To give our invocation this morning, the Chair welcomes Reverend Edward Matthews, Pastor of St. Timothy Lutheran Church. He is here today as the guest of Councilman O'Neill. Good morning and greetings from Fox Chase. Let's seek guidance and blessing today from the Almighty. Almighty God, if anything, we thank you for this awesome city, and, Lord, we just pray that each person in here today we come with may be tired, maybe we're full of life and maybe just down, but if anything, Lord, we just pray that each and every one of us, with all our diversities and all our differences, that if anything, we come together for the best of the City. Lord, we seek your guidance. We seek your guidance over everyone in here today. We pray for justice. We pray for peace. We pray for just anything that will be in our hearts today, Lord, as we come here. And we pray for the City. We pray for the police. We pray for our Mayor. And, Lord, if anything today, we just ask for your blessing as well. So, Lord, each person in here today, may you bless them and may you bless this time as well. These things we pray, amen. (Amen.)

On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We certainly invite you to come again. At this time, the Chair recognizes Councilwoman Krajewski, who will present a resolution honoring Sister Francesca Onley of Holy Family College. Will Sister Onley and those accompanying her please join Councilwoman Krajewski at the podium. I see that Councilwoman Krajewski is also being joined by Councilmembers Kenney, O'Neill and Rizzo. The Chair recognizes Councilwoman Krajewski.

Thank you, Madam President. Resolution honoring Sister Francesca Onley on her 25 years as President of Holy Family University. Whereas, Sister Francesca Onley became President of Holy Family University in 1981 and has led the college in Northeast Philadelphia to phenomenal success and achievement.

And whereas, during her tenure, the number of students at Holy Family has doubled, she spearheaded a $7 million endowment, and satellite campuses have been added in Newtown and Bensalem, Bucks County; and Whereas, in 2002, Holy Family College became Holy Family University when Masters Programs were added and applications saw a 24 percent increase in prospective students, a number that grows every year; and

Born and raised in the Mayfair section of Philadelphia, Sister Francesca attended Nazareth Academy High School and joined the Sisters of the Holy Family of Nazareth in 1953. She went on to teach elementary and high school students change to college administration; and Whereas, she received her Bachelor's Degree in Education and Business from Holy Family College in 1959 and her Master's Degree in Education and Business from Marywood College and received her Doctorate in Higher Education Administration from Southern Illinois University at Carbondale; and

Whereas, Sister Francesca is famously known for her love of bologna sandwiches, hot dogs and Butterscotch Krimpets -Yellow or brown mustard? SISTER ONLEY: Yellow.

Yellow mustard. That's me, too. Thank you. -- (continued) as well as her rules of leadership, which are: Never spend money you don't have, always plan for the future, and achieve the goals you say you will on time. Now therefore, the Council of bestows its prayers, well wishes and its thanks to Sister Francesca Onley for her 25 years of dedicated and passionate service to Holy Family University and hopes to celebrate the University's future endeavors and achievements that become reality under her extraordinary tenure. Congratulations. (Applause.)

The Chair congratulates, welcomes and recognizes Sister Onley for remarks. Welcome, Sister. SISTER ONLEY: I should know by now that every time you come to the podium, you have to say something. I'm not prepared for that, but I am prepared. Thank you so much to the City of Philadelphia, to those who lead this City and the Council; in particular, for all those Councilwomen and men that are standing here who have sponsored this award. I have to tell you that not only of the employees and the students at Holy Family University are the ones that bring our goals and our mission to culmination. The Sisters of the Holy Family of Nazareth have sponsored many institutions of education and also for healthcare and the care of children in this city and internationally. This is what drew me to the religious life and to service the people. So I'm very pleased today to accept this award in the name of our congregation and of all the people with whom I work at Holy Family University. Thank you so much for this honor. (Applause.)

And also Linda, who is also new with Holy Family University and she is in Public Relations also. So these are just a few of the people that represent the wonderful people at Holy Family University. Will Mr. Patrick FitzGerald and join the Councilman at the podium. Councilman DiCicco is being joined by Councilmember Kenney and Councilwoman Blondell Reynolds Brown. The Chair recognizes Councilman DiCicco. COUNCILMAN DiCICCO: Thank you, Madam President, and good morning. Resolution commending RecycleBank as the 2006 Waste News' Corporate Environmental Award winner and encouraging the Department of Streets to maintain and expand the company's service in the City of Philadelphia. Whereas, RecycleBank is a private, Philadelphia-based company founded by Patrick FitzGerald and Ron Gonen to provide incentives for residents to recycle. Currently, in the Philadelphia trial program, households can earn up to 30 RecycleBank dollars per month that can be used to shop at over 300 participating stores, including local stores, restaurants, groceries and coffee shops; and Whereas, RecycleBank provides each home in its service area with a 35, 64 or 96-gallon RecycleBank container that has an embedded barcode to keep track of the amount each home recycles. The company also supports a single-stream recycling system that enables you to deposit all of your recyclables -- paper, cardboard, plastic, tin, aluminum -- in your RecycleBank container; and Whereas, RecycleBank provides a complete suite of reports that includes detailed performance analysis of recycling rates, participation rates and collection efficiency at the household, street, route, neighborhood and municipal level; and

Whereas, in the first phase of Philadelphia's pilot project, a 1,200-household section of Chestnut Hill, participation rates 30 percent to 90 percent and weekly recycling rates rose from 10 pounds per household to 35 pounds per household. The second phase of the program, a section of West Oak Lane, also saw participation rates rise to 90 percent. Daily recycling rates rose from 3 pounds per household to nearly 20 pounds; and Whereas, this innovative program has been honored by receiving the 2006 Waste News' Corporate Environmental Award which annually recognizes companies that have made a dramatic impact on the environment in the past year. Waste News is the nation's leading publication for issues related to refuse, recycling, energy and the environmental industry; and

Whereas, in addition to the pilot program in Philadelphia, RecycleBank is now operating in cities and towns throughout the Delaware Valley and will be expanding the coming years; and Whereas, RecycleBank has proposed expanding their program in Philadelphia. The company will provide carts, computerized documentation, education, advertising and their incentive program. The Streets Department has expressed concerns about the cost of the program, but it is feasible, it is feasible, the City will not incur additional costs due to savings related to waste disposal costs. The environmental, economic and social benefits of an expanded RecycleBank program are obvious; and Whereas, RecycleBank is clearly a nationally recognized local company that has generated excitement and interest outside the City and the region. For the City to expand the program would bring national recognition for Philadelphia's continued innovation and commitment to the environment. DiCICCO: Be it resolved, that the Council of the City of Philadelphia commends RecycleBank as the 2006 Waste News' Corporate Environmental Award winner and encourages the Department of Streets to maintain and expand the company's service in the City of Philadelphia. This is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 13th day of November 2006.
