We would pray, Lord, that they would be an example so that those who live in our City, whether in or in University City, West Park, Germantown, Mount Airy, Northeast or North Philadelphia, South Philadelphia, that we would work together for safety, for security, for good jobs, good schools and a good City. Thank you, Madam President. Today, we're honoring a very fine public servant. Twenty-two years ago, I met of my neighborhood health clinic, Health Clinic No. 6. And he was hard at work back then and he has had an illustrious career for the City of Philadelphia. He did something very, very special the other day that we have honored him, and we're going to present him with a resolution this morning. Resolution commending Health Commissioner John F. Domzalski, for his tenacious work that lead to Pennsylvania Health Secretary Calvin Johnson temporarily allowing Philadelphia to use a coded system that maintains an HIV patient's anonymity and urging the Pennsylvania Health Department to incorporate a permanent code base names reporting system for the entire Commonwealth of Philadelphia. Whereas, Pennsylvania already requires doctors to use patient's name in reporting AIDS cases to county and state health officials, but unlike most states, Pennsylvania has no system for reporting HIV; and Whereas, currently seven states use a code based system, including Maryland and Massachusetts; and
Whereas, under the coded system, doctors assign their HIV patients unique identifiers that allow the tracking of their cases without their names; and Whereas, the City of Philadelphia has used this system for more than a decade in AIDS cases; and Whereas, about 13,000 Pennsylvanians now have AIDS and more than 30,000 are estimated to have HIV; and
Whereas, Commissioner Domzalski has been in the forefront advocating for Philadelphia to use the coded system; and Whereas, because of Commissioner Domzalski's tireless work, Pennsylvania Health Secretary Calvin B. Johnson granted a one-year trial for an HIV coded system; and Whereas, part of the agreement, the City must demonstrate that it is providing care and the program's effectiveness will be evaluated before it is made permanent; now, therefore, be it
Resolved by the Council of the City of Philadelphia that we hereby honor and recognize Health Commissioner John F. Domzalski's tenacious and tireless work that led to Pennsylvania Health Secretary Calvin B. The Chair recognizes the Commissioner for remarks. COMMISSIONER DOMZALSKI: Thank you, President Verna, Majority Leader Blackwell, Minority Leader O'Neill, and certainly Councilman Ramos, Councilman Mariano, Councilwoman Reynolds Brown and Councilman Goode. I can't think of a legislative body in the world that I'd rather be recognized than the Council of the City of Philadelphia. And that's principally because apart from your deliberations here, I get to see your work on a daily basis on behalf of your constituents, and it's on the real issues that affect people in neighborhoods and it's all about services to constituents. That's the business we're in. We like to think of ourselves in the not only as good public health professionals but as problem solvers. So we're very glad to be able to do this. I'm joined here today by people on whose behalf I accept this recognition. First and foremost, I need to point out that the person who in this government and in this City who is out in front on this issue early was Mayor John Street, recognizing the issues that attend the problem of doing away with privacy with regard to HIV reporting. He was very clear about this and a supporter all the way through this. In addition to that, during the difficult days that transpired in the prior state administration, and they were difficult ones, people up here with me, Rhonda Goldfein from the AIDS Law Project, Kevin Tenair (ph) from Action AIDS, and a variety of other people in the advocacy community who are very helpful in making our case. And of course, my colleagues Joe Kronaur, Assistant Health Commissioner; John Seller, Director of the Office; Jim McIlhenny, as our surveillance person; clearly were very, very important to this effort. So without prolonging this, I do express my gratitude to each and everyone of you, particularly to Councilman Juan Ramos and the Committee that made this possible. On behalf of the Philadelphia Department of Public Health, our colleagues out in the advocacy community, I humbly accept and thank you for this recognition. (Applause.)

