearing was, it wasn't a question of pointing the finger at each other, but pointing a finger toward solutions on how to get better. So I wanted to thank her for her leadership and hope that beyond her term that she will stay involved, stay active in this particular issue as well as others. Thank you, Mr. President.
Thank you, Councilman. The Chair recognizes Councilwoman Vaughn.
Thank you, Councilman Jones, for that acknowledgment. I will stick around if you can find me a couple dollars. I need a couple bucks. But in all seriousness, that hearing was emotional to see how those men were able to plot and watch the guards at that facility and plan their escape. I'm hoping, if nothing else Stated Meeting 143 11/02/2023 that, was the lesson for us that we need to make sure that adequate funding is given to the facilities to update their cameras and their security system and also to protect not just the society but the people that go there to work on a consistent basis. It is very important that we let them know that they're important to us and we want them to continue to do the job that they do on a daily basis. Nothing more fearful than having to go to work and not wondering if you're going to come home. And so that is why it is very important to me and dear to my heart that we continue to make sure that these needs are met and that they get the resources that they need. Now, I saw today that they have over $47 million in their budget. I'm hoping some of that is just because they're understaffed, but if that money could be used to update some of the equipment, I would like to see that Stated Meeting 144 11/02/2023 lot of money to just be sitting around when they have such dire needs that need to be addressed. So I appreciate all of my colleagues that attended, and of course if I can offer any assistance going forward, I'm always available. Thank you.
Thank you, Councilwoman. That concludes our speeches on behalf of the minority and the majority, and with that, the Chair recognizes Councilman Squilla for a motion to adjourn.
Thank you, Mr. President. I move that Council stand adjourned -
