So I just want to say that it's a good thing.
the neighborhood could use more development like this if you take a walk through inundated with
triplexes um unbelievable amounts and something like this with parking with roof decks um attract
it could attract some nice folks into the neighborhood uh the neighborhood the neighbors
behind me on 27th street great family people nice to see them in the neighborhood so i wholeheartedly
100 um think uh this is a good thing for the neighborhood and for the city thank you very
thank you very much anyone else here we have francis francis you can unmute yourself
and wait to be sworn in hi can you guys hear me uh yes please identify yourself francis
full name? My name is Francis Mangabot, F-R-A-N-C-I-S, and Mangabot, M-A-N-G-U-B-A-T.
Please proceed. Do you swear and firm to tell the truth, the whole truth, and nothing but the truth?
I do. So currently around this site, there's a lot of multi-family, and I do own a quadplex
that's uh one block away from here it would be nice to have more single family um also having
really nice product like mr speckle has spec similar to his project on 27th street and i think
fundamentally it makes sense because the buy right play here is for single family houses which is um
eight cars off the street and with uh just essentially having one shared driveway you're
taking away one parking space and um we're providing more parking with having this development
project here than and taking cars off the street which i think fundamentally makes
the most sense so i support this project 100 thank you
here we have michael michael you can unmute yourself and wait to be sworn in

because you announced on the record on that the record was closed can't accept any additional
testimony and this was the one for 1905 spruce yes i just wanted to be on the record so all
individuals who consistently raised their hand about the previous case will understand it's
closed thank you kindly okay thank you confessor next case
okay uh where we at it's uh cp 2020 000 368 1705 sebert street alan before you begin out
i think sharon correct me or tanya correct me we shouldn't be using zp we should be using mi
It's actually fine because that's zoning permit or a meeting item or hearing application.
They all apply.
Okay, thank you.
Thank you.
And, confessor, I apologize.
There was a more recent version that went out, which now says MI 2020-000368.
I should have read that before it was announced.
I apologize.
On this case, we're using MI?
I tried to be consistent, but in the first version of the summary that you received, there were a few that listed the ZP number, which is what Confessor read.
Yeah. Okay. All right. Alan, please proceed.
Alan, you agree to wait the reading of his refusal and stipulate to attack, Percy?
Thank you.
Good afternoon, Mr. Chair, members of the board. My name is Alan Nock. I'm Senate of Nock. I'm SMPC.
And I'm here to present 1705 Cybert Street, and I have eight exhibits in my packet of materials.
The first is the deed to the property showing Philadelphia City Properties LLC owns the property.
The second one is the Certificate of Tax Clearance showing that they're in good standing.
The third exhibit is the Notice of Refusal dated May 21st of 2020.
and showing that although this is an RSA 5 property,
you'll see from the history of the property
that this block has a history of multifamily use.
I personally have handled seven separate matters
on this block of Seabird Street
with the same refusals in terms of asking for multifamily use,
asking for minimum open area and asking for minimum rear yard depth.
And on each occasion, the board approved and granted the approval of the variance.
Exhibit 4 is the application for appeal for this property.
Application, excuse me, Exhibit 5 is the zoning map.
And again, showing that where we are in Spring Hills, part of Philadelphia,
You can see there is a lot of multifamily use even not that far away on West Thompson
Street.
And you'll see that there's a mixed use of both, you know, residential as well as commercial uses in this part of Philadelphia.
And you'll see that there's a mixed use of both, you know, residential as well.
Exhibit 6 shows the current use of the property.
It's a two-story structure.
But you can see from pictures to the left and pictures to the right that, you know, it's not uncommon to have new construction.
And there's a lot of new construction, especially given, you know, the previous variances granted.
Exhibit 7 is showing the use of the property in terms of floor plans. I will just point out
we purposefully laid out the plans for the property to account for a trash room inside.
So we have a trash room to account for trash. That was very important to the community.
and Exhibit 8. Oh, there should be a letter. I apologize. There is actually a letter. This
should have been updated. But there is a letter of support that was submitted to the board
earlier today. And I could, you know, email it to you, but I thought I did already. But there's a
letter. We met with the community, Beach Interplex, or Beach Community Services, and they were
unanimously in support of this project and this is just showing proof of our
meeting so this is Sharon Saleta we did receive that letter thank you okay so
with me I have the owner of the property or leases representative Vadim can you
virtually raise your hand yes okay uh vadim can you state your full name and address for the record
yes hi my name is vadim shklovsky v-a-d-i-m-s-h-k-l-o-v-s-k-y and my address is
Okay, and you're the sole member of Philadelphia City Properties, LSA, correct?
Okay, and you heard what I stated today?
Okay, and is it true and correct?
And do you adopt it as your own testimony?
No, I think it's okay.
I'm sorry.
I didn't hear you, Vadim.
What's your question?
Is it true and correct, and would you adopt it as your own testimony?
All right.
Is there anything else you would like to share with the board?
No, I don't know.
Any questions from the board?
no anyone who wishes to testify in this matter please raise your hand
no hands up at this time chair thank you planning commission uh commissioner
chairman and members of the board property is designated for single family residential
in the comprehensive plan it was remapped to that zoning in 2017 several single family homes
have been successfully developed and sold on this block in recent years.
Therefore, the Planning Commission recommends against the granting of these
oriances.
ZP, am I using ZP or am I?
Either one.
ZP is fine, Chair.
ZP-2020-000368-1705-SYBERT.
s-e-y-v-e-r-t street my vote is yes my vote is yes my vote is yes my vote is yes
thank you uh so this denographer we have one more case and then we'll be breaking and come
back for our 3 30 session all right all right thank you alan okay zp 2020 000 96 1707 north
rat street adam you agree to wait the reading of his refusal and stipulate to its accuracy
i do thank you uh good afternoon uh and actually i have this as mi so i don't know if this is a zp
or MI but I defer to the board. Each case has both a ZP and an MI so you're fine either way.
Okay all right. This is a pretty straightforward matter Mr. Chair and members of the board.
This is a pretty straightforward matter, Mr. Chair, members of the board.
This is 1707 North Groth Street, and with me is Mark Zwick, the owner's representative for Philadelphia Area Real Estate Investments, the owner of this property.
If you look, I included the deed to the property.
I have a certificate of tax clearance showing that the corporate owner is a good standing with the city of Philadelphia.
In a nutshell, this is an RM1 property.
if this wasn't an overlay this would be allowed as a right given the lot size of the property
but more importantly this was has been used as a triplex at least since 2007 i have a use permit
showing that i think what happens a lot of times when you don't have rental licenses consistent
from the time you have a use permit until you know a change in ownership sometimes there's
loss in translation where L&I will not issue a new zoning permit or issue new rental licenses
with respect to the new owner, and that's where we are with respect to this property.
We're not changing the amount of units. We're not changing the configuration of the property.
And most importantly, we met with the community, and I have hopefully that letter updated. I do.
I have unanimous support from the coordinating RCO that administered this community meeting, which took place last night.
Mr. Zwick, can you virtually raise your hand?
I have to identify myself again.
Mark, can you state your full name and address for the record?
Mark Stephen Zwick, 749 South 20th Street, Philadelphia, Pennsylvania, 19146.
Your last name, please, for the stenographer.
Zwick, Z as in zebra, W-I-C-K.
And you swear and affirm to tell the truth, the whole truth, and nothing but the truth?
Thank you.