Thank you, Madam President. It is not every day that we get the opportunity, especially while people are still very active and very much a presence on the scene, to recognize people who have given a life's work to an area or to a particular industry, and we have that opportunity this morning with A. Bruce Crawley. I'm just going to read the resolution. My colleagues have served on the board of the Philadelphia Convention and Visitors Bureau for sometime. that there are comments that they wish to make. And so maybe we'll provide that opportunity and then read the resolution after the comments. I know that Councilwoman Reynolds Brown wants to say a few words, and I'm sure that Councilman O'Neill would as well. So why don't we do that and then we'll read the resolution.
Thank you, Madam President. And I thank my colleague Councilman Nutter for an opportunity to share just a couple of quick personal comments about the leadership of A. Bruce Crawley. Fifteen years ago while I was running the Philadelphia Recruitment Center for Penn State University, I received a phone call the then President of the Board of the Philadelphia Urban League, A. Bruce Crawley expressing to me in no uncertain terms that I submit my name to be a member of the Urban League Leadership Institute Charter Class. I might add that my colleague Councilman Nutter of that class. And so I'm eternally grateful for him for pushing me and nudging me to say "You have what it takes. You need to be a member of this class." One year later, one year ago, I should mention, I received a message from A. Bruce Crawley inviting me to become a member of the Board of the Philadelphia Visitors and Convention Bureau. And there I've had to learn a lot about our hospitality and tourism industry which we know is the No. 1 industry in the City. So again I thank him for his leadership and for being deeply committed to pushing and nudging people of color and women into areas that heretofore have not been open to us. We will miss his leadership at the Philadelphia Visitors and Convention Bureau. We will miss his voice and we will miss his advocacy on behalf of this City. Thank you very much.
I think Bruce is well known for helping those who have been trying to become part of things. But I think his leadership abilities. What he did since 1999 at the Convention and Visitors Bureau as Chairman of the Board, I believe, is really taken a very good Convention Bureau and made it No. 1 in the country. As many of you heard a very short time at an unprecedented luncheon that Bruce led with the Council that tourism and conventions are our future, and we are doing very, very well in large part because of initiatives and leadership strategies that Bruce started and followed through on. And I just want to thank him on behalf not just the Council but the entire Board of Directors of the Philadelphia Convention and Visitors Bureau.
Thank you to my colleagues. And lastly, whether it was Bruce beating me up as a young person at St. Joe's Prep where he's a graduate -- actually, he did not beat me up; we weren't in school at the same time. But seriously, more recently in of the Philadelphia Convention and Visitors Bureau and in my other little job at the Pennsylvania Convention Center Authority, I've learned a great deal from him and have gotten to know his work quite up close and personal. And so it is a great honor to have this resolution commending A. Bruce Crawley for his leadership as Chair of the Board of the Philadelphia Convention and Visitors Bureau and his contributions to the tourism and hospitality sector. Whereas, the Council of the City of Philadelphia is pleased and proud to join the friends and colleagues of Mr. A. Bruce Crawley in tribute to him for his many years of service as a member of the Philadelphia Convention and Visitors Bureau, PCVB; and
Whereas, he was elected as Chairman of the PCVB on November 24, 1999, providing leadership during difficult times for the hospitality industry following the events of September 11th, and has served as an active member of the Board 1986, during which time he co-founded the Multicultural Affairs Congress; and Whereas, he is president and principal owner of Crawley, Haskins & Rogers, a Philadelphia-based public relations and advertising agency, currently ranked as one of the 20th largest African-American owned advertising agencies in America; and
Whereas, he is the founder and chairman of the Board of the African-American Chamber of Commerce in Philadelphia and has served on many prominent boards such as the Urban League of Philadelphia, the Philadelphia Convention and Visitors Bureau, Independence Blue Cross, Philadelphia High School Academy, Inc., the Salvation Army, and the Arts Sanctuary. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend A. Bruce Crawley, for his many years of dedicated service to the Philadelphia Convention and Visitors Bureau.

