And I would also like to make a note that we have lost, which I believe most of us know, a very dear friend, Joey Temple. So I'd just like to say a prayer for his family. And he's in a better place. To the President and members of the Council of the City of Philadelphia, I am pleased to advise you that on December 1, 2020, I signed all of the bills that were passed by Council at its session on November 12, 2020, and that on December 1, 2020, I signed all of the bills which were passed by Council at its session on November 19, 2020. And I am transmitting for the consideration of your honorable body a resolution approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the West Parkside Urban Renewal Area, identified by house number and street address as 1728 North Fifty-First Street; and An ordinance authorizing the Department of Public Property to acquire, Stated Meeting December 3, 2020 on behalf of the City, an easement in the area bounded by Chestnut Street, 12th Street, Market Street, and 11th Street, all under certain terms and conditions.

By way of a reminder, we are asking that all resolutions, including privileged resolutions, be placed on the Final Passage Calendar for the next session of Council, unless they are being referred to committee. Councilwoman Parker offers four resolutions, entitled a "Resolution congratulating and honoring State Representative Joanna McClinton (191st State House District) on being elected by her peers to serve as the Democratic Caucus Leader, making her the House Minority Leader, as well as the first woman of any race or ethnicity to serve in this capacity in the General Assembly."
And a resolution declaring each Friday in December of 2020 as "Shop Black Business Friday" in the City of Philadelphia.
And on behalf of Council President Clarke, a resolution authorizing the Committee on Licenses and Inspections to hold hearings to evaluate the current permitting procedures and to Stated Meeting December 3, 2020 identify ways to safely simplify the construction permitting process, with the ultimate goal of accelerating the timely completion of commercial and residential projects. That's authorizing a hearing.
And on behalf of Council President Clarke, a resolution approving the appointment of Ismail Shahid as a member of the Board of Commissioners of the Philadelphia Housing Authority.
Councilwoman Gilmore Richardson offers three resolutions, entitled a "Resolution calling on the Archdiocese of Philadelphia to keep John W. Hallahan Catholic Girls High School and Bishop McDevitt High School open and to engage with students, alumni, board, and other Stated Meeting December 3, 2020 stakeholders in decision making around the schools' futures."
And a resolution recognizing, honoring and congratulating Phi Beta Sigma Fraternity, Incorporated on its 107th Founder's Day.
And a resolution recognizing, honoring, and congratulating Zeta Phi Beta Sorority, Incorporated on its 101st Founder's Day.
Councilman Henon offers one resolution, entitled a "Resolution honoring the life and legacy Stated Meeting December 3, 2020 of Philadelphia labor leader James Moran."
Councilman Jones offers three resolutions, entitled a "Resolution authorizing the Committees on Public Safety and Public Health and Human Services to hold joint hearings to examine the City's preparedness to respond to hospital bed needs of the public during the public health emergencies, and to explore 'Plan B' locations for temporary hospital sites."
And a resolution authorizing the Philadelphia City Council Committee on Parks, Recreation, and Cultural Affairs to hold public hearings examining the feasibility of establishing a new Boys and Girls Club at Rose Playground.

Absolutely. Absolutely. Thank you. Thank you, Madam Leader. I just want to speak briefly about the resolution I'm introducing to hold joint hearings with the Public Stated Meeting December 3, 2020 Safety Committee as well as the Health Committee and also going to be partnering with the state with State Senator Anthony Hardy Williams to examine the impact of COVID-19 in our local prison system as well as in our state prison system. I have been receiving several calls from family members across the State of Pennsylvania in prisons such Mahanoy, SCI Phoenix, and on a local level, prisons such as Chester as well as our local prison system on State Road. And so we just want to take a look at while we address these issues around the pandemic, that those who are in our prison system are still addressed with the most efficient and effective healthcare, they are being addressed in a safe manner in terms of how they're being taken care of and, most importantly, as we move forward, they have a voice as relates to us addressing all the issues around COVID-19 and making sure that they're safe and, most importantly, their Stated Meeting December 3, 2020 family members, because, again, I'm getting constant calls from mothers and fathers and girlfriends, brothers talking about the conditions of some of our prisons on the state level as well as our local level. And so thank you very much, Council President, for allowing me to make remarks.

