My name is John Herzins.2 I am Deputy Commissioner in Public3 Property here today to testify in support4 of Bill No. 110186.5 A request for proposals was6 issued by the City for the7 above-referenced parcel of land into8 market-rate and affordable homeownership9 units. APM and Jonathan Rose Companies10 were selected based on their proposal to11 construct a mixed-use, transit-oriented12 and environmentally responsible rental13 housing development for low- and14 moderate-income families.15 The approximately 217,00016 square foot building will consist of 16417 rental units for individuals and families18 with household incomes from 50 to 8019 percent of area median income. Of this,20 approximately 40,000 square feet will be21 dedicated to a state-of-the-art community22 center and cafe on the ground floor. The23 building will be constructed as an24 environmentally responsible design that25 4 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 includes a green roof and community2 garden, solar panels, rainwater3 collection and the use of local,4 recyclable and renewable materials.5 The Department of Public6 Property supports this measure and,7 accordingly, I respectfully ask that City8 Council approve Bill No. 110186.9 I am requesting a suspension of10 the rules so as to allow the first11 reading at the next session of Council.12 Thank you.13
Good morning,16 Chairman Clarke and members of the17 Committee on Public Property and Public18 Works. My name is Brian Flanagan. I am19 the Chief of Staff to the Deputy Mayor20 for Economic Development. I am here to21 testify in support of Bill No. 110186.22 I'd like to start by thanking Councilman23 Clarke for his leadership throughout the24 entire disposition and entitlement25 5 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 process for this project.2 This bill would allow for the3 transfer of the property at 1900 North4 9th Street from the City of Philadelphia5 to the Philadelphia Authority for6 Industrial Development and subsequently7 to the partnership of Asociacion8 Puertorriquenos en Marcha and the9 Jonathan Rose Companies. This10 development partnership was selected11 through a competitive request for12 proposal process that was conducted by13 the Commerce Department in the summer of14 2009.15 The developers are proposing a16 mixed-use, mixed-income, transit-oriented17 development consisting of 164 units, 7518 parking spaces in a grade-level garage19 that is not visible from the adjacent20 streets. The site is immediately21 adjacent to the Temple University Rail22 Station of the SEPTA Regional Rail23 System. The design of the building and24 the site location are consistent with the25 6 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 principles of transit-oriented2 development.3 The building will also include4 such measures as sunshades to mitigate5 solar gain, a green roof, photovoltaic6 solar panels, rainwater collection and7 the use of local, recyclable and8 renewable materials. LEED certification9 will be sought for this project.10 The zoning for this project was11 introduced by Councilman Clarke on May12 20th of 2010 and approved by the City13 Planning Commission on June 8th and14 passed by City Council June 17th of 2010.15 The project received funding16 from the City of Philadelphia with the17 support of Councilman Clarke, the Home18 Depot Foundation, Citibank Foundation and19 the federal government through Senator20 Casey's office and a variety of other21 sources. The project has made it to the22 final round of Low Income Housing Tax23 Credits through PHFA that will be awarded24 this coming summer.25 7 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 With the award of the Low2 Income Housing Tax Credits, this project3 will be fully financed and ready to start4 construction as early as late summer,5 early fall. I'm Lorraine Brill.2 I'm Vice-Chair of the Board at District3 Health Center 10, and Stuart Katz, who is4 the Director of Health Center 10.5
And it was noted8 about the correction on the bill to9 correct the spelling. It's Judge Edward10 B. Rosenberg.11 I have, if someone would like12 to pass this around to the -- it's a copy13 of our press release for our annual14 meeting and also information from the15 letter that was sent out by the community16 Board, just for your information to give17 a little more background on the matter.18 The bill gives you a lot19 already about the history and how Judge20 Rosenberg helped us in 1969 and saved the21 property, which was next to the Northeast22 Regional Library. And it was about to be23 sold, and he recognized that, and then we24 had a big community meeting of all the25 10 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 people in the Northeast, who campaigned2 to save the land for the health center,3 which they did. And then for many years,4 we had to get the money and all kinds of5 things. We've worked very hard.6 So the reason we're so7 concerned about Judge Rosenberg -- he did8 die a few years ago, and since he was the9 person that was very active in the10 Northeast, he not only did all the things11 that are on the paperwork that we gave12 you, but he also was a Board Chair on the13 Northeast Center for Mental Health and14 Mental Retardation. He was the first15 President in Oxford Circle Jewish16 Community Center, and also he was --17 well, I think they have it here, that he18 was on the Zoning Board, and, of course,19 being the judge.20 I knew him when I first became21 involved at the Upper Northwood Community22 Council. He started that in 1948 and was23 President. And I got involved in 196324 when I was a representative from the Home25 11 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 and School from J. Hampton Moore School.2 And then when we had to do a lot of3 zoning and remapping, rezoning, he was4 our mentor. I learned a lot from him5 about zoning and all different things6 that we do.7 And so we urge you to support8 this bill and add his name to the9 District 10 Health Center name.10
