That's correct.
And do you plan to use that system in operating this building?
Absolutely.
Mr. Ingram, have you heard the short testimony that I've given today?
And if you were to testify, could you adopt that testimony?

Yes, true.

all right questions from the board
questions or comments from our attorney
Just one comment, Mr. Chairman, since we're going to have to hold this.
Because Board Member Johns is not here right now.
So we can vote it next week.
It's fine.
I just wanted to let you know.
The whole process.
Yeah, I just wanted to.
Questions or comments from the virtual audience?
I do have.
No hands at this time, Chair.
Yeah, I do have one comment. And I think there was mention of using Moussahick and Schist as sort of facade. I don't think you can get that anymore. And you may want to check with the Historical Commission. They have other options that you can substitute for that.
okay if that's what you have promised the community or whatever or anybody's
expecting you to do that I don't think you want to be held to that okay if I
may make a closing statement you want to make closing statement good then make
it before I thank you again board for hearing our case today I would like to
say that we have a hundred percent community support ACCA supported us
there was the oak lane a community group supported us as well as councilwoman
Cindy's Bats. This is a major thoroughfare street. Transportation is plentiful. Buses run,
the number 16, the B, the Broad Street line, run up and down this street. Again, it's a thoroughfare.
We are just really trying to replace a building that was knocked down that Mr. Ingram bought
back in 1992. He finally has an opportunity to redevelop it, and I'm hoping that the board will
grant us a variance so we can do so thank you planning commission

I just wanted to pop on just to speak to what Darlene shared regarding the community and also
the RCOs and also our office. We are in non-opposition to this development and there
There were meetings that did take place with both RCOs.
We are having some experiences, some changes within both RCOs, but just wanted to come
on to say meetings did take place and both RCOs were in support of the project with the
changes that were proposed today.
All right.
Thank you very much for taking the time to cause.
We appreciate it.
You're welcome.
Commission, do you want to change?
I think so, sir.
good afternoon um liz fuselay on behalf of the philadelphia planning commission
the comprehensive plan recommends no change in zoning at this location from the existing rm1
residential single family with the respective changes made to the prior self site plan the
variances will be in harmony with the purpose and spirit of this zoning code the planning commission
recommends the board grant the requested variance for dwelling unit count per parcel as well as
tight and occupied area.
We'll vote next Wednesday morning at
930. Thank you very much.

Our computers are, I don't know what to say.
Do we get out of this and go to ours?
I mean, how's that?
Yeah, that's just the share screen still.
All right.
Number eight, am I correct?
MI-2025-005-548-1925
Denny Street
Vern Anastasio is the attorney
They're being promoted to panelists, sir
Thank you
Good afternoon, Mr. Chair
Vern, you've already been sworn to state your name for the stenographer
Verna Anastasio, A-N-A-S-T-A-S-I-O. On behalf of Mr. Charles, welcome.
Okay. Our vice chair has a few questions.
Thank you.
Good afternoon. Have you submitted your documents and exhibits 14 days in advance of this hearing?
I have.
And do you weigh the read and know your refusals and stipulate to their accuracy?
All right. Thank you. You can see your screen and proceed with the case.
Thank you.
And Verna, I see the 13th Ward sent a letter of opposition.
This property has been in existence in the current use for over 35 years.
And the application is for, it's residential, one single family household living.
There's one, as you'll see, efficiency apartment in the first floor.
And the rest is just single room residence.
And as I said, the single-room residence is why we're here, for the zoning relief.
And also, the single-family household living is also not permitted because it's zoned SPPOA.
But that said, this property has a very long history of residential use.
And it's exactly this use. The basement here is on the screen, as you can see, washer and dryer with a stair and HVAC.
No living space in the basement. The first floor has a front entrance and a rear entrance.
Both can access the efficiency apartment right here, which has been in existence again for over 30 years.
There are three additional rooms on the first floor that would be rented for single-room residency.
Again, it's been occupying for over 30 years.
Each room has a mini-fridge and a microwave.
The second floor has three additional rooms.
And the top floor has two.
The average length of stay is 12 years for the folks who have been occupying the space.
You have tenants who have lived there long term.
And all the RCO may have sent a letter of opposition.
None of the immediate neighbors showed up.
All of the immediate neighbors are very close with the property owner and the occupants.
property is not fully occupied at the moment it does need some renovation
there's only two or three people who are currently in there
this is the list of addresses that were mailed and proof of tax compliance
this is the front of the property
there is a property management company in addition to my client who lives in the area
also running and managing the property it has commercial trash pickup as well
with that if mr welcome is in the audience still i ask him to raise his virtual hand
Otherwise, as a member of the bar, I ask that you take my presentation.
Let's see if he's there first.
If he's not, we'll take your testimony.
There are no hands raised at this time.
Ram, what's the total headcount that could go in here?
Well, it's only, let me pull up the plan.
It's one occupant per room.
So that would be four on the first floor.
So that would be four on the first floor, three on the second, and two on the third.
Of course, my client would be willing to limit that if this board so deems it necessary not to exceed so many folks.
Questions from the board.
How many did you say there were?
Four on the first, three on the second.
is is no no no no no it you said four of the single room residences are on the first floor
or isn't there where's the efficiency right here okay yeah the question was how many occupants can
this at least hold in theory and that would be four on the first floor three on the second
and two on the third but of those you're talking really the seven was it six that would be nine
in total nine occupants in the household yeah but you're talking eight second room residences
and this and an efficiency right because this has its own little uh little own kitchen
So then the people who are on the third floor
have to use a bathroom on the second floor.
Correct.
And so do the people on the first floor.
There's two baths.
There's a powder room here.
That's just a powder room.
Are there any common spaces?
For everyone to utilize?
So where are the people that are not in the efficiency?
What are their kitchen resources?
Each room is fully furnished, and it comes with a desk, in addition to a bed, of course.
A desk.
I didn't answer my actual question about that.
A mini fridge.
I'm getting there.
A mini fridge and a microwave.
So there's no kitchen?
That's correct.
And they're supposed to live here full-time with only a mini-fridge and a microwave?
That's what they do.
The average stay has been 12 years.
And you said a mini-fridge and a microwave, and that's in each room.
Is that what you're saying?
That's correct.
Interesting.
What are the ages of the tenants on average?
Middle-aged men, mostly, but women as well.
middle-aged, you know, over 35. And what's the standard tenure for someone that's staying in
one of the rooms? The average is 12 years. I understand that's like, who's there now,
but like, how does the leasing structure work? Is this like an annual lease that renews?
Each room has, including the efficiency, is attached to a lease that's a 12-month term.
Sorry. And then for the single family household living, where is the single family living?