Councilwoman Brooks offers one resolution, entitled a "Resolution calling on the United States Congress to extend payroll tax relief to small and midsize essential businesses providing paid sick leave to their employees, and the Pennsylvania General Assembly to enact legislation to expand paid sick leave eligibility for all essential workers."

Councilman Domb offers one resolution, entitled a "Resolution authorizing the Fiscal Stability and Intergovernmental Cooperation Committee to hold hearings examining the economic impacts of Coronavirus-related restrictions on Philadelphia's restaurants and other significantly affected businesses and to explore how these actions will impact the safety of our citizenry and the City of Philadelphia's Five-Year Financial Plan."
Thank you, Council President. I just want to speak briefly about this. This was introduced by myself, Councilmember Johnson, Councilmember Squilla, Councilmember Henon, co-sponsored by many, Councilmembers Gilmore Richardson, O'Neill, Gym, Oh, Bass, Jones, and Stated Meeting December 3, 2020 Gauthier, and I think I speak on behalf of almost all of our colleagues, everyone, and the Administration and you, Council President, that there was actually an editorial today in the Inquirer saying that we're not doing enough for businesses and to help people. This resolution, the work we have been doing, maybe people are not aware of it, but we've been working very diligently behind the scenes trying to help businesses, and I want to speak to that issue. As we continue to adhere to all the health and safety guidelines, which are important to protect everyone from the virus, we must also work with businesses and help them survive through this pandemic, and a major part of that needs to be a conversation about transparency and process regarding how we make our decisions and communicate them to business owners, who are bearing an unsustainable strain during this Stated Meeting December 3, 2020 pandemic. So we need to be honest about what this means for our businesses, in this case our hospitality businesses. I know we were on that call last week. Restaurants, arts and culture, hotels, tourism have been hit the hardest all over the country and especially in Philadelphia. Their doors are closing, and in too many cases they're closing permanently, so much so that the Inquirer has now been posting a list of closures, and it continues to grow, which is heartbreaking. Our once healthy and growing job market for local residents is contracting quickly. We must keep in mind that the overwhelming majority of Philadelphia's businesses are small businesses, small operations that employ two, three, four, five or ten people, and our people can't afford the job losses, our city can't afford the business closings, and we can't sit back and let Stated Meeting December 3, 2020 it happen without careful discussion and action. If there ever was a time when businesses needed government, now is the time. This hearing will be a conversation about how decisions are being made and communicated, what's most affecting industries, how we can help them survive right now, develop some ideas to keep these businesses in business, and we'll discuss how various policies and actions will impact the financial and social future of our city. Many of us in this body have been focused on building these supports, as I mentioned, since the virus hit, and I appreciate my colleagues, especially and most recently Councilmember Quinones-Sanchez. I want to thank you for your leadership yesterday, and the world should know this, especially the City, $20 million was found by Councilmember Quinones-Sanchez in that Appropriations hearing to support this Stated Meeting December 3, 2020 group during the appropriation process. Phenomenal. There's a lot happening right now in the wake of COVID, but we have to stay on top of the big picture and continue to bring these issues forward. We do care about the restaurant businesses. We do care about hotels. We care about cultural industries. We care about every business in the City and the residents. And I want to thank everyone for their support of this resolution today, and thank you for this time, Council President. Thank you very much.

And I'll be real brief. I know -- but I take pride in the hard work that this body does, and a lot of times we get outside critics talking about what we are or aren't doing. I'm waiting for them to call on our congressional delegation to see what they are doing, because they print money in DC, and that money comes back to the City of Philadelphia that can help small businesses, as well as the work that the state is doing. We have a track record of making sure that during this COVID-19, we work aggressively to protect small businesses, as recently as yesterday with your leadership, Council President, and the leadership of Councilwoman Maria Quinones-Sanchez to come up with funding to support small businesses in the amount of $20 million. And so I just want to state that for the record, because all the time we do a lot of the heavy lifting that Stated Meeting December 3, 2020 needs to be done as relates to not only supporting small businesses but a variety of different issues that impact the residents here in the City of Philadelphia. Most recently we came up with additional funding to support individuals who are renting so they will not be evicted, and we're working on a $400 million plan to stop the issue of gentrification throughout the City of Philadelphia and to help people stay inside their home. So I just want to state that for the record and acknowledge my colleagues for the work that they are doing to protect people as much as we can during this COVID-19 pandemic. Thank you, Council President.
