My name is Frank Morelli, Survey Bureau Manager of the Department of Streets, and the Department would like to offer the following testimony on Bill No. 090905. This is not an administrative ordinance, but an ordinance requested by Mr. Paul Lonie, 1391 Walton Road, Blue Bell, PA. The purpose of this ordinance 15 is to facilitate the development and construction by the Delaware River City Corporation of a portion of the Delaware River trail extending along the front of the Samuel S. Baxter Water Treatment Plant by widening the sidewalk by 12 feet and placing a pedestrian and bike path. I am William Erickson, a City Planner with the Development Planning Division of the Philadelphia City Planning Commission. I am here to testify on Bill No. 090905, which Councilmember Krajewski introduced into City Council on December 10th, 2009. This ordinance will revise the lines and grades on a portion of City Plan No. 322 by relocating the southeasterly curbline of State Road, from Pennypack to Linden Avenue. This will allow the construction of the East Coast Greenway, a 12-foot-wide pedestrian and bicycle path. The Planning Commission at its meeting on May 19th, 2009 approved in concept the East Coast Greenway to be built at this location. The purpose of this ordinance 14 is to amend an ordinance (Bill No. 15 070392), approved September 20, 2007 and authorizing the striking from the City Plan and vacating the legally open portions of Lewellen Street from Delaware Avenue to Canal Street by extending the period for compliance with the terms and conditions stated therein. I am William Erickson, a City Planner with the Development Planning Division of the Philadelphia City Planning Commission. I am here to testify on Bill 090908, which Councilmember DiCicco introduced into City Council on December 10, 2009. This bill is a time extension for Bill No. 070392, an ordinance 19 authorizing and directing the revision of the lines and grades on a portion of City Plan No. 271 by striking from the City Plan and vacating the legally open portions of Lewellen Street from Delaware Avenue to Canal Street. The purpose of this is to allow for a residential 8 4/22/10 - STREETS - BILL 090905, etc. development called Bridgeman's View. The Planning Commission at its meeting on October 17, 2006 approved the rezoning of the land to allow the Bridgeman's View development. Members of the Committee, good morning. My name is Peter Tantala. I'm a consulting engineer. I'm speaking today on behalf of the developer and the applicant in this application, the Aramingo Rail Transfer. The Aramingo Rail Transfer requests that this portion of Adams Avenue be stricken and vacated from the City Plan in order to allow for the construction of a waste transfer facility at 2580 Church Street. This portion of Adams Avenue is unimproved, has no 13 4/22/10 - STREETS - BILL 090905, etc. subsurface utilities and is currently used as a rail yard. The proposed transfer facility would situate, as mentioned, would situate a 45,000 square foot building on the site, totally enclosed building, on the site of the current Adams Avenue location. This is an administrative ordinance requested by Mr. David J. Perri, Chief Engineer of the Streets Department, Municipal Service Building, Room 830, Philadelphia, PA 19102. The purpose of this ordinance 16 is to revise the City Plan in the vicinity of the new South Street Bridge over the Schuylkill River. The construction of the new bridge has necessitated the widening of South Street within the project area and the acquisition of a right-of-way for drainage purposes adjacent to the southwesterly side of South Street, east of the river. This proposed bill will 17 4/22/10 - STREETS - BILL 090905, etc. authorize the placing on the City Plan of the drainage right-of-way and the widened areas of South Street. I am here to testify on Bill No. 100157, which Councilmember Blackwell and Council President Verna introduced into City Council on March 11th, 2010. This bill authorizes the revision of the City Plan by relocating the houselines and the curblines of South Street from a point approximately 127 feet northwest of Convention Avenue to the northwesterly Pierhead Line and Bulkhead Line of the Schuylkill River and 18 4/22/10 - STREETS - BILL 090905, etc. from the southeasterly Pierhead Line and Bulkhead Line of the Schuylkill River to 27th Street so as to increase the width of South Street for the purpose of constructing a new bridge crossing the Schuylkill River and by placing on the City Plan a variable width right-of-way for drainage purposes adjacent to the southwesterly side of South Street north of Schuylkill Avenue and authorizing the opening of said widened portion of South Street extending through property owned by the City. The purpose of this ordinance 16 is to allow the reconstruction of the South Street Bridge, a $67 million bridge reconstruction project. The Planning Commission at its meeting of April 20, 2010 approved this Streets action. Therefore, the Planning Commission recommends that Bill No. 23 100157 be approved. This is not an administrative ordinance, but an ordinance requested by Mr. Thomas Ricci, 9218 Marsden Street, Philadelphia, PA 19114. The purpose of this ordinance 13 is to authorize the striking from the City Plan Hegerman Street from Aubrey Avenue to a point approximately 187 feet southwestwardly therefrom and to reserve and place on the City Plan a right-of-way for gas main purposes within the northwesterly half of the portion of Hegerman Street being stricken. Hegerman Street at this location is not legally open and not improved, and the City is not desirous of constructing a street at this location. This is not an administrative ordinance, but an ordinance requested by Mr. Carmen Zappile, Philadelphia Industrial Development Corporation, the Navy Yard Quarters A, 1413 Langley Avenue, Philadelphia, PA 19102. The purpose of this ordinance 15 is to amend the previous ordinance (Bill 16 No. 