The only thing I'll12 add is that the plan that we strongly13 encouraged Council to pass is that the14 health center name continue to be Health15 Center 10, the Judge Edward B. Rosenberg16 Center, so that we avoid confusion of17 patients who know it as one thing and18 suddenly think we've moved someplace that19 they can't find, but...20

Good morning,7 Chair, Mr. Chair, panel. On behalf of8 the Strawberry Mansion community of the9 City of Philadelphia, we, the Advisory10 Board members of the Strawberry Mansion11 Health Center, are most honored to12 present you the following testimony about13 the late Dr. Chetwynd Bowling. Our14 honorable City Councilors, we hope and15 pray for your favor, unreserved support16 and blessings for our community's desire17 to become true, to change the current18 name of our Philadelphia Department of19 Public Health Clinic, located at 284020 West Dauphin Street, Philadelphia,21 Pennsylvania 19132, from the "Strawberry22 Mansion Health Center" to the "Strawberry23 Mansion Health Center - Dr. Dr. He was the son of Richard and Agatha5 Bowling of New Amsterdam, Guyana. Chet6 received his early education in both New7 Amsterdam and Georgetown. 14 He attended Inter-American15 University in Puerto Rico for two years16 and then transferred to the University of17 Bridgeport in Connecticut, where he18 received a Bachelor's Degree in chemistry19 after an additional year of study. D. 1 year as a Physician 1 at Mount Wilson2 State Hospital outside of Baltimore3 before coming to Philadelphia in 1970 for4 his residency in general internal5 medicine, with a subspecialty in clinical6 pharmacology, at Hahnemann Medical7 College and University. He served on the8 faculty at Hahnemann as an Assistant9 Professor and as the Director of Minority10 Medical Students. 14 From 1974 onward, Chet15 practiced medicine in a variety of16 settings from the medical clinics at the17 Philadelphia Department of Corrections18 and at Graterford Prison, to private19 practice, to clinics of the City of20 Philadelphia's Department of Public21 Health. After working for several years22 at Health Center No. 5, he was appointed23 Clinical Director of the Strawberry24 Mansion Health Center in 1998. 1 clinics, he initiated and practiced the2 special Star 65 clinic, which to date3 still continues to provide extra support4 in the treatment of long-term older5 patients whose health issues require more6 intense attention. Star 65 clinic7 includes a social worker in the team at8 the time of the visit, longer visit times9 and includes family caregivers whenever10 possible. 17 Chet's love of the study and18 practice of medicine were evident to all19 who came in contact with him - his20 students, his fellow physicians and other21 health professionals and, most of all,22 his patients. 6 In 1967, Chet married Charis7 Crosse in Baltimore, Maryland and their8 marriage produced two sons, David and9 Kevin. Family was always very important10 to Chet. He adored his wife and his11 sons, and he doted on his grandson, Soli12 Baraka Bowling, who was born on January13 10th, 2008. Chet never minded when14 people teased him about having two15 passions, family and medicine, and it16 seemed that those two were enough for17 him. 20 Chet loved and appreciated21 life, and he lived his own life well. He22 was a caring and compassionate physician23 who dedicated his entire medical career24 to public health. 9 McFetridge, Secretary; Tyrone Williams,10 Secretary (Alternate); Mary Dorothy11 Smith; Linda Ogunfi; Rodnell Griffin;12 Carl S. Yes. Good19 morning. My name is Patricia Russell.20 Again, I'm Vice-Chair. I'm representing21 the patients of the Strawberry Mansion22 Health Center, where I am a patient as23 well, and I had an opportunity to work24 with Dr. Bowling. I saw him as a25 20 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 patient. I also worked with him on the2 Board of Directors, and he would support3 any fundraisers that we had that would --4 where the funds would go towards helping5 the staff or the patients at Strawberry6 Mansion. And his Star 65 program, my7 husband is a member of that, and one of8 the things that I loved about the program9 and Dr. Bowling was that when my husband10 became a patient of the Star 65, he not11 only called my husband in, but he called12 me in, because he said this is a family13 thing. And whatever my husband had to do14 in order to maintain good health, I was a15 part of that, that assistance. So he16 included me and he explained to me17 whatever the issues were, whatever my18 husband needed to do just so that we19 would both know and understand what was20 involved in him doing what he needed to21 do. And I found that he did that with22 all of his patients. Even when I saw him23 in the absence of my own doctor, he was24 very concerned, he was very caring, very25 21 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 soft spoken, but yet firm. He was a2 very, very smart man, but yet he was a3 very humble man.4 So naming Strawberry Mansion,5 adding his name to the title of6 Strawberry Mansion is truly an honor, and7 I'm glad to be a part of that.8

