Good morning,11 Mr. Chairman. My name is Vince Fenerty.12 I'm the Executive Director of the13 Philadelphia Parking Authority. I would14 like to thank you and the members of the15 Committee for allowing me to testify16 today on behalf of Bill No. 110120. I17 would like to thank Councilman Clarke for18 introducing this important legislation,19 which will add an additional intersection20 at North Broad Street and Vine Street to21 the red light camera program in22 Philadelphia.23 Since the first cameras were24 activated through a pilot program at25 3/17/11 - STREETS - BILL 100844, ETC.1 Grant and Roosevelt Boulevard on February2 23rd, 2005, the program has been3 extremely successful in achieving its4 main goal, decreasing red light running,5 which has in result led to fewer6 accidents, injuries and fatalities.7 I believe the growth of the8 program is a testament to its success.9 There are currently 85 cameras at 1910 intersections in Philadelphia, with the11 latest additions located on Aramingo12 Avenue at Castor Avenue and Aramingo13 Avenue at York Street.14 The addition of Broad and Vine15 Street will bring the citywide total to16 89 cameras at intersections.17 The intersection of Broad and18 Vine Street has long been a place where19 pedestrians and motorists alike are20 placed in danger by the constant21 disregard for the traffic signals. It is22 not an exaggeration to say that you23 sometimes put your life in your hands24 navigating these areas. I believe the25 5 3/17/11 - STREETS - BILL 100844, ETC.1 installation of red light cameras will2 change the behaviors of motorists here as3 they have in other parts of the City.4 This will lead to improved safety5 conditions at what is now a dangerous6 intersection in the City.7 I would like to thank Council8 for its past support of this life-saving9 program and ask the Committee to give10 Bill No. 110120 a favorable11 recommendation and request that the rules12 be suspended to allow the first reading13 at the next Council session.14 COUNCILMAN DiCICCO: Thank you.15

Good afternoon,6 Chairman DiCicco and members of the7 Committee. My name is David Perri and I8 am the Chief of the Survey and Design9 Branch of the Department of Streets. I'm10 here to offer the following testimony in11 support of Bill No. 100844.12 This bill, if enacted, would13 establish a policy allowing the use of14 all forms of sustainable building15 materials, products and systems in the16 construction and reconstruction of17 sidewalks and foot paths located in the18 public right-of-way. The types of19 products and systems that could be20 permitted under the guidance of this bill21 include rubber sidewalks, porous asphalt,22 porous concrete, recycled plastic pavers23 and other materials and systems to be24 developed in the future. The goal of the25 9 3/17/11 - STREETS - BILL 100844, ETC.1 bill is consistent with the goals of the2 Greenworks Philadelphia Plan, which is to3 make Philadelphia the greenest city in4 America. By opening the door to5 alternate materials such as porous6 concrete, this bill is also consistent7 with the Philadelphia Water Department's8 goal to more effectively manage storm9 water runoff throughout the City.10 Bill No. 100844 sends a strong11 message to builders, developers,12 businessowners and property owners that13 the City of Philadelphia has an open mind14 concerning the use of innovative products15 and materials. Thank you,25 10 3/17/11 - STREETS - BILL 100844, ETC.1 Mr. Chairman.2 Good afternoon. I wanted to3 know that will this have an impact on4 individual water bills, and, if so, how?5
It possibly could6 have an impact on water bills. I'm not7 the expert on how the storm water fees8 are calculated, but in general, it could9 help reduce the amount of impervious10 surface on a given property. So it has11 the potential to impact on and help12 reduce the water bill, but you'd have to13 ask directly to the Water Department.14
And in beta15 testing -- I'm assuming there were tests16 done -- how do they stand up on those17 salty streets and weather-worn salt18 deterioration? Have we tested them for19 that?20
Yeah. Specifically21 with porous concrete, it has been used in22 other areas and it does hold up well23 under salty conditions. In general,24 you'll have less snow and ice25 11 3/17/11 - STREETS - BILL 100844, ETC.1 accumulation on a porous concrete2 sidewalk than you would have on a plain3 concrete sidewalk. They tend to hold the4 warm air longer and allow for quicker5 drainage and ice melting. So you6 wouldn't need to use as much salt on it.7
Do you have8 some quantitative analysis that we can9 review that backs up your statement?10
Sure. We haven't11 tested it locally, but there's a lot of12 research materials that we have showing13 the product such as porous concrete has14 been used successfully in other areas.15 We'll be happy to send that to you.16
And has it17 also been tested for life expectancy18 versus other -- you have other materials19 here such as rubber -- I mean, is there a20 chart, a matrix, that we could kind of21 look to and the people, taxpayers, could22 look to to say if I use this material23 versus that material, here's my life24 expectancy, here's how it reacts under25 12 3/17/11 - STREETS - BILL 100844, ETC.1 salt conditions, here's the time it takes2 to -- its lifecycle, I guess?3
We haven't4 developed and compiled comparative5 analysis between the different products6 out there. Our hope was that developers7 and the private industry would bring8 forth new systems and ideas, and we would9 evaluate them as they are presented. So10 we don't have a compendium of different11 products that would be available at this12 point.13
Is there a14 cost differential in any of these15 materials?16
Well, on initial --17 whenever you have a new product that18 you're introducing, usually the cost is19 going to be higher until it has more of a20 widespread acceptance, but that would all21 depend on which product and system you're22 looking at. The porous concrete, because23 it's not used widespread in this area at24 this point, probably would cost a little25 13 3/17/11 - STREETS - BILL 100844, ETC.1 bit more, but a product such as a2 recycled plastic paver might be cheaper3 than using other types of pavers on a4 sidewalk. So it runs the gamut. The5 costs are highly dependent upon the6 specific system that's being proposed.7
If you were8 to pick a municipality that we could look9 to, call up and ask how they're doing10 with these materials, is there one that11 comes to mind?12
Yeah. Off the top13 of my head, Chicago has used porous14 materials, especially in back driveways,15 and I would look to them for information16 that they've compiled as to the success17 of that product.18