080279), which authorized the placing on the City Plan of 26th Street from Penrose Avenue southwardly approximately 1,832 feet to the Philadelphia Navy Yard. This amendment will extend the time period for compliance with the terms and conditions of the ordinance for an additional two years. The purpose of this authorization is to allow for improvements of the existing roadway and 25 4/22/10 - STREETS - BILL 090905, etc. installation of utilities to facilitate commercial development at the Navy Yard, including the relocation of the Tastykake Baking Company, which will be located at the southerly end of proposed 26th Street. I am here to testify on Bill 100220, which Councilmember Tasco introduced into City Council on April 8, 2010 for Council President Verna. This ordinance amends Section 2 of an ordinance (Bill No. 080279) approved April 28, 2009, entitled "An ordinance authorizing and directing the 4/22/10 - STREETS - BILL 090905, etc. revision of lines and grades on a portion of City Plan Nos. 52-A and 53-S by placing on the City Plan Twenty-Sixth Street from Penrose Avenue approximately one-thousand eight-hundred thirty-two feet to a dead-end, and dedicating to the City, free and clear of all encumbrances, of the bed of said Twenty-Sixth Street, all under certain terms and conditions," by extending the period for compliance with the terms and conditions stated therein. This bill is a time extension to Bill 080279 to allow the Philadelphia Industrial Development Corporation, PIDC, who is the owner and operator of the Navy Yard, to construct and open 26th Street into the Navy Yard. This street is the main street for the new Tasty Baking facility. Therefore, the Philadelphia Planning Commission has reviewed and approved Bill 080279 at its meeting on April 15th, 2008. Therefore, the 27 4/22/10 - STREETS - BILL 090905, etc. Planning Commission recommends that Bill 3 No. 100220 be approved. This concludes my testimony. Thank you, Mr. Chairman. I have a question, but it probably is not just in reference to this particular action being taken. The Navy Yard managed by PIDC, my favorite economic development agency, do we from time to time donate or convey City property to them for the Navy Yard's use and development, and have we done it over a period of time? (Witness approached witness table.)
I believe all the property at the Navy Yard is federal 28 4/22/10 - STREETS - BILL 090905, etc. property.
I believe all the property we receive from the federal government for development at the Navy Yard.
What about City streets? Are they City streets or is it all privately --
So in this case, we are moving lines -- that's not a City property?
Twenty-Sixth Street is a unique street, that it was opened by the federal government right after World War II and it was a roadway that was on private property. It was for access to the Navy Yard facility. So we 29 4/22/10 - STREETS - BILL 090905, etc. always had an easement for vehicular traffic to access the Navy Yard. Now that there's private development going on and there's a need for utilities in the bed of the street, we're going to receive a dedication to the bed of the street, and the roadway for 26th Street will be like any other City street that would be a City-owned street.
Let me make -- and, in fact, I think we're going to be giving to the City some of the property that's now owned by the Philadelphia Authority for Industrial Development, which we received from the federal government in 2001.
So the federal government owned it, conveyed it to PIDC --
PAID, your subsidiary. And now we are taking ownership and now maintenance of that street? 30 4/22/10 - STREETS - BILL 090905, etc.
Yes. It will be a public City street and we will be dedicating our real estate interest to the City.
Okay. Could you provide for me, Mr. Deegan, any City properties around the Navy Yard that we have either conveyed to you or you have conveyed to us? Could you provide that to the Chair?
I mean, not today. We'll move this matter, but I'd like -- that would be of interesting note to me.
Councilman, I'd just like to say that the bed of 26th Street was not part of the Navy Yard. It was a part of property that was owned privately by D'Angelo Brothers, and PIDC 31 4/22/10 - STREETS - BILL 090905, etc. is acquiring that piece of ground and is conveying it to the City of Philadelphia. But that was always private property, part of D'Angelo Brothers' property.

The purpose of this ordinance 23 is to authorize the relocation of the houseline of Montgomery Avenue from 15th Street to Broad Street and the relocation 33 4/22/10 - STREETS - BILL 090905, etc. of the houseline of 15th Street from Montgomery Avenue to a point approximately 331 feet northwardly therefrom, thereby reducing the widths of the Montgomery Avenue and 15th Street within these areas. I am here to testify on Bill 100227, which Councilmember Clarke introduced into City Council on April 8th, 2010, authorizing the revisions of the lines and grades of a portion of City Plan No. 123 by 34 4/22/10 - STREETS - BILL 090905, etc. relocating the northerly houseline of Montgomery Avenue from 15th Street to Broad Street, thereby reducing the width of said Montgomery Avenue and relocating the easterly houseline of 15th Street from Montgomery Avenue to a point approximately 331 feet northwardly, thereby reducing the width of said 15th Street. This Streets bill will relocate the north houseline of Montgomery Avenue from Broad Street to 15th and relocate the easterly houseline of 15th Street from Montgomery to the bed of the former Berks Street. This action is to allow for the construction of a second-floor addition of approximately 140,000 square feet, which will house basketball practice courts, recreational facilities, exercise and yoga rooms, weight rooms, classrooms and office space. The Planning Commission reviewed Bill No. 100227 at its meeting on April 20th, 2010 and recommended 35 4/22/10 - STREETS - BILL 090905, etc. approval.