My16 name is Kusema Warrakah, Chair of17 Strawberry Mansion Board of Directors.18 And I feel so honored today to be able to19 say a little bit about Dr. Bowling.20 I met Dr. Bowling when I came21 to Strawberry Mansion as a Board member22 or later becoming the Chair of the Board,23 and I found him to be a very24 conscientious (unintelligible). He was25 22 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 very dedicated, so much that it was2 really amazing. He was very cautious and3 very kind and gentle.4 One remarkable thing that I5 managed to hear was one time when his6 wife said that he had to leave his7 vacation, cut his vacation short from the8 Caribbean with his family just to come9 back to Strawberry Mansion to come and10 see his patients.11 He was a very, very nice man,12 and it will be a great honor if13 Strawberry Mansion will be named --14 sorry; his name will be attached to the15 Strawberry Mansion name for our16 community.17 Thank you very much.18

Good morning,5 Chairman Clarke and the Committee6 members. My name is Mark Focht. I'm the7 First Deputy Commissioner of Parks and8 Facilities, Philadelphia Parks and9 Recreation. I am pleased to appear10 before you today on behalf of Parks and11 Recreation in support of Council Bill No.12 110228.13 The construction of this14 approximately one-quarter mile trail will15 complete a critical missing link in the16 region-wide, 128-mile long Schuylkill17 River Trail system, 19 miles of which are18 in the City of Philadelphia. This trail19 connects City residents with surrounding20 communities and provides trail users from21 the surrounding region with a critical22 connection to Philadelphia. The trail is23 directly connected to such destinations24 as Valley Forge National Historical Park,25 26 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 Manayunk, Schuylkill Banks and Center2 City.3 In the fall of 2009, City4 Council approved Bill No. 090708 in5 support of this project and authorized6 the City to enter into a license7 agreement for that portion of the trail8 between Shawmont Avenue and Port Royal9 Avenue. This bill before you today10 authorizes the City to enter into a11 similar lease agreement that permits the12 trail to be extended all the way to the13 Montgomery County border.14 Completing the Schuylkill River15 Trail has long been a mission of Parks16 and Recreation and our partnering17 organizations such as the Bicycle18 Coalition and the Schuylkill River19 Greenway Association. In addition, in20 February of 2009, City Council passed a21 resolution introduced by Councilman Jones22 in support of completing the Schuylkill23 River Trail since it is an economic24 development, recreation, community25 27 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 revitalization and environmental2 preservation priority for the region.3 The Schuylkill River Trail in4 Philadelphia is in heavy demand by5 approximately 670,000 users annually,6 including bikers, pedestrians, runners7 and families with children, who use the8 trail for recreation, commuting,9 relaxation and transportation between10 destination points.11 The Department of Parks and12 Recreation believe that all residents13 should have the opportunity to be engaged14 with outdoor recreational activities. By15 constructing this missing section of the16 Schuylkill River Trail, we are not only17 providing residents with an enhanced,18 safe, recreational opportunity, but also19 this critical link. Therefore, I appear20 before you today to pledge the support of21 Parks and Recreation for this legislation22 and respectfully request this Committee23 and City Council's approval of Bill No.24 100228.25 28 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 Thank you.2
Is this6 absolutely the kind of arrangement we7 need, 25 years? It's a piece of PECO8 property. Not that they'd ever want to9 call that lease in. What's the option10 after 25 years? And couldn't we just11 make an arrangement with PECO that rather12 than a lease, that they be involved in13 the process and say that we have easement14 of their land?15
Actually,16 Councilman, the source of funding for17 this, this is one of the federally funded18 TIGER projects through the federal19 stimulus project that's completing seven20 sections of the Schuylkill River Trail.21 The funding source requires that we have22 control of the land via an easement23 agreement for a minimum of 25 years,24 which is the agreement we subsequently25 29 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 struck with PECO. So the actual form of2 agreement is a result of the funding3 source.4
Okay.5 That's fair. But I know that property6 and I don't think that they'll ever --7

My name is John Herzins,17 Deputy Commissioner in Public Property,18 here today to testify in support of Bill19 No. 110257, an ordinance authorizing the20 Commissioner of Public Property on behalf21 of the City to convey to PAID all or part22 of an irregularly shaped parcel of land23 currently used by the Philadelphia Zoo24 for parking, along with the improvements25 31 5/3/11 - PUBLIC PROPERTY - BILL 110186, ETC.1 thereon, in an area generally located on2 the south side of Girard Avenue, east of3 North 38th Street and north of the4 Philadelphia Zoo, under certain terms and5 conditions.6 This parcel is currently being7 used by the Philadelphia Zoo for parking8 purposes. This conveyance will allow the9 Zoo to construct a parking garage that10 will provide much needed additional11 parking.12 I would like to amend right now13 as part of this testimony two sentences14 that weren't submitted previously. The15 Law Department is still researching16 whether or not the parcel in question is17 Fairmount Park jurisdiction. Even if this7 moves forward by virtue of a long-term8 lease, another measure that would come9 before Council, conveying the property to10 the Zoo and allowing the erection of the11 garage, that too would include an12 economic opportunity plan.13 So we're looking for a14 Committee vote, but ultimately upon final15 passage, it will include an economic16 opportunity plan, whatever vehicle we17 use.18