So this3 is establishing a new policy that will4 expand the use of various materials for5 sidewalks. How will this impact -- if I6 just decide to do a sidewalk tomorrow,7 it's still okay, correct, without using8 any of these materials?9
That's correct.10 This bill opens the door to the use of a11 wide range of materials, but if you want12 to use standard concrete, you're13 perfectly entitled to, and that's what14 our current standard detail shows. It's15 plain concrete for a typical residential16 sidewalk. It wouldn't prevent that.17
Okay. Do18 we have materials that people use on the19 highway that would hold up better in snow20 in terms of potholes, pothole prevention?21
In terms of22 different asphalt products, the type of23 mix we use is probably the best out24 there. I don't know of any25 15 3/17/11 - STREETS - BILL 100844, ETC.1 cost-effective paving material that can2 do a better job beyond what we're3 currently using as a standard repaving4 mix.5
The life6 of a highway, just a regular street, is7 what, seven years, before it needs to be8 repaved?9
Depending on the14 volume of traffic that a street has, the15 repaving cycle could be anywhere from ten16 years to 30 years.17

I'm a Project17 Manager in the Philadelphia Water18 Department, and I'm here to testify on19 Bill No. 110075, which authorizes the20 construction of a sewer and appurtenant21 work, required to alleviate unsanitary22 conditions in the 800 block of Asbury23 Terrace. Councilwoman Marian Tasco24 introduced this bill on behalf of Council25 17 3/17/11 - STREETS - BILL 100844, ETC.1 President Anna Verna on February 10th,2 2011.3 Bill No. 110075 authorizes the4 construction of a sewer and appurtenant5 work in the 800 block of Asbury Terrace.6 The properties at this location currently7 have on-lot sewage disposal systems which8 are failing. This situation is creating9 an unsanitary condition. To alleviate10 this problem, the construction of a11 public sewer is required.12 The residents affected by this13 construction shall be assessed for the14 new sewer in accordance with The15 Philadelphia Code.16 The Water Department recommends17 that this bill be reported favorably out18 of Committee and that the rules of19 Council be suspended to allow for first20 reading of this bill at the next session21 of City Council.22 This concludes my testimony. Yes. It's $9 a7 square foot per the linear footage of8 their property.