Bruce Crawley as a symbol of this legislative body's gratitude for the role he has played in helping to improve the tourism and hospitality industry in the City of Philadelphia. I thank you very much President Verna, Members of City Council. This is a great honor, especially meaningful to me because I have had an opportunity to work so closely with so many of you over my years here in the City of Philadelphia, and I have been in the City of Philadelphia all of my life. So it is especially meaningful that this is a body that also understands the well, so thoroughly. This is not an organization that simply does the politics and doesn't get involved in the key issues of the City outside of their strict responsibility. No fewer than six members of this City Council serve on the Board of the Convention and Visitors Bureau, and several of them have served previous to this time period. So this is a body that really understands. And as he alluded in his remarks, Councilman Nutter has risen from this body to become the Chairman of the Board of the Convention Center Authority and becoming in the process one of the leading voices for hospitality growth and development in this region and across the state. So it is important to me that an organization so thoroughly understands hospitality has been so kind. I, unlike my friend Commissioner Domzalski, did not bring a posse. I don't have a group people here with me. But I do absolutely accept this on behalf of the members of the Board of the Convention and a Board of 80 people. We have an execute Committee there. They have an executive Committee there of about 35 people. There is a staff there of about 60 people whom have been recognized as the best Convention and Visitors Bureau in this country. You should be proud of them. They have done excellent work and they have to do more excellent work if we're going to expand the Convention Center and sell the expanded capacity at that Center. I also accept this on behalf of the 1100 members, dues-paying members of the Convention and Visitors Bureau. These are business owners whose businesses, whose revenues, whose employees are based directly on the success of the hospitality industry of this City. Without the Convention and Visitors Bureau that wouldn't happen. And as you know this is an industry that brings upwards of $11 million to the region and in excess of $3 billion to the City of Philadelphia. So this is very important, and I want to thank you. closing, let me say that I especially enjoyed my time at the Convention and Visitors Bureau because what happens at the Convention and Visitors Bureau is a public/private laboratory for solving problems in the City of Philadelphia. We solved a lot of problems in the Convention and Visitors Bureau and a lot of problems having to do with the hospitality industry, but I think the thing that I will always be most proud of is the fact that we had people from the public sector, people from the private sector, leaders of most of the business advocacy organizations in this City, the best minds in the City who came together and decided that this industry would not be successful unless we utilized all of the talent, the African-American talent, the white talent, the Hispanic talent and the Asian talent. Unless we included everyone, this hospitality industry would not be able to grow. And that process started back in 1988 with the formation of the MAC, Multicultural Affairs Congress. And from that we started the Sports same format as the MAC but focussed it on sports. Then we had a Healthcare Congress, taking that same concept, focussing on healthcare. And because of that, we not only were able to grow the business of hospitality, but we were able to employ and promote and gain marketing competitive advantage against every other major destination in the country.
Now we have destinations like New York and Chicago and Los Angeles emulating Philadelphia to try to utilize all the talent in those cities to grow their hospitality industry. I think in recognizing the Bureau today, I would hope that this Council continues to recognize the great value in inclusiveness and ensuring that we spread that mindset, that concept, throughout the entire economy because I think we still have a great deal of work left to do to ensure that the people of color who comprise 56 percent of the population of this City are appropriately included in the entire economy. I think that we will find that if we do that in the way, we will grow this economy, we will expand the tax base and won't need to impose onerous taxes on the very few who have benefited by the beneficence of this economy. A resolution urging the United States Senate to support the Irish American community by rejecting the proposed extradition treaty with the United Kingdom.

Thank you, Madam President, for the opportunity to explain this resolution. In March 2003, US Attorney General John Ashcroft signed a new extradition treaty between the United States and the United Kingdom which is currently awaiting consideration by the Senate Foreign Relations Committee. This treaty deletes language from previous treaties which ensured that no one would ever be expelled for suspicion of political crimes without a hearing on the charges by a federal judge, thus depriving Americans from their day in court. The proposed treaty would also eliminate the statute of limitations and encourage, quote/unquote, provisional arrests and detentions of those suspected of political crimes. Many Irish-Americans have deeply rooted mistrust of the British government's treatment of political dissidents, especially towards those who have actively disputed British claims over the six counties of Northern Ireland. This treaty does not make the United States safer or protect its citizens from terrorism. It does remove basic protections for those seeking refuge on our shores and subjects our citizens to extradition based solely on unproven allegations by the British government. Irish-American organizations across the country have joined together and urged the United States Senate to reject the proposed extradition treaty with the United Kingdom, and I urge my colleagues to support this resolution.

An ordinance amending Section 19-602 of the Philadelphia Code related licenses to provide that the Department of Licenses and Inspections shall refrain from issuing or shall revoke the BUSINESS PRIVILEGE license of any person who operates any business without the requisite license, all under certain terms and conditions.
Thank you, Madam President. I'd just like to state colleagues and thank them for signing onto this bill. We have passed out an article that appeared in the Philadelphia Inquirer about the astronomical interest rates charged by these payday lenders. They claim that they are not loaning money, they are pass-throughs. So what we're going to do is ask the L&I take their business privilege license to do business in the City of Philadelphia if they are deemed payday lenders.

Let me likewise say that Councilwoman Blondell Reynolds Brown was born in this area. She moved up to the 4th District, but she was born in the 3rd. And this is one of our main NTI areas that we're focussing on too. And we wanted all who are here to know that she cosponsored this legislation.
